2.0 Introduction Past and recent disasters, both man made (Technological) and Natural (Non technological) have produced innumerable casualties and unimaginable harm to life and property. It is well documented that in case where the organisation and the civil authorities were prepared to handle the situation, the losses were significantly less since these undesirable events occur suddenly and generally without immediate warning, especially the technological disasters, the result is an emergency. Incidents like Flexiborough, Sevaso, Mexico and Bhopal have brought in sharp focus, aspect of hazards arising out of chemical factories and the severity of damage these hazards can cause to the public around. This has led to widespread alarm and deep concern .Though the management of factories and the authorities has responded to the challenge and has introduced no. of measures to minimise the hazards, still one can not forget the fact that accident can not be completely eliminated “Zero Risk” simply does not exist. Hence the need for preparedness and planning for containing any likely emergency quickly and to keep the damages the absolute minimum is evident .The tragic drama that unfolded at Bhopal on that fateful night brought out this stark reality very vividly. The absolute lack of planning and unpreparedness for facing any kind of emergency led to gruesome consequences on the unfortunate city. The Environment (Protection) Act 1986 passed by Government of India in the backdrop of the ghastly chemical accident at Bhopal. The Said Act is in forefront, insisting on the various protection measures to be taken by the Industrial Establishments handling hazardous materials and processes. This legislation has further paved way for forging series of related rules such as:-
Environment ( Protection ) Rules 1986 The Manufacture , Storage and Import of Hazardous Chemical Rules ,1989; The Hazardous Waste ( Management & handling ) Rules , 1989; The Chemical Accident(Emergency Planning, Preparedness and Response
Rules, 1996) Amended Central Motor Vehicle Rules 1989 for Transportation of Hazardous
Chemicals by Road Public Liability Insurance Act, 1991. Major Accident Hazards Control ( Karnataka ) Rules 1994
These regulations speak out the guidelines for prevention and effective management of hazardous materials and the dangerous results of violating the same. It is imperative that the legislation alone cannot fulfill the objectives but need complete cooperation and involvement of Industries, District Administration and the Public. It is equally important that Contingency Plan coordinating the resources is prepared and kept ready in full preparedness to handle any eventualities.

It is in this context the Bellary District Administration has taken initiatives in preparing a comprehensive off site emergency plan for Bellary district to manage the eventualities from the two hazardous industries located in the District. 3.0 Profile of Bellary District Bellary district came into existence in 1800 A.D or there about much earlier to the formation of Bangalore .Bellary district is having seven taluks viz. Bellary, Hospet, Sandur, Siruguppa, Kudligi, Hadagali and Hagaribommanahalli. It is situated between 14o30’and 15o50’North Latitude and 77o40’East Longitude. It is surrounded by Raichur district to the north, Chitradurga district to the south, Koppal district to the west and Anathpur district of AP to the east. The District is situated in south zone. Bellary district is having partly sandy and black cotton with red loamy soil suitable for agricultural crops .The western parts of Bellary District is red loamy with hilly area having rich minerals like iron ore of 65% ferrous and manganese ore of 40-48 % manganese. Tungabhadra River flows from western parts to eastern parts of the district. The total population of Bellary district is 20.27 lakhs as per 2001 census. The rural and urban breakup is 13.2 lakhs and 7.07 lakhs respectively. The district is having sex ratio of 814 females per 842 males. The total geographical area of Bellary district is 813196 hectares out of which forest area is 97017 hectares. Karnataka Industrial Area Development Board is the agency recognized by the Government of Karnataka has developed 5 Industrial areas in the district comprising 430 acres of land and formed 331 plots. Out of the plots formed, 237 plots have been allotted to 227 Industries. There are about 322 registered factories located in the district under the purview of the Factories Act 1948 out of which around 55 industries are considered as Industries involving hazardous processes .Three Units viz., JSW Steels Ltd, Jindal Praxair Oxygen Company Limited and Bellary Oxygen Company Ltd are classified as Major Accident Hazard industries. For other industries having storages close to being declared as Potentially Hazardous industries namely JSW Energy Ltd, Monsanto India Limited ,United Galva Private Ltd and Pampasara distillery Ltd. M/s Bellary Thermal power station which is expected to start generating power by the end of 2006 have also been considered in evolving this plan.

