Daily Tasks

Input student attendance into Complete School daily, within the first 15 minutes of student arrival . Add/Drop students accordingly in Complete School and note drop dates on ELP Student Start/Drop date on attendance roster Keep District Supervisor and Boys & Girls Club Area Directors aware of any and all needs, concerns, questions, problems, situations and issues related to you ELP attendance Do a walk-through of the program to ensure supervision, safety and appropriate interaction between staff and students Provide guidance and resources to your staff Complete Staff Absence/Tardy/Early Sign-out Sheet Check your email 3 times each day minimum (beginning, middle and end of program) Ensure that campus is clean and ready for the next day Submit Substitute form if applicable Wear vest at ALL times while on duty.

Monthly Tasks Area Director on or before the 15th of the following month of which the data reflects. Complete Monthly Highlight Report (Only Use Word Formatted Template), due on or before the 15th of each month. Complete LEA memo by having a meeting with Principal, grade level teachers, or Academic Liaison, Email this document to ELP Supervisor on or before the 15th of the following month of which the data reflects. Use the provided sign-out sheets for each day of the month for each student. Keep a copy of the sign- outs for your school records, as you will be sending the originals to the ELP office monthly. Attend mandatory monthly Site Coordinator Meetings. Always bring your planner, questions, and a notepad. Team leaders are to be a t your site to start the program. Turn in staff time sheets twice a month by 5 pm. (follow calendar due dates) As you order and receive program supplies, fill out the inventory list/supply order list. It makes end of year inventory much easier. Annual Tasks Submit all required documents to the Extended Learning Director. Please see End of-the-year Checklist. I have read the above and understand what is expected of me as a Site Coordinator.

Expectations Arrive at the sited ready to begin at the appropriate time Remain at the site during work hours Never leave students unsupervised Dress appropriately Speak to students and adults in a controlled voice and manner Report accidents in accordance with Boys and Girls Club and Bakersfield City School District procedures Report all suspected child abuse cases in accordance with Bakersfield City District policy and state law Complete assigned duties in a timely manner Attend staff development trainings/meeting related to the Extended Learning Program Actively engage students in meaningful learning activities Consult the Site Coordinator or District Coordinator when you have questions, concerns, or needs Wear Vest at ALL times when on duty. Responsibilities Call in your absence to __________ at 325-3730, and __________ at ____________ no later than 9:00 am on the day of your absence. However, you should give notice as early as possible so that a substitute can be found. Plan, create, and lead group activities and enriching lessons Supervise students at snack time and help with clean up afterward Monitor safety and attendance Provide students with tutoring and homework assistance Work cooperatively with all staff members Maintain high level of ethical behavior and confidentiality of information about students Document all necessary information. Immediately report all injuries, and suspicious behavior, or out of control behavior to the site coordinator Clean up all work areas and put equipment and materials in their appropriate place Perform other related duties as assigned Time sheets should be done on a regular basis Track student homework completion Sign in and out every day Name badges are to be worn at all time. Badges remain in the Extended Learning Office when not working No using personal cell phones Dress code policy must be adhered to All leaders are responsible for developing their lesson plans. BCSD CORE PRIORITIES Core Instructional Priorities Language: All students will effectively interact in listening, speaking, reading, writing and thinking activities through a range of conversations and collaborations with diverse partners, building on others’ ideas and ex-pressing their own clearly and persuasively.

Understanding the Role of the Academic Liaison

All stakeholders must understand the role of the Academic Liaison in the extended learning program. This includes educating, management, teachers, as well as the extended learning program site coordina-tors.

The expectations are discussed in the management meeting to clarify reporting responsibilities, and the needed cooperation and participation of principals and teachers during the instructional day. Admin-istration is to identify a certificated teacher from each site to train and evaluate informal educators. An academic liaison is intended to directly service students. Each site has an established certificated ex-tra time budget (varies from site to site) for the purpose of utilizing ELP funds in order to further align the instructional program after school with the regular instructional day.

