    Heroin is a growing problem for communities all over Ohio. Columbiana County is noexception. The illegal drug trade is directly related to nearly 90% of all crimes

    committed in our community. As drug abuse and heroin overdoses are becoming

    more and more prevalent, I have joined several of my colleagues in asking thegovernor to declare the heroin problem a public health emergency.

    There is no silver bullet when it comes to heroin. However, if we attack the issue

    from a number of fronts, we can make our streets safer and reduce the number ofvictims of this dangerous drug. It is important that parents pay attention to theirchildrens habits and take action if behaviors change. Community groups can be

    helpful by reporting suspicious activity to the proper authorities. We can offer supportfor addicts who want help.

    However, we must also address this problem on the supply side.

    Right now, a drug dealer charged with trafficking in up to 49 doses of heroin can beconvicted of a fourth degree felony. If he has no prior felony conviction, the law

    requires the sentencing judge to impose a community control sanction. That meansthat he will be placed on probation and remain in our community, possibly to do moreharm. This law was enacted three years ago and took sentencing power away from

    our elected judges and handed it over to appointed bureaucrats in Columbus.

    I sponsored House Bill 251 to restore discretion to judges so that, if it is warranted,

    they can sentence drug dealers to prison instead of community control. That billpassed out of the House Judiciary Committee with bipartisan support. It is awaitingthe Speaker to call it for a vote of the whole House.