4.0 Objectives, Extent & Scope of the Plan The main objectives of the Off Site Emergency Plan are:
To Provide resources and methods for effective control of emergencies arising out the leakage ,explosion and fire due to hazardous materials ;
To prevent emergency turning into disaster ; Synchronized action from all the coordinating agencies with least possible delay. To minimize damage to the property ,people and the environment Effective rescue operation and treatment of the causalities ; To train the people and the concerned to act efficiently and with confidence in an
emergency ; To bring back normal situation in the least possible time ; To provide authoritative information to the news media and government agencies ; No panic among the general public .No exploitation or exaggeration of the situation
by any agency. The Off Site Emergency Plan is applicable to the following industries of Bellary. Major Accident Hazardous industries 1.M/S Jindal Praxair Oxygen Company Limited, Toranagallu 2.M/S JSW Steel Limited, Toranagallu 3.M/S Bellary Oxygen Company Ltd, Toranagallu. Potentially Hazardous Industries 1.M/S JSW Energy Limited, Toranagallu 2.M/S Monsanto India Limited, Bellary 3.M/S United Galva Private Limited, Bellary 4.M/S Pampasara Distillery Limited, Hospet 5.M/S Bellary Thermal Power station, Kudithini (Proposed Factory) The Scope of the plan is to mobilize all the resources through its Chief Disaster Controller (CDC) to over see the effective implementation in achieving its objectives and extend assistance to the needy.

5.0 Synopsis of Major Accident Hazardous Industries The District Administration has identified seven industries as Hazardous Industries in the district of Bellary. Out of these three industries have been classified as “Major Accident Hazardous Units“. The Synopsis of the industries is as hereunder: 5.1 M/S Jindal Praxair Oxygen Company Limited Address: Post Box no. 16, Vidyanagar – 583 275. Toranagallu, District: Bellary, Karnataka State Location: Toranagallu – 30 Kms from Bellary Activity: Jindal Praxair Oxygen Co. Ltd has set up an Air separation Unit as an on site installation for supplying gaseous oxygen, nitrogen and argon to M/S JSW Steels Limited. A Back up product supply system comprising of storage tanks for liquid oxygen & liquid nitrogen are available in order to meet the steel plant demand in the case of unforeseen shut down of air separation plant. The plant is fully mechanized. JPOCL is complied with the requirements of ISO 9001: 2000 and ISO 14001: 2004. Number of persons working:

5.2 M/s. JSW Steels Ltd. JSW Steel limited is an integrated steel project started way back in August 1994 and started its Integrated Steel Plant operation since 15th August 1999. Hot strips Mill is the first division to come on stream on 23rd August 1997. 6.5 M/s.Bellary Thermal Power Station (KPCL) (Proposed) Address : Bellary Thermal Power Station Kudithini Village, Bellary Tq & District –583115 Location : 23 kms from Bellary Activity : The Bellary Thermal Power Station is located near Kudithini between Hospet & Bellary town at a distance of 23 kms from Bellary and 40 kms from Hospet. 7.0 Possible Hazards and Severity The Complete study of chemicals stored, used, transported & manufactured in these units reveals that the hazards associated with these chemicals can be broadly classified into four categories ;

Exposure to cryogenic liquid (Severe frost bite / cold burn can result when cryogenic liquid spills due to explosion) For details please refer the enclosed Material Safety Data sheets annexure. 8.0 Dispersion of Gases :
When the toxic gas,such as Corex gas , LD gas, Chlorine ,Cryogenic such as liquid Oxygen and Liquid Nitrogen are released into the atmosphere, they are carried by wind and spread out due to atmospheric turbulence .The Pattern of dispersion and the extent of spreading of this gas can be approximately evaluated knowing the wind speed, stack height and the properties of the Gases .
The toxic gas that can get released into the atmosphere from the factory
storage area is Corex / LD gas which contains carbonmonoxide a highly toxic gas. Release of Chlorine above 1 ppm into atmosphere will lead to severe
respiratory problems. Inert gas such as nitrogen in sufficient quantity in confined space will cause
starvation or asphyxiation resulting in death. Release of Oxygen into the atmosphere will support combustion.
The Maximum accident credible scenario for toxic gases approximately works out to be 720 M from the storage point.

