Darleen Stigall, Swift Creek Middle School science teacher and avid birder, will be on hand to help identify birds and answer all of your birding questions. The Great Backyard Bird Count is a great way for people of all ages and backgrounds to connect with nature. Bundle up, bring your binoculars and show some love for the birds this year. At the February Board of Directors meeting, the Board authorized the Community Manager to hire a contractor for the open space clean-up program. After seeking competing propos- als for the work, Shovel Tree was awarded the contract; it will run for 8-9 weeks and provides for a three-man crew (each working 40 hours per week), all of the equipment and supplies, and the hauling away and disposal of debris. The contractor’s initial focus will be on the 78 neighborhood entrances and the numerous cul-de-sac islands within the neighborhoods. Open space clean-up will continue with the next focus being on the major parkways (Brandermill, Millridge, Sandyridge and Harbour Pointe) and the loop roads (North Beach and Planter’s Wood.) Brandermill consists of over 2,500 acres of land, including approximately 450 acres of open space. That’s almost the equivalent of 20% of the entire community that the as- sociation needs to maintain. It usually takes anywhere from one day to three days to complete a zone, depending on how many piles there are to pick up (and that is depen- dent on the time of year, storms, etc.). After completing work in that week’s zone, the crew proceeds to general open space clean-up. As most residents are or should be aware the Association has in place a set of Residen-tial Design Standards (RDS). The purpose of this document is to establish rules that guide GHVLJQ�DQG�FRQVWUXFWLRQ��WR�GH¿QH�DQG�HVWDE-lish the basis and reasoning for those rules, and to assist the homeowner in understand-ing the rules by providing illustrations and explanations of requirements. Overall, these Standards are tools for homeowners to use LQ�PDNLQJ�GHVLJQ�GHFLVLRQV�WKDW�ZLOO�EHQH¿W�the aesthetics and the value of homes and property and therefore the whole community.

In accordance with the Associations governing document (General Covenants) all homeowners are required to submit an application to the Architectural Review Board (ARB), PRIOR to beginning a home improvement project. The ARB will use the above mentioned RDS as a guide when

One of the biggest issues the Association and the homeowner encounter is when a proj-HFW�LV�FRPSOHWHG�ZLWKRXW�WKH�UHYLHZ�DQG�¿QDO�approval of the ARB. Many times, this comes to light at a most in-opportune time for the homeowner – when selling the property- and a “Disclosure” request has been submitted. The Association conducts an inspection of the property to determine its compliance with the Covenants- and so advises the prospective buyer. While many times the nature of the improvement(s) is in compliance with the 5'6�� DQG� DQ�$5%�DSSOLFDWLRQ� LV� ¿OHG� DQG�approved, there are times when this is not the FDVH�DQG�FDQ�FDXVH�VLJQL¿FDQW�SUREOHPV�IRU�the both seller/homeowner and the prospec-tive buyer. Examples range from a new front door, sheds, decks/patios, exterior siding color changes, fences, and in one instance a porch and driveway extension that were added on beyond the owner’s property line. As you might imagine, this can cause significant

problems including possibly removing the unapproved structure. So whether the change is discovered during the “Disclosure” process, RU�IURP�VWDII�REVHUYDWLRQ�RU�FRPSODLQW�¿OHG�by a neighbor, the problems described above FDQ�PRVWO\�EH�DOOHYLDWHG�E\�VLPSO\�¿OLQJ�DQ�$5%�DSSOLFDWLRQ�DW�WKH�$VVRFLDWLRQ�RI¿FH��DQG�ZDLWLQJ�IRU�DSSURYDO�FRQ¿UPDWLRQ�35,25�WR�starting and completing the project.

The ARB meets on the 2nd and 4th Tues-GD\�RI�HYHU\�PRQWK��DW������S�P��DW�WKH�%&$�RI¿FH��7KHUH�LV�QR�FKDUJH�IRU�¿OLQJ�DQ�$5%�application, and the applicant does not need to attend the meeting. All applications need WR�EH� LQ� WKH�RI¿FH�E\� WKH�FORVH�RI�EXVLQHVV�the Monday 8 days prior to the next regularly scheduled meeting to insure that the matter will be placed on that agenda.
