1.0 Scope

This specification covers the minimum requirements for the design, procurement, testing of raw

materials, fabrication, inspection, testing/examination, documentation, preparation for shipping,

and transportation of bellows expansion joints including all the end fittings like bellow flanges

bellow cover etc. with spares.

Design and fabrication of necessary attachments for external pressure testing of bellows is in

the scope of vendor.

This specification is complete along with the drawings mentioned in the subsequent paragraphs,

without these drawings, this specification is not complete in itself.

The offer should be for the complete setup; part offer will not be accepted. The Tenderer should

be responsible for the item/products designed and fabricated by the sub-contractor if any.

A) GENERAL REQUIREMENTS

The component under this specification shall be as per the drawings and design data sheet

mentioned in this specification.

There may be changes in the quantum of job within ±5%. Vendor should take in mind

while quoting.

The products shall conform, in all aspects, to high standards of engineering and

workmanship in a manner acceptable to the purchaser who will interpret the meaning of

the drawing and specification and shall have the right to reject any work or materials

which in his judgment are not in full accordance therewith.

For the purpose of bid preparation typical design drawings are enclosed with this

specification, which contain all design details. The vendor has to make the necessary

detail fabrication drawings.

In the event of any conflict between or within the various paragraphs of this specification

or in case of any doubt, the interpretation/decision as given by the purchaser shall be final.

Materials and standard parts which are not specifically designated herein and which are

necessary for the fulfillment of this specification, shall be of good commercial quality and

in accordance with good practice pertinent to the manufacture of austenitic stainless-steel

pressure vessel and shall have the approval of the purchaser.

If the fabrication, examination, inspection or testing is not in conformance to the

requirements of this specification, the component/parts will be rejected.

In the event of the component or any part thereof fails to meet the examination or test

requirements specified herein, the vendor shall notify the purchaser. The vendor shall

obtain written permission from purchaser before repair and subsequent use of any such

component or any part. If the repairs are likely to affect the results of examination and

tests or work previously completed, appropriate re-examination, re-inspection and re-

testing shall be conducted.

B) ELIGIBILITY FOR PARTICIPATING IN THE BID

Only the reputed manufacturers engaged in fabrication of various bellows need to submit the

tender. Distributors, Dealers, Stockists, Traders, Agents etc., need not quote, their quotations

will not be accepted. The Vendor shall furnish here a list of similar works executed by him,

to whom a reference may be made by the purchaser in case he considers such a reference

necessary.

2.0 Applicable codes, Standards and Drawings.

2.1 Applicable Codes and Standard

b) ASTM-A-240 “Specification for heat-resisting chromium and chromium-nickel stainless

steel plate, sheet, and strip for pressure vessel”

c) ASTM A-480, “Standard Specification for General Requirements for Flat-Roll Stainless

and Heat-Resisting Steel Plate, Sheet, and Strip”.

d) ASTM-A-182 “Specification for forged or rolled alloy steel pipe flanges, forged

fittings, and valves and parts for high-temperature service”

e) ANSI B-31.1 ASME code for pressure piping.

f) ASME Sec-IX For welding

g) ANSI B-16.5 For pipe Flanges and Fittings.

h) ANSI B-16.25 For butt welding ends.

i) ASTM A380 - Practice for Cleaning, Descaling and Passivating of Stainless Steel Parts,

Equipment and Systems

Any apparent conflicts between the requirements given herein and the applicable ASME

specification shall be brought to the attention of purchaser for clarification.

2.2 List of Drawings

3.0 Introduction

The metallic bellows covers in this specifications are of various dimensions and applications.

These bellows are categorised into two subcategories as per their application.

1. Heavy Water penetration sealing Bellows.

2. Beam Tube Bellows

2.1 Heavy Water Penetration Sealing-

In heavy water penetration sealings two types of bellows are used. Bellows used shall

provide sealing as well as flexibility to the system. It absorbs initial static deflection as

well as thermal deflections.

