The Master Plan Update2014-2015

2014 – Study and Survey conducted by Hutteball & Oremus Architects• Findings: In accordance with OSPI methodology, four buildings were identified to be in poor

condition:• Blakely Elementary• BHS 100 Building• Ordway Elementary• Commodore

2015 – Facility Master Plan update facilitated by Mahlum Architects • Master Plan committee recommendations:

• Address district-wide health, life-safety and infrastructure issues• Replace Blakely Elementary School• Replace BHS 100 Building including performance space• Replace Ordway• Replace Commodore

Spring 2015: 2015 Master Plan Committee presents report and recommendations to BISD Board of Directors, outlining facility needs, timeline estimates and cost implications.

Summer 2015: BISD Board gives direction to engage community in discussion about options to replace Blakely Elementary and BHS 100 building.

Blakely Elementary

Facts:• Constructed in 1965; two additions in 1989 and 1993• 43,505 sf (model program requires 65,150 sf)

Summary of Study & Survey Findings:• 50+ years old• Limited opportunities for alternative educational delivery • Mechanical, plumbing and electrical systems are beyond their useful life• Limited natural daylighting• Structurally overstressed; deficiencies in seismic-load handling capabilities • Inadequate ADA/accessibility • No sprinkler system• Interior wall finishes, floors, ceilings and hardware are in need of replacement• Conflicts between buses, loading and unloading and pedestrians

Options:• Short-term immediate need for Postpone, Patch and Repair (unsustainable): $3.95M (+ $1.5M in

systems that cannot be physically supported with current structure)• Modernize existing building: $38.15M• New building: $38.96M

BHS 100

Facts:• Constructed in 1970• 41,509 sf (model program requires 19,929 sf classroom + 22,971 sf theater = 42,900 sf)

Summary of Findings:• 45+ years old• Limited opportunities for flexibility in educational delivery • Mechanical, plumbing and electrical systems are beyond their useful life• Limited natural daylighting• Structurally overstressed; deficiencies in seismic-load handling capabilities• Inadequate thermal insulation/single-pane windows• Roof is past its serviceable life and in need of replacement• No sprinkler system• Interior wall finishes, floors, ceilings and hardware are in need of replacement• Water infiltration in below-grade areas • LGI exterior canopy is beyond serviceable life

Options:• Short-term immediate need for Postpone, Patch and Repair (unsustainable): $7.18M (+$1.27M in structural upgrades that

may not be feasible)• Modernize existing building (unsustainable): $15.38M (+ $1.27M in work that may trigger additional costs due to structural

deficiencies)• New building option A: $27.02M(w/600 seat ¾ theater)• New building option B: $24.3M (w/300-450 seat ¾ theater)• New building option C: $13.75M(w/black box 125-150 seat)

BHS 100 :: Ed Spec Planning SessionSpecial Ed 15 June 2015

Key Points of Discussion:• Adjacency and grouping of SPED classrooms important

considerations; goal is to be integrated not separated• If the 100 Building is CTE-focused, should SPED be grouped in

another building?• When would a move be appropriate for SPED?• Whatever the location, SPED should be permanent, not

temporary space awaiting a final home • SPED needs to feel included in process • Conversations should continue to include additional staff

participation

BHS 100 :: Ed Spec Planning SessionPerforming Arts 08 September 2015

Key Points of discussion:• LGI is not appropriate for drama; need flexible space• BHS would love to expand drama offerings, current facilities are inflexible• LGI does not allow enough seating for a graduating class• Theater equipment is in poor condition at best• “Nothing about the current facility is a magnet for performing arts”• Insufficient space for current Band enrollment—enrollment goal is nearly

twice that amount—Band does not perform in LGI as it is inadequate in size, space or sound quality

• Adjacency to stadium causes sound and accessibility issues when both facilities are in use

• 600 seats is too large; a consensus of 400-475 seat facility with flexibility to adjust to varying performances and audience sizes

• Consider adjacency to BHS Campus-transition between classes• Future trend toward increased focus on video production arts versus live-

performance arts

Key points of discussion:• Large open and visible work spaces that can accommodate varying programs—not “my

room” but “our facility”• Adjacency to truck loading areas important to most programs• Storage-storage-storage needed (large, medium and small scale) for all programs to allow

flexibility and multiple uses• Opportunities for community use of space• Quality natural and artificial lighting • Indoor air quality is important• Potential connections to nature for a farm to table program-culinary arts• Opportunities for flexible infrastructure and open spaces for diverse programs (robotics,

painting, culinary arts, etc…)• Adjacency and visibility to rest of campus, ”what are they doing over there”—inspire

curiosity• Opportunities to collaborate with Rotary and like with CTE programs• Base design on current program and flexibility for future programs (sustainable design)• Opportunities for community partnerships (internships) is limited compared to other

communities; focus more on on-campus classes• Complimentary program adjacencies
