ALEX is an interactive online, easy to use tool, that allows you to estimate you and your family’s health care expenses.
Respond to ALEX’s questions about your estimated healthcare needs for you and your family, and he will provide a summary and recommendation on which plan might be best for you in 2018.

WELLNESS PROGRAMS
Wellness at Dartmouth supports employees and family members on their path to well-being through a variety of campus-wide programs and resources.
New for 2018! All benefits-eligible employees will need to elect a Wellness Program option for 2018, even if you waive medical coverage. If you do not elect a Wellness Program option, you will be defaulted to the Pulse Program.
Option 1: The Pulse Program
• This comprehensive well-being program provides cash rewards of up to $400 per calendar year (up to $800 per family) as well as one free activity and sleep tracking device (or a credit towards the purchase of another device).
Option 2: The Fitness Reimbursement Benefit
• The Fitness Reimbursement Benefit provides a reimbursement of up to $225 per calendar year per family for expenses limited to fitness facility and exercise class (including online/DVD exercise classes) fees.

HEALTH INSURANCE 101UNDERSTANDING THE TERMS AND HOW THE PLAN WORKS
DEDUCTIBLEA fixed annual dollar amount that you pay out-of-pocket during the calendar year toward health care services before the plan begins to pay.
COINSURANCEA fixed percentage of covered health care services or prescription drug costs that you pay after the deductible amount is paid. The plan pays the rest.
COPAYS A fixed dollar amount you pay at the time health care services or prescription drugs are received, regardless of the total charge for services. The plan pays the rest.

INFERTILITY PROGRAM UPDATE

• Dartmouth must terminate the current infertility reimbursement program in order to comply with federal guidelines.
• As a temporary solution, infertility services and prescriptions will be covered under the medical (Cigna) and prescription drug (CVS/caremark) plan in 2018.
• The plan will cover up to $5,000 under Cigna and $5,000 under CVS/caremark in 2018 for infertility-related services.
• Infertility benefits will be subject to the cost-sharing related to each of Dartmouth’s three medical plan designs.– E.g. infertility services in the HDHP will be subject to the deductible and coinsurance requirements.
• The College Benefits Council will be reviewing Dartmouth’s infertility benefits and considering any changes for 2019.

WHAT IS A TAX-ADVANTAGE ACCOUNT?
Tax-advantage accounts are a way of putting money aside tax-free throughout the year, and then later using those dollars to pay for your health care or dependent care needs.
Dartmouth offers four different types of tax-advantage accounts that eligible employees can elect. In some cases Dartmouth may contribute money into the account, and in other cases, you may also be eligible to contribute.
• Health Care Flexible Spending Account (HCFSA)
• Health Reimbursement Account (HRA)
• Health Savings Account (HSA)
• Dependent Care Flexible Spending Account (DCFSA)

Key Benefits of choosing a Health Care Flexible Spending Account
⁻ Set aside pre-tax dollars ($2,600 = 2017 limit) that you can use throughout the year to pay for eligible medical expenses.
⁻ Dartmouth makes an HCFSA contribution for eligible employees ($250)*
⁻ Funds you select are available on January 1, 2018
⁻ You can carry-over up to $500 total in Health Care FSA dollars into the following year

- Carry-over – 2017 carry-over dollars (maximum of $500) will not be added to your 2018 balance until mid-April, 2018
- If you elect an HSA in 2018, you may only access carry-over dollars for expenses incurred in the 2017 plan year.

• HRA dollars are solely funded by Dartmouth ($500 individual/$1,000 two or more) to help you reduce the amount you pay toward medical care during the year
• Account is front loaded so funds are available for immediate use (January 1, 2018)
• Deductibles and coinsurance (as applicable) are automatically paid from your HRA account for you
• There is no paperwork, substantiation or tax reporting required
• You can elect a Health Care FSA

• The account belongs to Dartmouth College and the balance does not go with you when you leave

• Employees over age 55 can contribute an additional catch-up amount of $1,000 per year.

• Key benefits of contributing to a DCFSA
– Up to $5,000 of household income can be used tax-free to pay dependent care expenses.
– Qualifying dependents may be defined as children under the age of 13, your spouse, or a qualifying child or relative who is physically or mentally incapable of self care.
– Use to pay for child care services, a nanny, summer day camps, adult day centers for aging parents, nursing care for a person who is disabled.

• Strict year end deadlines:– Grace Period: Current participants - you have until March 15, 2018 to incur claims to spend down your remaining 2017 balance.If you elect the benefit in 2018, you will have until March 15, 2019 to incur claims to spend down your remaining 2018 balance.
– Run-Out Period: For current participants - you have until March 31, 2018 to submit claims incurred between January 1, 2017 and March 15, 2018.
If you elect the benefit in 2018, you will have until March 31, 2019 to submit claims incurred between January 1, 2018 – March 15, 2019.
– Use-it-or-Lose-It: If all claims are not submitted by the deadline you will lose the remaining balance in your account.
• You cannot contribute to a DCFSA while you or a spouse are not working (i.e. leave of absence, hiatus, unemployed, etc.)
• Funds are available as they are deposited.
• Claims are submitted manually using the reimbursement form found at dartgo.org/hrforms

Winston Benefits offers supplemental benefits that can provide additional financial protection from out-of-pocket expenses, and can be helpful if your medical plan has a high deductible.
All benefits are 100% portable, meaning coverage is yours to take with you should you leave Dartmouth College for any reason.

DISABILITY INSURANCE
LIBERTY MUTUAL –New Vendor PartnerProvides income protection in the event that an illness or injury prevents you from working –both on a short-term and long-term basis
Short Term Disability (STD)If you cannot work due to disability, the Short Term Disability Plan can provide income replacement for up to 26 weeks.
Long Term Disability (LTD)If your Disability continues beyond 26 weeks, you may be eligible for benefits through the Long Term Disability plan.
Employees on short-term disability prior to the effective date with Liberty Mutual will continue to have their claims administered by Matrix Absence Management until they return to work or transition to long-term disability

• The F/EAP director announced his retirement effective October 2017.
• Dartmouth will be introducing a new partner, ComPsych, in September 2017 to augment the existing F/EAP benefits offered to employees and their family members.
• In addition to limited on-campus resources, ComPsych will provide employees and their families with:
– Up to 8 free face-to-face counseling sessions per issue per year with ComPsych’s network of counselors
– Unlimited 24/7 telephonic support for personal issues, including but not limited to:
• Assistance finding child or elder care
