Hello All, I hope you and your fam-

ily are well! I wanted to briefly touch on how we are eventually going to get our amenities open. The short answer is, it will be done by following the guidelines laid out for us at the federal and

state level. The long answer is, we are already looking for ways to safely start using some of our closed ameni-ties once we have specific guideline dates from the state. Once we have those guidelines, we will use them to move forward as safe and

swift as possible. The one thing I am going

to ask of our valued mem-bership is to be patient with some of the changes that will be asked of us as we re-introduce things. These guidelines will likely have us do things we are not used to. We are going to do our best to provide service and we ask that you part-ner with us as we follow the guidelines together. As we know specific details, we will share them with you on our social media platforms. Stay safe, and God bless all

An ancient Chinese curse reads, “May you live in in-teresting times.” Well, here we are, though most of us wouldn’t refer to these times as “interesting.” Challeng-ing, frustrating, frightening, stressful - seem to be more accurate descriptions.

As the news about COVID-19 became more and more dire, and our gov-ernor made decisions to re-strict social gatherings and limit open businesses to those deemed most essen-tial, we all had to drastically change our everyday lives. The same decisions had to be implemented here in Bear Valley. Difficult choices had to be made but all decisions made by our General Man-ager and Board were made with the health and safety of

our residents foremost. Hard times birth great ideas: Our OTCC staff started curbside service with dinner specials and it was an overwhelming success.

All Bear Valley-sanctioned clubs were asked to suspend any meetings and our Mulli-gan Room, OTCC, golf shop and Whiting Center were all closed. Some amenities aren’t quite as limited. The Eques-trian Center, with the excep-tion of the club house, is open for riding and working in the arenas, except group activ-ities. The tennis and pickle ball courts are open for play. The golf shop is closed but residents can still play on the course. You are to start at the first hole so you can see any cautions and/or restrictions on the course that may be posted.

Big changes: Children are out of school, parents home from work and most kids are

now being home-schooled. For the children, it’s an early extended summer vacation. For their parents, even more challenges. Regardless of the circumstances, it is nice to see so many families out walking and hiking. There are so many residents dis-covering our beautiful hiking and riding trails for the first time.

Living here in Bear Valley it is sometimes hard to real-ize the gravity of the current situation. Going into town, reality hits: most people are wearing masks. Albertsons, Walmart and Home De-pot are limiting the number of shoppers at one time in their stores. Toilet paper is on the endangered list – if you can find it! Sadly, many small shops are closed. We can only hope that these re-strictions are lifted soon and our local shop and restau-rant owners make it through these hard times. I can’t even imagine how busy our salons and barbershops are going to

be when this is over! It seems almost certain

that after all this is over, we will be living a new normal. Shaking hands and hugs could be a thing of the past and social distancing a part of our culture. We will be washing our hands like our lives depend on it.

But even with all the bad, lots of good things are hap-pening; More awareness of the vulnerable in our society and an increased closeness as all of us face a situation none of us have control over. And an even greater respect for all our medical personnel and first responders who work tirelessly under greater than ever risk.

We will get through this. Our lives will be changed for-ever, but this is an amazing place with a wonderful sense of community which will be even stronger. Our thoughts and prayers for any who have been affected by this disease and a virtual hug to all of our residents.

Two recent grant awards for Bear Valley CSD

Generator Grant – $155,000

Last year, residents of Bear Valley Springs spent over 100 hours without power due to Public Safety Power Shutoff (PSPS) events. Each time the power was shut off, 119 homes at upper elevations lost water service altogether as the pneu-matic tanks that served their homes drained within two hours. These residents were also served with mandatory boil water notices. In one in-stance, when the PSPS events went back to back, these resi-dents were under a boil water notice for nearly two weeks.

While the BVCSD does not consider a PSPS event an emergency, we were con-

cerned with the loss of wa-ter service that our residents endured. It became our top priority to develop a reliable water supply for these resi-dents, and to ensure that wa-ter is available in our most wildfire-vulnerable neighbor-hoods.

Public Safety personnel and officials throughout the coun-ty came together to present the needs of their communi-ties and seek project funding. The needs of our community and others like us were recog-nized, and Kern County was provided with State funding to mitigate high-priority PSPS impacts like ours.