9.0 EMERGENCIES RELATED TO TRANSPORTATION SAFETY Accidents involving the transport of chemicals from JVSL,JTPCL and JPOCL are rare. These industries are striving continually to prevent such accidents by:
• careful selection, auditing and evaluation of transport contractors • training of drivers and attendants employed by transport contractor • careful selection and design of packaging materials • advising transporters on design and material of construction for road tankers • avoiding the need to transport altogether whenever possible.
Vehicle and packaging design, driver training, vehicle marking, readily available help and back up for the police or fire brigade, all play their part in maintaining this record. It is now mandatory in some of the states in India to carry a placard on road tankers carrying chemical products. Using a code, called the Hazchem Emergency Action Code, it provides information, which the emergency services, can quickly check and understand. It tells them how to deal with a spillage, leak or fire. The emergency information panel indicates correct technical name of the substance being transported, hazard class label, UN number of the substance and telephone number for emergency advice. The hazardous substances have been classified in to several classes by UN committee on transportation of hazardous substances. The classes are represented by a set of diamonds. The diamond tells the emergency services and the public what the primary hazard is. Tremcard Drivers of vehicles carrying dangerous loads must carry details of what to do in an emergency. This information is often provided in the form of Transport emergency cards - or Tremcards as they are usually known. These cards are instantly recognizable. The information they contain is laid out in consistent order. The cards are always in the driver's cab in English and many a time in vernacular language. A card identifies the chemical and describes the nature of the hazard. So the driver always knows exactly what is being carried, and the immediate actions needed in the event of an accident.
TRANSPORT EMERGENCY RESPONSE PROCEDURE (Common for Bulk and Packaged Goods Trucking Operations) Employees trained in Safety and Emergency Handling of the product respond and act in case of transportation Emergency involving products ,this involves contacting an appropriate person with in organisation and assuring that contact is made between the person requesting help and someone able to assist them.

FACTORS TO BE CONSIDERED TO HANDLE EMERGENCIES RESULTING DUE TO VEHICLE ( TANKERS / TRAILERS ) COLLISION 1) Crisis Management Team - Team Nominated by Corporate Office especially to deal with Emergencies related to Accidents / Incidents involving Bulk and Packaged Tankers .Members are trained and are authorised to tackle transportation emergencies attracting media and nearby community .In case of any spillage causing disastrous nearby environmental / community damage , the site incident controller ( as mentioned in section 9.0 ) shall exert his powers to control the situation. 2) Transportation Emergency
Any situation where a vehicle Transporting products is involved in an accident or incident where health, life, property or the environment is endangered.
These include but are not limited to
• Multiple Fatalities. • Fire / explosion endangering nearby community.
3) Transfer of liquid
For safely handling of transfer of liquid following is some of the general guideline for the emergency response team members on such task of Emergency response during major accidents 1) If in case of oxygen tankers, the accident vehicle should be shifted away from
the oil or any flammable areas before transfer of liquid is to be done 2) Use a dry, oil free drip pad incase of oxygen when the transfer of liquid is being
done on a ashphalted road. 3) Never decant the liquid from the vehicle met with an accident into a receiving
VITT ( Vacuum insulated Transport tanker ) when the former is in non-erect position.
Ensure that the tanker safety valve setting receiving the liquid is equal to or greater than the tanker met with an accident. Otherwise special care should be taken so that this will not lead to safety valve venting in the vicinity of the decantation location. Also there is a risk of rupture disc failure if the pressure setting is low.

10.0 Off-Site Emergency Management 10.1 Notification of Emergency On receipt of information from the Incident Controller of the Hazardous units about the existence of off – site emergency , Chief Disaster Controller ( Deputy Commissioner ) will analyze & scrutinize the information as deemed necessary & thereafter notify the off site emergency .CDC to operate from the HQ The Incident controller will be responsible in combating the situation and keeps the CDC well informed . During this period the responders will assist him in the mitigation procedure. The incident controller will immediately see that initiating the required measures shuts down the whole plant and guides the evacuees to the safe assembly points as already planned at the site . Continuous Emergency Siren will be blown to invite the attention of all the concerned . 10.2 Declarer of Emergency The Deputy Commissioner / District Magistrate of Bellary District (herein after called “Chief Disaster Controller “ in brief CDC) is the declarer of Off – Site Emergency. In the absence of the Deputy Commissioner, the Head Quarter Asst to DC will assume the role & act as chief Disaster Controller. 10.3 Main Functions of the Chief Disaster Controller ( CDC ) : 1. Declaration of emergency ; 2. Taking control of situation to mitigate the emergency ; 3. Dissemination / Acceptance of information to / from various agencies like rescue,
police ,fire,transportation,traffic control , medical aid, maintenance of rehabilitation centre , rallying posts, parking yards ,supply of food & water for affected people & the evacuees ,live stock
4. Mobilization of all resources to mitigate the emergency; 5. Establishing of safe rescue , evacuation of people, supplementing fire fighting /
rescue equipment at the site of emergency 6. Activation of various NGO’s / Voluntary organization for necessary materials; 7. Establishments liaison with public, media, kith & kin of the affected persons 8. Notifications of termination of emergency & declaration of all clear signal 9. Assessment of damage to human life, livestock, property, environment & provide
adequate relief for substence.

