1 BHARTIYA POST MARCH, 2009 Secretary [Posts] [Chairperson] took a meeting with National Federation of Postal Employees and its affiliated Service Associations on 13.01.2009 to discuss 19 points Charter of Demands. The meeting started with brief introduction of both staff side and official side members, followed by preliminary remarks of Secretary General, NFPE in which he thanked the Chairperson for having a meeting with the staff side. The other points which were covered by the Secretary General in his preliminary remarks are as under: (a) Timely holding of Periodical & JCM meetings; (b) Minutes of the meetings to be issued urgently; and (c) For discussing emergent/urgent items, senior officers may grant meeting/interview at short notice. The Chairperson responded positively to the Staff Side with the observation that in regard to unscheduled meetings, it may not always possible for the officers to meet the staff side members. Further, considerations of agenda items etc in such meetings may also not be feasible as the officers have to get the requisite feedback from their units before meeting the staff side. Therefore, item wise discussion was held and the gist of discussion is as follows: Item No.1: Modify and improve the recommendations of Nataraja Murti Committee and reject the retrograde recommendations. MINUTES OF THE MEETING TAKEN BY SECRETARY [POSTS] WITH NATIONAL FEDERATION OF POSTAL EMPLOYEES AND ITS AFFILIATED SERVICE ASSOCIATIONS ON 13.01.2009 TO DISCUSS 19 POINTS CHARTER OF DEMANDS. The staff side apprised that the Report of Nataraja Murti Committee was still under examination by a group of Senior Officers of the Department. However, the Chairperson agreed to the demand of the Staff Side to get release of the report expedited. Item No.2: Re-fix the wages all Paid substitutes - RRR Candidates Part Time / Contingent w.e.f. 1.1.2006 on the basis of 6th CPC Revised Pay Scales. The Staff Side was apprised that as advised by Internal Finance Wing, the issue was being referred to the DOP&T. On the point of taking into account HRA, CCA etc, for computing the wages, the Chairperson directed for examination of the matter. Item No.3: Exempt Postal Department from the purview of Screening Committee and fill up all vacant posts in all cadres immediately. The attention of Staff Side was drawn to the 'Action Taken Report' in this regard which indicates various actions taken by the Department. The Chairperson further informed the Staff Side that a meeting with Secretary (Personnel) on this issue likely to be held soon. Item No. 4: Hold Periodical Meeting and JCM Departmental Council / RJCM Regional Council meetings as per the schedule. The Staff Side was informed that in future meetings will be held as per schedule. Item No. 5 and 6: [i] Implement all issues of April 2007 Strike Settlement. [ii] Negotiate and settle the sectional charter of demands submitted by Federations and unions on 15.02.2008. The Staff Side was informed that the present position in regard to the issues referred to above has been shown in the Action Taken Report circulated among them. However, the Staff Side drew the attention of the Chairperson to the following issues which were part of the above references. (a) abnormal delay in payment of OTA and Medical reimbursement. (b) Filling up of residual vacancies. (c) Conferring of temporary status on casual labourers. The Chairperson stated that the above issues will be examined. In the context of filling up of residual vacancies, Member (P) suggested the staff side that their circle unions may have a meeting with the Circle Heads.

Item No. 7: Finalize Cadre Review for all cadres- Creation of a separate establishment for SystemAdministrators and redressing their currentproblems.

In the meeting held on 16.09.2008 with thestaff side under the Chairpersonship of the thenMember (P), the Federations were advised to submitdetailed proposals to facilitate examining theirdemands. The proposals from the Federations are stillawaited. However, during the course of discussion onthis item, the staff side inadvertently mentioned thatthey had submitted the proposals. In fact the proposalare yet to be received and these will be examinedafter receipt. In the context of cadre restructuring ofSystem Administrators, the staff side stated that theinterest of the existing incumbents should be takencare of, upon which Member [D] made it clear thatthis aspect will be looked into.Item No. 8: Improve the ACP and make itapplicable to Postal Employees.