We are very happy to an-nounce that our district will receive grant funds of approx-imately $155,000, specifically to purchase generators that will power the pneumatic

tanks that are the first to fail when power is lost.Bear Valley Springs FuelsReduction Project – $1,026,144

Special thanks are due to Leana Bowman, Jeff Gletne, and Jeannie Taylor for their invaluable contributions to this grant effort. We could not have done this without them!

Last year, Bear Valley CSD applied for a CalFire grant to address the wildfire hazard on the north/northwestern border of Bear Valley Springs, where over 85% of the coni-fer forest is dead. The entire project zone covers 400 acres within the very high fire haz-ard severity zone as depicted in the Fire and Resource As-sessment Program maps for Kern County.

The District was award-ed a grant in the amount of $1,026,144 to reduce these fuels. The project will take place between August 2020 and March 2024, when the District will engage a profes-sional logging company to fall, limb, buck and remove trees and treat slash. We an-ticipate this project will not only reduce fuel hazards, but

will also reduce greenhouse gas emissions put forth from the decaying forest.

As the project begins, the District will seek participa-tion from landowners within the project area. Updates will be provided through the Bear Tracks magazine, Social Me-dia posts, Public Service An-nouncements and articles on the BVCSD website at www.bvcsd.com, and through the District’s electronic newslet-ter.

Although this project does not include reforestation, the District intends to pursue oth-er grant opportunities focused on reforestation to enhance the health of the ecosystem and provide protection from erosion. We will also partici-pate in annual routine brush-ing and chipping events for residents supported by the Kern County Fire Depart-ment Chipper Days. Finally, we intend to provide ongoing education and resources for residents to enhance com-munity knowledge of wild-fire prevention, property and forest management to reduce the likelihood of fuels again reaching dangerous limits.

Your Bear Valley Police Department is proud to serve the community espe-cially through tough times. Navigating the waters of a pandemic has been a chal-lenge for everyone, and pres-ents particular challenges for those in public service and other essential services.

The Bear Valley Police De-partment will be here for the residents and visitors of the valley. We are taking special precautions to ensure the val-ley is protected and that offi-cers are available to respond. For “in-progress” emergen-cies, call 911. When officers respond and must enter a home, they will be equipped with protective equipment to protect both the resident and

the officer. For non-emergencies, or if

The gate serves an essential service to the valley in screen-ing all incoming visitors. Our gate staff will continue to perform this function. It is critical that residents comply with the emergency orders of the state and county. You can also do your part when it comes to allowing visitors into the valley. If your visitor or contractor is “non-essen-tial”, residents should NOT authorize them passes.

At the beginning of April, the solid waste Transfer Sta-tion saw its hours and days of operation change. Beginning the first of April, the new hours are 8 a.m. to 8 p.m., Tuesday, Wednesday, Friday, Saturday, and Sunday. The site is closed Mondays, Thursdays and holidays. Even during

the transition of the new days and hours of operations, CSD staff is busy with the recon-figuration project to help the flow of traffic through the three areas of the site (House-hold, Greenwaste and Ma-nure), as well as to gain better control of drainage and other operational improvements.

By now residents should be used to seeing permanent staff in both the Household and Greenwaste areas. These

staff members are there to help direct traffic through the site if needed, as well as pro-vide answers to solid waste questions residents may have. They’re also prepared to pro-vide educational information about the waste disposal pro-cess, what can and can’t be ac-cepted at the transfer station, and what options residents have to dispose of items that are prohibited at the site. As a reminder, here is a list of items NOT allowed to be dis-posed of at our transfer sta-tion:

• Treated/processed lumber (including plywood, pallets, fencing, paneling, etc.)

• Cleaners• Stains and varnishes• Batteries• Automotive fluids• Pesticides and herbicides• Paint• Light bulbs• E-waste (TV’s, monitors,

electronics, etc.)• Construction/building

material• Refrigerators• Air conditioners• Tires• Autos and auto parts• Trailers• Appliances• Water heaters• Furniture• Metal/scrap iron• Concrete, rock, dirtAll hazardous waste materi-

als must be disposed of at the Kern County Special Waste Facility (661-862-8922).