10.4 Emergency Control Room : The Office of the Deputy Commissioner will be the control room . The control room will be equipped in line with the control room at site / installation to the extent of serving as an information cum communication centre. Taking into the consideration the maximum accident credible scenario, Safety & Fire Services Department at M/S JVSL and M/S JTPCL will be designated control rooms for operation in the event of any emergency. Either of the two will be used as per convenience. The control rooms are equipped with the following infrastructure facilities . Copy of the off site emergency plan; Telephone and intercom facility Name and address of the responders Resource directory Emergency Lights Gas Masks ,advanced respiratory equipment Equipped first aid kit Implements and gears
The incident controller of the factory will shoulder the responsibility of combating emergency till such period; the Chief Disaster Controller comes and assumes the task. The Various responders who are involved in the mitigation procedure will work under the advice of the Incident Controller . 10.5 Emergency Parking Yards The Parking yard facilities are to be parked for housing various rescue vehicles
,plant vehicles and Crisis Group Management vehicles related to emergency It is located at a place which is at a Safe distance from respective units To park the vehicles at different places, areas are identified.
10.6 Rescue Shelters ; The Number of persons likely to be affected has been assessed taking into
consideration the maximum credible accident scenario & provided . The rescue shelters cum rallying posts identified .

10.7 Mobile Communication System (Convoy team); The CDC in consultation with police will deploy as many communication vehicles
as required , fitted with public address system . VHF,Mobile talkies etc for dissemination of correct information.depending upon the severity & type of emergeny to safe guard the life of public & property
The Convoy team will be under direct control & contact of the CDC during the continuance of emergency for conveying to the messages to public as directed by the CDC & vice versa.
The Convoy team will be in constant touch with the Revenue authorities who manages the rescue shelter cum rallying posts, parking yards etc & accordingly initiate appropriate action in ensuring smooth vehicular traffic.
The Convoy team will also communicate the position of law & order, traffic movement , the number of persons affected , live stock affected to CDC
An estimated account of number of persons likely to be affected industry wise is given for ready reference at annexure 44
10.8 Termination of Emergency & all Clear Signal The CDC will undertake as on the spot study along with the concerned agencies to
assess the situation & declare termination of emergency Then he will issue order for All clear Signal . All Clear Signal will be issued by
blowing intermittent siren for a period of 5 minutes . 10.9 Rehabilitation On termination of Emergency, the CDC will assess the damage in consultation
with appropriate agencies & take a decision to rehabilitate the affected including relief.
11.0 Functions of Various Departments 11.1 Police Department: The main function of police authorities would be to maintain law order , regular
patrolling of affected areas, establish rescue safe routes in advance for timely response , cordoning off the area , control of traffic , shifting of all vehicles to the parking yards
To render assistance in controlling and fighting disasters , salvage operations rendering first aid and medical help ,shifting of the affected to rallying posts / rescue shelters , deploying adequate protection at the rescue shelter and at the place of incident .
Another important function would be identification of the deceased , informing their relative , removal and disposal of dead bodies . Finally preparing of the list of mising persons and take steps to trace them

