I heard this from a dear friend recently and reflected on it and now completely agree with it. Our companions at various stages of our life are our parents, family, teachers, friends, spouse and colleagues. Some of these are our companions by birth, but most of the others are our choices. They educate and influence us in some way or the other. Likewise for books. What we read or don’t in our childhood is not within our control but what we subsequently read or don’t vastly shapes our intellect and our opinion. And together the people and books shape our thinking, our actions and our opinions. Each one of us has an opinion on most matters. No matter if this gentleman has never even played gully cricket in his life. A man who has no say even in his family will voice opinions on how the PM should run the country. Most often, the “expertise” comes from the various news channels/publications and discussions with “like-minded” people. There is nothing wrong in having an opinion. No doubt, identifying problems is necessary. But just voicing it is not intellect. A continuous barrage of such ‘voicing of problems’ may begin to sound like cribs, criticism and complaints. And it will never satisfy the one voicing it, as there is no solution attached to it. Vice-President’s CommuniquéEach one of us ultimately turns out the way we do because of the company we keep and the books that we read. I heard this from a dear friend recently and reflected on it and now completely agree with it. Our companions at various stages of our life are our parents, family, teachers, friends, spouse and colleagues. Some of these are our companions by birth, but most of the others are our choices. They educate and influence us in some way or the other. Likewise for books. BCAS Foundation operates a Right to Information (RTI) Clinic on a regular basis.

The Clinic provides help and guidance to BCAS members as also to non-members, i.e., all citizens, for making applications under the RTI Act and also assists in resolving any related difficulties on the subject of RTI.

The RTI Clinic operates on every 2nd, 3rd and 4th Saturday from 11 a.m. to 1 p.m.

The next RTI Clinic days accordingly are 18th May and 8th, 15th & 22nd June 2013. Please call to obtain a prior appointment.

outcome may probably resolve those problems that earlier looked unsolvable. Do I pay my taxes? Do I vote based on merit of the candidate? Do I jump signals? Do I pay minimum wages to my personal staff? Do I employ minors in my house? How do I dispose my waste? Do I spit on the road? Do I see pirated movies? Minor issues, but within my control.

Now go higher from here. Can I influence my friends to pay taxes? Can I influence my near and dear to not vote based on religion, caste, etc.? Do I have the courage to point out to my relatives and friends if I see a minor employed in their house? Can I see that my housing society has an appropriate waste- disposal system and pays minimum wages to the caretakers and security guards? Can I stop the taxi driver from spitting on the road? Having achieved this, go even higher. If all politicians are corrupt, am I willing to join politics and change things? This kind of thinking also leads to internalising the problem instead of just blaming others for everything that’s wrong. We may not have control over many things. But we surely have control over our thoughts. So it’s up to us to decide if we want to think problems or do we have a ‘Solution Based Thinking’?

Workshop onStandards on Revised Audit Report & Audit DocumentationThe ICAI has issued revised format of audit report as per Standards

on Auditing (SAs) 700,705,706. The report issued by Auditors for the

financial statements 2012-13 shall be as per these standards.

Maintaining appropriate documentation of attest function is extremely

important.

Accounting and Auditing Committee has organised a workshop covering

two Important Standards on Auditing which would render better

understanding for auditors to discharge the attest function and to

maintain appropriate documentation effectively.

A. P. (DiR Series) Circular No. 97 dated April 9, 2013Exim Bank's Line of Credit of USD 76.50 million to the Government of the Republic of Malawi

Exim Bank has made available, subject to certain terms and conditions, to the Government of the Republic of Malawi a Line of Credit of US $ 76.50 million for financing purchase of eligible goods, services, machinery and equipment including consultancy services from India for a) development of irrigation network under greenbelt initiative; b) setting up of refined sugar processing equipment in Salima under greenbelt initiative; and (c) development of fuel storage facilities in Malawi. Eligible goods and services including consultancy services of the value of at least 75% of the contract price must be supplied by the sellers from India, while the remaining 25% of the goods and services may be procured by the sellers from outside India.

The last date for opening of Letters of Credit and Disbursement for project exports will be 48 months from the scheduled completion date of the contract and December 12, 2018 in case of supply contracts.

This circular states that the all-in-cost ceiling, as under, in respect of trade credit will continue till June 30, 2013.

A. P. (DiR Series) Circular No. 100 dated April 25, 2013Overseas Direct investments – Clarification

This circular clarifies that any overseas entity having equity participation directly / indirectly of Indian parties cannot offer financial products linked to Indian Rupee (e.g. non-deliverable trades involving foreign currency, rupee exchange rates, stock indices linked to Indian market, etc.) without obtaining specific approval of RBI since the Indian Rupee is currently not fully convertible and such products could have implications for the exchange rate management of the country.

The Financial Action Task Force (FATF) has updated its Statement on Anti-Money Laundering (AML) standards / Combating the Financing of Terrorism (CFT) Standards – Money changing activities on February 22, 2013 and issued a document titled 'Improving Global AML / CFT Compliance: on-going process'.
