The meeting was called to order at 7:00 p.m. by the president of the Board of Education, Mr. Rivera. Mr. Rivera called for the flag salute and for a moment of silent thought and reflection after which he stated that the meeting had been posted and announced in accordance with Chapter 231, P.L. 1975.

Whereas, in accordance with N.J.A.C. 6A:23A-3.1 and the employment contract of the Superintendent of Schools, the Belleville Board of Education has reviewed the results of the Superintendent’s efforts with respect to the aforementioned qualitative and quantitative merit criteria which demonstrates the satisfaction of those criteria during the 2015-2016 school year, prior to and during the Executive Meeting/Regular Business Meeting June 20, 2016,

Now, therefore, be it resolved, the Belleville Board of Education makes the following determinations and directs that the Board Acting Business Administrator/Board Secretary submit its determinations to the Interim Executive County Superintendent of Schools for approval before payment as required by law:

Qualitative Goal #1:Establish the Academy of Mathematics, Engineering and Medical Sciences to begin with the 2015-2016 school year. This goal is necessary for the students in 9th grade as the current directory of studies does not provide for a challenging and consistent measurement for entry. 2.5% of base salary

Evidence: The program and curriculum for the Belleville Academy of Mathematics, Engineering and Medical Sciences has been established in conjunction with feedback from existing academies and faculty input. Program assessments have been added and enhanced to ensure that each question/task relates to an anchor standard and educational strand relative to the Common Core Curriculum. The following considers specific actions established in district at this time:

Core curriculums are completed for each area of study. Fierce recruitment strategy for 8th grade students in and out of district (now for 2016-17 as well). Danielson Model is being utilized for teacher performance.

Lecture series and on-the-job training in years 3 and 4 being prepared. Overall Status – Goal has been met.

Qualitative Goal #2:Upgrade School Security Plan; update BOE public safety procedures and policies; SOP and handbook for guards beyond the requirements of the State of NJ for the benefit of the school population and community at large; and sustain the office of the registrar for documentation purposes and residency issues pursuant to mandated acts (McKinney- Vento) and state placements versus illegal students. 2.5% of base salary

Evidence: The need for updated operations manuals and infrastructure for security is essential for the continued safety of students and faculty. The following has occurred:

SOA approved by the Board 5/19/16. Safety Officers renewed; certifications reviewed. Grants actively sought for funding purposes including independent and private entities. Professional development opportunities for all guards (CPR/AED). Domicile investigation team expanded; office of registrar established at Central Office.

Overall Status – Goal has been met.

Quantitative Goal #1: College and Career Readiness - In accordance with the Belleville High School Educational Plan for 2015-2016 school year, the Superintendent of Schools will increase the present teaching staff’s knowledge (Currently less than 10%) in the use of the program Naviance. For the 2015-2016 academic school year, the Superintendent will ensure that at minimum 75% of the high school staff is trained in the use of Naviance. 3.33% of base salary

Evidence: To date, 66% of the high school staff have written student letters of recommendation via eDocs (279 letters).  Also, 92.8% of the BHS staff has been trained in the use of Naviance.Overall Status – Goal has been met.

Quantitative Goal #2:Pursue Green Ribbon School status for one or more of the Belleville schools by executing one or more projects that promote the cornerstones of a Green Ribbon School (Environmentally friendly campus, Nature Adventure, Health, Fitness/Nutrition, and Natural Classrooms). 3.33% of base salary

Evidence: This goal was created to “pursue” what was` needed to apply for Green Ribbon Status. School #3 was chosen to pilot this program and goal. At this time, progress includes the following towards the action plan:

School building environmental analyses conducted in conjunction with the application process. Meetings with Superintendent and Principals to discuss the application process and preliminary findings. Meetings established with Principal and teachers/stakeholders to describe programs; plans; ideology; and

infrastructure needs to create a sustainable environment leading to Green Ribbon status. Designated "walking to school" days Established student run recycling club Benches for a student garden area (grant) A Health Fair to highlight nutrition for students and families (nutritionists/dentists/etc.) Healthy cooking infusion with the High School culinary programs Greenhouse (design/plan) Sustainability grants have been requested and submitted (DOE, Smuckers, etc.) Jump Rope for Heart Activities Winner (2nd Place) and Assembly – Jets Eat Right Program (Dept. of Agriculture)

Overall Status – Goal has been met.

Quantitative Goal #3:Improve communication with parents by attaining a minimum of a 70% positive rating on a participant survey after conducting a series of three Superintendent Forums to include parent professional development on technology initiatives and new textbook series in district. 3.33% of base salary

Superintendent forums were utilized to increase parent/stakeholder participation and provide professional development for parents on technology and textbook initiatives in district. In meeting this goal, the following will occur:

Three (3) Superintendent forums scheduled (Math Series/ELA DRAII; Science Standards; Utilization of District Technology)

Survey disseminated – 93% positive rating on effectiveness in participant survey. Data collected, analyzed and shared with public.

6. Approve Dr. Richard D. Tomko, Superintendent of Schools, Qualitative and Quantitative Merit Goals for the 2016-2017 school year.

