on Monday heard the pleas offoreigners, who were ‘black-listed’ for attending a religiouscongregation at Delhi’s Niza-muddin area.

Why A black-list is acompila-

tion of the names of all the In-dian and foreign citizens againstwhom there’s a ‘look out circu-lar’ (LOC). Issued by the ministryof home affairs (MHA), the listis prepared by the foreigners di-vision of the MHA, and is sharedwith all the Indian diplomaticmissions as also with all the im-migration check-points withinIndia. It is done to stop the exitor entry of certain individuals,which could either be in theirpersonal capacity or because theyare associated with an organi-sation.

HowIS IT ISSUED:To place aperson or

an organisation in the black-list, an LOC needs to be issued.This can be done only througha written request by the in-vestigating officer or an agencyaddressed to an officer notifiedby the MHA, such as thedeputy secretary or the aboverank in the Centre, joint sec-retary or the above rank at thestate level and other equiva-lent ranks in law enforcementand intelligence agencies. AnLOC can only be issued againstoffences under the Indian Pe-nal Code (IPC).There’s no fixedperiod to determine the lengthof the blacklist period.

Who’sIN IT:Well,

that’s the interesting part —the blacklist is not in the pub-lic domain, so until and un-less a person tries to enter orleave the country, he/she willnot know if he/she is in theblacklist. Currently, there areabout 30,000 people in theMHA blacklist, down from38,000 in 2016.

Jagannath, literally meaning theLord of the Universe, is a form ofLord Vishnu, revered particular-

ly in the coastal town of Puri, in Odisha.Jagannath, has a very distinct form - anappearance that is uniquely unfinishedthat has a intimidating tribal touch,which sets it apart from the other Vish-nu iconography found in Hinduism. Thefact that the idols of Jagannath, hisbrother Balabhadra and his sister Sub-hadra, are incomplete has several folk-lores attached to it, but the underlinedspiritual significance is that a completeform appears only in human imagina-tion, that is different from that of thehalf-finished reality. Thus, Jagannath,originally worshipped as ‘Neela Mad-hava' by the ‘Savara' tribe of Odisha thataccounts for its totem - like appearance,provides a very tangible and real wayto realise the incompleteness of theworld and aim for a holistic growth. The

three idols made of wood, are replacedevery 12 years - the old image ‘dies' andis ‘cremated' and the new image takesits place. Thus, the divinity too under-goes a cycle of birth to death which givesto the Supreme Godhead, a surprisinghuman resemblance. This God, with hissiblings, emerges out of the sanctumsanctorum annually, to ride on threechariots, towards their aunt's house,and return a week after. The procession,witnesses a magnificent congregationof devotees from all backgrounds, whopull the rope of the chariots, with faithand devotion. This is Rath Yatra - thefestival where the Lord comes out to seehis devotees, His dark circular eyessparkle, a big smile stretched across Hisface, as He witnesses their pristineBhakti - a celebration of the union ofthe ‘jivatma' and the ‘paramatma'.

Rath Yatra, stood on the verge ofcancellation this year, amidst the Coro-

na virus pandemic, as the huge gath-ering would increase the number of af-fected people. However, after delibera-tions, a restricted Rath Yatra was al-lowed in Puri only, where the chariotwas pulled by the servitors and civicpersonnel, disallowing the assemblageof devotees. And this time, on emptystreets, the chariots rolled - a sight thatwas so unfamiliar, and there was, thisyear, a vacuum of the beatitude that ac-companies the festival. Instead, therewas a hope - an anxious call to Jagan-nath, to set things straight. Rath Yatraat other places remained cancelled, withtemples allowing only few people to vis-it, maintaining norms of social dis-tancing. Rath this time came with asense of loss, or perhaps with a mes-sage providing a deeper understanding- that Jagannath is the personificationof the soul, and Rath Yatra is the jour-ney of this soul from material bound-

aries to the spiritual sphere."The day the Self-born unity will

come into being by the harmony and in-tegration of knowledge, devotion andwork, ... on that day the chariot of Ja-gannath will come out on the avenuesof the world" ~ as Sri Aurobindo, aptlysums it up, this is the phenomenon ofthe Rath Yatra. This is the JagannathConsciousness, that within each of us,lies a potential to realise the Supra-men-tal Godhead - to become the Lord of theWorld - by extending beyond our in-complete and finite attitudes. And per-haps, this is what the pandemic situa-tion has revealed, that beyond the totemimage of Jagannath, is a deeper di-mension and when this becomes clear,then the mere festival, will become acognizance of the divinity intrinsic inmankind.