Administration is asked to select a candidate considering the personalities of the staff, program

operations and the teacher’s reputation and credibility with other peers. The competency of ex-

tended learning program support is contingent upon the respect the Academic Liaison has on

campus with coworkers and students.

Academic Liaison Duties and Responsibilities

1. Align and attune the extended learning program with the instructional day especially in the are-as of appropriate grade level standards, homework assistance, and specific support needs in lan-guage arts and/or math.

2. Collaborate at the district level with the Extended Learning Program Academic Coach and oth-er academic liaisons to ensure an effective system that includes data analysis, professional learn-ing communities, strategic professional development, coaching, and lesson study.

3. Observe informal teachers (activity leaders) in action. Provide structured coaching through a system of explicit direct instruction. Discuss findings with site coordinator to determine train-ing needs of staff.

4. Train after school program staff in appropriate grade level strategies and activities.

5. Participate in the annual review Region 8 ELP Site visit.

Directions for Special Needs Form (For students: 504 or Health condition)

The Special Needs form must be completed by the School Site Coordinator and approved by the School Nurse prior to a Special Needs Student enrolling in the Extended Learning Program.

Steps include;

Student name, grade, SID #, school and date.

If there is a Health condition, give to the school nurse for clearance.

(Once the nurse clears the student, submit the signed paperwork to the Extended Learning Office.)

Note: Once a student with a Health Condition has been cleared by the

Nurse., review the recommendations and/or Health or Special Needs plan to ensure necessary training of Extended Learning Staff has taken place.

commencing at the time of departure from school premises until Student returns to his/her home:

Student will not purchase, possess, use, consume, ingest and/or smoke any alcoholic beverages, drugs/narcotics and/or tobacco of any kind whatsoever. The sole exception to this rule is that student who have, in advance of the Field Trip and consistent with law and policy, obtained written approval from an authorized health care provider and the parent to self-monitor, self-test, or self-administer the medication in the student’s possession during the Field Trip (Board Policy 603.2, Administering Medication and Monitoring Health Conditions, Education Code Section 49423 and 49423.1; and Title 5 California Code of Regulations Section 600).

Student will stay within the geographic parameters designated throughout the Field Trip. Student will not damage or deface any property that does not belong to him/her.

C. Student and Parent/Guardian understand and agree that if Student violates any of the rules set forth in this document, it will be within the sole discretion of the Field Trip Supervisor or other designated supervisor

(“Supervisors”) to take whatever disciplinary action is necessary, including immediate notification of Parent/Guardian, dismissal from the Field Trip, or any other discretionary action that may be deemed appropriate.

D. Student and Parent/Guardian acknowledge that there are certain risks inherent in participating in field trips. Such risks may include, but are not limited to, accident, delay, bodily injury, illness, death, or damage to personal proper-ty. Student and Parent/Guardian further agree that the Supervisors cannot ensure the safety of Student. Student and Parent/Guardian expressly assume these risks and agree that they will not hold the Supervisors or the Bakersfield City School District responsible if such events occur (Education Code Section 35330).

E. Student and Parent/Guardian, as a condition of Student’s participation in the Field Trip, hereby agree to indem-nify and hold harmless from all claims or suits for damages to injury arising from Student’s participation in the Field Trip and liabilities against the Bakersfield City School District, its officers, agents, employees, and volunteers (collectively “District”), for injury, accident, illness, or death occurring during or by reason of this Field Trip, except for the willful misconduct of such persons. Student and Parent/Guardian hereby waive any and all rights to hold the District personally, individually, jointly or severally liable for any and all claims.

In the event of an accident, injury and/or medical emergency, Supervisors are hereby authorized to con-sent to and obtain whatever emergency medical treatment, surgery or dental care is considered necessary from and in the best judgment of the attending physician, medical care facility, hospital, paramedic unit or other health care provider deemed appropriate by Supervisors in the circumstances. In the event it is impossible to receive in-structions for Student’s care, full authorization is given to any licensed physician and/or surgeon for the provisions of medical treatment, including the administration of drugs or medication, and the performance of surgical treat-ment for the relief of pain and/or the preservation of life and/or health and well-being. Student and Parent/Guardian understand that this authorization is given in advance of any specific diagnosis or treatment being re-quired and that such authorization is given to provide Supervisors and the Bakersfield City School District with the power to secure reasonable medical care under emergency circumstances. Medical costs incurred shall be the responsibility of Student and Parent/Guardian.

