TRANSPORT STATEMENT
1 INTRODUCTION
1.1 Banners Gate Transportation Limited has been instructed by Jacobs UK on behalf of
Worcestershire County Council to consider highway and transport issues in support of a
planning application for a new first school on Cookridge Close on the north side of
Redditch.
1.2 The site at Brockhill East on the north side of Redditch is identified as being appropriate for
a high quality mixed use development comprising around 1,000 dwellings, employment
(8.45ha) and relevant community facilities and services including, a District Centre
(including convenience retail store), a first school and a sustainable public transport
network. Development has started and Phase 1 of the residential project has been
constructed and a total of 185 houses are now occupied. The planning of Phase 2, which
consists of offices and residential development, is ongoing. The master plan of the area
has included reference to a new first school. The site, as identified above, is considered
suitable for a new school and it is proposed to transfer the new facility to Worcestershire
County Council as part of a Section 106 Agreement (Town and Country Planning Act). The
school will be a ‘two form entry’ First School with 326 pupils. It is planned to construct the
school in advance of Phase 3 of the residential development planned by Persimmon
Homes. This proposal will replace the smaller existing Holyoakes School in Bridge Street,
Redditch that has capacity for 238 pupils.

1.3 The need and justification for a new school is brought about by an expanding population
and continuous high demand for places at Holyoakes Primary School. This report does not
provide justification for the need for the new school but focuses on the impact in the event
that a new facility is constructed on Cookridge Close. This report focussed on the traffic
and transport implications of the new school based on consultations with the Highway
Authority as listed in Section 3. A location plan is included at Appendix A.
1.4 The existing site and road network is described in Section 2. The project is explained in
Section 4 and transport planning topics are discussed in Sections 5 and 6.

2 EXISTING CONDITIONS
2.1 Holyoakes School and the development site
2.1.1 The existing road network of Pointers Way and Cookridge Close has been created by the
completion of Phase 1 of the Brockhill East development project. A network of new roads
has been built to serve 185 houses. Therefore, over time, the local road network would
expand not least as part of proposals for a new school. A succinct summary of the project
at Brockhill East is summarised below. A guide to the overall development is illustrated at
Appendix B.
Phase 1
The first phase comprises 185 dwellings that are built and occupied
Phase 2
The second phase consists of further 299 dwellings and office use, located on land
immediately to the northeast of Phase 1.
Phase 3
The proposals for Phase 3 would complete the development of the site within the
jurisdiction of Redditch Borough Council and comprises a further 350 dwellings, a local
centre and a First School. The development would be accessed from the Hewell Road
corridor via a continuation of Pointers Way. Phase 3 development would deliver the
completion of the Pointers Way link road which would provide a connection between the
Hewell Road and Weights Lane corridors.
Phase 4
An estimated 682 dwellings (subject to planning) in an area to the northwest of the
preceding phases
2.2 The local road network and pedestrian environment
2.2.1 The aerial photograph shows substantial progress of
Phase 1 of the house building project. Access to the
area is provided by Pointers Way. The residential
route of Cookridge Close connects onto Pointers
Way by means of a priority junction. Thereafter, the
residential roads of Cookridge Close, Fairweather
Close and Burrington Close combine to provide a
circular route from Pointers Way. It is planned to
extend the route of Cookridge Close to the north to
provide access to the new school.

2.2.2 Pointers Way, as pictured, is the primary access route to the area and is therefore
constructed with a conventional road
width of 7.3 metres. The residential
route of Cookridge Close connects onto
Pointers Way by means of a priority
junction. This route is 6.1 metres wide
with a footway on the east side of the
carriageway and a service strip,
consisting of a grass verge to the west
side. An area of open space,
accommodating the route of Red Ditch,
divides Cookridge Close from the
residential area of Wheelers Lane to the west. The new road network includes a selection
of road types and geometry to reduce speeds by design rather than by the use of traffic
calming features. At the time of writing the road network is not yet formally adopted. The
road surfacing is not yet finished is some areas.
2.2.3 The route of Pointers Way connects with a five arm roundabout junction with Hewell Road
and Salters Lane. The layout of this junction and the surrounding roads has evolved over
many years as Redditch has expanded. For example, the vehicular route Brockhill Lane to
the north of the roundabout does not include verges or footways. The route of the B4184
Brockhill Drive to the west of the roundabout, and much of the roundabout itself does
include footways. The past strategy sought to segregate pedestrians from traffic flows with
the use of bridges and underpasses. A pedestrian bridge is provided over the route of
Brockhill Drive to improve connectivity towards residential areas to the north.
2.2.4 Current transport planning preferences seek to provide better facilities for all road users to
maximise connectivity. The layout of the new
residential developments provides emphasis
on pedestrian routes and connectivity to create
a convivial and safe environment that
encourages sustainable travel. Locally a
shared pedestrian and cycle route has been
constructed on the eastern side of Hewell
Road along the site frontage to Wheelers Lane
to the north. A separate pedestrian and
cycling route into the site is also provided from
Hewell Road. The planning and construction of pedestrian routes is ongoing and new
measures would be provided as part of the proposals for the school. Commentary on the
planned infrastructure for the school, with footway improvements, is provided in Section 6.

