Mr Smith, who had agreed to shave his head if he raised $1000, only raised $700 but submitted to the electric razor all the same. A large number for students also had their hair coloured for a small donation. The Blackall Pistol Club held its Aub & Janet Carter Standard Match on Sunday March 13 with ten shooters participating.

The day was very windy for shooting with scores all over the place. The Western Wave netball team had a surprisingly quiet week after the Challenge Cup was cancelled due to rain last weekend in Yeppoon.

The recent Blackall Tambo Regional Council meeting saw a full agenda presented for the deliberations and decision of councillors.

The Tambo Common Management Plan was presented and adopted by Council as a means of giving the Tambo Common Advisory Group a comprehensive management tool to work with throughout the year and beyond. The Blackall Common Advisory Group will be also consulted with a view to compiling a management plan for the Blackall Common.

Council also adopted an Interim Road Use, Classification and Design Criteria Policy as well as an Interim Construction and Maintenance of Roads within the Road Reserve policy.

The Interim Road Use, Classification and Design Criteria Policy has been developed to give guidance to Council, staff, contractors and land owners with regards to establishing clear and measurable guidelines for operational, construction and maintenance works/activities to current engineering standards on local road networks within the Blackall-Tambo Regional Council area. These construction and maintenance works/activities include emergent and reconstruction/rehabilitation flood damage remedial works caused by natural disasters.

The Interim Construction and Maintenance of Roads within the Road Reserve Policy clarifies Council’s position in relation to actions which would be required to be taken prior to consideration being given to adding the subject section of road to Council’s road register for ongoing maintenance.

Council has at various times, received requests for the inclusion of sections of unformed and un-maintained road within road reserves under the control of Council to be added to the road register for ongoing maintenance. The purpose of this policy is to set out guidelines as to those conditions which would be required to be complied with prior to the road section being added to its road register for ongoing maintenance.

Draft Terms of Reference for existing advisory and other committees and also for committees yet to be formed were accepted in their draft format and circulated

for public comment prior to final presentation to Council.

The Blackall Sale Yards fee structure was discussed and will be forwarded to the Blackall Saleyard Advisory Committee for comment before adoption by Council.

The Queensland Music Festival production for 2011 has moved a step closer to fruition with the imminent arrival of their representatives for the July 2011 Production visiting Blackall in the week of the 21st March. This production will involve members of the community and I am sure it will be of great interest to the entire community.

The Blackall Town and Community Venue Accessibility Audit conducted a few weeks ago has highlighted a great many problem areas. The Blackall Tambo Regional Council will endeavour to ensure that as many of the issues are resolved as soon as possible however some will require a considerable amount of funding to accomplish and will be a budget consideration.

A failure in a sewerage pump station caused a leak near the Barcoo River on Friday last week the swift action implemented by our staff avoided an escalation of the problem which was repaired by midmorning Saturday.

recent times. I’d also quickly like to take this

Former Tambo State School student Joshua Garrett is the recipient of the Blackall Townhouse Bursary this year.

After studying locally for the last seven years Josh is now enrolled at St Brendan’s College in Yeppoon for Year 11.

Tambo principal Sharon MacDonnell said that Josh had maintained a positive attitude and had been regarded favourably by his teachers.

“The general consensus among staff is that if Josh is given an opportunity he will succeed in his studies,” she said.

He has received a statement of attainment of a Certificate II in Rural Operations from AACC (Longreach) as well as completing Year 10.

Last year’s extended rain made it extremely difficult for his family to source enough funds to allow him to continue to attend school.

Bursary spokesperson Sally Campbell said the grant would allow Josh to pay for travel to get to school and to return home

during holiday periods.“It will give Josh an

opportunity to continue his education and pave the way for success in the greater world,” she said.

“I see this bursary as a signal to Josh that his community is behind him and supporting him as he works towards his future.”

St Brendan’s acting principal Geoff McManus congratulated Josh on receiving the Townhouse bursary.

“The generous funds will specifically assist Joshua on his educational journey,” he said.

“We also recognise the wonderful ongoing work that the people of Blackall are doing by enabling children like Joshua to receive this form of targeted financial assistance towards their schooling endeavours.”