The staff side was informed that formal orderfrom Department of Personnel & Training / Ministry ofFinance on the modified ACP scheme are awaited.The issue will be examined after receipt of detailsfrom DOP&T /Ministry of Finance.Item No. 9: Remove all trade union victimizationin all Circles and end irrational application ofContributory Negligence orders.

The Chairperson made it clear to the StaffSide that there are definite rules to deal with the caseof this nature and the competent authority is requiredto adhere to these rules. Further, there is a scope tofile appeal, revision/review petition against the orderpassed in this regard and that is how the interest ofthe employees is duly protected.Item No. 10: Do not introduce new schemeswithout consultations with the Staff Side.

The view point of the Staff Side was thatimplementation of the new schemes will becomesmoother if these are introduced with prior consultationwith the Staff Side. While referring to the 'Project Arrow',the Staff Side stated that this was resulting in reducingthe number of Postman beats. At the outset, theChairperson made it clear that the public conveniencehas to kept uppermost in mind while introducing anynew scheme and it may not always possible todiscuss every point with the Staff Side. As regardsnumber of beats etc Member [D] clarified that numberof articles is the deciding factor. The Chairpersonsummed up the discussion with the remarks that theposition will be reviewed.Item No. 11: Withdraw the SLP against the RRRCandidates and absorb them immediately.

The Staff Side was apprised that the SLPswere filed on the advice of Ministry of Law and Justiceand the matter is now subjudice.

Item No. 12: Grant immediate fixation of higherscale as per 6th CPC to TBOP/BCR Postmen/Mailguards.

The Staff Side was informed that the ordersclarifying the revised pay bands applicable to TBOP/BCR Postmen/Mailguard had been issued.Item No. 13: Grant higher pay scales to Head MailPeons at par with Postmen / Mailguards.

Clarifying the status of Head Mail Peon inMMS, DDG[Estt] stated that the proposal to grant thebenefit of TBOP/BCR on the basis of Postal / RMS willbe taken up as the Head Mail Peons are on deputationfrom Postal / RMS Wing.Item No. 14: Grant Notional fixation of ArtisanGrade I in MMS w.e.f. 1.1.1996 at par with theRailways and Defense.

The Chairperson advised the Staff Side to havea separate meeting in this regard with DDG[Estt]Item No. 15: Redistribute the LSG/HSG II/ HSG IPosts for Circle Offices including DPLI Kolkata.

The Staff Side was informed that distributionof posts was done on the basis of workload and on therequirement of posts projected by each circle. Thediscussion was summed up by the Chairperson withthe observation that the issue will be looked into.Item No. 16: Withdraw decentralization of PLI/RPLIfunctions in Circle Offices.

The Staff Side was informed that as on dateonly work relating to acceptance of proposal and issueof PR book was decentralized at divisional level. TheStaff side was of the view that in the wake oftechnological developments, need for decentralizationmay not be there. In response to the above, Member[D] stated that PLI/RPLI was a very competitive productand we have to be extremely cautious in handling it.Member (D) further mentioned that technologicaldevelopments will dictate its own system.Item No. 17: Stipulate periodicity of deputationiststo Circle offices and recruit new incumbents.

Suitable instructions will be issued in thisregard.Item No. 18: Ensure integration of all Accountingstreams in DOP under PA Wing and stop theproposed mode to decentralise Postal Accounts.

The Staff Side was informed that no decisionto decentralize the Postal Accounts Offices had beentaken so far. The Chairperson further clarified that viewof the Staff Side will be taken before taking any suchview in future.Item No. 19: Restore the 3-year periodicity ofpromotion to Senior Accountant cadre.

The Staff Side was informed that the matterwas under examination in consultation with the DOPT/Ministry of Finance.

ANNEXURE - 1

Postal Group 'C' IssuesFilling up of LSG ,HSGII & I Posts

(i) Recast the notional promotions since1982/

1983 onwards and fill up all vacant pots of LSG/

HSG II & HSG-I.

uuuuu The Circles were requested vide Member (P)'s

letter dated 19.10.2007 to furnish a feedback regarding

filling up of the LSG and HSG-II posts in POs/RMS

offices through notional promotion given from the year

1983. Most of the Circles have confirmed to have carried

out the exercise of granting notional promotion in LSG

and HSG-II from the year 1983. However, we are in

touch with few Circles who seem to have not carried

out the exercise in the desired manner.