2.3 Highway safety
2.3.1 In terms of the operation and safety of the road network records are kept of personal injury
accidents. Guidance for Transport Assessment refers to the need to study accidents over
the most recent three year period. If there are safety concerns then research should cover
five years of accidents. The study area has changed in recent years. For example, prior to
2013 the roundabout junction of Hewell Road included four road connections. Now the
junction includes five arms with the introduction of Pointers Way. The roundabout has
accommodated a great deal of construction traffic and also now the junction is lightly
trafficked compared to expected traffic flows at Brockhill East after a further 10 or 15 years
of development. Therefore, accident data should be considered with caution.

2.3.2 There have been two slight injury accidents and one serious incident at or in the vicinity in
the roundabout in the last five years. The plan opposite illustrates the location of these
incidents. It is noted that no fatal incidents have occurred in the study area in five years.
The details of these incidents is provided below and included in full at Appendix C.

2.3.3 This accident data is identical to that provided by Worcestershire County Council and
included in the Transport Assessment prepared by RPS in support of the planning
application for Phase 2 of the residential development. The incidents above cannot be
attributed to an unsafe road layout but it is apparent that
poor and inattentive driving is the major contributory
factor. It should be noted that cyclists, motorcyclists and
pedestrians are vulnerable road users and often go
unseen by motorists. The central island of the
roundabout has an inner area of landscaping and outer
grass verges. This feature provides visibility for
circulating traffic and visibility to and from entry points to
the roundabout. There have been no collisions between
vehicles but incidents in the last five years have included
vulnerable road users. The relocation of the school to
Cookridge Close will add cyclists and particularly pedestrians to the area. There will be the
need to cross the roundabout from areas such as Salters Lane and Ash Tree Road. A
visitor to the site that there are very few footways or dropped crossings around the
roundabout with the exception of those created on the Pointers Way access to the Brockhill
East project. Therefore, improvements to pedestrian facilities are justified and
recommendations are provided in Section 5.5.

2.4 Bus services at Brockhill East
2.4.1 Underlying development planning is the need to promote sustainable projects where a
proposed land-use would not create an over-reliance on the use of the private car. Policy
DC5 published by Worcestershire County Council refers to the need to “maximise
accessibility by sustainable transport modes”. The policy refers to 250 metres as an
acceptable walking distance to public transport. An extract of a bus map for Redditch is
provided below.
2.4.2 The main bus services in close proximity to the site are routes 51 and 53 as pictured.
Route 53 is known as the Redditch Dial-a-Ride service that generally operates every 60
minutes from 9am to 4.30pm. Route 51 is operated by Diamond Buses with services every
10 minutes throughout the day from 6.30am to 8.30pm. Bus maps and timetable
information for these routes is included at Appendix D. At the current time bus services do
not serve the new residential area of Brockhill East.
2.4.3 One of the reasons that has justified development at Brockhill East has been the
sustainability credentials of the project. The site is perhaps 1½km from the town centre
and therefore walking to local services is highly plausible. As the development expands to
the north and east then the walking distance would increase. Therefore, Persimmon
Homes have put proposals in place to provide a bus service within the new housing estate.
In time, the new road infrastructure would provide a circular route for buses in a similar way
to that currently utilised by routes 51 and 53. The proposals are outlined below:

Phase 1
The new dwellings lie within a reasonable walk distance of the existing bus services that
operate along the Hewell Road corridor. There is therefore no need for bus services to
permeate the site for this initial phase.
Phase 2
During the occupation of new houses within Phase 2 it is planned for buses to the
introduced through the Phase 1 and 2 development areas off the Hewell Road corridor.
This approach would ensure that walk distances to bus stops within the Phase 2
development would be minimised and therefore enable future residents to benefit from a
high level of accessibility to public transport.
It is envisaged that bus service 53 would be diverted into the site from the existing route
along Hewell Road. The buses operate every 60 minutes and therefore the proposal
offers the opportunity to improve and secure the long term viability of the route. Buses
would divert from the Hewell Road roundabout and utilise a temporary turning area to
before turning to the Hewell Road corridor.
Phase 3
Buses would route through the Phase 3 development in the same manner as for
Phase 2. However, the completed Pointers Way link road would meet with Weights
Lane in the form of a new roundabout which would provide a means for buses to turn
rather than the temporary turning area that is provided in Phase 2.
2.4.4 Persimmon Homes are planning to increase the frequency of the service from every hour to
every 30 minutes for a 12 hour period between Mondays and Saturdays between 07:00 and
19:00 hrs. The level of service during a Sunday would be a matter to be determined
subject to demand. The timing and inherent viability of bus service improvements is the
subject of detailed planning by Persimmon Homes. Bus travel is generally used for home
to work or home to shops trips. Bus travel only forms a small percentage of travel to a first
school. When considered sustainable travel the greatest emphasis is given to walking,
cycling and car sharing.

