To the BOE:
People have been asking for preliminary data. We have looked at publicly available information
and have enclosed what we have found.
http://reportcard.msde.mary!and.gov/downloadindex.aspx?K=99AAAA
This version includes comparisons for 9 out of 10 of the lighthouse schools (previously only 5 were done}
using Tiers and MSA data from 2013-2014 to find similar schools. Mays Chapel is not done as the school is too new.
In finishing up these last comparisons using MSA data to find similar schools, we realized that we
inadvertently left out 8 of the 100+ elementary schools, and that we inadvertently classified Gunpowder
as a Tier 1 school, when it is currently listed as a Tier 2 school. We have also enclosed a corrected
version of the prior charts that addresses these errors. These changes do not affect the overall message
substantively.
Again, please verify all of this. While it was done carefully, it merits checking.

PARCC Data Evaluation • 2015 PARCC data for BCPS obtained from http:/ I
re po rtca rd. msd e. maryland .gov I down I oa din d ex. as px? K =99 AAAA
• Levels 4 (Met Expectations) and Levels 5 (Exceeded Expectations) were added together to obtain the Percentage of Students Meeting or Exceeding Expectations. If level was reported as <5%, all known levels were added together to determine missing percentage and then equally divided between <5% categories.
• BCPS tier designations are obtained from http:/ /www.bcps.org/schools/ schoolsByTier.aspx
• Data are averaged across all Non-Lighthouse schools within a tier and compared to the averaged data across all Lighthouse schools within the same tier.
• January 18, 2016- data updated with test scores from 8 non-lighthouse elementary schools that were missed in the first round of data evaluation.

This Data was prepared using publicly available data available here:
http://reportcard .msde.maryland.gov/downloadindex.aspx?K=99AAAA
It uses the 2015 PARCC data, and the 2014 MSA data for Baltimore County Public Schools. One note about the data:
PARCC and MSA do not report the precise percentage if the cell is less than 5%. For the MSA data, this number is
calculated by subtracting the other two numbers from 100%. For PARCC data, which has 5 levels, sometimes 2 levels
had less than 5% in them (usually Ieveil and level 5) . For these instances, the other 3 cells (with known numbers) were
subtracted from 100%, leaving a number between 0.1 and 9.9. This number was divided in half, and equally distributed
between the meeting PARCC expectations and not meeting PARCC expectation groups.

For PARCC data, which has 5 levels, sometimes 2 levels
had less than 5% in them (usually Ieveil and level 5). For these instances, the other 3 cells (with known numbers) were
subtracted from 100%, leaving a number between 0.1 and 9.9. This number was divided in half, and equally distributed
between the meeting PARCC expectations and not meeting PARCC expectation groups.

BCPS Differentiated Tiered Support Model https:/ /www.bcps.org/schools/tier.html
• Schools receiving Tier I support focus on minimizing the performance gaps among subgroups as defined by the indicators and metrics of Blueprint 2.0.
• Schools receiving Tier II support may have targeted student subgroups needing to show growth as defined by the indicators and metrics in Blueprint 2.0.
• Schools receiving Tier Ill support are impacted by demographic variables such as higher mobility rates, free and reduced-price meal participation, and non-English speaking student enrollment. Schools receiving Tier Ill support may also have multiple student subgroups needing to show growth as defined by the indicators and metrics in Blueprint 2.0.