(ii) Fill up 2/3rd unfilled LSG vacanciesnotionally from 7.2.02 to 18.05.2006.

uuuuu In the year 2002, 1622 posts in HSG,.II were

upgraded to HSG.I. Certain clarification in this regard

were issued vide this Department's letter No.22-1/89-

PE.I (Vol.II) dated 18.04.2002. Many references were

received from various circles stating that they were

facing problems in filling up HSG.I posts due to non-

availability of eligible officers who had completed 3

years of service in HSG.II cadre as prescribed in the

relevant R/Rs. The question of relaxing of R/Rs. to

allow the Circles to fill up these posts amongst officials

who had completed 3 years service was taken up with

the Department of Personnel & Trg. That Department

advised that norm based LSG/HSG.II posts may be

filled up notionally in term of R/Rs from the year when

norm based promotions have not been carried out and

promotion to the upgraded posts in HSG.I could be

made in accordance with the R/Rs from amongst those

formally appointed in HSG.II with the requisite 3 years

actual/notional service in the grade as the case may

be. The Circles were accordingly requested to carry

out exercise as per the advice of DOP&T vide letter

no. 4-16/2002-SPB.II dated 12.11.2002.

As per the Recruitment Rules dated

24.01.2002.notified on 7.7.2002 the mode of

recruitment for the posts in LSG in PO & RMS offices

was as under:

(a) 1/3rd quota by promotion from PAs/SAs who

have put in not less than 16years of regular service in

the grade.

(b) 2/3rd quota through a limited Departmental

merit examination from PAs/SAs who have put in not

less than 10 years regular service in grade.

(c) The recruitment Rules, 2006 notified on

18.05.2006 provides for 100% promotion from PAs/

SAs with ten years regular service to the post of LSG

in PO/RMS offices

2. It has already been decided that the vacancies

which are lying unfilled may be filled up as per the

revised Recruitment Rules dated 18.05.2006 and has

been conveyed to all Circles/Regions etc vide this office

Letter No. 137-4/2006-SPB-II dated 30.05.2006. in view

of the above and keeping in view the fact that the

approval of DPO&T was obtained only to fill up norm

based LSG/HSG.II posts notionally in term of relevant

R/Rs from the year when norm based promotions have

not been carried out for granting promotion to the

upgraded post in HSG.I in accordance with the R/Rs

from amongst formally appointed in HSG.II with the

requisite 3 years actual/notional service in the grade,

as the case may be, it is not permissible to fill up 2/

3rd unfilled LSG vacancies notionally from 7.2.2002

to 18.05.2006.

(iii) Relax minimum-qualifying service forHSG II promotion

uuuuu As per the Recruitment Rules,2002 the

qualifying service for promotion through selection cum

seniority under 1/3rd quota of posts from LSG to HSG

-II was 10 years regular service in LSG. Vide this office

letter No. 4-16/2002-SPB-II dated 12.11.2002. Circles

were allowed to fill up all LSG/HSG-II posts notionally

from the year the norm based promotions have not

been carried out so that promotions to upgraded posts

in HSG-I could be made from amongst the eligible

HSG II officials.

It has not been possible to fill up HSG I norm-based

posts on regular basis during the years 2006 due to

non-availability of officials in the feeder grade of HSG.II

with requisite length of regular service in the grade i.e.

three years. However, instructions dated 20.11.2006

were issued after obtaining the approval of Department

of Personnel & Training to fill up the existing vacancies

in HSG.I on adhoc basis with out prescription of any

minimum service in HSG.II for one year. This adhoc

arrangement has been further continued for six months

vide instructions dated 4.1.2008.

Since circles were also facing difficulties in

filing up HSG.II Posts, the Dte after obtaining the

approval of DOPT had instructed the Circles vide letter

No. 44-28/20047-SPB.II dated 12.07.2005 that only

as an adhoc one time measure the length of regular

service in LSG cadre for promotion to HSG.II cadre

against the seniority quota would be three years. It

may therefore be observed that the qualifying service

had been significantly relaxed form 10 years to 3 years.