3 PLANNING FOR BROCKHILL EAST AND CONSULTATIONS
3.1 Phases of development
3.1.1 The area known as Brockhill East off Hewell Road forms part of the expansion plans for
Redditch with a mix of land-uses on the north side of the town. This project has been
started and further planning and construction is expected to take many years to be
completed. A visitor to the site would see that the
residential area of Pointers Way constructed by
Persimmon Homes is now substantial finished.
This area includes a total of 185 residential
properties and is described as Phase 1 with new
roads such as Burrington Close, Cookridge Close
and Dovecote Close. Access is currently obtained
from a 5 arm roundabout on Hewell Road.
Additional connections to the road network are
planned in later phases of the development.
Phase 2 of the project promotes a mixed use
development of additional housing, offices,
community building and open space. This phase would be constructed to the northeast of
Phase 1 by continuing the existing vehicular routes of Burrington Close and Dovecote
Close. These phases within the context of the proposed school are illustrated below.

3.1.2 Outline planning permission for Phase 2 has been secured under the terms of Application
2014/256/OUT. The project is described as a “mixed use development of 296 residential
dwellings, play area, Community House and public open space and outline application for
up to 3,100 square metres of Class B1 (Business) and access”. .A Design and Access
Statement has been prepared by RPS Planning and Development Ltd on behalf of
Persimmon Homes in support of a Full Planning application for Phase 2. This report
describes the planning constraints and character of
the area that have influences the design to produce
an appropriate and acceptable project. The report
makes references to the sustainability credentials of
the site and the proximity of the site to the town
centre. The report states that there are “primary
and secondary schools as well as colleges within
the 2km catchment of the application site, these
include Hollyoaks Field First, Trinity High and North
East Worcestershire College. Although as part of
the wider development masterplan, it is proposed in a later phase of development that a
school be constructed”. The school is being promoted in advance of Phase 3 of the
residential development and would replace the existing school at Bridge Street.

3.1.3 The existing school is already generating traffic on the road network. The new school with
a new location at Cookridge Close would redistribute this existing traffic and add the traffic
created by an additional 88 pupils to the local road network. The topic of traffic generation
and the need to emphasise sustainable travel is discussed in this report. In this regard the
project team has had a dialogue with the Highway Authority.

3.2 Consultation with the Highway Authority
3.2.1 Consultations with the Highway Authority have revealed concerns that are commonplace at
first schools. The Highway Authority seeks to obtain a thorough understanding of the
circumstances at Cookridge Close and the likely impact of the project. The following
information has been requested.
• Plans of the site with details of access and parking. Description of existing
transport accessibility for all modes and users (e.g. bus services, cycle routes etc)
• Background to the chosen site. Describe the road network (e.g. on-street parking /
school patrol etc)
• Review of planning policy and planning permissions
• Describe the existing situation surrounding the proposed school site to include
details of the site access and local road network with a review of public transport
and walking and cycling facilities
• Details of the proposed school. E.g. number of staff and pupils and chosen method
of travel. Details of the school catchment area and proposed parking
arrangements. Details of proposed school drop off and pick up arrangements
• Estimate of ratio of pupils and staff arriving by different modes
• Establish ratio of pupils / staff arriving by different modes;
• Review of highway safety in the vicinity of the site.
• Trip generation and distribution based on information obtained at Holyoakes First
School. Typical transport choices to a first school contained within the TRICS
database
• Impact of development trips for all modes of travel
• Measures to mitigate the impact of any additional transport impacts.
• Consideration of sustainable travel and a Travel Plan
3.2.2 It is often necessary, when considering the impact of the project, to complete some
theoretical work such as junction modelling to assess whether or not congestion may be
created at nearby junctions. In this instance, the Highways Authority has stated that it is
“assumed that the junctions have been designed with sufficient capacity to serve the
Brockhill East housing development which has long established plans for the school”. This
statement can be verified by reference two fundamental topics:

