General Manager (M&C) BESCOM welcomed all the officers to the meeting, to discuss the above subject. General Manager (M&C)requested CPRI expert committee members to explain the pros and cons of the modems after testing. Sri Shivakumar Aradya Addl Director from CPRI explained clearly along with PPT about the testing conducted in CPRI on 2No of burnt out modems and 2Nos of good modems and expressed that the modems are satisfy the test of impulse voltage as in IS-13779 as per SRS of R-APDRP. And expressed that the after the field visit of Mulbagilu town it is observed that the DTCs to be provided proper earthing, metering boxes should be maintained by proper earthing , and also the lightning arresters should be provided at primary side of DTCs. CPRI also expressed that the varistors should be tested independently for surge limits, and earthing should be provided for modern since it is not available at present. Also expressed that the power supply cables used inside the modems should be nearer to the varistors, currently the length is more this may also lead to the chances of burning the modems. CPRI expressed that the impulse current injection to the surge protective device showed about 3.5kV residual voltage and the first peak was around 5.71 times the residual voltage one time in the entire cycle of testing. These are in generally higher than accepted levels of 1.5kV peak and two times the residual voltage. CPRI suggested to test the earth resistance at Mulbagilu town where the modems are repeatedly burning at the same location, since if it is more than 2-3 Ohms may leads to burning of modems and also suggested to include the Gas Discharge Tube(GDT) components as additional for, surge protection. And also advised the metering marshal box should be tested for IP55 tfst. And also expressed that as Page 1 of 3

per IEEE 62.41.1 & 62.41.2 the moderns in secondary of a distribution transformer falls in the protective zone of Category-C ie very

huge exposure.

• BESCOM explained that IP55 test is not in practice since if the modem and the meters are tested for IP55 test. Also expressed that the

same specification(6KV surge protection) modems of make Mis Omne Agate are fixed under non R-APDRP area where not even single

modem is burnt in Mandya town out of 773 no's. But 28 no's of modems are burnt out of 368 No's fixed by the Mis ERL make. And

also in Wadi town 45 Nos of modems burnt out of 67 No's fixed by Mis ERL.

• BESCOM expressed that the earth resistance is varied from place to place and it is between 5-6 Ohms and is difficult to maintain 2-3

Ohms. And as "a trial basis in Mulbagilu as requested by BESCOM single phase connection is provided by Mis ERL for some of the

DTCs where the failure rate of modem is drastically reduced, if it is earth resistance problem then also the modems should burnt, but

it is not happened. Andexpressedthatmodempowersupplypointto be insulatedadequatelyto reducethe failures. Also expressedthat as per SRS the modem

shallbe suitablyprotectedagainstvoltagesurges(G3: 15.2apageNo 86 and also 6KV forCDMAmodemsG3:15.2cPageNo 89).

• BESCOM also explained that PFC itself expressed in the review meeting held on19j12/2013 at New Delhi the failure rate of modems of

Mis ERL make is more in Karnataka and Uttarakhand states and no other states complainting the modem burnt out issues.

• In the meeting it is decided joint inspection to be conducted by Mis ITIA, BESCOM, CPRI and MIS ERL for earth resistance atMulbagilu where the modems are burnt frequently.

• In the meeting there is no clarity and final decision on the modem burnt issue. CPRI informed that the test report will be given in thenext week.
