Dear HEF committee, professors, researchers and all participants,

It’s been a great honor for me being a host of this great conference in Bali. In this fast-developing world of knowledge, scientific conferences are incredibly important to inform and share one another of the latest findings.

The Asia-Pacific Conference on Engineering and Applied Sciences (APCEAS) and The International Symposium on Business and Social Sciences (ISBSS) as well as other meetings will cover various fields of study, including applied sciences, engineering, business, management, culture, education, etc. This interdisciplinary conference has been one of the core values of Higher Education Forum (HEF) beside internationalization and joint conference. Nowadays, interdisciplinary research are increasing and playing a key role. Through interdisciplinary joint conferences, the HEF provide an international platform where participants could view the same topic in different light and could furthermore seek new collaboration and research opportunities across academic themes.

Bali is the suitable place for us in having such fruitful conferences. Bali has many things to learn and enjoy especially natural beauties and cultures. Many foreign scholars, artists and researchers live in Bali to learn unique knowledge of each particular subject. Tourists also enjoy beaches and traditional performances of Bali art. Beside Legian, Bali also has other beautiful beaches such as Jimbaran, Seminyak, Uluwatu, Kuta, Sanur, etc. 

In this fruitful conference, I hope all of you will have many benefits, having new friends, boarder horizon, more distributed network, deeper understanding on others to build a better life.

A Polite Request to All Participants

Participants are requested to arrive in a timely fashion for all addresses. Presenters are reminded that the time slots should be divided fairly and equally by the number of presentations, and that they should not overrun. The session chair is asked to assume this timekeeping role and to summarize key issues in each topic.

Certificate

Certificate of Presentation or Certificate of AttendanceA certificate of attendance includes participant’s name and affiliation, certifying the participation in the conference. A certificate of presentation indicates a presenter’s name, affiliation and the paper title that is presented in the scheduled session.

Certificate DistributionOral presenters will receive a certificate of presentation from the session chair after their presentations or at the end of the session. Poster presenters will receive a certificate of presentation from the conference staff at the end of their poster session.

The certificate of presentation will not be issued, either at or after the conference, to authors whose papers are registered but not presented. Instead, the certificate of attendance will be provided after the conference.

Preparation for Oral Presentations

All presentation rooms are equipped with a screen, an LCD projector, and a laptop computer installed with Microsoft PowerPoint. You will be able to insert your USB flash drive into the computer and double check your file in PowerPoint. We recommend you to bring two copies of the file in case that one fails. You may also connect your own laptop to the provided projector; however please ensure you have the requisite connector.

Preparation for Poster Presentation Materials Provided by the Conference Organizer:1. X-frame display & base fabric canvases (60cm×160cm) 2. Adhesive tapes or binder clips

Topic: Information System for Maintaining River Water Quality in the Urban Area

Summary of Keynote SpeechMany urban rivers in the developing countries evaluated as heavily polluted river. Many efforts had been conducted by means of various activities. However, those activities are still sporadically conducted, unpublished, and not well-documented, resulting inefficiency of the resources consumption. Those un-managed activities were caused by the lack of information and data publishing of the rivers’ condition. An information system of river water quality needs to be integrated, suitable, and fulfill the stakeholders requirements, enriched with the water quality modeling.

For the first step, the method used was best practice analysis by visiting other location which has a well-conducted system to learn how the city monitors the river water quality. The next step was to collect data concerning the potential user or stakeholder types, usage of the information system, and the user’s needs. Based on the lesson-learnt method and data collection, several systems can be applied. However, the interaction between users and the information system might be different due to the sensitivity of data publication. Thus a specific step on filtering data prior to publication needs to be placed. Potential users of this system are government officers, researchers, academic staffs, NGO, and the community. Summary of Keynote SpeechInteraction among cultures and adopting elements of different cultures are natural. Today we live in a globalized world with generations of people born in one or more cultures and raised in another. We live in a world where information is released every day and made available to everybody through the Internet, social media and TV. Under globalization and internationalization, cultures have lost their unique identity and each culture has become blended. We have a tendency to grasp design as a particular style or trend without fully apprehending the core and the derivation. Cultural appreciation becomes cultural appropriation.

Cultural appropriation is a sensitive topic and is often the end result of appropriation in art and fashion. And it has been a hot and controversial topic in the fashion industry for quite a while. According to Vogue, fashion can be used as a cultural translator and a tool against colonization; it re-establishes the balance between symbols, stories and different worlds through styles. Ogundu (2015) stated that designers often turn to culture as inspiration, and designers who do not credit or pay homage to a culture by citing it as their original source of inspiration are the ones who then turn appreciation to appropriation.

Cultural Appropriation is not a term many people know about, but it is a major problem. What is supposed to be sacred to a culture and the people of this culture may be treated as the latest

trend. People tend to turn other elements of cultures, such as Aztec prints, bindi, or gypsy headbands, into a mere fashion statement.

For the most part, people do not realize that wearing culturally significant garments unintentionally reinforces segregation and stereotypes. It is exploiting the cultural markers of marginalized groups and, in turn, misrepresenting them. People of other cultures want society to fully understand and appreciate their culture and not just take what they want from the culture to turn it into the latest trend or part of design. People of various cultures are reaching out through social media, such as Twitter and Tumblr, to show their outrage at making their culture the latest fashion trend. They hold that items that are sacred to the culture and have meaning in the culture that goes back centuries should be worn by those who earned them and know the meaning of the object.

There is little research on this topic. It is necessary to study the effects of culture appropriation in different cultures, such as India. It is important to understand how our peers view culture appropriation and their sensitivity towards the topic, whether they have been affected by it or not. It is also necessary to see if people around us are aware of the problem and if they are participating in culture appropriation.

Brief Introduction of Dr. Eun Jin HwangDr. Eun Jin Hwang is an Associate Professor in the Department of Human Development, Fashion, and Interior Design at Indiana University of Pennsylvania, USA. She received a Ph.D. and Master degree from Virginia Polytechnic Institute and State University.

Her recent research and teaching focuses on fashion merchandising, strategic management with respect to textiles and apparel, the textile and apparel industry and trade, sustainability in apparel retail industry, the connection with consumers via social networking in apparel retailers and self-construals on consumers' decision-making styles on clothing purchasing. Dr. Hwang received the Best Paper Award at the Advances in Business-Related Scientific Research Conference (ABSRC) 2012, Venice, Italy.

Dr. Hwang is also highly regarded professional reviewer with the Journal of the Academy of Marketing Science, Journal of Family and Economic Issues, International Textilesand Apparel, Journal of Fashion Marketing and Management, and Fashion and Textiles. Currently she is chief editor of Journal of Economic, Business and Management (JOEBM). She has reviewed seven textbooks from three different publishers and written a case study for a textbook. Dr. Hwang has been the keynote speaker at several international conferences.