St Brendan’s College is located in Yeppoon and has a renowned reputation for producing friendly, hardworking and down-to-earth young men who are generous in serving the community.

The hunt is on for local talent for the Queensland Music Festival’s Radio Plays live event to be held in July.

Radio Plays producer Louisa Gordon, along with Ted and Ann Gibbons from the successful Miles National Radio Play Competition will be holding community meetings in Blackall and Tambo on Tuesday evening and are looking for locals to act and assist in production in three performances as part of the event.

Meetings will be held at the Tambo Shire Hall from 5:30-6:30pm and at the Blackall Cultural Centre, from 7:30 – 8:30pm.

Radio Plays builds on the Miles National Radio Play Competition, with performances of the winning plays being conducted this year in Miles and Blackall with original music by composers Vanessa Tomlinson and Erik Griswold and professional production support from QMF.

St Joey’s working beeA working bee held at St Joseph’s Primary School

last week saw parents pitch in to set up new facilities at the school.

During the working bee last Friday, the school’s new grandstand was assembled, a new barbecue was set up and cement was laid for a new cricket pitch, which will be covered in synthetic grass in three weeks time.

Work has also been done to prepare the parish garden patch at St Patrick’s Cathedral for use by the school.

Animal costume making workshops for show

Special animal costume making workshops will be held this weekend as part of a program, Inland Costumation being held across Longreach, Barcaldine and Blackall.

A series of animal character costumes will be made at the workshops, which will then be worn by young members of the community in performances to be held at the regional shows in each town in May.

The program will run in Blackall at the Living Arts Centre on Saturday and Sunday with participants welcome to drop in throughout the day to help with the project.

Inland Costumation is an initiative of Red Ridge (Interior Queensland), a recently formed arts and cultural charitable organisation to further progress arts and cultural activities across Interior Queensland.

This project has received financial assistance from the Queensland Government through Arts Queensland.

The first Blackall race meeting for the year will be held this Sunday afternoon March 20 starting at 1pm.

Five local races will be held and fashions of the field prizes will be awarded during the afternoon.

The race meeting was originally meant to be held on March 5, but was postponed due to wet conditions.

Potential new attraction for Tambo The Blackall Tambo Regional

Council has received $12,500 in funding to conduct a pre-feasibility study into developing a visitor interpretative centre in Tambo.

The proposed interpretative centre would be located in the town’s heritage precinct and incorporate an original shearing shed and focus on the local wool industry.

Community facilitator Alison Shaw said by relocating an original shearing shed into town, the centre would be given a more historic atmosphere.

“We really want it to be tactile so that tourists can feel the wool, and smell the wool and an original shed would give it an authentic feel,” Alison said.

Alison said the interpretative centre would be closely linked with the Blackall Woolscour with the two attractions able to enhance each other.

“It’s about showing the region’s heritage and tying the two towns

together,” she saidThe centre would also include

the town’s historic power house motors, which were last used in the 1960s.

The Blackall Tambo Regional Council has agreed to contribute funds to construct a shed to house the power house motors, which would be restored to working condition and used regularly for demonstrations during the tourist season.

The pre-feasibility study for the project will be conducted over a six week period and will ascertain the feasibility of the current proposal and the best course of action for developing the attraction.

The funding is one of 20 Tourism Project Pre-feasibility Grants approved to conduct research projects right around Queensland.

Other pre-feasibility grants across western Queensland include $30,000 to investigate a possible expansion to the QANTAS museum in Longreach

and $30,000 towards founding a natural history museum at Eromanga.

The funding was announced last week by Minister for Tourism, Manufacturing and Small Business Jan Jarratt, who said the proposed centre aligned with strategic objectives for the outback and had the potential to increase visitor numbers and create employment opportunities.

“It’s important for us, as a government, to support work on new projects at this time to let the world know that outback Queensland has bounced back from the recent floods and tourism operators are open for business,” Ms Jarratt said.

“This grant is an investment in diversification; we are working to develop new and innovative tourism projects which will keep south west Queensland fresh and exciting.”

Reclaiming the airwaves in BlackallBlackall may get a new community radio station,

under the initiative of local teenager Dylan Dolinski.

