WIDA ACCESS for ELLs 2.0 Online, Paper, Kindergarten, Alternate

ACCESS:

New TAs must certify and meet the following criteria: Test

Administrator (TA) must be a certified teacher who has completed

the training and passed any required quizzes with a score of 80% or

higher.

Returning TAs: Annual recertification is not required. However,

review of the training course is strongly recommended, particularly

the speaking portions (Kindergarten, Paper, & Alternate ACCESS

versions only).

and User Agreement (NDUA).

New TAs can request an account from their EL Test Coordinator.

Exit criteria for ACCESS for ELLs 2.0 is as follows: Automatic Exit Score (Grades K-12): 4.8 or better on Overall

proficiency level English Language Proficiency (ELP) Band for Potential Exit

(Grades 3-12): ELs in grades 3-12 scoring 4.3-4.7 on Overall proficiency level may be eligible for reclassification as English proficient and exit from EL services. A district-level academic team using a rubric provided by OSDE for that purpose will evaluate whether ELs scoring within the ELP band are eligible for reclassification and exit or not. In order to be reclassified and exit, ELs scoring within the ELP band must:

o Be in grades 3-12, and o Meet the criteria as outlined by OSDE's rubric, and o Be recommended for exit by a district EL representative,

and o If the EL is served on an IEP/504, be recommended for

exit by a district SpEd representative. Automatic Exit Domain Scores for ELs with disabilities that

preclude them from taking all ACCESS domains (Grades K-12): 4.8 or better on all domains taken

representative Alternate Exit Criteria for Alternate ACCESS for ELLs (Grades 1-12):

If the Overall score of an EL taking Alternate ACCESS for ELLs has not improved--even incrementally--for three consecutive years of testing, AND

A district EL representative and a district SpEd representative recommend that the EL be reclassified and exited from services,

THEN, that student may be reclassified and exited from EL services.

No Measurable Academic Response criteria: In addition, Oklahoma will establish criteria to allow students with severe cognitive disabilities who qualify to take the Alternate ACCESS for ELLs to be evaluated by a district-level team, including the IEP team, for potential classification as having No Measurable Academic Response (NMAR). The criteria for this classification is as follows:

The student is unable to demonstrate any observable reaction to a specific stimulus;

The student exhibits only startle responses;

The student tracks or fixates on objects at random and not for a purpose;

OKLAHOMA ACCESS for ELLs Checklist – 2017-2018

The student moves or responds only to internal stimuli; and

The student vocalizes intermittently regardless of changes in environment. To classify a student as NMAR, the student’s academic team must agree that he or she meets all five of the criteria. The decision to classify a potential English learner as having NMAR must be revisited at the beginning of each academic year by the student’s IEP team. These criteria will prevent students classified as NMAR from being subjected to environments and testing situations that may cause undue stress. Additionally, districts will not be penalized in the accountability system because NMAR students are failing to progress in reaching English proficiency.
