5.2 PROPOSAL TO RENAME PARTS OF HEIDELBERG HEIGHTS Mrs Claire Bravin spoke on the item

SUMMARY

Report back to Council the results of further consultation in relation to the proposal to rename part of Heidelberg Heights bounded by Bell Street, Upper Heidelberg Road, Banksia Street and Waterdale Road to ‘Ivanhoe’ and also formally request Australia Post change the postcode in the area under consideration to 3079. Resolution (CO2014/74)

That: 1. Council rename the area in Heidelberg Heights that is bounded by Bell Street, Upper

Heidelberg Road, Banksia Street and Waterdale Road to “Ivanhoe”.

2. A submission is lodged to the Office of Geographic Names (OGN).

3. Australia Post is formally requested to realign the 3079 postcode boundary to be consistent with the new suburb boundary.

4. Objectors are notified of their right to make a further appeal to the Registrar of

Geographic Names. 5. Upon the outcome of the submission to the OGN: Council thank all persons and

community groups involved in the consultation; and notify them of Council’s decision and the result of the OGN submission.

6. The relevant authorities are advised of any address changes on behalf of residents and

property owners in the affected area.

To consider one Ward Fund Allocation application which has been submitted in line with the Banyule Council Ward Fund Policy:

1 Councillor Name: Cr Mark Di Pasquale Ward: Bakewell Funding Recipient: Rotary Club of Greensborough Central Amount Requested by Applicant: $1,249.00 Ward Fund Contribution: $1,249.00 Purpose/Reason: Purchase a marquee to be used for future community events and activities that the Rotary Club holds.

6. PERFORMANCE - USE OUR RESOURCES WISELY 6.1 BANYULE WARD FUNDS - REVIEW OF POLICY Ms Beverley Moss spoke on the item.

This report considers the review of the Banyule Ward Fund Policy and recommends that the policy be amended to incorporate an Expression of Interest (EOI) process to ensure greater consistency with the administration of Council’s other community grants programs Resolution (CO2014/77)

9. General Business 9.1 PUBLIC TRANSPORT ZONE 2 TO BE SCRAPPED & FREE TRAVEL WITHIN THE

CBD Cr Jenny Mulholland stated that it is pleasing that the State Government has announced that it intends to cap the maximum daily fare at the zone 1 rate on the metropolitan public transport system from 1 January next year. This is an important change which largely meets the requests from Banyule Council for a change to the fare structure. It will mean that the distinction between zone 1 and zone 2 within Banyule will be minimised which will encourage commuters to use their local train station, rather than driving to zone 1 stations such as Heidelberg and Ivanhoe which have significant parking issues. It will also encourage more people to use public transport as an alternative to car commuting due to the reduced overall cost. 9.2 IVANHOE JUNIOR FOOTBALL CLUB OPEN DAY Cr Jenny Mulholland noted that on Sunday, 30 March 2014, Ivanhoe Junior Football Club (IJFC) held their family Open Day together with the Fitzroy Junior Football Club (FJFC) at Ford Park in Bellfield. With a total of 18 junior boys matches and 2 junior girls matches totalling approximately 1000 junior players it was a great spectacle. Teams starting at Under 10’s through to Under 18’s participated on the day. On behalf of Council, Cr Mulholland hosted the first ever girls match; Under 15’s, played between these two clubs. Channel 7 were present to take footage of this historical event. For the record, Under 12 IJFC drew 3.6.18 points each with FJFC. Under 15 IJFC lost 3.2.20 to FJFC 3.5.23. Close games, and great to see the smiles on the girls’ faces when they came off the ground. It was a great family day with about 1500 parents from the Ivanhoe area, starting at 8:30am until 4pm. Cr Mulholland congratulated the President of Ivanhoe JFC, Steve Griffith, and his committee for providing such a valuable contribution to junior sport in the Ivanhoe, West Ivanhoe and Bellfield areas for both boys and girls. Council is working actively with the Ivanhoe JFC to ensure that their pavilion redevelopment at Ivanhoe Park commences later this year. 9.3 BANYULE FESTIVAL Cr Craig Langdon thanked and acknowledged the Sponsors of the Banyule Festival (Twilight Sounds & Kids Arty Farty Fest) they being: East Ivanhoe & Heidelberg Bendigo Bank Nandos Miles Real Estate Epworth Health Heidelberg Central Traders Aussie Farmers Direct Flexicar Bunnings Yarra Valley Water Yarra Plenty Regional Libraries PBS 106.7FM

Cr Langdon also wished to recognise, acknowledge and thank all Banyule’s staff and volunteers from almost every aspect of Council, that organised the events, prepared the park, attended on either or both days and helped the Festival to be our premier community event. He also said a special thanks to the Australian Army, the schools and various community groups that participated in the Grand Parade. 9.4 ST JOHN'S AMBULANCE - 50TH ANNIVERSARY Cr Jenny Mulholland congratulated the Banyule division of the St Johns ambulance on their recent celebration of their 50th anniversary

9.5 RELAY FOR LIFE On Saturday 29th and 30th March, Councillors and Council Staff participated in the annual Greensborough Relay for Life.

Thank you to Councillor Steven Briffa as team captain and Mayor, Craig Langdon and Rick Garotti for their fund raising efforts.

Councillor Tom Melican and CEO, Simon McMillan along with other team members raised over $4000 toward the event. We look forward to a larger more successful team next year.

9.6 MODE OF TRANSPORT CHALLENGE This morning the Mayor and Councillor Tom Melican and several community members participated in a Transport Challenge.

Leaving Murundaka in Bamfield Road, Heidelberg Heights at 7.30am, the participants travelled into the City using several different transport options.

Several people used several different public transport options and some people rode conventional bikes and 2 rode electric bikes. The Mayor agreed to be the only person to drive a car.

The results show that bikes can prove to be the most efficient and time effective transport option. Public transport was also very efficient.

However the most expensive transport option, are not always the most time effective.

9.7 VIEWBANK TENNIS CLUB Cr Steven Briffa congratulated the Viewbank Tennis Club on their 40th anniversary and requested the Mayor send a certificate of recognition.

9.8 MACLEOD COLLEGE Cr Tom Melican congratulated Macleod College on its 60th Anniversary Celebration held on Saturday 29 March 2014, the celebration was very well organised and attended.

9.9 PRICE PARK MOVIE NIGHT Cr Steven Briffa noted the Movie night held in Price Park, Viewbank over the weekend. Cr Briffa commended officers for running such a great event.