As per the Recruitment Rules, 2006 notified on

18.05.2006, all the posts of HSG.II will be filled up by

promotion by selection from the feeder cadre of LSG

with the regular qualifying service of three years.

As per the R/Rs 2006 on 18.05.2006. all the

posts of HSG.II will be filled up by promotion by

selection from the feeder cadre of LSG with the regular

qualifying service of 3 years. However, due to

implementation of pay commissions'

recommendations, al the recruitment rules will be

amended in the light of the guidelines to be issued by

DOP&Trg. This issue in question will be examined

while amending the R/Rs/

(iv) Irregular application of bench mark ofcurrent period for notional promotions.

uuuuu According to the Recruitment Rules, 1976,

under which the notional promotion were required to

be given in LSG/HSG II/HSG.I cadres, the posts of

LSG were to be filled up under 2/3rd quota by seniority

cum fitness. The HSG.II posts were to be filled up by

promotion through non-selection method. HSG.I posts

will be filled up by promotion by selection method.

As per Department of Personnel & Trainings (DOP&T)

OM No. 2201/6/75-Estt. D, dated 30.12.1976, in the

case of promotion by Selection, the officials excluding

those considered unfit for promotion were to be

classified by the DPC as 'Outstanding, Very Good and

Good', on the basis of their merit, as assessed by the

DPC after examination of their records of service.

Thereafter the panel was required to be drawn up the

extend necessary by placing the names of the

outstanding Officers first followed by the Officers

categorized as Very Good and Good.In the case of non selection method DPC, theinstructions provided that there was no need to makea comparative assessment of the records of officers

and they were to be categorized the officers as 'Fit' or'Not Yet Fit' for promotion on the basis of assessmentof their records of service. The officers categorized fitwere to be placed in the panel in the order of theirseniority in the grade form which promotions are to bemade. As per the relevant instructions, it has been

laid down that while 'Average' may not be taken asadverse remark in respect of an officer, at the sametime, it cannot be regarded as complimentary to theofficer, as 'Average' performance should be regarded

as routine and undistinguished. It has been

categorically stated that it is only performance that is

above average which should entitle an officer to

recognition and suitable rewards in the matter of

promotion.

The above instruction of DOPT were modified vide

35034/7/97-Estt. (D) dated 8.2.2002. according to the

DOP&T O.M. No. 22.011/5/91-Estt. Dated 27.3.97 and

as per these instructions, the benchmark for all Group

'C', Group 'B' and Group 'A' posts (upto and excluding

the level of Rs.3700-5000 (pre-revised) presently JAG)

is Good'. Therefore, there will be no adverse effect on

the notional promotions as officials having ACRs with

the benchmark of 'Good' for the relevant period of years

are only eligible for grant of notional promotion.

As per DOPT instructions dated 16.6.2000, only CRs

for the years immediately preceding the years of

vacancy/panel should be considered even in DPCs

are held later than the schedule prescribed in the Model

Calendar.

(V) Date of LSG Promotion be calculatedfrom the date of issue of orders and on to fromthe date of joining.

uuuuu As per DOP&T guidelines on the subject, the

date on which promotion will be effective will be the date

on which the officer was actually promoted,. Therefore,

date of promotion to LSG will be taken accordingly.

(vi) Grant of modification of LSG as one timemeasure for those aggrieved due to dearth ofLSG vacancies/Rule 38 transfers.

uuuuu The Portal of the demands is not clear and

needs elaboration.

(Vii) Drawal of pay to senior BCR officials inHSG I posts as the pay scales of HSG Ii & BCR isone and the same & settlement of earlierofficiating case of Tamilnadu West Bengal & otherCircles as one time measure.