2.2 Beam Tube (BT) Bellows

There are different sizes of bellows required to be used in Beam Tubes. For present tender

250 NB diameter bellows is required. These will be used to absorb the deflection during

inadvertent conditions henceforth provide flexibility to the Beam Tubes.

This bellow is a special bellow called double bellow in which two bellows as per the

dimensions specified are fabricated and mounted in parallel as a one unit i.e. having

common flanges as shown in respective drawings.

4.0 Design

Design of the bellows will be in the scope of vendor. After placement of Purchase Order

vendor has to submit design report and calculations within 3 weeks for purchaser’s approval

before fabrication.

All the Bellow designs and qualification along with drawings shall be done by default as per

EJMA standard, special design requirement and codes for some particular bellows has been

mentioned in the respective section of this specification.

Sketch of the bellows are also attached. Dimensions are approximate dimensions. For

bellows parameters, table given in this section of this specification shall be referred by the

vendor not the sketch for design calculation.

4.1 Heavy Water Penetration Bellows

There are 3 kinds of bellows in Heavy water penetration sealing based on their dimensions

and named as type-200, type-150 and type-40. Bellows will be installed in vertical position.

4.2 Beam Tube Bellows

Bellow required in Beam Tube which are categorised based on the pipe size as 250NB. It is

using the same concept of dual bellows as stated earlier.

1. Refer attached sketch for the configuration of bellow and assembly with the end fittings.

Dimensions can be modified as per the end fittings and assembly with the approval of the

purchaser. Tentative sketches have been provided for demonstration of assembly

arrangement.

2. Bellows will be installed in horizontal position.

3. ASME Sec-III clause NC-3649 shall comply while designing the BT bellows and shall be

indicated in report.

4. This is Dual bellow attachment connecting one side with the standard pipe and on the other

side with a nonstandard Flange. Two bellows considered to be attached in parallel,

therefore Spring Rate will be added to take the combined effect keeping same deflection.

5. Deformation in this category bellows is dominated due to seismic event, therefore all the

lateral direction movements shall be considered during the design and clearance between

two bellows shall be decided such that none of the two bellows shall touch each other in

any case. This shall be finalized after purchaser’s approval.

Design of Flanges- Bellows flanges shall be manufactured as per attached drawings. However

minor modification in the bellow flanges can be accepted with the approval of purchaser,

provided bellow flange thickness and bolt circle diameter is not affected.

Bellows Flanges for HW penetration Sealing -

There are 3 kinds of bellows as stated earlier. Design of flanges for type-150 and type-40 are in

the vendor’s scope. Flanges for type-200 Bellows shall be fabricated as per the drawing attached.

Type-150 and type-40 top Flanges shall comply with the requirements given in table below and

bottom flanges shall be as per the drawings attached.

Bellows Flanges for BT bellows-

As beam tube bellows will be installed in horizontal position hence one side it will be attached to

flanges while other side it will directly be welded to the pipe.

Dimensions for flanges has been shown in attached drawing. Design of all the flanges is in the

scope of vendor subjected to approval of purchaser before fabrication.

4.3 General Design Requirement

1. Each step of manufacturing and testing must be adhered to the specific procedures outlined

herein to insure that the finished bellows meet the specification requirements. No deviation

from this specification or those stipulated herein will be permitted without prior permission

of the purchaser.

2. The purchaser reserves the right to make minor changes in the design specially with regard

to bellows and end fitting attachment prior to the approval of final fabrication drawings.

Such changes shall be considered within the original scope of the specified work and no

extra charges shall be levied for the same.

5.0 Material Requirements

All the materials designated in accordance with an ASTM specification shall be subjected to

tests for Chemical, Physical and other mandatory tests by the appropriate ASTM specification.

All material test results shall be approved by the purchaser or his representative before the

material is used for the manufacturing/fabrication process.

Only MTC is not acceptable. Each material shall be tested for UT, chemical, corrosion and

mechanical testing in presence of purchaser’s representative.