G. Student and Parent/Guardian agree to pay for such medical care whether or not the costs are insured by Student or Parent/Guardian’s health insurance. Bakersfield City School District is the largest non-unified school district in California. Located in the Central San Joaquin Valley, we serve a population of 31,000 students, a majority of which are socially and economically disadvantaged (89% Free and Reduced Lunch rate).

Prior to enrolling the student, the Site Coordinator will schedule an orientation meeting with the parent in which they will view the

Registration Power Point.

Things to cover in Parent Orientation

Homework-Make sure that parents are aware that we are not a homework completion club, but rather a homework assistance program. We will give students time for homework and we will help them, but it is not our responsibility to have them complete the assignment(s).

Pickup procedure-Make sure that the procedure that you are using for pickup is explained to parents and that they understand it. Make sure to enforce it every day.

Early release-Explain the process for all parents and identify that there is a form that they have to fill out prior to the date they are requesting to be dismissed early. Don’t forget, in order for us to be able to count them present for the program they have to be with us half of the operation time, 1.5 hours.

Attendance-Make sure parents understand that this is not an open pickup program. The students are expected to participate everyday the programs is operational for the entire duration.

Discipline-Make sure that the parents understand that the rules and consequences of the regular day will follow into the after school program.

Emergency Information-Make sure that they give you the best numbers, and if they change, that they give you the new contact info ASAP! Also, make sure that they give you the names of the adults that can pick up. If they have a court order or they get one during the year they have to tell you.

Health concerns-Make sure parents give you health conditions of a student; food allergies, asthma, etc. If something changes during the year make sure that they tell you so that we can keep the student

Permits and/or participation in Bakersfield City School District Academies may be revoked under any of the following conditions: (a) the student fails to maintain District behavioral standards and receives disciplinary action that results in suspension and/or expulsion; (b) information on the Academy permit application changes, is determined to be false, or is determined to contain signifi-cant misrepresentations; (c) the student fails to maintain an attendance rate at or above 95% of the days in which school is in session; or (d) the student arrives late, is removed early, or any combina-tion thereof, more than three times in any school month.

A school revoking an Academy permit and/or participation for one of these causes will give an ad-vance written notice to the parents/guardians at least ten (10) school days prior to the revocation of the permit and/or participation. This notice shall state the reason(s) for the revocation and the name of the school to which the student may immediately attend by virtue of their residence.

The Governing Board recognizes that volunteer assistance in schools can enrich the educa-tional program, increase supervision of students, and contribute to school safety while strengthening the schools' relationships with the community. The Board encourages parents/guardians and other members of the community to share their time, knowledge, and abilities with students.

The Superintendent or designee shall develop and implement a plan for screening and placing volunteers, including strategies for reaching underrepresented groups of parents/guardians and community members. He/she may also recruit community members to serve as mentors and/or make appropriate referrals to community organizations.

As appropriate, the Superintendent or designee shall provide volunteers with information about school goals, programs, and practices and an orientation or other training related to their specific responsibilities.

Volunteer maintenance work shall be limited to those projects that do not replace the normal maintenance duties of classified staff. The Board nevertheless encourages volunteers to work on short-term projects to the extent that they enhance the classroom or school, do not signifi-cantly increase maintenance workloads, and comply with employee negotiated agreements.

Volunteer aides shall not be used to assist certificated staff in performing teaching or admin-istrative responsibilities in place of regularly authorized classified employees in accordance with Education Code Section 35021.

Volunteers shall act in accordance with district policies, regulations, school rules, and/or in-structions provided by the site administrator. At their discretion, volunteers may be asked to

leave the campus by the site administrator for any lawful reason including but not limited to a violation of school rules. Employees responsible for supervising a volunteer also may confer with the principal or designee regarding any such volunteers. The Superintendent or design-ee shall be responsible for investigating and resolving complaints regarding volunteers.