uuuuu Filling up the posts of short term vacanciesare governed as per the Department of personnel &Trainings O.M. No. 28036/8/87-Estt. (D), dated30.3.1988 and O.M, No. AB.14017/54/2003-Estt. (RR),dated 04.12.2003 circulated vide this Department'sletter No. 137-2/2004-SPB-II dated 13/13th January,2004. it has been reiterated in the above cited OMdated 04.12.2003 that those employees in the feedergrade who fulfill the eligibility conditions prescribed inthe Recruitment Rules should be considered for ad-hoc promotion. As such, in the case of adhocappointment to HSG.I posts only those officials whohold the norm based post of HSG.II and fulfill theeligibility conditions prescribed in the RecruitmentRules for HSG.I posts are eligible for consideration.In view of the above, PAs/SAs who have been givenupgraded scale under the BCR scheme can only be

considered for promotion to HSG.II (NB) on adhoc/

regular basis when they put in prescribed qualifying

service in the feeder cadre i.e. LSG (NB) cadre.

(viii) Fill up all the vacancies by relaxing the

minimum qualified service for HSG-II and HSG-I

promotion.

uuuuu For filling up of the vacancies in HSG.II and

HSG.I, three years regular services in the feeder grade

viz. LSG and HSG.II only respectively is required.

The Circles were facing difficulties in filling up HSG I

norm based posts on regular basis during the year

2006 due to non-availability of officials in the feeder

grade of HSG.II with requisite length of regular service

in the grade i.e. three years. Instructions dated

20.11.2006 were issues after obtaining the approval of

Department of Personnel & Training to fill up the

existing vacancies in HSG.I on adhoc basis with

prescription of any minimum service in HSG.II for one

year. This adhoc arrangement has been further

continued for six months vide instruction dated

4.1.2008. Therefore, there seems to be no scope of

further relaxing/reducing the qualifying service for

promotion to HSG.II. since the Circles have already

started conducting the exercise of granting notional

promotion to eligible officials, it is expected that the

vacancies in HSG.II and HSG.I will be filled soon.

(iX) Anomaly in the preparation of PAGradation list. Date of confirmation should notbe taken now and Date of appointment be takenfor construing seniority. Fixing seniority based onthe date of confirmation is unconstitutional anddiscriminatory.

uuuuu As per the DOPT's instructions dated 28.3.88,

which are effective from 1.4.88, confirmation will be

made only once in the service which will be in the

entry grade and confirmation is delinked from the

availability of permanent vacancy in the grade. Seniority

will be determined on the basis of confirmation in thegrade. For confirmation in the grade to which theofficials were initially recruited, the appointee shouldsatisfactorily complete the probation, which will be

confirmed by the DPC and order issued to the effect.The DOPT has revised the above instructions

vide their instructions dated 4.11.92 laying down thefollowing principles in so far as seniority is concerned.(a) Seniority of a person regularly appointed to apost according to rule would be determined by the

order of merit indicated at the time of initial appointmentand not according to the date of his confirmation.(b) This will take effect from the date of issue ofthe order.(c) Seniority already determined according to the

existing principles on the date of issue of the order

will not be reopened even if in some cases seniority

has already been challenged or is in dispute.

Since the D/o Posts follows the DOPT's instructions

on the subject, seniority of already confirmed officials

prior to 4.11.92 will remain unaltered and they cannot

be given seniority based on their date of appointment.

2. Withdraw the draconian orders contained

in the Dte letter No. 22-5/95- PE.I dated 21.05.07

denying BCR benefits to those declining LSG

7.12.2007 to the Circles to post the LSG officials

qualified under Fast Trace promotion in LSG delivery

offices in the overall interest of the Department in order

to further improve the supervision in Posts Offices.

Due to personal reasons, some officials are not in a

position to move to the new place of posting/transfer.

Therefore, instructions have been issued on 31.3.2008

to all the CPMsG advising them that they may consider

such requests received if any, and defer the transfer of

purely temporary basis in most deserving cases only.