The materials of construction as indicated in this specification are the minimum acceptable. The

vendor may offer equivalent or better materials provided the purchaser approves each material.

Materials and standard parts which are not specifically described herein and which are

necessary for the fulfillment of this specification shall be of good quality and in accordance

with the best practice pertinent to the manufacture of bellow assemblies.

All tests as called for in the specifications shall be arranged by the supplier/manufacturer. All

inspection and tests shall be conducted in the presence of the purchaser and/or his authorized

representatives as per the applicable code. The vendor prior to performing test shall intimate the

purchaser at least 2 days before the test. All the tests shall be done in Purchaser's authorized

Material Test Labs (NABL Approved).

If material fails to conform to all of the applicable requirements of this specification, it shall be

cause for rejection of the material. All the test results and the necessary test certificates shall be

submitted after the tests to the purchaser. The purchaser shall have the right to conduct any

additional inspection or testing he deems necessary.

Even though inspections are carried out by Purchaser or his representative, such inspection and

testing shall not however relieve the Vendor from the responsibility of furnishing material

conforming to the requirements of the specification, nor prejudice any claim, right or privilege

which purchaser may have because of the use of defective or unsatisfactory material.

All material procured by the vendor shall be virgin and free from any visible defects. Materials

and standard parts which are not specifically mentioned herein, and which are necessary for the

fabrication and assembly of the components shall be new and of good quality.

Bellows material and bellow cover material provided by the vendor shall conform to the

requirements of ASME Specification SA-240 Type 304L with the additional supplementary

requirements described in this specification. The stainless steel bellows material used shall be

hot rolled, annealed and pickled/passivated.

Bellow flange material provided by the vendor shall conform to the requirements of ASME

Specification ASTM-A-182 Type 304L.

Note- The bellow for cycle testing will be randomly picked by Purchaser from each categories.

7.0 Fabrication

Expansion joints shall be designed and fabricated in accordance with requirements set forth

in the ordering data and EJMA standard/ASME Sec-III NC.

The SS bellows shall be prevented from coming in contact with carbon steel contamination

of any kind.

Circumferential welds in bellows are not permitted under any circumstance.

All fabrication details not covered by the referenced codes and standards shall be taken

from the appropriate ANSI standard. If no standard applies, accepted industrial practice

shall govern in concurrence with purchaser.

Bellows shall be of tested and proven convolution geometry.

Fabrication tolerances for bellows shall be taken from EJMA standard Sec-D-2.9.

7.1 WELDING

The vendor shall submit weld procedures to the purchaser for review and approval prior to

fabrication.

All welding if required by the purchase order, shall be performed in accordance with the

ASME Boiler & Pressure Vessel Code, Section IX, Welding and Brazing Qualification,

latest edition.

All welders shall be qualified to ASME Section IX Procedures.

All weld repairs shall be performed in accordance with procedures approved by the

purchaser.

Welding shall be done in an area that is separate from contaminated processes (grinding,

blasting, painting, etc.).

7.2 Heat Treatment

The bellows assemblies shall be subjected to solution heat treatment. The bellows

assemblies shall be heated to 1050 0C and soaking period at 1050 0C shall be an hour.

After soaking It shall be quenched by water. Bellow flanges of the SS parts shall also be

used in solution heat treated condition.

8.0 Supplementary Requirement

a) Dimensional tolerances on completed expansion joint assemblies shall be in accordance

with Sec-D2.9 of EJMA standard.

9.0 Workmanship, Finish and Appearance

a) The quality of workmanship shall be such as to produce a product that is in accordance

with the requirements of this specification and ensures the proper functioning of all parts of

the unit.

b) The bellows shall be manufactured and carefully handled to prevent surface flaws or deep

scratches from being generated. The surface condition of the completed joint assembly

shall be free from injurious surface discontinuities and any contaminants that would affect

the operation of the assembly.

c) On completion of fabrication, and before shipment, the manufacturer shall clean the inside

and outside of the completed assembly of all loose scale, grease, dirt, sand, rust, weld

spatter, cutting chips, and any other foreign matter by any suitable means. The inside of the

assembly shall then be inspected for cleanliness. All openings where practicable shall be

suitably closed to prevent the entrance of foreign matter after cleaning and during

shipment. The use of chlorinated solvents is prohibited.