Additionally, landscaping contractors must provide a manifest to be able to dump greenwaste at the site. This manifest must include the type and amount of green-waste and the address where it was collected. It must also be signed by the homeowner who the contractor is work-ing for.

Following is a list of those who will be permitted access to the transfer site:

• Residents who have a window decal (provided at time of residency for access through the main gate)

• If no decal is present, res-idents must present a current BVSA amenities card proving residency

• Contractors must present a manifest

As we have had repeated problems with illegal dump-ing and access to the site in the past, please be patient as staff ensures rules are being applied and followed. We an-ticipate these new procedures will help us to get a better handle on illegal dumping, as well as minimize fines for prohibited items that find their way to the Tehacha-pi landfill. Another result of these controls will see a de-crease in the amount of waste coming in to the site, which should help us save costs of trash hauling by our contrac-tor. (To be clear, we have not instituted any new rules for the site; we’re just enforcing those rules that have always been in place.)

Security cameras are now operational and being regu-larly monitored, which help us track down any violations that occur. When the site reconfiguration project is complete, residents will no-tice better access and flow, increased lighting and better drainage management and dust control. Our goal is to make your visit to the Trans-fer Station as quick and safe as possible. It’s that time of year again! With the hazard reduc-

tion deadline just around the corner, it’s a good time to refresh our memories about Kern County Fire Depart-ment’s hazard mitigation re-quirements.

Kern County Fire De-partment Frequently Asked Questions:What is expected of me as a property owner?

Property owners who fall within the required guide-lines are expected to main-tain their property free of fire hazards and accumulated vegetation growth through-out the year. June 1 is the deadline for completion of this clearance prior to annu-al inspections. All structures on the property, regardless of construction type or use,

are required to have a min-imum of thirty (30) feet of clearance and one hundred (100) feet of fuel reduction, or to the property line if clos-er. Any vegetation within these zones should be green, ornamental trees, grass and shrubs only, and should be spaced out and have suffi-cient ground clearance to discourage fire spread. For vacant properties with no structures, you are required to provide a minimum ten (10) foot fuel break along all property lines that lie with-in one hundred (100) feet of any structures on neighbor-ing properties.What if there are no structures on the property?

If you own vacant proper-ty with no structures, there is a possibility you won’t need to do anything. If there are any structures on neigh-boring properties within

one hundred (100) feet of any property line, you are required to provide a mini-mum  ten (10) feet of clear-ance along all property lines that are adjacent to those structures. This clearance includes full removal of all grass and shrubs within that ten (10) feet and limbing up all trees and large bush-es to avoid ground contact. Six (6) feet is a general rule of thumb for limbing of the trees.What if I am physically and/or financially unable to do the work?

While we understand that there are certain circum-stances that make it difficult for homeowners to com-plete the clearances, we can-not allow hazards to remain that put your property and the community at risk. The financial burden of clearing your property is much less than having to replace it. If you are unable to complete the required clearances due to physical ailments or fi-nancial constraints, there are programs available in certain areas to assist you. If you contact your local area Fire Safe Council, they should have the most cur-rent information on these programs.Does Kern Countycomplete the required abatement if I am fined?

While we would like to provide this service at some point in the future, at this time the Kern County Fire Department does not have the capability to conduct fire hazard abatement on cited properties. If you are fined, it is your responsibil-ity to ensure the required corrections are made on the property and notify us when

it is complete. If this is done within 15 days from the ci-tation mailing date, your fine will be removed.Hazard ClearanceChecklist

• 30 ft. clearance of all non-ornamental combusti-bles and vegetation around all structures including wood piles.

• 100 ft. reduction of all non-ornamental combusti-bles and vegetation around all structures.

• Remove trees and limbs within 10 ft. of stovepipe and chimney outlets.

• Remove any dead limbs that overhang or are adja-cent to structures.

• Clear roof of all com-bustible vegetation includ-ing leaves and pine needles.

• Provide a 10 ft. clear-ance of all combustible ma-terials around propane and other fuel tanks.

• Provide a minimum 10 ft. clearance around all property lines that en-croach on the 100 ft. de-fensible space of adjacent structures.

• All non-ornamental trees should be limbed within 6 ft. of the ground and dead limbs removed. Dead trees should be re-moved.

