I have over 40 years of experience within the telecommunications industry. Two-thirds of this was spent with Telkom South Africa, in which I served in a number of Senior Management and Executive positions. Major projects that I was responsible for managing included the provision of telecommunications infrastructure for the first democratic elections held in South

Africa in 1994, the provision of telecommunications infrastructure for the Rugby World Cup in 1995, and the management of the Million Line Project. I received the Telkom Managing Director’s Award for the work that I did on the provision of telecommunications infrastructure for the general election in August 1994.

In 1999 I joined the vendor community, first as Technical Director for Marconi South Africa, and in 2006 as Chief Technology Officer for the Major Accounts Business Unit within Ericsson Sub Saharan Africa. During this period I was involved in a number of major projects, including the roll out of ADSL technology in South Africa, and deploying the first fibre to the curb network in Africa.

Since June 2012, I have been involved with my own consultancy practice, which specializes in next generation transmission, fixed broadband access, mobile backhaul and WiFi Offload. I am also a sessional lecturer in the School of Electrical and Information Engineering at the University of the Witwatersrand, presenting two post graduate courses.

Involvement in Professional Societies

I was co-opted to serve on Council for 2013/2014, and also served on both the Membership and Technology and Knowledge Leadership Committees during this period. I am a past Chairman of the Electronic and Software Section and previously served on Council during the 1996/97 period.

I am part of the team of Council members who are working closely with ECSA and the Department of Higher Education and Training (DHET), to address the skills requirement for the various Strategic Infrastructure Projects (SIPs) that form part of the Presidential Infrastructure Coordination Commission (PICC). I also represented the SAIEE at the Thought Leadership Forum which ECSA hosted in April 2013.

I am also currently leading the drive to get the Institute involved with the SIP 15 Group, who have the responsibility for enabling and coordinating the provision of broadband coverage in accordance with the requirements laid down within the National Development Plan (NDP) as well as the recently released Broadband Policy.

I was a judge for the National Student Competition, which was hosted by the University of Pretoria in November 2013.

My main ambition is to contribute as a Council Member, and via the various Council Committees that I sit on, to increase the Institute’s involvement in the field of Telecommunications, and specifically to develop the Institute’s thought leadership capability in this area. It is my objective that the Institute in the future is in a strong position to make a meaningful and valuable contribution to the development of both policy pertaining to telecommunications in South Africa, as well as to the achievement of the targets laid down in such policy. The work that I have been involved with as a Council Member last year, which included meeting with the Convener of the SIP 15 Group and determining a role for the Institute in supporting this Group, is part of achieving this objective.

WILLIAM (BILL) BERGMAN (Lt.Col./MMM)

Qualifications/Professional: Professional Technologist (Engineering), ATC II, Registered electrical wireman. Experience/Positions held: Designation: Partner in the firm Bergman Fisher Associates, consulting engineers. Known as Bill, has over 50 years experience in the electrical industry of which 25 years was in the SA National Defence Force (SANDF) as Staff Officer Electrical Services, concerned with electrical installations throughout the Republic of SA for the SANDF. He also was involved in training newly graduated electrical engineers during their National Service. He has written a number of articles which were published. He was twice elected President of and was an Honory Fellow of the SA Institute of Electrical Technician Engineers (SAIETE) which has since been incorporated into the SAIEE. He is a Fellow of the SA Institute of Electrical Engineers. He is the holder of the Military Merit Medal (MMM) awarded to him by a State President’s warrant in 1994. On retiring from the SANDF he worked as a consultant and then in 2006 formed a partnership with Wayne Fisher MSAIEE. He has lectured at Wits University on Electrical Installations in Buildings. Bill was the recipient the SAIEE Engineer of the YEAR award in 2012 and has been a member of SAIEE Council for a number of years SAIEE Participation: Fellow of the South African Institute of Electrical Engineers. • Signal processing Key Experience: Sunil Maharaj completed his BSc Eng. (Electronic) and then the MSc Eng (Electronic) at the University of Natal. He was the first person of color to win a prize for the best final year electronic engineering design project in the Electrical and Electronic Engineering Department at the University of Natal. In 1989, he then joined Electromagnetic Laboratory (EMLab) in Pretoria as a Microwave Design Engineer where he worked for almost 3 years. He then joined the then Transkei Technikon and was instrumental in establishing Electrical Engineering at the Techikon. In 1996, it was the first historically black Technikon in a homeland to get full ECSA accreditation for its National Diploma in Electrical Engineering programme.

