Objectives of the Kick off Meeting:
To introduce the objectives, anticipated results and proposed activities of the EC TRACECALand Transport Safety & Security Project
To discuss project progress and planning and obtain feedback on the Project InceptionReport
To discuss and agree priorities with respect to the harmonization of road and land transportsafety and security policies, legislation and regulations
To elaborate the findings to date arising from the legislative and regulatory gap analysis
Welcome Speech by Secretary General Outlined the importance of the Land Safety transport
giving date of the WHO conference concerning road accidents;
Agenda of the Day
Presentation made by the project Team Leader, Joaquin Rodon:
Question from Kazakhstan: Thanks for the presentation, good idea for the database.
Methodology must be identified (for example, the definition of a fatal accident in post sovietcountries is when the casualty dies within 7 days; elsewhere it is defined as 30 days);
Barbara Bernardi: May 2009 EU adopted New Rules regarding what are considered as
fatal injuries- focus is on serious accidents as well.
Question from Ukraine: What is the principles for the selection of the short-term experts (in
accordance their expertise);
Joaquin identified areas, selection of the right person with right capabilities issues is open
for any discussion;
In Ukraine there have not been selection done comment: we will propose best experts to
you.
Question from Azerbaijan: Yousaid that 10% already has been done- when 90% will be
done (little time is left);
Joaquin: Delays for administrative reasons project active from September of this year.

Collection information for action plan;
Trainings digital Tachograph;
Before February-July 2010 Training Materials in English and Russian;
Awareness Campaigns;
NGOs which countries national administrations in charge;
Q: Results of the activities - who will be benefitting in Trainings;
J: Resting times of the drivers- digital Tachograph is one of the main areas;
Resources available will be used effectively;
Digital Tachographs:
-Countries who are preparing for tachographs to implement digital tachograph; to extend the
date.
What training will be provided?
Q.: Project facility institutional, present best practice in Europe and in the world. Up to
administration to start the dialogue. Request on postponement.
Uzbekistan:
Experts have not identified yet. Real need for this expertise;
Kyrgyzstan:
New Team for the database - as close as possible with the beneficiaries. Additional difficulty
physical distance - working with the project Manager
Romania:
Should be fully involved in sharing best practice.
Training Materials have all the materials been translated into 12 languages
In the last 3 months nobody contacted us from your project.
Tajikistan:
To support - sharing resources give answer to this question
Expertise - Training. Work closely with the project Administration;

Standard Trainings for all countries;
Bottom Involvement EC Delegation;
Turkey agreed with Romania to be fully associated with the project;
Moldova very important project; Due to the delay there were expectations. Wish to have moreserious and close involvement;

Application principles only for the new vehicles.

Questions:
Ukraine: You want to get data from our countries. Some of the countries data differ from thereality - especially in Ukraine.
Recommendation - creation of the agencies to be backed by EU - to get real picture;
Presentations made by Countries:
- System of implementation. Your experts have not done any analysis (which is already
done) and partners have been already selected.
Ukraine It is a short period of time to identify technical support;
- Dangerous goods not very clear;
- Action Plan - lack of public awareness - drivers education issues;
Uzbekistan: Methodology of Inspection
- Uzbekistan is not a signatory;

- Situation has not been studied and recommendations should be given to the countries;
Romania: Inception Report has not been received;
Turkey: Inception Report has not been received;
Tajikistan: Total support Tajikistan is a member. 1st Education concerning implementation of
Data Base; Idea of Agency shall be taken into account; Creation of the Agency;
- Idea of the implementation of EUR 5 is also welcomed as well as training of
professional drivers;
Moldova: Project is important. Taken into account some remarks. Ready to cooperate. Different
stage of development;
Kyrgyzstan: Main interest is land transport aspect some of the most difficult landscape within
TRACECA;
Kazakhstan: Support and coincide with the ideas of Ukraine
Insurance companies must record the Road Accidents:
Iran Fully support the project; Countries which are not members will be joined by the
convention.
