Read. Whereupon the Lord Mayor declared David Shalit, a former Member of the Court of Common Council, to be appointed on Age UK London for a four year term expiring in May 2015.

Questions a) Clare James asked the Chairman of the Planning and Transportation Committee about the possibility of introducing an email alert subscription regarding licensing and planning applications for residents and other stakeholders. In response, the Chairman reported that Officers were in the process of overhauling the website and that the redeveloped site would be able to incorporate an e-mail alert subscription facility for both licensing and planning applications. He added that the aim was to have the new website, with improved navigation functionality, up and running from June 2012. In the meantime, an improved version of the current public access facility to planning applications is being tested. This would enable anyone to request notification of any planning application within a given distance from their property. The Chairman stated that the improved facility should be available from June this year with details placed on the City Corporation’s website. He went on to report that the City’s Environmental Services Department already maintained a list of stakeholders who had asked to receive e-mail alert of applications for licenses for the sale of alcohol. He stated that this service would also be highlighted on the Corporation website to encourage more users. In reply to a supplementary question posed by Deputy Ginsburg the Chairman stated that the new website would not be up and running until 2012 as a comprehensive overhaul of the current system would need to be undertaken. b) Robert Duffield asked the Chairman of the Policy and Resources Committee a question regarding the amount spent on advertising statutory notices in local London newspapers. In response, the Chairman agreed that current arrangements could, indeed, be improved and that such notices could quite easily be placed on the Corporation’s website at minimal cost. However, to do this would require a change in the law. He added that the City Corporation had recently informally approached the Communities and Local Government Department to ascertain the scope for this to be done, either as a clause in the Localism Bill currently going through Parliament or elsewhere. The response was that the Government would consider this favourably in principle, but did not wish to proceed at present. The Chairman reassured Members that he would continue to monitor this matter, with Officers, and seek to encourage a review as soon as possible. In reply to a supplementary question posed by Robert Duffield the Chairman stated that collective action in alliance with others

We have considered proposals for the appropriation and acquisition of land

for planning purposes to facilitate the redevelopment of International House,

26 Creechurch Lane and 1 Mitre Square.

We submit our recommendations in the form of a printed and circulated

report, and recommend approval thereof.

In response to a question, the Chairman confirmed that Section 106 monies

spent would have regards to the needs of the local community in this area.

Licensing of Sexual Entertainment Venues The Policing and Crime Act 2009 introduced a new category of sex establishment called ‘sexual entertainment venue’ (SEV) to the Local Government (Miscellaneous Provisions) Act 1982, which allows licensing authorities to regulate lap dancing clubs and similar venues provided it adopts Section 2 and Schedule 3 of the 1982 Act as amended by the 2009 Act. When the Court agreed to adopt this legislation last July with effect from 1 September 2010, we agreed to bring back to the Court for decision the matter of possibly setting a maximum number of SEVs permissible in the City, following a thorough public consultation. We have now carried out an extensive consultation on the subject, carefully considered the matter at a meeting to which all Members of the Court were invited, and drafted an SEV Licensing Policy, which also sets out our view as to the appropriate number of SEVs in the City.

(A) Museum of London Docklands - Quayside Lease This report outlines the action taken on behalf of the Court of Common Council in accordance with Standing Order no.18 By virtue of section 3(4) of the Museum of London Act 1965 (as amended) the Museum of London is required to obtain the approval of both the City of London Corporation and the Greater London Authority to enter into a lease.

The Museum of London Docklands has rented a section of quayside in front of the restaurant at West India Quay for the past five years. This quayside space is used for external seating for the restaurant. This space was been occupied pursuant to a separate lease to that of the main Museum building, at a rent of £10,000 per annum. The lease expired on 31 March 2011, and the Museum had been in negotiations with the landlord British Waterways to sign a new ten year lease.

The new lease is for ten years from 1 April 2011 at a rent of £15,000 for the first two years, £18,000 for the next two years, £19,000 for the fifth year, and £21,250 for the final five years.

Due to the timings of the negotiations with British Waterways, the lease was considered as an urgent item by the Board of Governors of the Museum of London on 16 March 2011. Approval from your Policy and Resources Committee and the Court was obtained under urgency procedures. The Museum has also sought permission from the Greater London Authority to enter into this lease.

We accordingly report the action taken.

TheCityUK - Appointment of Director At its meeting on 4 December 2008, the Court endorsed plans for the City of London Corporation to take a leading role in the creation of a new independent body to oversee the promotion of the UK’s financial and

professional services industries. TheCityUK has now been established as an independent not-for-profit company. It opened for business on 1st June 2010 and has already established an impressive profile within the industry and amongst other stakeholders. TheCityUK has an Executive Board and an Advisory Council. The Board is chaired by Stuart Popham and the Chairman of your Policy and Resources Committee serves as its Deputy Chairman. The Advisory Council is chaired by Sir Win Bischoff with the Lord Mayor serving as the Council’s President. Alderman Roger Gifford also serves on the Council having been appointed by the Directors of TheCityUK recently. The City Corporation is TheCityUK’s sole Founding Member and in view of the significant support we provided, the Articles of Association for the company gives the City Corporation the right to appoint two directors to the Board. Over the past year the Deputy Chairman of the Policy and Resources Committee, Mark Boleat, has become more involved with the work of TheCityUK and has attended meetings of the Board as an observer. As a consequence, we feel that the Deputy Chairman should now be appointed as the City Corporation’s second Director. The Chairman of the Policy and Resources Committee serves as the other City Corporation appointed Director on the Board of TheCityUK. We recommended that the Deputy Chairman, Mark Boleat, be appointed as the City Corporation’s second Director on the Board of TheCityUK.