• Traffic generation from residential development has been thoroughly assessed as
part of the planning process and has been found to be acceptable. Traffic
movements from a house, of course, include trips to school. Therefore, an
additional assessment of school traffic would double count the impact of the project
when considering local junctions. Nevertheless, there is the need to study the
impact of school traffic at the site. The table below shows residential trip rates
contained with the Transport Assessment prepared by RPS in support of the
planning application for Phase 2.
Typically 100 houses would generate 45 departures in the morning peak. Many of
these trips would include the school run.
• Secondly the new school replaces the existing site at Bridge Road with facilities to
accommodate and additional 88 pupils. Therefore, existing traffic would be
redistributed to the new venue whilst new traffic would only be created by the
additional pupils. This traffic would not be significant and therefore it is concluded
that technical work on the capacity of junction is not necessary. Therefore, it is
important to focus on the site layout, parking provision and faculties for pedestrians.
3.2.3 These topics are discussed in this report. In addition, the Highway Authority has expressly
stated that measures to mitigate the impact of additional traffic at the school, such as the
introduction of a drop-off area should be excluded from the proposals since this is contrary
to County Council policy. Also, the views of parents and local residents have been
obtained from a public consultation exercise completed in April 2016. Approximately 70
people attended the exhibition and many comments on the quantity and management of
traffic were received as described below.
3.3 Public consultations
3.3.1 Public consultation, when considering planning applications, is becoming increasingly
important. During April 2016 a public consultation was held at the school where details of
the proposals were illustrated. The exhibition illustrated the scheme with details of
architecture, access and landscaping. The project team invited the views of parents and
local residents and approximately 70 people attended. The public were invited to provide
written observations on the proposals and many comments referred to perceived traffic
problems. A summary of these transport topics is provided below.

• Absence of a footway on the west side of Cookridge Close
• On street parking on Cookridge Close
• Parking would occur on Cookridge Close at drop off and pick up times
• Absence of a footway on Gretton Close.
• Additional traffic and safety concerns where new roads do not include a footway
• Inconsiderate parking causes a nuisance to existing residents (e.g. on or across
driveways). Parking for the school should be properly managed
• Due thought should be given to the parking provision
• Double yellow parking restrictions are necessary to control indiscriminate parking
3.3.2 It is known that traffic movements at drop-off and pick-up times can be problematic. The
difficulties at or around a school can be exacerbated by the amount and speed of traffic
flows, the absence of parking, narrow or omitted footways, inadequate turning areas and
inconsiderate parking or manoeuvring. Documentation published by Worcestershire
County Council states that “over the last 20 years the number of children being driven to
school nationally has doubled. One in five cars on the road at 8:50am is engaged in the
school run”. Many older school sites have constrained locations and cannot accommodate
current traffic generation. A new school provides the opportunity to introduce design
measures to address traffic and safety concerns.
3.3.3 The next sections refer to key objectives in planning for traffic movements at a new school.
Potential traffic generation and consideration of the views described above are discussed
in this report. The research includes details of travel choices at the existing Holyoakes
School and expected traffic generation for the new larger school on Cookridge Close. This
report refers to transport planning constraints and describes the expected impact of the
project. The proposals are described in Section 4 and transport planning topics such as
traffic generation are discussed in Section 5. In the event that planning permission is
secured then the school would promote a Travel Plan and this is outlined in Section 6.

4 DEVELOPMENT PROPOSALS
4.1 Project Description
4.1.1 There is a need to expand and improve primary age education on the northern side of
Redditch. The existing site of Holyoakes School is constrained by the land and location of
Bridge Street and therefore it is proposed to construction a new larger school at Brockhill
East. The new school would replace Holyoakes School on Bridge Street and increase
capacity from 238 to 326 pupils. The site at Cookridge Close has been set-aside by
Persimmon Homes as part of the master-plan for Brockhill East and forms an integral part
of the planning for the area. The planning of a site considers many topics. Of course,
there is need to serve the local catchment area but there are additional transport planning
considerations. For example, parking is not normally provided for parents and children at a
first school. Therefore, the local road network provides a very important consideration for
the safety on daily activity of the school. A selection of constraints and relevant topics in
choosing a site for a school are provided below.
• Avoid sites where there are high volumes of through traffic and avoid sites with
higher traffic speeds
• Avoid locations that are remote from the catchment area thereby necessitating the
use of the private car. A site should minimise travel distances for parents and
children
• Find sites where there are footways that provide convenient and direct routes to
surrounding and neighbouring areas thereby encouraging walking
• Choose sites where the geometry of the road has the affect of self regulating
speeds. Avoid cul-de-sacs where turning and manoeuvring by necessity is frequent
thereby exacerbating the risks
• Ensure there are wide footways to accommodate a large number of pedestrians
over a short period of time.
• Parking on-street is possible without a significant adverse affect on traffic flows and
pedestrians.
• Minimise the impact and nuisance that may be created for the existing neighbours
4.1.2 Clearly, higher volumes of traffic travelling at higher speeds create significant risks for
visitors to the school. In this instance, the site at Cookridge Close has been planned over
a period of time and new roads are planned as part of the development of the area. An
extract of the site layout is provided below. The proposed layout is included at
Appendix E.