10.0 Cleanliness

Potential hydrocarbon contamination shall be prevented. Also, the material shall be wrapped

and covered at all times the material is not being processed to minimize possible exposure to

contaminants.

No iron, carbon steel or other contaminants (such as grease, oil or hydrocarbons) are to come

in contact with the SS materials. Machining fluids shall be water soluble and free of oil and

sulfur.

Bellows shall be steam cleaned with detergent (Inpro-clean 1300) and dried (air dried) prior

to wrapping. The bellows shall be free of all surface contaminants, forming lubricants, free

from residue from forming rolls, tools etc. and standing water. The vendor shall submit all

cleaning procedures and methods for purchaser approval.

11.0 Inspection

11.1 General

The vendor shall be responsible to perform all examination and testing in accordance with the

requirements of this specification.

Unless otherwise stated, all inspection / test shall be conducted in the presence of the

purchaser and/or his authorized representatives.

11.2 Inspection

1. The vendor shall carry out all the inspection and testing as mentioned in the specification.

The quality surveillance shall be carried out by purchaser or his representative.

2. The vendor shall supply a step by step manufacturing plan along with a Quality Assurance

Plan (QAP) with check / inspection stages during manufacture of the components

indicating hold points of the inspecting agencies for purchaser’s approval. The plans shall

be submitted to the purchaser before commencing the fabrication work for obtaining the

approval.

3. The purchaser or his representative shall be permitted to witness all manufacturing and

testing operations herein required. Upon request, the representative shall be provided with

records of materials, tests and inspections which were performed in the representative’s

absence.

4. Responsibility of Test- Unless otherwise specified, all the test shall be performed by the

vendor. Equipment and test apparatus used by the vendor shall be properly maintained and

operated accordingly to the manufacturer’s instructions. It is the vendor’s responsibility to

provide experienced and qualified personnel to operate the equipment and perform the

tests.

5. The scope of inspection shall consist of but shall not be limited to the following.

- Material inspection

- Visual inspection of the weld/weld integrity/weld quality and UT.

- Assembly and functionality Inspection

The record of every stage inspection shall be prepared and kept by vendor which will be

cross checked by Purchaser.

11.3 Testing and acceptance criteria for bellows

The vendor prior to performing test shall submit all the test procedures for purchaser’s

approval. All the test results and the necessary test certificates shall be submitted after the

tests for the purchaser’s approval.

a) Die Penetrant test shall be conducted on the formed bellow machined surfaces and all

weld joints as per ASME Sec V, article 6 and acceptance criteria is based on ASME Sec

VIII, Div -1.

b) Helium Leak Testing- shall be conducted on the SS bellow assembly as per ASME Sec

V, article 10. Leak testing shall be performed on the finished bellows complete with end

fittings and attachments. Following welding and inspection, completed bellows shall be

leak tested using a mass spectrometer helium leak detector. Unwrapping, handling and

rewrapping of the bellows during leak testing shall also follow the previous clean

handling restrictions; periodic glove changes, no contamination transfer, etc. Helium leak

testing shall be conducted as per ASTM E498 and leak rate must be less than 1x 10-9

Atm.cc/sec.

c) Spring rate testing shall be conducted as per EJMA standard for testing of metallic

bellows.

d) Radiographic examination for soundness of welds. This shall be carried out as per EJMA

D-3.1.1 and acceptance criteria shall be as per EJMA D-3.1.1.

e) Hydro-static pressure Testing-This shall be conducted as per Sec D-3.1.6 of the EJMA

standards. It shall be performed on the finished bellows complete with end fittings and

attachments.