11.1.1 Superintendent of Police , Bellary The Officer will be overall incharge of the functions of police department in case of
OFF Site Emergency . He will receive the communication and instructions from CDC from time to time in case of an Emergency arising outside JSW complex.
In case of any Major Emergency arising due to JSW complex operations, SP,Bellary shall be briefed by the Incident Controller designated by JSW.
On receiving the information about the emergency from CDC, the office will rush to the site , assess the situation, obtain first hand information , take control of complete law and order and organize for additional requirement of men and home guards if required
Arrange for necessary transportation for vehicles in cooperation with RTO Arrange for necessary ambulance vans integrate the same in the medical facilities
in cooperation with the district health officer / deputy director animal husbandry for evacuation of people and livestock respectively
In Confirmation with CDC , arrange for removal of dead bodies and will pass on the information to the relatives of the deceased and will ensure disposal of bodies after the formal procedure
Arrange for maintaining law and order at site of emergency , rescue shelters, parking yards , main and cross roads leading to emergency site etc by instructing the concerned
Pass on the regular information to the CDC about the actions on various issues . 11.1.2 Functions of DSP Bellary / Hospet : He will in coordination with the traffic police immediately stops the vehicular traffic
in the Bellary – Hospet road entering from Bellary The DSP traffic will be overall Incharge of traffic management who is assisted by
Circle inspector , Bellary in case of Off Site Emergency Receive the communication about the off site emergency from CDC and
disseminate the information to all the sub ordinate forces and put them into action for managing the various traffic points ,routes etc.
Receive the information from Incident controller of factory in case of an Emergency arising inside JVSL Complex .
Mobilize necessary police personnel / vehicle to man and control the traffic on the roads identified as safe routes and also take measures to divert or restrict normal traffic in the emergency routes .
Ensure adequate number of vehicle available fitted with the public address system and wireless etc and supervise manning of routes and parking yards
Initiate action to ensure adequate number of vehicles if required in consultation with RTO , KSRTC.
His actions will be in concurrence with his superiors an CDC

11.1.3 Police Inspector, Toranagallu / Hospet /Bellary Rural He will in coordination with the traffic police immediately stops the vehicular traffic
in the Hospet – Bellary road entering from Hospet. The Officer will receive information from SP Bellary or site incharge of factory and
immediately rush to the site along with maximum possible personnel . He shall help fire – fighting personnel in rescue operations
In view of close proximity of the police station to MAH units , the responders will take immediate control of the emergency site and carry rescue operation in coordination with site incharge
Alert all the sub ordinate officers coming under his jurisdiction and ensure their availability at the site of emergency to maintain law and order , traffic , rescue , salvaging .
Ensure that the information is passed on to superior officers and necessary instructions are received and adhered to ;
Ensure that all the anti social elements are identified and rounded off if required His activities will be in acceptance with his superiors.
11.1.4 Fire Services Department : 11.1.4.1 Functions of Station Fire Officer , Sandur / Hospet : On receipt of emergency call, the fire officer will rush to the site of incident with all
crew members and equipment and start fighting the fire and control the gas leakage .
Assist the police ,home guards and other rescue ,evacuation of persons ,salvage operations etc
Continue to be in action till such time the District Fire Officer or his deputy arrives at the place of incident and takes charge .From there onwards, he will continue to assist the said officials .
11.1.4.2 District Fire Officers, Bellary The District Fire Office is situated at Bellary. The District Fire Officer is made responsible to fight and control the fire , leakage
,spillage of cryogenic liquids as the case may be and deploy adequate number of men for control of fire, leakage ,spillage etc with proper instructions and guidance .
Rush to the site of emergency on receipt of information from the site controller or an emergency call or CDC
Establish safe routes in advance from Bellary in association with police personnel for rushing to the site and to ensure best response time to minimize damage
Work out advance plan for requirement of resources like fire tenders,trained personnel ,protective equipment and the ways to meet the extra requirement ,if any .

Assist the on Site Emergency personnel in fighting emergency, rescuing injured / affected people trapped in dangerous zones & participate in salvage operation .
Assistant medical / police personnel in imparting first aid. Ensure availability of adequate water supply. Maintain Constant contact and communicate the message to the CDC with regard
to control measures undertaken,salvage operations,rescue methods etc and any other informations required by the CDC on continous basis.
Take any other appropriate actions as deemed necessary and in concurrence with CDC in controlling the Emergency
12.0 Revenue Department 12.1 Functions of Asst Commissioner Bellary / Hospet He will be the over all in charge of Rescue Shelter / rallying pot & parking yard . He will ensure adequate food and clothing in co-ordination with Dy Director of
Food and civil supplies Voluntary organizations will function under the guidance of Asst Commissioner and
seeking his opinion He will also ensure proper medical aid ( first aid as well as shifting of affected
persons in consultation with District Health Officer ) He will ensure adequate security & safety in Co – ordination with S.P of Bellary at
the site of emergency and at the rescue shelters. In addition to these specific responsibilities , the A.C will assist the CDC in all other
matters as the case may be . 13.0 Tahasildar Bellary , Sandur , Hospet He will look after all the facilities required at rescue shelter / rallying past like food ,
clothing , medical aid ,water , electricity ,sanitation and other basic necessities in coordination with respective Government agencies as well as voluntary organization
He will manage & arrange for any other requirements on need basis at that point of time in coordination with respective Government Authorities
He will alert all his subordinates and utilize their services to manage the rescue shelters / rallying posts .
His action will be in concurrence from A.C – Hospet / Bellary. 14.0 Health and Medical Services Department 14.1 District Health Officer : District Health Officer ( DHO) will be the overall incharge of health and medical
services to be rendered at the site of emergency or at various rescue shelters , affected places,hospitals patholgy laboratories etc .

