• CATEGORY 1: FORMULA

• ENTITLEMENT PROGRAM ISSUED BY HOUSING AND URBAN DEVELOPMENT (HUD) BASED ON CUMULATIVE CASES OF

AIDS

• UNDER THE HOUSING OPPORTUNITY THROUGH MODERNIZATION ACT, THE WAY IN WHICH HOPWA FUNDS ARE

DISTRIBUTED HAS CHANGED.

• BASED ON THESE RECENT CHANGES, THE BALTIMORE EMSA HAS BEEN IDENTIFIED AS A HEAVILY IMPACTED AREA.

RECENT CHANGES

• POSITIVE

• IN FY2018 THE CITY’S HOPWA PROGRAM HAS PARTNERED THE STATE’S RYAN WHITE PART B PROGRAM

• MOHS RECEIVED A $2.2 MILLION AWARD FROM PART B FOR HOUSING AND SUPPORT SERVICES FOR PLWHA

• THIS PARTNERSHIP WILL ALLOW THE CITY TO UTILIZE MORE ITS HOPWA FUNDS FOR HOUSING AND RYAN WHITE FUNDS

FOR ELIGIBLE SUPPORT SERVICES

• THE CITY’S HAP PROGRAM IS CURRENTLY GOING THROUGH THE WAITING LIST TO GET PLWHA HOUSED

• ONCE WAITING LIST IS EXHAUSTED, COORDINATED ACCESS WILL BE UTILIZED

• THE BALTIMORE EMSA HAS BEEN IDENTIFIED AS A HEAVILY IMPACTED AREA DUE TO THE MODERNIZATION ACT

• OVER THE NEXT FIVE YEARS, THE CITY WILL LOSE APPROXIMATELY $3 MILLION IN HOPWA FUNDS

• THE PARTNERSHIP WITH RYAN WHITE PART B, WILL HELP WITH THE LOSS OF FUNDS

• THE EMSA WAS THOUGHT TO BE LOSING $1 MILLION FOR FY2018; HOWEVER, THIS WAS NOT THE CASE

• THE EMSA’S FY2019 AWARD IS $8,417,340