Dylan is investigating establishing a new station with support from the Blackall Tambo Regional Council and members of the wider community.

Blackall’s last community radio station, run by Neville and Damien Dolinski shut down seven years ago after the frequency was bought out by a larger company.

Dylan said he has received lots of interest from the community in having a local station that catered specifically to what they wanted.

“It won’t be just be catering towards the youth, it will be a whole community station,” Dylan said.

“We would have different segments, such as a country segment and a Rewind to the 60s segment, and people could also ring up to request songs.”

Dylan has already contacted the Australian Communications and Media Authority, who have advised him that the next step in establishing the station is to contact the Australian Broadcasting

Commission to check if a local radio frequency is

available for broadcast.

If a frequency was available, an application to run

a community radio station would then have to be

lodged, demonstrating the need for a station and

covering cultural issues.

The application would need to include letters of

support from the local community, with the level of

support influencing the success of the endeavour.

Dylan said the station would be run by himself and

several other people, and welcomes any expressions

of interest from people wanting to participate in the

project.

“The more people involved, the easier it will be to

get a station,” Dylan said.

The Blackall Living Arts Centre turned into a holistic retreat last weekend, with a yoga and meditation weekend hosted by the Royal Flying Doctor Service Longreach Social and Emotional Wellbeing Program

The retreat style weekend was presented by Longreach yoga instructor and meditation facilitator Alun Hoggett, and featured Vipassana insight meditation, yoga, gentle physical exercise and vegetarian food catered by Alun’s partner Vanessa Bailey.

Mr Hoggett has been teaching yoga based fitness sessions for

six years, and recently undertook training as Vipassana meditation facilitator.

Fifteen people participated in the program, staying at the Living Arts Centre for the course of the weekend, including several Blackall residents.

Alun said he felt the participants had gotten a lot out of the weekend, especially through the change of diet and reflection time.

“I think it’s potentially challenging for people but what I’m finding is that people are very receptive to learning these sorts of things,” Alun said.

said she found the weekend to be eye opening, and particularly enjoyed spending the time at the Living Arts Centre.

“It’s just been an excellent venue to hold something like this,” Rosyln said.

Longreach resident Diana Avery has participated in several yoga retreats and workshops before and said she found the Blackall location very pleasant.

“It’s been a very relaxing weekend with not too much pressure,” Diana said.

“Every level and experience has been catered for very well.”

Aquatic Centre goes solarThe Blackall Aquatic Centre will

go eco-friendly when the Blackall Tambo Regional Council installs solar power there in approximately five weeks time.

The council received $30,000 in funding through the Regional and Local Community Infrastructure Program (RLCIP) to establish a pilot solar energy project and the Aquatic Centre was chosen as the facility with the highest energy consumption within Blackall.

The council has been working with Ergon Energy and The Solar Guys, and will soon see

six kilowatts worth of solar panels installed at the Aquatic Centre, with an estimated power production of 31.5kWh per day.

Community Development Officer Virginia Wacker said the project would act as a trial run with the council then able to consider the financial sustainability and benefits of utilising solar power for various community facilities.

“Quite a few community members have installed solar panels at home, and now council has been able to source funding to drive forward in this area,”

Virginia said.“I think we’re the first council

in the regional to actually install solar panels.”

Virginia said the solar energy project was an extension of the Blackall Tambo Regional Council’s interest in implementing renewable energy across the region.

“This is part of council’s effort to become more environmentally sustainable and bring awareness to the region about going green.”

The recent business workshops held in Blackall attracted a good response by local business with 14 business groups attending the “Tendering for Business” workshops.

Participants learnt the principles of tendering for government projects, goods and services which can often be a complex process.

Tutor Robert McRuvie from DEEDI (Department of Employment Economic Development & Innovation) covered an array of topics including “Finding the Money” and “Going Green”

Interesting active demonstrations researched information that is readily available on websites and easily accessible to seek information about types and costs of projects awarded to suppliers.

This information and active demonstration that researched web information will be valuable for business considering to submit a tender for future government business.

In preparing a tender things to consider include Governments Towards Q2 Ambitions which are strong, green, smart, healthy, and

fair. These ambitions can be found

at the Blackall Memorial hall on Friday night with 101 children attending the event.