Be it resolved by the Belleville Public Schools District to approve the following Superintendent’s Quantitative and Qualitative Merit Goals for Dr. Richard D. Tomko for the 2016-17 school year:

Qualitative Goal #1: To enhance the knowledge and response to Bullying interventions in the school district and community, the Superintendent will plan and moderate training for parents and other adults in the district HIB Policy, procedures, and reporting to ensure a safe learning environment. If Achieved 2.5% of base salary

Qualitative Goal #2: To promote the social, emotional, and academic development of early elementary students Kindergarten through Fifth grade, the superintendent will implement and schedule an independent reinforcement period for all students in all district elementary schools. If Achieved 2.5% of base salary

Quantitative Goal #1: Enhance communications between the district and school community over and above what is required. The goal is to disseminate a minimum of three (3) e-newsletters that will successfully reach at least 70% of district parents having an active email address and other public community venues (e.g. website, bulletin boards). In an effort to strengthen the reach to parents via an ancillary venue, the superintendent will continue to conduct a minimum of three (3) Superintendent’s Forums throughout the year to be held during the evening hours. Quantitative Goal #2: Create a Kindergarten Screening Process and subsequent Rubric to identify the needs and educational readiness of incoming Kindergarten students (2017-2018) in order to remediate the necessary skills for student success relevant to curriculum benchmarks and exit skill criteria prior to matriculation in the school district. If Achieved 3.33% of base salary

Quantitative Goal #3: Establish quantitative criteria, bylaws, and secure charter for the creation of the Belleville Middle School Junior National Honor Society. If Achieved 3.33% of base salary

7. The Board of Education of Belleville, County of Essex, State of New Jersey, as provided for in Chapter 172 Laws 1979 (N.J.S.A. 18A:11-3, et seq.) here within enrolls Belleville High School as a member of the New Jersey Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA. This resolution to continue is in effect until or unless rescinded by the Board of Education and shall be included among those policies adopted annually by the Board. Pursuant to N.J.S.A. 18:A11-3 in adopting this resolution, the Board of Education adopts its own policy and agrees to be governed by the Constitution Bylaws and rules and regulations on the NJSIAA.

8. Authorize the Superintendent of Schools to hire necessary personnel during the months of July and August, 2016 to fill vacant positions for the 2016-2017 school year. Administrative items and appointments will be approved at the next regular board meeting.

9. Designate the BELLEVILLE TIMES as the official newspaper of the Belleville Board of Education for the 2016-2017 school year, and be it further

RESOLVED, that the STAR LEDGER be designated as the alternate official newspaper for the purposes of emergency notification and the advertising of certain bids.

Management Fee and Guarantee LanguageThe FSMC shall receive, in addition to the costs of operation, an administrative/management fee of eighty-five thousand one hundred seventy dollars ($85,170.00) to compensate the FSMC for administrative and management costs. This fee shall be billed in 10 monthly installments of ($8,517.00) per month as a cost of operation. The LEA guarantees the payment of such costs and fee to the FSMC.A per meal administrative/management fee shall apply to all special function and vended meals receipts deposited in the LEA’s account. All special function and vended meals receipts deposited into the LEA’s account shall be divided by ($1.00) to arrive at a meal equivalent. WHEREAS, UBS is offering the lease of such equipment in the annual amount of $67,123.68 for a term of five (5) years, totaling $335,618.40

WHEREAS, the board desires to enter into a service agreement with UBS for the maintenance and repair of the aforementioned copiers and has determined that the rate of $.0045/copy for black and white (based on approximately 8,310,000 copies annually and .055 /copy for color copies based on 200,856 copies annually) is the most advantageous to the district; and

NOW THEREFORE, BE IT RESOLVED, that the Board hereby approves the lease purchase of the equipment in a total contract sum of $335,618.40

IN ADDITION, BE IT FURTHER RESOLVED, that the board hereby approves a service contract on a per copy basis, estimated to cost $4,036.84 per month, but will be billed based on actual usage.

BE IT FURTHER RESOLVED, that the Board President and the Business Administrator/Board Secretary are hereby authorized to execute the Lease Agreement on behalf of the Board and any other documents necessary to implement the Agreement consistent with this resolution.

BE IT FURTHER RESOLVED that payments under the Lease Agreement shall be subject to the annual appropriation of funds sufficient to meet the required payments.

Charles Moran: School #10 teacher. Thank you to district for helping to raise money for a family at School #10 due to their recent tragedy. $3,500 was raised district wide.

Karla Berrios: Complaint about teacher on daughter’s class trip to New York. Asked that district talks to parents about teacher.

George Ann Polite: Previously requested certificates of Board members who completed HIB training. District should access local resources & opportunities. Commends board for approving dress down days. HIB reports – how many were filed and how many confirmed?

Michael Sheldon: Questions about vehicle being used after hours out of district. Questions about Dr. Tomko’s contract.

Arlene Schor: Students are receiving copies made from textbooks because district doesn’t have adequate textbooks. Teacher’s placed in position to break copyright laws. District vehicle being driven to Elmwood Park – don’t have money for books but can pay for gas and tolls for this vehicle’s illegal use.

Bill Mildon: Cost on legal fees for Clarity yet?

Stacey & Ava Hochstuhl: Asking that bike racks be installed at each of the schools. Beneficial for exercise and pollution. Will get a petition if necessary.

Mr. Rivera: Congratulations to staff and teachers for Perfect Attendance. Congratulations to Class of 2016.

Moved by Ms. Dolan, seconded by Mr. Vellon, the Board passed the following resolution.

Adjournment at 7:58 p.m.

RESOLVED, That the Board of Education adjourn its meeting to meet in closed session now, and at 6:00 PM, on Monday, July 18, 2016, at Belleville High School, 100 Passaic Avenue, to discuss matters that may be discussed in private in accordance with Chapter 231, Laws of 1975; more specifically, the discussion of personnel, staff evaluations, pending litigation, and negotiations. The results of these discussions will be acted upon at the next regularly scheduled business meeting of the Board, or as soon as feasible and/or practicable thereafter.