• Provide reduction of excessive accumulations of fuel that can be deemed a fire hazard.

As everyone adjusts to “the new normal” while coping with the government-man-dated Covid-19 restrictions, I find myself wondering if things will ever get back to how they used to be?  The ball fields, now empty, would normally be teeming with hundreds of kids playing soccer as their parents, sib-lings, and grandparents hap-pily cheer them on. Instead, there is an eerie emptiness at the ball fields, the soccer

goals standing in silent vigil waiting for someone to come play with them. These are strange times we are travers-ing, with unprecedented cir-cumstances to try to navigate through. This is indeed un-charted territory, save for a handful of our societal elders who beat all odds by surviv-ing the 1918 Spanish Flu, the Great Depression and the Holocaust.

The wise Gerald Celente is credited with the quote, “Current events form future trends.” His wisdom leads me to ponder whether or not the current restrictions on public gatherings will be lift-ed shortly, or again extended, for an indeterminable length of time? Which in turn begs the question, “When will be we able to safely resume the normal operation of our rec

department and BVSA youth sports programs?” Will the restrictions be relaxed in time to roll out T-Ball/Be-ginning Baseball League and Baseball Camp this summer? And if said restrictions on large gatherings are lifted by June or July, will peo-ple be willing to sign up for our summer youth sports leagues, or will they remain cautious and choose to con-tinue to isolate themselves? How bad of a hit will our economy take, and will such circumstances cause many people to forgo such nones-sential expenditures as youth sports league participation fees? I wish I had a crystal ball and a definitive answer to all of the above questions.  

As the not-so-new social distancing restrictions con-tinue to be mandated, people

who have been sheltering at home have begun to slowly go stir crazy. More and more people are turning to our BVS outdoor common spac-es to alleviate the boredom of staring at four walls. This increasing restlessness has brought about the need to increase BVS Ranger patrols of our lakes, parks, camp-grounds, golf course, nature walking path, ball fields, equestrian center, and the associated equestrian/hiking trails. Most people have been really good about maintain-ing a safe distance from one another and adhering to our BVSA rules and bylaws. Un-fortunately, there are always a few outliers who continue to ignore the written rules, as well as rules unwritten, pertaining to common sense

Today, people worldwide are anxiously waiting for the medical community to discover a treatment for the Coronavirus. More than likely, the medication will be a vaccine. Vaccines work be-cause they contain a micro-organism or virus in a weak-ened state which stimulates the body’s immunity. These remedies were discovered in the latter part of the eigh-teenth century because of the research of men like Edward Jenner and Louis Pasteur. In all of history, vaccines are considered to be one of man’s ten greatest achievements.

So what provoked the re-cent hysteria against vac-cinations? In 1998, British doctor, Andrew Wakefield claimed an association be-tween the measles, mumps and rubella inoculation and autism. The media seized these stories, igniting public fear and confusion over the safety of the vaccine. Ulti-mately, the British General Medical Council found that Wakefield had committed scientific fraud to profit fi-nancially by falsifying data to support evidence in a litiga-tion brought forth by parents who believed that the vaccine had harmed their children. As a result Wakefield lost his license to practice medicine in Britain. Since then more

than a dozen studies have all agreed that vaccines don’t cause autism.

But slivers of this unwar-ranted mania about vaccines still linger and unfortunate-ly, according to Dr. Billings-ley, a local veterinarian, they have invaded the hearts and minds of some well-mean-ing pet owners. She pointed out that when you have your

pets vaccinated, you’re pro-tecting them  and  the entire local pet population. Germs can travel quickly through an area and make many of the animals sick. When enough of them contract the bug, an outbreak occurs. But when pets are vaccinated against a certain illness, the germs that cause the ailment can’t travel

In early March, IGM broke ground at Kodiak baseball field; this is the first step to upgrading the existing base-ball field. Over the past few seasons, the demand for playable baseball fields has increased. With the very suc-cessful baseball camp and the increase in kids playing sports in Bear Valley, it was decided that it was time to upgrade the dirt baseball field.

Irrigation was installed to help maintain grass on both the infield and outfield for Kodiak field. There is also new irrigation installed be-tween Kodiak baseball field and Cub baseball field. The area between the two fields was not irrigated, so Cub baseball field only had grass in right and center field. Now the entire outfield will have grass. During the soccer sea-son, Cub’s outfield is used for a soccer field. With the new left field having grass, it will give more room for a small practice soccer field or a turf grass area for warm up.