In 2000, Sunil joined the University of Pretoria’s Department of Electrical, Electronic and Computer Engineering. There he completed his PhD in the area of MIMO broadband wireless systems channel modeling. He developed in 2001, in conjunction with Motorola SA, the first of its kind, the Certificate Course in Wireless Telephony (CCWT), and also lectured undergraduate and postgraduate students. In 2005 he was instrumental in establishing the Sentech Chair in Broadband Wireless Multimedia Communications at the University of Pretoria. He has supervised and mentored many students from Honours, Masters, PhD to PostDoctoral level.

Since May 2011, Sunil has been the Head of Department of Electrical, Electronic and Computer Engineering at the University of Pretoria and has served on various national and international technical committees related to the ICT arena. Involvement in Professional Societies

PROFESSOR JAN A DE KOCK (Pr. Eng, Ph.D., M. Eng., B. Eng, FSAIEE, MIEEE)

Jan de Kock received his B Eng, M Eng and PhD in electrical engineering from Stellenbosch University. He is a registered Professional Engineer in the South Africa. In 2001 he was appointed Professor in Electrical Engineering at North-West University. He is currently the director of the School of Electrical Engineering and has previously acted as dean for 14 months. He has taught power electronics, electrical machines and final year project to undergraduate students, and advanced protection and power system dynamics courses to postgraduate students. He has academic interests in electrical machines, power system dynamics, protection systems and high voltage engineering. He has published articles in scientific journals and prepared technical papers for local and international conferences. He was also a co-author of a book. A number masters students are currently completing their studies under his supervision and 13 engineers have received postgraduate qualifications under his guidance. He has also acted as reviewer of articles in local and international journals and as external examiner and moderator for other universities. Dr de Kock's professional training and experience encompasses the spectrum of electric power system technologies. He has been a project manager and / or technical contributor to a variety of analytical consulting, teaching, hardware, and software projects. His expertise in analysis of power systems includes steady state, dynamic and transient simulations and quality of supply investigations. He has developed or applied hardware and software models for a wide variety of power system equipment. He is also the holder of an international patent for a new pole-slip function to protect electrical generators from pole slipping by detecting pole-slipping before is actually occurs. Dr de Kock has been involved in the design, commissioning, and performance assessment of more than 30 generators and synchronous machines ranging from 1 MW to 60 MW, large medium voltage switchgear projects and protections systems. He often also involved in failure investigations on large power installations ranging from switchgear (up to 132 kV), to transformers (up to 750 MVA), to motors (up to 56 MW), overhead lines and power cables (up to 132 kV) for industrial clients and insurance companies. Previously Dr de Kock worked for Sasol for 4 years and for NETGroup for 6 years. He is also the managing director of Boston Consulting Service for 14 years. Dr de Kock has been an instructor and developer of a number of courses including power system design, protection, dynamics and generator performance. He has presented these courses in seven countries. Prof de Kock is a member of IEEE and a fellow of the SAIEE. He is actively involved in the SAIEE rotating machines working group for the past 14 years and was a member of the IEEE rotating machines committee for 3 years. In 2012 he was elected as a fellow of the SAIEE.

FIELD SERVICES: Exposure to general maintenance and repair of network major power plant apparatus including HV and MV power cables, circuit breakers and power transformers.

TRANSFORMER REFURBISHMENT: Exposure at Rotek works on the general refurbishment of power transformers including de-tanking procedures, rewinding and repairs to cellulose insulation, testing and refurbishment of bushings and tap-changers.

METERING: Design and construction of simulators for pre-paid energy dispensers (4 Manufacturers) for the demonstration of normal and faulty operational modes to field trainees. The abnormal operational modes were either inherent faults or consumer induced modes including bypass of the meter.

BASIC AND ADVANCED PROTECTION COURSE: Successfully completed courses on general protection considerations, various types of protection schemes and interface with power plant etc

NETWORK OPTIMISATION: Developed software (C++, Visual Basic) for the real-time utilization of power lines by the modeling of the conductor considering the ambient conditions and conductor parameters.