4.1.3 The design and construction of the primary street through the development reflects the
need to serve future development to the north and east of the Phase 2 site and also
facilitate the future link road which will connect Brockhill Drive and A441 Birmingham Road,
via Weights Lane. The southern primary street, now known as Pointers Way has been
constructed with a carriageway width of 7.3m since the planned employment area may
generate the regular movement of larger vehicles. Cookridge Close has been constructed
with a carriageway width of 6.1m. This width is quoted in the Worcestershire Design Guide
and Manual for Streets as suitable for accommodating the two-way passage of buses.
Perhaps in practice the bus would follow a one-way orbital route through the site and
therefore the two-way passage of buses would only occur on the wider route of Pointers
Way. Ultimately, a through route from Hewell Road to Weights Lane via Cookridge Close
would be available when the development project of Brockhill East is complete. However, it
is expected that the majority of vehicular trips to the school by parents would originate from
and depart to Hewell Road. The school would therefore effectively be located within a cul-
de-sac and this applies especially prior to the completion of residential Phases 3 and 4. It
is preferable for traffic to turn prior to the school entrance and therefore avoid passing the
school entrance twice. Footways at least two metres wide are recommended for both sides
of the carriageway between the existing termination of Cookridge Close and the entrance to
the school. In addition, it is recommended that an option to provide a drop off area on
Cookridge Close that allows for turning without the need for reversing should be included
within the proposals. This drop off area and parking provision is discussed below.

4.2 Parking standards
4.2.1 Commonly primary schools do not provide parking for parents. The Local Education
Authority provides land and investment in education and clearly offering parent parking is
not considered to provide the best use of resources. An extract of the parking standards
applicable to schools, as published by the Highway Authority of Worcestershire County
Council as illustrated below, does not include reference to general parking but staff parking
only. This extract was obtained from the Worcestershire County Council website in June
2016.
4.2.2 This year Worcestershire County Council has published a document entitled Interim
Parking Standards (February 2016) but also this does not refer to parent parking.
4.2.3 An assessment of the number of staff has been completed. The assessment has
considered both full time and part staff to create a ‘full time equivalent’. Using this
information a total of 34 parking spaces are provided for staff on site.

4.2.4 For parents that choose to drive to school there will be the need to park on-street. This
activity can cause local congestion and clogging of the highway that is commonplace
outside numerous schools across Worcestershire and England. The design to
accommodate visitor cars includes:
• Option to provide a parking lay-by on the east side of the carriageway
• Option to provide a turning area, without the need for reversing, prior to the school
entrance
• Footways of 2 metres to both sides of the carriageway adjacent to the lay-bys
4.2.5 The potential use of this on street parking provision and expected demand created by the
new school is discussed in Section 5.

5 TRAVEL CHOICES AND TRAFFIC GENERATION
5.1 Travel choices at Holyoakes First School and Nursery
5.1.1 A first school will generate pedestrian activity as well as vehicular movements.
Additionally, there may be usage of public transport and cycling when travelling to school.
A new school on Cookridge Close will increase the amount of traffic in the area.
Information on the choice of travel arrangements at schools is available from the National
Census of 2011. This information has been used by Worcestershire County Council to
compile average data for local schools in the County. In addition, it is possible to learn
about the travel arrangements at Holyoakes First School or any school in England. Clearly,
the travel arrangements at Holyoakes First School would give a guide to the expected
travel choices to the new First School at Cookridge Close. This information, based on a
headcount of 225 pupils is summarised below.

5.1.2 Key points of interest include:
• 143 walking trips to school
• 80 car trips to school
• 3 trips to school used a local bus service
• No cycling trips to school were recorded
• Walking to school is above average.
• The usage of the private car is comparable with the average for Worcestershire.
There is a low usage of public transport but this is compensated for by a higher
proportion of walking trips.
5.1.3 This data for Worcestershire illustrates the mode of travel for all pupils aged 5-15 over the
academic year of 2009/10. The data includes secondary school children where there would
be more use of public transport and cycling. Therefore, the comparison above should be
viewed with caution. Additionally, these statistics can also be compared with results
provided by the TRICS database which is a source of information that is widely recognised
in the field of transport planning. This comparison can establish the sustainability
credentials of the school and provide a reliable guide to the increase in traffic brought
about by a new school at Cookridge Close. This methodology is discussed below:

5.2 Traffic and pedestrian movements from the TRICS database
5.2.1 The database includes a Main Land-Use Category of Education with a Sub-Land Use of
Primary School. Only three multi-modal surveys are available in the database which
include three location types namely ‘suburban’, ‘edge of town’ and one site within a
‘neighbourhood centre’. All these selected locations can be applied to Cookridge Close
since the combination of the school, planned convenience store and Community Hall within
Phase 3 would create a neighbourhood area. These three surveys are located in England
only and not within the Greater London region and are therefore considered representative
of the circumstances at Cookridge Close. An indication of the modal split across all the
times available is illustrated below.
5.2.2 Typical travel choices such as cycling and public transport were not recorded at Holyoakes
School. Therefore, by ignoring cycling and public transport it is possible that the statistics
from the TRICS can be summarised as 38% car and 62% pedestrians. These TRICS
figures provide a reasonable correlation with traffic patterns at Holyoakes.

