BENEFITS OF ELECTRONIC HEALTH INFORMATION
Definitions
BENEFITS OF ELECTRONIC HEALTH INFORMATION
DefinitionsElectronic Health Record (EHR)• Sometimes referred to as Electronic Medical
Records (EMRs)– Computerized version of health-related
information on an individual• Includes patient demographic, administrative data
and clinical health information, such as medical history, medications, immunizations, lab data, radiology reports and problem lists
BENEFITS OF ELECTRONIC HEALTH INFORMATION
DefinitionsQualified Electronic Health Record• An electronic health record of health-
related information on an individual that has the capacity:
• To provide clinical decision support• To support physician order entry• To capture and query information relevant to health
care quality• To exchange electronic health information with, and
integrate such information from other sources
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Definitions• Interoperability
– The ability for different information technology systems and software applications to communicate, to exchange data accurately, effectively, and consistently, and to use the exchanged information
• Meaningful Use– Providers show they are using certified
electronic health record technology in such ways that can be measured
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Definitions• Certified means that the electronic
health record is able to achieve the minimum government requirements for security, privacy, and interoperability, and that the system is able to produce the meaningful use results that the government expects
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Definitions• Certified Electronic Health Record
– A complete EHR that meets the requirements included in the definition of a Qualified EHR and has been tested and certified
• Certification of Electronic Health Records – Established by the Office of the National Coordinator
(Department of Health and Human Services) – The process involves evaluating EHR technology capability,
functionality and security to ensure that they meet criteria to support meaningful use
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Definitions• Personal Health Record (PHR)
– Generally, unlike the electronic health record, the PHR is controlled, managed and shared by the individual and often has features that allow the individual to add information such as allergies, medications, activity journals, and appointments
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Definitions• Health Information Exchange (HIE)
– Makes it possible for healthcare providers to better manage patient care through secure use and sharing of health-related information
• Health Information Organization (HIO)– In Kansas, this is an organization that provides
services to enable the electronic sharing of health-related information

BENEFITS OF ELECTRONIC HEALTH INFORMATION
Key Ongoing Health IT Efforts: National
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• The American Recovery and Reinvestment Act (ARRA) of 2009– Signed into law on February 17, 2009 by
President Barack Obama – Provides $19.2 billion for health information
technology (health IT)– The Health Information Technology for
Economic and Clinical Health (HITECH) Act is included in ARRA
• HITECH addresses many of the health information communication and technology regulations including, privacy and security
Key Ongoing Health IT Efforts: National
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• HITECH (Health Information Technology for Economic and Clinical Health) Act– Provides financial incentives for healthcare
providers that attain meaningful use with their Electronic Health Record (EHR)
• Meaningful use: Providers demonstrate that they are using certified EHR technology in specific ways that can be measured
Key Ongoing Health IT Efforts: National
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Key Ongoing Health IT Efforts: National
• The ARRA HITECH act specifies three main components of Meaningful Use:– The use of a certified EHR technology:
• in a meaningful manner, such as e-prescribing• for electronic exchange of health information to
improve quality of health care• to submit clinical quality and other measures
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Key Ongoing Health IT Efforts: Kansas
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• Kansas Health Information Exchange (KHIE) Corporation (www.khie.org)
– Nonprofit organization that provides policy, direction and oversight of health information organizations (HIOs) approved to operate in Kansas
– Certifies health information organizations (HIOs) in Kansas
Key Ongoing Health IT Efforts: Kansas
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• Certified Health Information Organizations (HIOs) in Kansas include:
– Kansas Health Information Network (KHIN) • http://www.khinonline.org/
– Lewis and Clark Information Exchange (LACIE)• http://www.lacie-hie.com/
Key Ongoing Health IT Efforts: Kansas
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• KHIN– A collaboration of the Kansas Hospital Association,
Kansas Medical Society and the Wichita Health Information Exchange to provide a common technology platform for all Kansas and western Missouri providers
• LACIE– Owned by Heartland Health System in St. Joseph, MO
and serves hospitals and providers in a 21 county area of NW Missouri, NE Kansas and SW Nebraska
Key Ongoing Health IT Efforts: Kansas
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• Statewide health information exchange went live on July 1, 2012
– Electronic health information will be exchanged through the certified HIOs (KHIN and LACIE)
– Health Information Exchanges require that patient records be kept in Electronic Health Record (EHR) systems in order to be exchanged
Key Ongoing Health IT Efforts: Kansas
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• HIT Regional Extension Center (REC)• Established through the ARRA HITECH act• In Kansas, the Kansas Foundation for Medical Care (KFMC)
is the HIT REC for the state (http://www.kfmc.org/rec/)
– Works with providers in Kansas to speed up the adoption of Electronic Health Records and meaningful use of certified EHR technology
– In addition to the larger urban areas, over 1,450 medical providers in small practices and 95 hospitals in rural areas have committed to implement EHR systems. Thus Kansas providers are now positioned to take advantage of the health information exchanges.

Health Information Exchange in Kansas: Benefits
BENEFITS OF ELECTRONIC HEALTH INFORMATION
Health Information Exchangein Kansas: Benefits
• With the statewide health information exchange, health care providers can:– Quickly and securely access the health
information exchanges to electronically obtain medical information from other providers who may have previously been involved in treating the same patient
• Critical in times of an emergency – reducing emergency room (ER) wait times
BENEFITS OF ELECTRONIC HEALTH INFORMATION
• With the statewide health information exchange:– More health Information is accessible quickly
resulting in:• Improved patient care quality and safety • Reduced duplication of services with a resultant reduction of healthcare
costs • Reduced operational costs by enabling automation of many (currently)
manual administrative tasks • Integration of sick (illness) care with well care• Stimulating consumer education and involvement in their healthcare
process

BENEFITS OF ELECTRONIC HEALTH INFORMATION
These training materials were prepared by the Kansas Hospital Education and Research Foundation in collaboration with the University of Kansas Medical Center, Center for Health Informatics, as part of our work with the Kansas Regional Extension Center, under grant #90RC0003/01 from the Office of the National Coordinator, Department of Health and Human Services (DHHS). In addition, this project was federally funded through the Kansas Department of Health and Environment, Bureau of Community Health Systems Medicare Rural Hospital Flexibility (FLEX) Program. The FLEX program is managed by the Federal Office of Rural Health Policy, Health Resources and Services Administration and DHHS.