Blackall youth enjoyed a sausage sizzle and disco, with police saying the children were well behaved throughout the evening.

During the evening there was a an incident involving some youth being moved on by police that were at the skate park at the time the disco was being held. This was simply done as a precaution due to the identity of the youths not being known at the time.

Social programs for local women

Accomodation for rural cancer patientsRegional cancer patients

travelling to Toowoomba for treatment will now have access to free accommodation thanks to a $3 million grant from the state government.

The funding received by Cancer Council Queensland has allowed the organisation to purchase a former motel, which will now be converted into an accommodation and support centre for patients and their families.

The facility will be able to accommodate up to 42 people per night, with support services offered to patients during their stay at the lodge.

Refurbishment of the motel is expected to completed mid 2011, with 21 twin rooms available to cancer patients and carers at no cost.

CEO of Cancer Council

Queensland, Professor Jeff Dunn said the facility was a considerable investment by the state government into regional health.

“Cancer Council Queensland will spend about $500,000 per year to operate and maintain the lodge, ensuring that regional patients have the support they need during treatment.

A Regional Cancer Centre planned at the Toowoomba Base Hospital will also see more accommodation become available for regional cancer patients.

A schematic design for the 24 bed centre has been completed with detailed design underway and expected to be completed by March.

The Regional Cancer Centre is expected to reach practical completion by mid 2012.

The new Furniture One store was opened for the first time on Saturday, with locals treated to a free sausage sizzle to celebrate the town’s newest addition.

The renovations on the building were conducted by builder Chris McErlean with Ray Malinen also playing a role, painting and sanding within the store.

Owner Ian Kinsey said he saw the store as filling a gap in the Blackall market.

“It’s an aspirational store- we’re

really selling a lifestyle,” Ian said.“I’m really aiming on bringing

a good retail experience to the outback, obviously focusing on Blackall.”

Ian already has plans underway for two more new projects to be opened over the next six months, a grocery store and a clothing outlet.

The grocery store will be part of the SPAR chain and will be located in the NGS building in Shamrock Street while the new clothing outlet will move into the current Toy Kingdom building.

A fundraiser is being held in Brisbane next Thursday night to raise money for the Shockwave festival to be held in Blackall in June.

The fundraiser will be held at the new Shooting Gallery art space in Spring Hill

The evening will feature performances from singers Melinda and Bree Wells and Fresh Elements dance studio, art and short films by rural artists, a community art project, original computer games and a dance mat.

The fundraiser will run from 6-8:30pm with a sausage sizzle and refreshments provided for gold coin donations.

Cattle tick outbreaks in tick free zoneThe tick free zone in central west

Queensland has been broken with recent outbreaks of cattle ticks on properties around Tambo, Jericho, Aramac and Muttaburra.

One property east of Tambo, two properties north of Jericho, three properties near Aramac and three properties near Muttaburra are under movement restrictions after cattle ticks were discovered on stock.

Biosecurity Queensland principal policy officer Malcolm MacLeod

said it was the first time that ticks had been found in the region for approximately 30 years and that the recent wet conditions were probably a contributing factor to the outbreak.

“One of the concerns is that these properties could be located on rivers or creeks that have flooded, so we don’t know how far the ticks may have spread,” Mr MacLeod said.

“Even if they’re not under movement restrictions, we’re

urging graziers to check for ticks before they move any stock.”

Cattle ticks carry tick fever which causes illness and death in cattle, and is often hard to detect according to Mr MacLeod.

“Unfortunately often the first sign of tick fever is having dead animals, but graziers should also keep an eye out for red water and listless cattle,” Mr MacLeod said.

“It can also look a lot like three day sickness, with cattle lying down in the paddocks.”

Environment and Resource Management Minister Kate Jones has announced that she will be extending the consultation time for the Cooper Creek Basin Wild Rivers proposal.

Ms Jones attended the Wild Rivers meetings held in Longreach last week and said the meetings showed her that recent heavy rainfall and flooding meant that many people within the property declaration area hadn’t had time to properly consider the proposal.

“I’ve listened to the people of Longreach and decided that extending the deadline to June 30 is the best way to ensure local people have enough time to comment on the proposal,” Ms Jones said.