5.2.3 The TRICS database suggests the typical data for car usage is slightly higher than that
observed at Holyoakes. Therefore, the vehicle trip rates from the database would provide a
reliable and robust prediction of traffic generation.

5.2.4 TRICS extracts for ’Primary Schools’ are included at Appendix F. A guide to the expected
vehicular trip rate, as predicted by TRICS, for a school of 326 pupils is quantified below.

5.2.5 This information suggests that the proposed school at Cookridge Close would create
approximately 88 arrivals in the morning peak. Schooling activity, such as events or after
school clubs, mean that the traffic generation in the afternoon is lower and spread across 2
or 3 hours. This figure of 88 cars to the expanded school correlates reasonably well with
known traffic data from the National Census of 80 arrivals by car to the existing school on
Bridge Street. Therefore, a robust figure would suggest that the new school may generate
90 arrivals in the morning peak hour consisting of 30 arrivals by staff and 60 arrivals by
parents.
5.3 Option for lay-by parking on Cookridge Close
5.3.1 Therefore, it remains necessary to study whether or not the arrival of 56 private cars on
Cookridge Close can be safely accommodated without congestion, safety concerns or
nuisance to neighbours. It is acknowledged that the Planning Department and Highway
Authority would not support a large investment in parking areas for parents and have a
policy to discourage investment in measures that mitigate the impact of visitor traffic since
this is perceived to encourage vehicular journeys. However, it is apparent that a large
number of visitors would arrive by car whether a car park, lay-by or turning area is provided
or not. The vehicular activity at countless schools in Worcestershire is testimony to this
statement. In this example, the vast majority of car trips would need to turn around and
therefore there are safety concerns with manoeuvring and reversing close to the school.
5.3.2 This report includes reference to an option to provide a turning area as an integral part of
the access to Lowan’s Hill Farm. Vehicular trips generated by the school would not need to
pass the busy pedestrian entrance to the school. The option to provide parking lay-bys,
turning areas and footways is illustrated on drawing P1156/102 at Appendix G. Key points
of interest include:
• A lay-by with at least 11 parking spaces could be available. It is not necessary to
cross a road when walking between the lay-by and the school. Zig-zag markings
would be provided on Cookridge Close to control inconsiderate parking.
• A Travel Plan may be effective at reducing traffic generation

• The school start times would be staggered by 10-15 minutes to assist in the
management of traffic and children.
5.3.3 Additionally, a footway would be provided on the west side of the carriageway. Parents can
drop off and thereafter turn to return towards Hewell Road. A lay-by on one side of the
road would allow the free flow of traffic to and from the school without the need to park
partly across the footway. The new school is currently located on the edge of the
residential area but in time the school would be more centrally located within the catchment
area. Therefore, it is hoped that school and parental travel would become considerably
more sustainable over time. This drop-off zone with turning area provides a balanced
solution to mitigate expected traffic movements and the proposals can be added to the
scheme as a planning condition if considered appropriate.
5.4 Commentary on safety
5.4.1 The statistics of personal injury incidents at the roundabout junction on Hewell Road do not
highlight any areas of concern. It is hoped that there would be no personal injury accidents
on the new road network within the residential area of Brockhill East. Low traffic speeds,
enforced by design, would reduce the risks for all users. Of course, risks would increase
over time as new phases of development add to the traffic flows. It is too early to learn
about safety concerns on the new road network. Traffic flows on Cookridge Close would
increase in the event of development of the new school and therefore there are additional
risks for road users. Key concerns relate to the speed of traffic, manoeuvring of private
cars and the pedestrian environment close to the school.
5.4.2 An increase in pedestrian and vehicle activity would create risks but these are managed by
the provision of a car park plus the design of Cookridge Close. Conventional yellow zig-zag
markings are well respected by motorists and these would prevent on-street parking close
to the school entrance. Risks cannot be eliminated altogether but all reasonable traffic
management measures have been or would be implemented with the project. Safety is
inherently linked to speeds and these are reduced by the design of the route and therefore
there are no safety concerns related to the introduction of a first school at this location.
5.5 Pedestrian desire line and connectivity
5.5.1 An extract of the pupils catchment area plan opposite
highlights two distinct pedestrian desire lines to the new
school. Firstly, there is a need for residential areas of the east
of Brockhill Lane to connect with the site and secondly the
residents of the Salters Lane area need to cross the B4184
Hewell Road to connect with the site. In many ways, the
proposals require parents and pupils to travel in the opposite
direction. The catchment plan is included at Appendix H.