Safety is one of the con-cerns that has been brought up in the past over the con-dition of Kodiak field during the little league season. The

playing conditions are not the best for young kids just learning how to properly field a ball or running the bases. With new infield and outfield grass, along with infield clay for base running, the risk of injury will be much less. The grass can be kept cut at prop-er height to help with ball speed and less unpredictable movements during a hard-hit ground ball. The infield clay will also provide a con-sistent level running surface for base running. These two factors will help keep kids safer during a ball game.

This will be my third in-stallment in a series of BVS Ranger “spotlight articles”. This month it is my pleasure to feature and introduce you to BVS Ranger Mark Wood. Originally from Temple City, California, Mark Wood graduated from high school in 1973 and joined the Unit-ed States Navy shortly there-after. After completing ba-sic training in San Diego, California, Mark served as Ship’s Electrician’s Mate on the aircraft carrier USS Kitty Hawk. Four years later, Mark wrapped up his stint with the

Navy and was honorably dis-charged in 1977. (Thank you for your service, Mark!)

Mark married his wife Becky in 1978 and moved to San Diego, California, where he worked as a construction electrician until 1980. Mark and Becky then moved to Bremerton, Washington, where he worked for the Puget Sound Naval Shipyard as a Maintenance Electrician. While there, Mark worked in nuclear refueling, repaired and maintained shipyard nuclear facilities, and main-tained various other types of support equipment through 2002. While working at the Naval Shipyard in Bremer-ton, Mark attained qualifi-cations and certifications in various different jobs and disciplines,  including water pit facility operator, 10-ton forklift operator, nuclear bridge crane operator, as well as articulated and straight-

boom man-lifts to 90 feet.During the course of

his time working as a Na-val Shipyard Maintenance Electrician, Mark traveled extensively, assisting other trades in off-station con-tracts around the country. Mark eventually transferred to North Island, Coronado, then to San Diego, California in 2002. There he repaired and maintained electrical systems, electronics, and alarm systems at the ship’s maintenance facility. Mark Wood retired in 2010 with 34 total years of Federal service to the U.S. Navy. 

Mark and Becky moved to Bear Valley Springs in 2011, settling into the retirement lifestyle, having successful-ly raised and launched their three daughters; Cheri Miller of Pensacola, Florida; Jac-queline Kornelis of Colora-do Springs, Colorado; and Aimee Matlock of Port Or-chard, Washington.

Mark Wood, like many retired individuals, didn’t stay retired for long! He was selected to join the BVS Ranger team in 2017, with the specific intent that he be put in charge of bringing the BVSA Gun Range into the 21st  century. To that end, Mark has done so with great enthusiasm and regard for modern gun range design and layout, Kern County Fire safety standards, Feder-

al and State law compliance, as well as NRA gun range safety “best practices” and operating principles. Mark was selected for this task due to his vast experience with other gun ranges; his decades worth of experience with firearms competitions, NRA Range Master creden-tials, construction skills, U.S. Naval military history, and vast experience teaching the handling and discharging of many different types of fire-arms.

Mark is a USPSA Nation-al Range Officers Institute Level II Chief Range Officer graduate. He holds a high national ranking in United States Practical Shooting and Steel Challenge competition, with further experience in Metallic Silhouette and NRA bulls-eye. Mark has been a firearms instructor for over 30 years and also formed and ran a USPSA club in Wash-ington for eight years before

Dr. Billingsley says that as time goes on, more and more is being learned about vaccines. For some vac-cines, time frames for hav-ing a booster shot are being stretched out. The recom-mended interval between inoculations is based on tests that determine the average length of time immunity is maintained. She also stat-ed that on rare occasions, some pets can have adverse reactions to the shots – they can even go into anaphylac-tic shock. But the negative response is not because of the active ingredient (the antigen) in the vaccine; the animals react because they have an allergy to the other components of the vaccine such as preservatives, addi-tives, adjuvants and traces of other substances. She said the negative reactions can be prevented by treating the an-imals with Benadryl before-hand.

