WHAT IS CENTRIST
DEMOCRACY A Political Philosophy with a unique
concept of governance
Catholic Social Teaching of Rerum Novarum (The Condition of Labour) of Pope Leo XIII in early 1900
Introduced by Christian-Muslim based political movements in the 60s
WHY CENTRIST DEMOCRACY
Anchored on respect for “Human Dignity”, our CORE VALUE
Political, economic & social order logically designed to promote & protect the dignity of each person
Democracy not perfect but congruent to the nature of man
CONCEPT OF COMMON GOOD
individuals live in common with others
the rights of individuals must be balanced with the wider common good of all.
The rights and needs of others must be always respected.
PRINCIPLE OF SOLIDARITY
Human beings are social by nature and do not exist merely as individuals
Human community consists of individuals and social elements.
PURPOSE OF GOVERNMENT
The purpose of government is the promotion of the common good.
Governments are required to actively participate in society to promote and ensure social justice and equity.
PRINCIPLE OF PARTICIPATION
Individuals and groups must be enabled to participate in society.
UNIVERSAL PURPOSE OF GOODS
The world’s goods are meant for all.
Although it upholds the right to private property this is subordinate to the right to common use and the overall common good.
OPTION FOR THE POOR
Seeing the world through the eyes of the poor and standing with the poor in solidarity
This should lead to action for justice with and on behalf of those who are poor and marginalised.
CDM ADHERES TO THESE BASIC THEMES
A truly functioning Democracy and rule of law
A thriving Social Market Economy
Principle of Subsidiarity in all structures of governance
Building up strong, sustainable and real political parties as catalyst for effective governance
DEMOCRACY & RULE OF LAW
Democracy means:
People make “intelligent” choice
Leaders legitimately elected to power
Leaders govern upon the sole acquiescence of those who voted them to power
DEMOCRACY & RULE OF LAW
Democracy means: Leaders govern following a set of
laws applicable to all & nobody is above the law
There is rule of law System that protects people from
abusive & arbitrary use of government powers
SOCIAL MARKET ECONOMY
Markets should be free, though not perfect arbiter of prices
Philippines need a well-functioning market economy
Philippine market should be free from distortions & unfair practices through a “strong state”
SOCIAL MARKET ECONOMY
Philippine market is not free controlled by monopolies, cartels & conglomerates
distorting competition in their favor
Intimidate & oppress few competitors
Make the market hostile for newcomers
SOCIAL MARKET ECONOMY
Need for Philippines to be a strong state Strong and responsible states:
Open markets to free entrance & exit of competitors Allow greater majority to earn a
living through the market process Create a stable & healthy legal &
political framework
SOCIAL MARKET ECONOMY
Institute a functioning social justice & social security systems for the enhancement of human dignity all their citizens including the weak ones
Institutionalize sustainable development that protects the environment for future generations
PRINCIPLE OF SUBSIDIARITY
Philippine government structure is too centralized Most decisions affecting people’s
lives are embedded, legally & constitutionally although abnormally, in the President/executive department
Too much for President alone to handle
Paralyzing the office in the process
PRINCIPLE OF SUBSIDIARITY
Subsidiarity means Decision making powers brought to
the lowest level Allows people to decide from
the lowest competent structures Allows lower structures
influence decisions affecting them
Augments healthy political life
PRINCIPLE OF SUBSIDIARITY
Highest level supports lowest level, not stripping them of power
More money in the local level at their disposal
STRONG STATE & REAL POLITICAL
PARTIES Direct democracies not fit for
mass-based society like the Philippines
Representatives must be chosen from real political parties to articulate people’s wants, dreams and longings.
STRONG STATE & REAL POLITICAL
PARTIESPolitical Parties:
Aggregators of varied interests of members
Venue for clash of ideas & principles Repositories of political theories,
beliefs & strategies Must strive for political power,
maintain it & lay down formula for governance
STRONG STATE & REAL POLITICAL PARTIES
Real political parties required in a Democracy
Must have clear & specific program of government
Must have their own rules to govern its internal democracy to abide by
STRONG STATE & REAL POLITICAL PARTIES
Must be the training ground for the leaders of the country
Elected representatives must exercise power consistently based on their philosophy for governance and values embedded
STRONG STATE & REAL POLITICAL PARTIES
Articulate unequivocally their written platform from whence they were elected
Reward for loyalty, honesty and accountability; punishment for disloyalty, dishonesty, immorality, corruption, abuse, etc
