March 15, 2013 marks a historic day as we embark on a first of its kind of cele-

bration. The Dallas Sheriff’s Department, under the guidance of The Bridge’s

planning committee, will bring to life what I have envisioned for this department

for so many years. For the first time, we will be able to celebrate with an employ-

ee recognition banquet, which so many other area law enforcement agencies are

already fortunate to have annually. Let’s make it a memorable event. Many

thanks to everyone who has worked so diligently on this event; whether it be as a

Feb. 2013 Employees of the Month

Capt. Don Rowe has been at the

Dallas County Sheriff’s Depart-

ment for approximately 30 years.

He has worked all areas of the

department. He’s earned a Medal

of Valor, one of the highest hon-

ors to be awarded to a law en-

forcement officer. He has a great

deal of institutional knowledge

which assists in the daily opera-

tions. At one time, he was in

charge of closing and opening the

George Allen jail as needed, de-

pending on the jail population.

He gives of himself to the commu-

nity by assisting in organizing a

Christmas event for low income

children. He continually mentors

deputies. He created a plan for

the civil division when the Sheriff

was asked by the Commissioners

Court to assume more civil duties.

Capt. Rowe is always looking for

innovative ways to improve proce-

dures. If Capt. Rowe is given a

task, it is going to be completed

with no worries.

We at the Dallas Sheriff’s Depart-

ment are proud to have him on

our team.

DSO Michael Raley began his

career with the Dallas Sheriff’s

Department in 2005. Officer Ra-

ley has worked for the intake divi-

sion since Feb. 2006.

He is polite, cordial, and gets

along well with his staff members.

He received outstanding ratings

in his most recent performance

appraisals. Officer Raley is one of

the most experienced officers on

the team, and always uses his

skills to correct any issues that

can take place during his tour of

duty. This was demonstrated on

Dec. 31, 2012, when assigned to

work order dispositions. He came

across a jacket (a file) that had

holds out of three different agen-

cies. He assessed the warrants

and concluded that the warrants

did not belong to the subject in

custody. Based on the info pro-

vided by the officer; Bexar, Cald-

well and Travis counties released

the holds and the subject was

released from custody.

Officer Raley displays strong

work ethic and completes tasks in

a timely manner. He is a great

team player as well.

Daniel Simon joined the Dallas

County Sheriff’s Department August

14, 2001 as a payroll clerk. He was

promoted to the sheriff’s quarter-

master in 2002 with the responsibil-

ity of establishing an inventory track-

ing system. In February 2004, he

was promoted to fiscal manager,

where he leads the bail bond divi-

sion providing superior services to

the bonding community and general

public. He spearheaded the AIS im-

plementation for the bond section in

2005 and followed all legal aspects

of bonds processing during the tran-

sition.

With a strong background in ac-

counting, Daniel has been assisting

the fiscal section in implementing

various methods of accounting sys-

tem to reduce cost and increase ef-

fectiveness. He has experience in all

aspects of financial forecasting, re-

source allocation, fund manage-

ment, accounting and internal con-

trols.

Daniel manages the bond admin-

istration office, bonds & warrant sec-

tion, and assists the chief financial

officer in all fiscal division activities.