LOST? NOW IT’S FOUNDHow do you feel? Have you

ever lost something meaningful and then found it or regained it? This could apply to so many things.

It could be a loved one, an item of sentimental value, a privilege, your ability to do something, a friendship, or maybe our freedom to live our life as we please. We all have experienced the loss of our freedom to socialize with friends and family due to the current health pandemic.

The question we might ask our self is how well are we coping with our loss, whatev-er it may be? Here are some steps that may help: Confide in a trusted friend, fill the void within with something positive, learn to grow from the loss and adjust to the things we cannot change, replace negative with positive things in your life, let go and move forward, regulate your emotions and become resilient, do things that have a positive impact on others.

There are times when we find what we have lost; when we do, what overwhelming joy we might feel and all of our focus is on what has been regained. Sometimes our older ones may feel a loss of memory, speech, ambulation, friends or family. Not all can be found or re-gained, but helping them keep a positive outlook by focusing on the things they do possess helps them maintain a measure of happiness.

We have been trying to main-tain a measure of normalcy, while abiding by the restric-tions that are in place, to help keep everyone safe and well.

I want to thank all of our fam-ily members for being so under-standing and supportive during this more difficult time. It is very hard for loved ones not to be able to make personal con-tact. We also have been so for-tunate to have family members actively locating much needed and hard to purchase items. Our ladies have been watch-ing three shows that they seem

to enjoy: Dr. Quinn Medicine Woman, Heartland and When calls the Heart. They like to dis-cuss their favorite episodes and the beautiful horses, the scen-ery and of course, their favorite characters.

Our meal of the month was: Leg of lamb with rosemary gravy, garlic mashed potatoes,

Russian warm cabbage salad and focaccia bread. For des-sert, a strawberry cream cheese cake.

Answer to the question of the month was “Chicken Soup.”

Question of the Month: Hus-band and wife rock duo, had a TV comedy show in the 1970’s, famous song “I Got You Babe.”

FISHING(e) Catch limits per day per person are: ( 1 ) Trout: Three (2) Catfish: Five (3) Bass: Catch and Release (4) Bluegill: No Limit ( 5 ) Crappie: Five (6) RedEarSunfish:No Limit Fish stocking levels and harvest limits for all stocked species; including “Bluegill / Red Ear Sunfish, Crappie, Bass, Catfish and Trout” shall be set by the Lake Quality Advisory Committee and forwarded to recreation management for implementation. In the event that there is not a Lakes Advisory Committee operating the decisions shall default to the Recreation Manager for implementation. These limits may change seasonally to promote a healthy and sustainable fish population. The current harvest limits per person, per day will be posted on the BVSA website, at the Lakes, available from the Rangers or Whiting Center staff.

PURPOSE AND EFFECT OF PROPOSED CHANGES

Catch is changed to Harvest to be consistent with the verbiage used in the LQAC meetings; catch & release is different from Harvesting.

The reasoning behind this request is that, without changing the rules frequently, we are able to adjust the limits. This enables us to protect brood stock, and to keep the balance of large bass and other species. At this time it seems that bullheadcatfishareingreatnumbersinourlakeswhile,aftertherecentfishkill,ourpanfishandbassnumbersarewoefully inadequate.

The Lake Quality Advisory Committee feels that it is important the public realizes the seasonal changes are a part of their goals and directions for the overall lake quality.

Until further notice; this is what will be posted at the various places as stated in the rule change:

A big hello to all of our Bear Valley Springs neighbors. Af-ter a cold winter, our mem-bers have been slowly return-ing to their daily routines (as much as possible during these difficult times). While many of us are adjusting to the new norm in California, there is also a great chance to get out and ride! 

For our local riders, Bear Valley Springs now has its own bike repair kiosk! A while back, the local Scout Troop 135 installed this bike repair kiosk at Cub Lake. Speaking of Cub Lake, I’d like to remind our local families that we have two great places for children to ride: the path at Cub Lake and the Nature Path. The path at Cub Lake is a slightly narrow asphalt loop and the Nature Path is a long, well-maintained gravel loop . 

