IMPROVING ENERGY EFFICIENCY IN THE CITY OF BELGRADE: THERMAL REHABILITATION OF THREE PUBLIC BUILDINGS

ЕУ ППФ6/EuropeAid/137044/DH/SER/RS

Sector: Energy/Energy efficiency

The main goal of the Belgrade project is to improve the living conditions through local environment protection intended to improve the energy efficiency of heating/cooling systems in public institutions.

Within the EU PPF programme, the EU PPF6 project unit’s expert team was tasked with producing the technical documentation for thermal rehabilitation and energy efficiency improvement for the following public institutions in Belgrade:

» Belgrade City Library in Zmaj Jovina street;

» Student Healthcare Centre, the Head office in Krunska street;

» Student Hospital in Prote Mateje street.

At the moment, the thermal performance of these buildings is poor. The lack of appropriate capital maintenance over the past 20 years has resulted in substandard comfort, services, and interior. The main objective of the thermal rehabilitation project is to ameliorate living and working conditions by improving the energy efficiency of heating/cooling systems in these public institutions. In consequence, the proposed measures include capital maintenance as a prerequisite for introducing energy saving measures.

The rehabilitation of these institutions will encompass the following standard measures:

1. Replacement of windows

2. Installation of external wall insulation;

3. Roof insulation and damp proofing restoration, along with work on gutters and earthing installations;

4. Reconstruction of the heating system;

5. Renewal of electrical lighting installations and installation of new energy efficient lighting, checking distribution board enclosures and their renewal, if needed;

6. Renovation of existing air conditioning and ventilation systems;

7. Renovation of existing restrooms and sanitation systems;

8. Renovation of floor covering;

9. Installation of fire alarms and signalling;

10. Installation of a building management system (BMS) and an energy monitoring system (EMS) that will ensure continuous monitoring of energy consumption and potential savings.

PROJECT OBJECTIVES » Reduced energy consumption resulting from raising the energy efficiency of the buildings by at least one energy class after the renovation;

» Improved working conditions and sustainability of the buildings;

» Improved thermal environment during the winter months, with a view to securing a minimum temperature of 20°C in rooms that are in use.

PROJECT PURPOSE Within the EU PPF programme, the EU PPF6 project unit’s expert team will produce the technical documentation for the thermal rehabilitation of the following three buildings:

No Public institution Total floor area of the building (m2) Year of construction/renovation

1 City Library 2.950,97 1922-1923

2 Student Healthcare Centre 2.858,06 1924

3 Student Hospital 2.539,20 Before 1945
