TheCityofJacksonvilleinordertooptimizefireandrescueoperationcommunicationsonscenesoffireandotheremergenciesandtocomplywiththeFloridaFirePreventionCodeNFPA1Chapter11.10asmodifiedbyFloridaStatute633.202(18)willrequireminimumradiosignalstrengthlevelsforcommunicationsforallnewandexistingbuildings.(Seebelowforcode,statutorylanguage,andDeclaratoryStatement). NFPA1Chapter11.1011.10Two‐WayRadioCommunicationEnhancementSystems11.10.1Inallnewandexistingbuildings,minimumradiosignalstrengthforfiredepartmentcommunicationsshallbemaintainedataleveldeterminedbytheAHJ.TheleveldeterminedtobeacceptableintheCityofJacksonvillewillbeasstipulatedintheInternationalFireCodeSection510.4.1Thebuildingshallbeconsideredtohaveacceptableemergencyresponderradiocoveragewhensignalstrengthmeasurementsin95%ofallgeneralareasofthebuildingand99%incriticalareasincludingelevators(measuredattheprimaryrecallfloor),stairshaftsandFireCommandCenterswheretheminimumsignalstrengthof‐95dBmshallbereceivablewithinthebuilding.FS633.202 FloridaFirePreventionCode:(18)Theauthorityhavingjurisdictionshalldeterminetheminimumradiosignalstrengthforfiredepartmentcommunicationsinallnewhigh‐riseandexistinghigh‐risebuildings.Existingbuildingsarenotrequiredtocomplywithminimumradiostrengthforfiredepartmentcommunicationsandtwo‐wayradiosystemenhancementcommunicationsasrequiredbytheFloridaFirePreventionCodeuntilJanuary1,2022.However,byDecember31,2019,anexistingbuildingthatisnotincompliancewiththerequirementsforminimumradiostrengthforfiredepartmentcommunicationsmustapplyforanappropriatepermitfortherequiredinstallationwiththelocalgovernmentagencyhavingjurisdictionandmustdemonstratethatthebuildingwillbecomecompliantbyJanuary1,2022.ExistingapartmentbuildingsarenotrequiredtocomplyuntilJanuary1,2025.However,existingapartmentbuildingsarerequiredtoapplyfortheappropriatepermitfortherequiredcommunicationsinstallationbyDecember31,2022.

Asperthe69ADec.statement(forclarification)allotherbuildingsnotmeetingminimumsignalstrengthsasdeterminedbyaradiosurveyperformedbyaFCClicensedentityaredeemednon‐compliantandwillberequiredtoinstallaBDA.TheCityofJacksonvillehasdeterminedthatthoseoccupancieswillbeallowedtoshowcompliancebyapplyingfortheappropriatepermitfortherequiredcommunicationsinstallationbyDecember31,2022withinstallationcompletednolaterthanJan1,2025.Allnewconstructionbuildingwillberequiredtocomplyaspartoftheirpermittingprocess.