Qualifications

The Superintendent or designee shall establish procedures for determining whether volunteers possess the qualifications, if any, required by law and administrative regulation for the types of duties they will perform.

Prior to assuming a volunteer position to work with students in a district-sponsored student activity program, a volunteer shall obtain both a Department of Justice and Federal Bureau of Investigation criminal background check (Education Code 49024).

A volunteer who possesses a current Activity Supervisor Clearance Certificate from the Com-mission on Teacher Credentialing shall have satisfied district requirements for the criminal background check (Education Code 49024).

Supervision, as used in this administrative regulation, includes the acts of managing, directing, or overseeing students or projects. Instruction, as used in this administrative regulation, means teaching and training.

Duties of Volunteers

Volunteers may assist certificated personnel in the performance of their duties, in the supervi-sion of students and in instructional tasks which, in the judgment of the certificated personnel to which the volunteer is assigned, may be performed by a person not licensed as a classroom teacher. These duties shall not include assignment of grades to students (Education Code Section 45343, 45344, 45349).

Volunteers may supervise students during lunch, breakfast, or other nutritional periods or may serve as nonteaching aides under the immediate supervision and direction of certificated per-sonnel to perform noninstructional work which assists certificated personnel in the perfor-mance of teaching and administrative responsibilities (Education Code 35021, 44814, 44815).

An employee may not delegate to a volunteer responsibilities including, but not limited to: (a) evaluation activities; (b) the responsibility for the conduct and safety of students during school hours and school-sponsored activities and while students are using district transportation to and from school; and (c) the responsibilities to maintain the confidentiality/privileged status of information.

Qualifications of Volunteers

Volunteers providing supervision or instruction of students pursuant to Education Code Section 45349 shall give evidence of basic skills proficiency (Education Code Section 45344.5, 45349).

Any volunteer working with students in a district-sponsored student activity program shall ob-tain an Activity Supervisor Clearance Certificate or criminal background check in accordance with Board policy. The Superintendent or designee shall determine which volunteer positions in the district are subject to this requirement.

"Student activity programs" include, but are not limited to: scholastic programs; interscholastic programs; and extracurricular activities sponsored by the district or a school booster club, such as cheer team, drill team, dance team, and marching band. This requirement shall not apply to volunteer supervisors for breakfast, lunch, or other nutritional periods or to volunteer nonteach-ing aides under the immediate supervision and direction of certificated personnel pursuant to Education Code 35021, including parents/guardians volunteering in a classroom or on a field trip or community members providing noninstructional services (Education Code 49024).

The Superintendent or designee shall not assign any person required to register as a sex of-fender pursuant to Penal Code 290 as a volunteer in any capacity including as an instructional aide or as a volunteer nonteaching aide under the direct supervision of a certificated employee (Education Code Section 35021, 45349; Penal Code 290.95).

The Superintendent or designee shall require persons serving as volunteer instructional aides and nonteaching volunteer aides to certify they are not required to register as a sex offender pur-suant to Penal Code 290.

No volunteer shall be assigned to provide supervision or instruction of students unless he/she has submitted evidence of an examination within the past 60 days to determine that he/she is free of active tuberculosis. Volunteers who skin test negative shall thereafter be required to take a

tuberculosis test every four years in accordance with Education Code Section 49406 (Education Code Section 45106, 45347, 45349 and 49406).

Notices to Volunteer Candidates The Governing Board and district staff encourage parents/guardians and other members of the community to share their time, knowledge, and abilities with the school and students. We believe that volunteer assistance in schools can enrich the educational program, enhance su-pervision of students, and contribute to school safety while strengthening the schools' rela-tionships with the community. Volunteer services are provided in the Bakersfield City School District only when such services comply with applicable law, policy, and procedures.

Any volunteer working with students in a district-sponsored student activity program shall ob-tain an Activity Supervisor Clearance Certificate or submit to a criminal background check in accordance with Board Policy and Education Code section 49024.
