I Overview

1 .I There are three elements as follows to the license boundary extension request. The existing licensed boundary is highlighted in blue on the map of Attachment A1 :

1. Inclusion of an adjacent leased workshop in Ballysally Business Park (as highlighted in green on the map of Attachment Al) .

2. Inclusion of an existing BCD-owned Skid/Module Fabrication workshop, which adjoins the northern boundary of the existing licensed facility but is used for non- licensable activity (as highlighted in red on the map of Attachment A l )

3. Inclusion of an existing BCD-owned office building (to the northwest of the existing licensed facility as highlighted in red on the map of Attachment A l ) .

1. BCD's production capability requires additional facilities to deliver process vessels to customer requirements, which in turn leads to the requirement for extending the facility's licensed boundary. The principal reasons for this requirement are: 0 BCD's client market in the pharmaceutical and biopharmaceutical sectors

demand a segregated fabrication environment for the production of hygienic and aseptic process vessels, where increased control of the welding environment can be provided. This segregated environment cannot be provided within the existing workshops. Award of high purity projects by clients to BCD is conditional on provision of this controlled environment. BCD has won a large scale high purity vessel project for delivery to Singapore and there are additional potential large-scale high purity projects in the sales pipeline.

The new workshop and the manufacturing process to be executed within are defined in Section 2.1 below.

2. In accordance with the direction of the EPA Inspector, the existing Office Building and Skid/Module Fabrication Workshop (Items 2 and 3 of Section 1.1) are to be included within the revised license boundary. The layout of the facilities and activities conducted within these facilities are defined in Section 2.2 and Section 2.2 below.

2 Environmental Impact

2.1 New High Purity Vessel Fabrication Workshop 1. Description:

stores, adjacent yard and car park. Total building floor area 21 72 m2 approximately. Occupancy to be determined but expected to be of the order of 20 to 30 people. Copy of planning permission attached (Reference Attachment BI) .

The new workshop will be used for welding and final polishing of high purity process vessels, typically destined for the pharmaceutical and biopharmaceutical markets. Prefabrication and preparation of materials for vessels fabricated in this workshop (i.e. cutting, rolling etc.) will continue to take place in the existing licensed workshop using the fixed equipment installed there. Final weld washing activities, which are the primary source of process waste for vessel fabrication, will be completed in the existing installation within the existing licensed boundary and therefore do not impact this facility.

None of significance: heavier fabrication will continue to take place in the existing licensed workshop, with welding and polishing of high purity vessels to take place in this new workshop. No substantial noise generating equipment in use; process is mainly assembly of prefabricated and welded items.

Cutting of stainless steel box section, pipework and grating, and the welding of these together to fabricate frames, handrails and platforms. Cutting of stainless steel tubing and the welding of these tubes to prefabricated components (elbows, tees, reducers etc.) to create section of pipework. Assembly of procured equipment (vessels, valves, pumps, instrumentation etc.) onto the skid. Assembly of the fabricated pipework onto the skid. Polishing and cleaning of the fabricated components. Electrical wiring of the installed components. Acceptance testing of the finished product, which includes visual inspection, pressure testing, operation of the equipment to verify circuitry, and possibly the addition of steam to verify operation of heating circuits. Noise measurement locations N1, N2 and N3 for the existing licensed facility are in close proximity to the workshop, and all of the noise measurement locations for the existing licensed facility (N1 to N6) are between the module workshop and the nearest residential properties (Reference Attachment A2 - Existing License Noise Measurement Locations).