While some of us old folks have been hibernat-ing through the winter, our young cyclists haven’t let win-ter slow them down. These BVS residents, as members of the Tehachapi Mountain Bike Team, participated in the Cross Country race at the Keyesville Classic, with Trent Theriault, Rob Podratz, An-thony Ursua, Mark Cook, Kip Montgomery and Tim Krantz as coaches of our local moun-tain bike team.

Since 1988, “the Keyesville Classic has drawn casual rid-ers, pro MTB racers and their friends and families to partic-ipate in a fun-filled weekend of bike-related events and activities. From the entertain-ing Vintage class and trials events, to the highly chal-lenging All-Mountain Stage Race, where riders tackle the Cross-Country, Short Track

and Super D courses all on the same bike, the Keyesville Classic has something for ev-eryone, riders and spectators alike.” Created by the found-ing members of the Southern Sierra Fat Tire Association, the Keyesville Classic is one of the longest running and BEST mountain bike races in the nation. Team Action Dad produced the Keyesville Clas-sic in 2020 and will continue to do so in the future.

Our local young riders shown in the photo include Meghan Saltzman (3rd in Jr Girls ages 15-18), Sophia Schaeffer (1st in Jr Girls ages 15-18), Grace Wood (2nd in Jr Girls ages 9-14), Solai Smith (1st in Jr Girls ages 9-14) and Zoey Daniels (3rd in Jr Girls ages 9-14). Other members of the mountain bike team to win a spot on the podium include Josiah Hop-kins (1st - Mens Sport ages 19-29) and Spencer Theriault (2nd Jr Boys ages 9-14). Ethan Zehr (a former member of the mountain bike team) got first place in the Men’s Elite race over 59 year old Tinker Juarez, a professional MTBer who has won numerous na-tional and international races. Trent and Tim, the amazing coaches on the MTB team, also joined in on the races this

weekend (see photo).While most of us may have

not been able to participate in the Keyesville Classic, a com-petition of sorts does occur in BVS over Strava, a phone app that allows you to time your route, no matter where that

might be. In fact, we have a few (some might say overly) competitive members often out and about through the valley.

and good corporate citizen-ship.

Unfortunately, certain groups of people are choos-ing to ignore our public of-ficials’ social distancing di-rectives and mandates, and have been congregating en mass in public spaces. Large gatherings of people in close proximity to one an-other have been repeatedly spotted at the Country Club pickleball courts and at the Cub Lake basketball courts, as well. These people seem completely unfazed by the threat of contagion, and ap-pear to ignore any form of social distancing, which is a genuine concern to many.

With the increased us-age of our outdoor BVSA

amenities has also come a sizable increase in rule vi-olations.   These have run the gambit of “mild to wild” with everything from mo-torcycles, bikes, and ATV’s on the equestrian trails, to dogs off leash and non-BVS residents using our amenities, all the way up to deer poaching.  As you can imagine, our BVS Rangers have been working over-time to keep things safe and orderly at our outdoor amenities. BVPD has also been keeping busy instruct-ing and educating groups of people who are gathering at the lakes and parks to keep a safe distance from one another.  Unfortunately, it would appear that at least some of the time, this mes-

sage has fallen on deaf ears.  Some people apparently

feel this whole pandemic thing is overblown, while others are convinced it is the end of the world. Most of us fall somewhere in the mid-dle. We are trying to do our part; optimistically hoping for the best, but preparing as best we can for the worst.  I personally am hoping and praying, as are many, for an end to the toll on human life caused by the Coronavirus, and an expedient recovery from the many other col-lateral consequences that Covid-19 has directly or in-directly caused.  

It is my hope that the warmer weather will stall the spread of the Corona-virus, and the emergence of

a new miracle vaccine will someday completely erad-icate this nasty virus from our society, once and for all. Hopefully then, we will all be able to return to work and safely resume our lives. Our youth will be able to re-turn to school, and resume their participation in our BVS youth sports leagues and camps as they have al-ways done in the past. Un-til then, I will remain ever optimistic that the strength and ingenuity of the human spirit will come together with the universal traits of love and community to bring about an end to this pandemic, and ultimately usher in a closer-knit, bet-ter-prepared and kinder human race.

moving to San Diego.Since being put in charge

of updating the BVS Gun Range, Mark has not disap-pointed. From his first day on the job, he dug in and started cleaning the place up with unrelenting vigor. To that end Mark has, over the past three years, imple-mented Matt Bryant’s master plan and vision for the BVS Gun Range with a passion that is second to none. To-gether with the assistance of BVS Ranger Connie Everett, this vision and master plan has slowly become a reali-ty. The refurbishment of the BVS Gun Range has been accomplished with no small amount of cooperation and support from Recreation Manager Debbie Papac, BVSA Maintenance Man-ager Mark Gonzales, IGM Manager Brandon Haynes, BVSA General Manger Wes Shryock, and the leadership of our BVSA Board Mem-bers.