5.5.2 The Highway Authority has an ongoing obligation to maintain and improve the safety of the
road network and this is especially important in the vicinity of first schools. The
introduction of a school (and also local centre) at Brockhill East creates an increase in
pedestrian activity along local routes. These routes are discussed below.
5.5.3 The residential area to the east of Brockhill
Lane is 250-300 metres from the new school
via a ‘crow flies’ route but perhaps 750 metres
via the road network. An extract of the
Worcestershire County Council Rights of Way
map illustrates an unmarked path from
Oversley Close direct to the Lowan’s Hill Farm.
As pictured below a visitor would observe a
gate from Oversley Close and a well trodden
route that follows the existing fence line. This
path is not a formal right of way. However, it is
understood that there are proposals that a
substantial area between the residential section
at Oversley Close and the new school would be
transferred to Redditch Borough Council as part
of an open space agreement. This means that
in time, when the legal matters are addressed,
that the public would have the freedom to roam
over this area. Currently, the area is suitable
for dog walking but an acceptable crossing of
Red Ditch is not provided. Over time there will
be a higher demand for pedestrians to walk to
and from the local centre created by the school
community building and convenience store.
Therefore, it is recommended that this
pedestrian route is improved. Elsewhere, within
the new development, compacted gravel routes
are provided within areas of open space. It is
suggested that a footway with similar
construction perhaps 1-1.5metres wide is added
to the route from Oversley Road to the school.
This measure would help and encourage
pedestrian movements to the local centre.

5.5.3 It is important to note that there are no footways
or dropped crossings at the Hewell Road
roundabout connections with Brockhill Drive and
Salters Lane. With the exception of the
development access and the footway on the east
side of Hewell Road, there are no footways at the
roundabout. The absence of footways affects
pedestrian activity.
5.5.4 For example, the photograph opposite shows a
worn and well trodden route created by
pedestrians crossing the route of Hazel Road
when walking between Salters Lane and Hewell
Road. Pedestrian activity would increase in the
event of development of the school due to the
large number of pupils living within the
catchments area of Salters Lane and Ash Tree
Road. It is recommended that a footway with
dropped kerb crossing is provided to improve the
pedestrian environment.
5.5.5 A second example is provided in the pedestrian
desire line from the residential area of Appletree
Lane and Boot Piece Lane via Broad Heath
Close. This pedestrian link reduces walking
distances but a dropped kerb is not provided. It is
recommended that a dropped kerb is added at
this location with a slight wider footway (at the
crossing) in order to improve the pedestrian
environment.

5.5.6 The public has identified concerns regarding
the absence of a footway on the south side of
Cookridge Close. The photograph opposite
illustrates how the footway stops and
pedestrians are invited to cross the road. A
service strip is provided on the south side of
the carriageway. Street lights and perhaps
underground services are located within this
verge. The ideal footway width for a parent
and child is 1.2 metres. This verge is 1 metre
wide and is defined by edgings. Asphalt
surfacing could be added to create a footway
but a convivial pedestrian environment would
not be created due to the narrow width and
frequent street lights.
5.5.7 Widening is preferable but it is noted that the
road and verge is on an embankment.
Widening to create a 2 metre footway would
require extensive engineering works and this
is not considered to provide good value for
money. Alternatively, emphasis should be
placed on the environment close to the school
where pedestrian activity intensifies.
5.5.8 The footway at the northwest termination of
Cookridge Close is pictured. At the time of
writing the footway works are incomplete. The
access to the school would involve extending
Cookridge Close from the point in a northerly
direction. This section of footway includes a
dropped kerb and thereafter it is
recommended that the new footway should be
at least two metres wide. This will allow a
reasonably pedestrian width for drop-off and
pick ups at the school.

5.5.9 Footway and cycleway improvements have
been implemented on the site of the
Persimmon Homes site. In addition, a
segregated footway and cycleway into the
site and Pointer’s Way has been
constructed as pictured. Currently, the
overwhelming majority of pedestrians
walking to and from the school would not
need to cross Hewell Road. The relocation
of the school to Cookridge Close would
mean that now the majority of pedestrians
now need to cross Hewell Road. Therefore,
it is suggested that a controlled crossing is
added in the approximate location pictured.
A controlled crossing, with the support of a
school patrol, is recommended at this
location. A zebra crossing is an option but
a pelican crossing is preferable. It is likely
that some landscaping close to the
roundabout would need to be removed to
provide forward visibility for southbound
traffic. A road sign may require relocation.
5.5.10 Additional measures to reduce the reliance on the private car would be promoted in a
Travel Plan. A guide to the actions that may be promoted in a Travel Plan, as implemented
by the school are included at Section 6.

