1. Introduction

The BCMM e-Service GV 2017 application is designed for the Municipality to manage the properties

within the municipal according to the Municipal Property Rate Act.

The General Valuation Roll 2017 was generated in January and will be open for public

inspection at municipal centres as well as online.

BCMM requested a platform where the public will be able to search and view their property

valuation details as well as log an online objection.

The eServices application was developed to cater for this requirement. This document details how to

operate the BCMM eServices GV2017 system by public.

2. How to access the BCMM eServices GV 2017 System?

1. Access the Public Website via the URL - https://bcmm.evaluations.co.za

2. The Public Website landing page will be displayed.

3. How to find my Property?

1. On the landing page, Click on Search Properties button.

2. The following will be displayed on screen.

3. Click “I Accept” button in order to accept the terms and conditions and to proceed to search

for a property. If the user selects the “I Do Not Accept” button then they will not be allowed to

search for a property on the public website.

4. After reading and accepting the disclaimer, the different search options available will be

displayed as shown in the image below which consists of the following search types:

Full Title Town Property Search

Full Title Farm Property Search

Sectional Title Property Search

Street Address Search

5. Browse through the available options. After determining which option suits you best, select

that option. The search fields available for the selected option will appear on selection.

3.1. Full Title Town Property

1. Click on Full Title Property Search and the screen will be displayed.

2. Capture data in the ERF Number, Portion Number and Township fields.

3. Data has to be entered in any two of the above fields for the search to begin

4. After capturing data into the search fields, click the search button.

5. The results based on the entered search criteria will be displayed. If no properties could be

found, the application will alert you of this with an on-screen message. Properties found

will appear in a table as shown below

6. Click the button of the property you want to View.

7. The property profile shall be displayed.

8. After completing a search, you may want to begin a new search. To do this you must

restart your current search.

3.2. Full Title Farm Property

1. Click on Full Farm Property Search and the screen will be displayed.

2. Capture data in the Portion Number, Farm Number and Farm Name fields.

3. Data has to be entered in any two of the above fields for the search to begin ( Two

Mandatary fields to be captured)

4. After capturing data into the search fields, click the search button.

5. The results based on the entered search criteria will be displayed. If no properties could

be found, the application will alert you of this with an on-screen message. Properties

found will appear in a table as shown below.

6. Click button of the property you want to view profile.

3.3. Sectional Title Property

1. Click on Sectional Title Property Search and the screen will be displayed.

2. Capture data in the Scheme Name, Scheme Number, Scheme Year and Section Number

fields.

3. Data has to be entered in any two of the above fields for the search to begin ( Two

Mandatary fields to be captured)

4. After capturing data into the search fields, click the search button.

5. The results based on the entered search criteria will be displayed. If no properties could

be found, the application will alert you of this with an on-screen message. Properties

found will appear in a table

6. Click the button of the property you want to view.

3.4. Street Address

1. Click on Street Address Property Search and the screen will be displayed.

2. Capture data in the street name, street number and township fields.

3. Data has to be entered in any two of the above fields for the search to begin ( Two

Mandatary fields to be captured)

4. Click on the search button as shown as shown above.

5. The results based on the entered search criteria will be displayed. If no properties could

be found, the application will alert you of this with an on-screen message. Properties

found will appear in a table.

6. Click the View button of the property you want to view.

6. How to View Property Valuation Details published in GV 2017?

1. Access a property using any of the search options available.

2. Click view button of the property as shown below.

3. The property profile below shall be displayed.

4. User can download Objection form or Section 49 form of the property as shown above.

5. User can choose to view the property on the Map, All Sales and Comparative Sales, refer to screens below for more.

7. How to Download an Objection Form?

1. Access a property profile using any of the search options available.

2. Click on the Objection Form link as shown above. 3. The objection shall be downloaded.

1. Access a property profile using any of the search options available.

2. Click on the Section 49 Notice link . 3. The notice shall be downloaded.

9. How do I Register?

1. Access the e-Service landing Page and click any of the links as shown below:

2. The user registration form below shall be displayed.

3. User can register either as an Individual or as a Company into the eServices application by

capturing the relevant details.

4. User who need to register as an individual need to select the check box against the

individual field as shown below.

5. Capture the required Individual details as shown below.

6. Click the check box to continue with the

Registration Process.

7. The Disclaimer below shall be displayed.

8. On accepting the Disclaimer the following screen will be displayed by generating an email

with OTP details and send to the registered user email account for confirmation.

10. Capture the OTP details and click on Verify button.

11. The mail below shall be sent to the email address used.

10. How do I Access Home Page?

1. User can access the eServices Landing Page Screen to Login with the provided Username and

Password details and click on button as shown below.

2. The Home Page below shall be displayed.

3. Click logout to go back to the landing page.

11. How to Change Password?

1. Login into the user account with relevant User Name and Password.

2. The User Profile screen below will be displayed.

3. Click on Change Password Button the following screen will be displayed.

4. An email with OTP will be generated and send to the registered email address as shown

below.

5. In the change password screen capture the following fields as below:

7. Enter Confirm new password.

8. Enter OTP send to the user email.

9. Click on the button as shown below.

10. The message “Your Password has been updated successfully. Please Click here to Login

again.” Shall be displayed.

11. An email will be generated and send to registered users email account with changed

password details as shown below.

12. How to recover the Forgotten Password?

1. Access the e-Service landing Page and forgot password link below.

2. Reset Password screen will be displayed.

3. Enter the registered email address and click Reset Password Button.

4. The screen below shall be displayed.

5. An email with OTP will be generated and send to the registered email address as shown

below.

6. In the change password screen capture the following fields as below:

10. Click on the button as shown below.

13. How to link a Property with User Profile?

Note that the users with valid account can be able to link properties to their profile.

The Maximum of 20 properties to be linked to the any user profile.

1. Access the property profile as shown below.

2. On the property profile screen, click Add to my profile button.

3. The screen below shall be displayed.

4. All Linked properties are to be displayed in the User profile.

5. Click Remove button to delete property from the user profile.

6. Registered users can lodge objections on the property profiles which are linked to their

profile.

14. How do I Capture an Objection?

Note that only registered user can capture the objection online through the BCMM eServices

GV2017 application.

1. Access the eServices BCMM GV2017 website and login with the user details.

2. User needs to link property to the profile.

3. Once user added the property profile to user profile, the user is able to view all added

properties to his/ her profile as shown below.

4. Click Register Objection button as shown on the screen above.

5. Register Objection screen shall be displayed below.

6. Below are the options to continue capturing the objection.

1. If the user does not have downloaded objection form, then user should click link in the Register Objection Screen as shown below.

2. The Online Objection Capture Screen shall be displayed as shown below.

3. Capture all the required form sections.

4. Click Submit Objection button.

14.2. Option 2

1. Download the Objection From the property profile. 2. The downloaded objection form will be prepopulated with the corresponding property

details and Objection Number as shown below.

4. Click button to open the objection form online as displayed below.

5. Capture all the required form sections.

6. Click Submit Objection button. 7. The screen below shall be displayed with the Objection Number, links to download the

Acknowledgement Letter and Objection Form.

8. Click Download Acknowledgement Letter link. 9. The letter below shall be downloaded.