Because of the joint ef-fort and commitment from our many BVS Association leaders, our BVS Gun Range now much more closely re-sembles the same high level of professionalism, appear-ance, and operational stan-dards as our other wonderful BVSA amenities! The im-provements Mark has facil-itated and implemented are too numerous to mention here, but some of the high-lights include the following: a 134-yard rifle range with ten covered shooting posi-tions sporting safety baffles between every two shooting positions, a 25-yard pistol range with 8 covered shoot-ing positions sporting safety baffles between each shoot-ing position, a sophisticat-ed portable clay system that can be moved to wherever needed, safety back berms behind the rifle range, a to-tal of 3,000 gallons of water storage for fire safety, a ful-ly functional off-grid solar system with backup storage

batteries and an automated generator to top things off on rainy days, the addition of two fully ventilated conex storage boxes and the acqui-sition of a Kubota tractor and a Kioti 4WD ATV for grad-ing, mowing, setting targets and towing weed sprayers.  

Other projects in the works, yet to be completed at the BVS Gun Range, include Mark’s design and relocation of a 300-yard rifle range, and a master plan to rebuild and improve the existing main shotgun range. Also, plans are in the works to rebuild and update original BVS Gun Range bathroom, hope-fully sometime this sum-mer.  Again, the complete list of improvements done to the BVS Gun Range over the past several years is tru-ly staggering. Suffice it to say that if you haven’t been to the range for a couple of years, you most definitely won’t recognize the place!

Since taking on the job of working at the BVS Gun

Range, Mark has imple-mented monthly steel plate competition matches, and will soon be implementing monthly skeet competition matches. Other plans in place to increase the usage of the BVS Gun Range include hosting outside organiza-tional events such as tactical shooting competitions, cow-boy action shooting compe-titions, and concealed carry training classes.

When Mark isn’t work-ing as a BVS Range Master, (when exactly isn’t Mark at the Gun Range?), he enjoys other hobbies such as keep-ing horses, raising chickens, fishing, hunting, camping, golf, model R/C sailplanes, and most anything else that takes place outdoors. 

As with all of our BVS Rangers, I consider Mark Wood to be much more than just a hard-working and dedicated employee; he has become a good friend, and is a real asset to our commu-nity!

of over 50 million individ-ual mosquito fish (to save your brains I did the math for you). It is truly an aston-ishing number while this will rarely be accomplished outside of laboratory set-tings they will multiply rap-idly within the Bear Valley Watershed.

Food Chain: Mosquito fish eat as the name implies mosquito larvae, small in-sects, insect larvae, zoo-plankton, algae, and detri-tus material. In the larger food chain mosquito fish will play a vital role as the base of the food chain for larger predators specifically Bass, Crappie, and Pan fish with Four Island Lake, Jakes Hole, and Cub Lake.

Mosquito control: Mos-quito fish are voracious predators, with the ability to consume up to 167% of their body weight in mosquito larvae each day. Given this, the LQAC found that they would be beneficial to the valley as an environmen-tally friendly non-chemical means by which to control the mosquito population. The long-term goal is to es-tablish a nursery area where we will be able to provide mosquito fish to residents with standing water areas, such as horse troughs over 20 gallons, while addition-ally supplementing the lakes and standing water areas around the valley.

In Conclusion Mosqui-to fish were chosen by the

LQAC to be the first stocked fish within the rebuilding phase of the lakes because:

1. They could be acquired at no cost.

2. They have a prolific life cycle.

3. Would provide excep-tional mosquito control.

4. Would become the base of the food chain for larger predators.

5. Would provide the asso-ciation the ability to eventu-ally have them on hand free for residents with standing water areas over 20 gallons such as horse troughs.
