    The sector as a whole isrethinking its creativeentrepreneurial position,and is considering movinginto other design areas.The leading design ofceshave geographically

    diversifed their marketsduring the last decadeand have become trueinternational frms withofces in New York, Beijing,Hong Kong, Shanghai,Toronto, and Zrich.

    The crisis has set thestage or a radical shake-up o the entire industry,signalling that the sectorneeds to change. As shownby previous crises (e.g. the1980s), severe conditions

    nature o its activities,the architectural serviceindustry has indicatedthat 25% to 33% oits turnover can beearmarked as research anddevelopment activities.The new developmenttowards Design-Build-Finance-Operate-Maintain

    Palladio in 2012. Palladio ocuses

    on the aesthetic, technological

    enlightened commissioning

    and European procurement.

    criteria that allow a proper

    assessment o architecture and

    built environment programmes.

    low. CLICK//BEAU welcomes a

    subsidy scheme or coordinators/

    lead partners that allow themto invest time and money in

    the development o European

    research proposals.

    NWO Fundamental research

    is required into the topics o

    energy efciency, user behaviour

    and reuse. These areas cover

    respectively the traditional NWO

    felds o technology (STW), social

    sciences and the humanities.In assessing the quality o

    researchers and proposals,

    NWO should incorporate design

    as a core qualifcation or

    research in Built Environment,

    Architecture, Urbanism.

    TNO The TNO budget includes

    instruments such as Technology

    Cluster, Branch InnovationContract, and Co-fnancing. TNOs

    position in the Energy Efciency

    Building association could be

    o strategic importance in the

    area o resource efciency.

    UNIVERSITIES The universities

    operate in the areas o

    undamental research, applied

    research and valorisation.

    REGION National, regional

    and local governments can

    status as technology in this

    respect. Design is a solid driver

    o innovation in the architectural

    services industry. Instruments

    that are aimed at supporting

    innovation need to underscore

    this. Defnitions should beadjusted where necessary.

    Innovatie Prestatie Contracten

    (IPC) can be useul as well. An

    IPC subsidy however amounts

    to 25k per SME or projects

    with a total o 10 to maximum

    20 SMEs. An IPC project can

    thereore be budgeted between

    250k (small) and 500k (large).

    FDCI INNOVATION VOUCHERS

    The Federatie Dutch Creative

    Industries (FDCI) proposes to

    introduce innovation vouchers

    that acilitate short-term research

    projects, initiated by the creative

    industry and conducted by

    research institutes, universities

    and the industry itsel. These

    vouchers will be relatively small,worth 7,500 each, but there are

    hundreds o SMEs in the sector

    that could make use o them.

    FIRMS A recent poll o the

    members o the Federatie Dutch

    Creative Industries (FDCI) shows

    that creative entrepreneurs

    are willing to invest an average

    o 14,000 out o pocket and

    3,500 in sta time in theCLICK programme. The goal

    is to include up to hundred

    participating entrepreneurs.

    MINISTRY OF EL&I The same

    FDCI poll revealed that 55% o

    them were aware o instruments

    such as the WBSO, but never

    applied or them, while 25% o

    the members had even neverheard o them. In all, 80% o

    the creative entrepreneurs have

    no experience with the WBSO,

    or have even heard o it.

    EL&I needs to ensure that the

    instruments such as the WBSO,

    RDA, RDA+ or IPC are tailor-

    made or the creative industry.

    Design-driven innovation oten

    lacks the ormal recognitionthat technology-driven research

    and development enjoy. Design

    however deserves the same