5.6 Access for the less able
5.7.1 The accessibility for the less able within the proposed buildings has been planned and
designed by the project architect. Succinctly, the buildings are constructed on a level
ground floor with wider corridors and doorways. For example, internal doorways would
have clear openings of at least 750mm. Any ramps would have a gradient of no steeper
than 1 in 15. Measures such as tactile paving and the use of colour contrasting on
staircases would assist those with visual impairment. For details of the new school
buildings refer to the drawings prepared by the project architect.
5.7 Summary with reference to NPPF
5.7.1 Planning policy is determined by National Planning Policy Framework (NPPF) and Local
Plan Policy. The government recognises that the planning process is instrumental in
creating jobs and growth in the economy. The new guidance provides a presumption in
favour of sustainable development and projects should adhere to local plan policy.
Additionally, paragraph 32 of NPPF states that:
“Development should only be prevented or refused on transport grounds where the
residual cumulative impacts of development are severe”.
5.7.2 The planned first school at Cookridge Close is entirely plausible, sustainable and the
residual cumulative impacts cannot be described as severe. Therefore, planning
permission should be granted.

6 TRAVEL PLAN
6.1 Over the last 20 years the number of children being driven to school nationally has
doubled. One in five cars on the road at 8:50am is engaged in the school run. At present
in Worcestershire approximately 40% of primary school children and 20% of secondary
school pupils are taken to school by car. It is estimated that 13% of total car trip to schools
in Worcestershire are less than 1 mile in length. The resultant outcome is increased
congestion, delays and pollution. In addition, lack of physical activity is contributing to an
alarming growth in childhood obesity and weight problems. The 2009 results from the
National Child Measurement Programme indicate that more than one in five reception year
children (23.6%) were either overweight or obese and in year 6, the rate was almost one in
three (31.2%). The obesity rates in Worcestershire are lower than the national average but
have followed a similar pattern
6.2 The statistics listed above for Worcestershire show that the reliance on the private car
within the school run in the County is decreasing. The proportion of pedestrians and
cyclists is increasing. A Travel Plan would focus on the benefits of sustainable travel and
seek to continue this successful pattern. There are health benefits for individuals and
pupils may be able to learn ‘life skills’ such as walking training whereby children can learn
about the features and hazards of the public highway. A successful method of creating
sustainable travel is the walking bus. The commentary below is quoted in the Sustainable
Modes of Travel to School Strategy published by Worcestershire County Council
A Walking Bus involves an organised rota of children and parent helpers, which can
encourage parents who live close to school to allow their children to walk the short
distance instead of coming by car. A Walking Bus can also run from an allocated
parking point, to reduce the congestion outside the school.
6.3 The proposed Holyoakes First School would operate a Travel Plan in partnership with the
sustainable transport team at the County Council. The health benefits of walking and
cycling would be actively promoted to help reduce the reliance on the private car and help
lessen traffic flows on Cookridge Close. A planning condition can be specified to bring
about the implementation of a Travel Plan.

7 CONCLUSION
7.1 Banners Gate Transportation Limited has been instructed by Jacobs UK on behalf of
Worcestershire County Council to consider highway issues in support of a planning
application to create Holyoakes School for 326 children. Key highway planning issues are
summarised below:
• The master planning on the development site of the Brockhill East has provided a
development plot on Cookridge Close. The new school, in time, would replace
the existing Holyoakes School on Bridge Street. The plot is located to the north-
west of Lowan’s Hill Farm by extending the existing route of Cookridge Close.
• Traffic generation has been studied by using information on transport choices to
Holyoakes School from the National Census and the TRICS database. The
usage of the private car at Holyoakes School is comparable with the average for
Worcestershire but lower than data provided by the TRICS database. It is
expected that a school of 326 pupils would generate 80-90 cars in the morning
peak and 40 cars in the afternoon peak. This quantity of traffic is not considered
to have a material impact on the operation of the road network when considering
the transfer of trips from the existing school.
• A car park with 34 spaces (2 disabled spaces) would be provided for staff only.
The school would generate drop-off and pick-up traffic movements. Safety can
be improved and the impact of this traffic can be mitigated by the introduction of a
turning area with lay-by parking for approximately 11 cars. This option can be
incorporated within the scheme by use of a planning condition. Footways at least
2 metres wide are recommended for each side of the road between the existing
termination of Cookridge Close and the entrance to the school. It is suggested
that the school start time for each form is staggered to minimise congestion.
• The new location for the school would change the pedestrian desire lines and a
number of improvements to the provision and quality of footways is recommended
to encourage walking.
• The road network surrounding the school has an excellent safety record and the
road alignment and traffic calming reduces average speeds such that there is a
minimal safety risk for users visiting the new school.
• The school would promote a Travel Plan to add emphasis on the benefits of
walking and cycling and reducing the reliance on the private car.
7.2 It is our view that traffic generated by the proposed school on Cookridge Close would not
adversely affect the operation of the highway network in the vicinity of the site.
Therefore, it is concluded that there are no sustainable highway reasons why planning
permission should be withheld for the proposals for Holyoakes First School.