The expansion joint shall be vented before hydro-test. Test pressure shall be held for

minimum 10 min. Potable water is acceptable for hydro testing.

External pressure testing is required in the external pressure specified bellows.

Necessary attachments and compatible arrangements for external pressure testing

shall be designed by vendor. Pressure testing arrangement will subject to purchaser’s

approval.

f) Cycle Life Testing- Cycle testing is a verification of the ability of a bellows to withstand

the required number of cycles. The test shall be performed under pressure and assembly

need to be cycled in axial movement only. Qualifying axial movement is the axial

movement and equivalent axial movement caused by lateral deflection and angular

rotation which shall be computed in accordance with the EJMA standard and shall be

algebraically added.

Cycle testing shall be done on each size bellows. Bellow for cycle testing shall be picked

randomly for each size by Purchaser.

If bellow assemblies fail to conform to all of the applicable requirements of this

specification, it shall be cause for rejection of the bellow. All the test results and the

necessary test certificates shall be submitted after the tests to the purchaser. The purchaser

shall have the right to conduct any additional inspection or testing he deems necessary.

Repair- Welding is not permitted to repair the formed bellows.

12.0 Documentation

The Certified Material Test Reports (CMTRs) for vendor purchased material and other test

reports, Fabrication drawings, NDT reports, hydro test and leak testing report shall be provided

to the purchaser with the shipment of the bellows and shall be available for review during

inspection visits prior to shipment.

All the documents shall be submitted in bound book. Also soft copy, pdfs, AutoCAD drawings

etc. shall be a part of documentation. Soft copies shall be provided in CD.

13.0 Identification

Identification of the bellows material shall be maintained and documented through all

manufacturing processes.

If material identity of the bellows or end fitting is lost, they shall be requalified by making all

tests that were required for the material or as indicated in this specification.

All bellows and bellows assemblies shall be marked with the purchaser’s part number.

14.0 Marking for Shipment

All exterior shipping containers shall be adequately and properly marked for identification. All

packages shall include the following minimum marking,

a) Destination address as communicated.

b) Purchase Order No. and Date.

c) Dimensions.

d) Any handling and unpacking instructions, if considered necessary.

e) All marking shall be made with uniform block letters using water proof paint.

15.0 Packaging, Storage and Shipment

Temporary shipping supports, as per standard procedure, shall be provided. It shall be as per

Sec-D-2.8 of EJMA standard.

All material and parts shall be covered suitability after each processing operation has been

completed to minimize contamination. The material shall remain packaged and covered until it

is necessary to remove the covering and packaging material for further processing.

After final cleaning, bellows shall be packaged for shipping. All bellows shall be wrapped in

polyethylene and placed in closed wooden box with proper supports to prevent shipping

damage.

All the Bellows shall be shipped with dry nitrogen filled at 1 bar pressure.

The necessary attachments along with pressure gauge shall be provided for bellows mentioned

in para 3.1 & 3.2 only. For filling of N2, two bellows can be bolted back to back.

Package and transport procedure shall be subjected to purchaser’s approval.

16.0 Transportation

Transportation of the bellow assemblies is in the scope of the vendor. Transportation shall be

done as per the standard procedure. However, any element if found damaged on receipt at

purchaser’s end, the same shall be replaced by the supplier, free of cost.

No material shall be dispatched without prior written consent of Purchaser or his

representative.

Vendor shall intimate at least fifteen (15) days in advance to the consignee as well as to the

concerned Engineer at site, the probable date when the bellows assemblies are to be ready for

dispatch. A packing list also shall be sent along with this.

17.0 Delivery Schedule

The delivery shall be within Four (4) month after the placement of the purchase order. In case

of nonconformance of the clause liquidity damage (LD) shall be applicable as per the rule.

18.0 Rights and Privileges

Purchaser reserves the right to inspect any machinery or material or equipment furnished or

used by Vendor under the contract and to reject any, which is found defective in workmanship

or design, or otherwise unsuitable for the use and purpose intended, or which is not in

accordance with the intent of the contract.