On receiving the information from CDC, he will contact all Hospital Superintendents , Drug Controller, and Blood Banks for mobilization of required Ambulance / Doctors/Nurses/Medicines / Life Saving drugs,Blood etc
Rush to the site,assess the extent of Severity & establish adequate TMCs ( Temporary Medical Centers ) .Ensure hygienic conditions at the rescue Shelter cum rallying Post , temporary , medical centers .Take appropriate action in shifting affected persons to hospitals either in Koppal or Hospet and ensure them appropriate treatment .
Arrange for removal of dead bodies if any after post mortem and dispose the same in consultation with CDC & SP
Render advises to CDC on precautionary measures to be taken by public at the affected site / villages , rescue shelter cum rallying posts to prevent the out breaks of epidemic diseases .
15.0 Karnataka State Pollution Control Board On receiving the information from CDC, the Environment officer will mobilize the
possible resource at his disposal and keep the laboratory functioning for analysis of pollutants,emissions etc.
Rush to the site ,collect the sample,analyse the pollutants and the likely effect on human life / environment and inform the CDC about the same & the corrective actions to be taken to prevent for further damage
Act as an expert and advice the CDC about the kind of message to be disseminated to the public and press etc on pollution matters .
16.0 Mutual Aid – Neighboring Industries On receiving the information from CDC or Emergency alarm, the neighboring
industries will alert their workmen; Mobilize the resources viz doctor,ambulance van,trained personnel in the fire
fighting and first aid and rush to emergency area and report to the CDC. Will Mobilize fire fighting equipment and other implements and gear required for
combating emergency and supply to the emergency site against the request and instructions of the CDC ;
Will help the rescue activities with the trained personnel and work on the instructions of the CDC
Provide any expertise and help if required by the CDC in emergency combating proceedings .

17.0 Regional Transport Officer ( RTO ) The RTO will be the overall incharge for providing sufficient number of rescue
vehicles like trucks , buses , cars or any other type of transportation vehicles to the emergency site / rescue shelter cum rallying post etc for transportation of human beings as well as animals
Receive information from CDC and act accordingly Mobilize all possible resources in arranging transportation vehicles in coordination
with KSRTC,Truck owners Association ,travel agencies etc also ensure availability of adequate number of skilled drivers and advise the SP / DSP
Work out of requirement of heavy moving equipment like cranes etc and mobilize the same in coordination with such agencies / parties .
18.0 Veterinary Department Deputy Director of Animal Husbandry will be overall incharge for treatment of
affected animals in coordination with police / voluntary organization and revenue authorities
On receiving information from CDC, he will rush to the site and activate the temporary medical centers (TMC) at appropriate place in consultation with CDC.
Deputy Director will also coordinate with Asst Commissioner / RTO / DSP / Inspector of Police for arranging necessary vehicles for shifting of animals if required .
The officer will be provided with one police officer with adequate number of police personnel and Home guards to ensure the orderly treatment and management of temporary medical center.
The Officer will identify the drug stores and ensure the supply of adequate and necessary drugs through the Drug Control Authorities of Koppal.
19.0 KPTCL The Superintendent of Engineer will be responsible for providing temporary
electrical power supplies & illumination of places like site of incident , rescue shelter and rallying posts ,parking yards , temporary medical centres ,emergency route etc and ensure adequate and continuous power supply.
20.0 District Crisis Group All the members of DCG will be communicated about the emergency On receipt of emergency communication they will immediately inform the Control
room about the place of their availability and simultaneously report to the CDC. They will receive the necessary instructions from the CDC and act accordingly They will render adequate & timely technical guidance and assist CDC and other
agencies involved in the mitigation of emergency They will also advise CDC on the message to be given to the public / press on
technical matters