Should Purchaser waive the right to inspect any equipment, such waiver shall not relieve

Vendor in any way of his obligations under the contract.

Purchaser or Purchaser’s representatives shall be permitted free access to Vendor’s or his

sub- vendor’s shop at all working hours for the purpose of inspecting work at all stages of

progress.

Purchaser’s representative shall be provided full assistance in the form of necessary tools,

instruments, equipment and qualified operators to facilitate inspection.

Purchaser reserves the right to call for certificates of origin, and test certificates for all raw

material and equipment at any stage of manufacture.

In the event of Purchaser’s inspection revealing poor quality of goods, Purchaser shall be at

liberty to specify additional inspection procedures, if required, to ascertain Vendor’s

compliance with the Equipment Specifications.

The purchaser shall have the right to conduct any additional examination, inspection or testing

he deems necessary. At the request of the purchaser the vendor shall re-examine, re-inspect, or

re-test any component of the bellows assemblies. Defects if revealed during such inspection /

test, which do not meet the requirements of this specification shall be cause for rejection of the

component, or alternatively for repair and subsequent re-examination, re-inspection and re-

testing. Re-examination, re-inspection and re-testing both before and after repair shall be at

the expense of the vendor. If no unacceptable defects are revealed, re-examination, re-

inspection and re-testing requested by the purchaser shall be at purchaser’s expense.

Even though inspection is carried out by Purchaser or his representative, such inspection shall

not however relieve Vendor of the responsibility for furnishing equipment conforming to the

requirements of the contract, nor prejudice any claim, right or privilege which purchaser may

have because of the use of defective or unsatisfactory equipment.

Vendor shall keep a set of latest prints of the approved drawings available, on the shop floor

for reference of Purchaser’s representative during the inspection.

19.0 Vendor Eligibility Criteria

After bid opening the purchaser’s representative will visit the bidders to evaluate their

capabilities. Bidder should have following facilities as a minimum to be eligible for

manufacturing of the products under this tender.

The bidder should have the required machines and capacity to manufacture of at least three

fourth of the components in house.

(i) Basic machining facilities like turning centre, Machining Centres, Welding Machines

with qualified welders etc.

(ii) Machines required for bellow forming.

(iii) Component inspection facilities high quality inspection tools, go/no-go gauges, etc.

(iv) Clean room for component storing, handling and assembly.

(v) Testing Facilities: Cycle Testing, UT, DPT, He leak test and Hydro Testing.

(vi) Experience of fabrication of bellows supplied for nuclear application (DAE or other

equivalent purchaser). At least one supply for similar application is mandatary.

Bidder should explain their understanding of the critical products and assemblies identified

in this document during evaluation visit. They should explain the execution team

composition and project mentoring method.

Following will be the scoring criteria for evaluating the Bidder:

20.0 Confidentiality clauses: -

(i) Confidentiality: No party shall disclose any information to any third party concerning

the matter under this contract generally. In particular, any information identified as

‘proprietary’ in nature by disclosing party shall be kept strictly confidential by the

receiving party and shall not be disclosed to any third party without the prior written

consent of the original disclosing party. This clause shall apply to the sub-contractors,

consultants, advisers, or the employees engaged by a party with equal force.

(ii) “Restricted Information” categories under section 18 of the Atomic Energy Act 1962

and “Official Secrets” under Section 5 of the Official Secrets Act, 1923: Any

contravention of the above mentioned provisions by any contractor, sub-contractor,

consultant, adviser or the employees of a contractor will invite penal consequences under

the aforesaid legislation.

(iii) Prohibition against use of purchaser’s name without permission for publicity

purposes: The contractor or sub-contractor consultant, adviser or the employees engaged

by the contractor shall not use purchaser’s name for any publicity purpose through any

public media (like press, radio, T.V. or Internet) without the prior written approval of

purchaser.