6. Withdraw the Directorate letter dated

22.10.2007 on Systems Administrators and form

uniform & correct norms and guidelines firstbefore passing sarcastic comments.

uuuuu The intention of the Directorate instructions

is to stop indiscreet sharing of general resources on

the server by keeping dumps of application and also

to stop sharing the drive. It is wrong to interpret that

restriction on server administration will make server

and LAN defunct or that it is any comment on System

regarding counting of training period for the purpose of

drawal for increments. As per clarification of the DOPT,

departmental candidate is treated as on duty while

under training and draws pay of the lower post and the

period of training is counted for increments under FR

26 in the lower post. Thus in the case of a departmental

candidate, the training period prior to appointment to

the higher post will be counted for increment(s) in the

lower post only and such training period prior to

appointment to the substantive post is not eligible for

11. Revision of FSC to Post offices &Enhancement of honorarium for RD PMC work inSub offices, Department Exam invigilation work etc.

uuuuu Bill may have been kept pending in the units

but certainly shortage of funds may not be the sole

reason (as mentioned in the Union letter). Ministry of

Finance treat expenditure under OT Travel & Medial

as Ceiling items and hence there would be always

some restriction on OTA. Moreover, efforts are being

taken to enhance the Ceiling under OTA and the Ceiling

under OTA has been increased from Rs.38.48 Crores

in BE 2007-08 to Rs.40.00 Crores from all the circles

have already been called for and maximum allotment

of funds to wipe out the same have also been done.

As far as, the allotment for Medical Expenses is

concerned, the requirement of Circles have been met

in full. As such, there may not be any problem in the

clearance of Medical claims. In Travel Expenses, the

Ceiling has been raised from Rs.37.08 crores in BE

2007-80 to Rs.38.00 crores in RE 2007-08. More than

85% of the demands of the circles are being met under

Travel Expenses.

Further course of action on this issue may be

possible on receipt of the pending liabilities from the

2. Grant of hill compensatory allowance is subject

areas which are located at a height of more than 1000

metres from mean sea level are eligible provided they

are not paid any other compensatory allowance.

your letter are located at height of less than 1000 metres

from mean sea level and the conditions laid down by

Ministry of Finance for grant of the Hill Compensatory

PENDING ITEMS CONTAINED IN THE CHARTER OF DEMANDS IN RESPECT OF

AIPEU GROUP 'C' UNION, WHICH REQUIRE DISCUSSIONS & SETTLEMENT1 (i) Recast the notional promotions since1982/1983onwards and fill up all vacant posts of LSG/HSG II & HSG-I.n Apart from Bihar, Rajasthan, NE, Jharkhand, the Circles like

Madhya Pradesh & J K Circles, the process of notional promotions

has not been exercised yet.

Since the notional promotion is the basis for higher

promotion like HSG II & HSG I, the delay is deplorable.

Specific target date should be fixed for finalizing the issues

to all circles.

1 (ii) Fill up 2/3rd unfilled LSG vacancies notionally from7.2.02 to 18.05.2006.n If the unfilled up vacancies under 2/3rd vacancies from

4.1.02 to 18.5.06 were filled up notionally instead of prospective

effect in 2007/08, there may be more number officials becoming

eligible for HSG II promotion. This may please be considered.

1 (iii)Relax minimum-qualifying service for HSG II

promotion

n (i) It was assured during the talks held on 19.4.07 to

relax minimum qualifying service for HSG II promotion in order to

fill up the HSG II posts in the absence of eligible LSG officials.

(ii) Further DOPT vide its OM No, 28036/01/2007-Estt

(D) dt 14.11.08 delegated the power of relaxation to concerned

Ministries/Department in respect of Group C & D posts. Hence

this may please be considered.

(iii) Based on the same order cited in Para supra, all

the vacant HSG I posts may also be filled up on ad hoc basis by

relaxing the conditions further.

1 (iv) Irregular application of bench mark of current period

for notional promotions.

n The instructions of DOPT dt. 16.6.2000, that only CRS for the

year immediately preceding the years of vacancy/Panel should be

considered if DPC are held later then the schedule prescribed in

model calendar" has not been taken note in many circles and current

bench marks were applied wrongly for the notional promotions. A

clarificatory orders may be issued to rectify the mistakes.

1 (v) Date of LSG Promotion be calculated from the date

of issue of orders and not from the date of joining.

n The DOP&T guidelines as stated in ATR has not been

followed in many circles. In Tamilnadu, the seniority in the LSG

promotions were given effect from the date of joining the post.

Suitable instructions may be issued to all circles.

1 (vi)Grant of modification of LSG as one time measurefor those aggrieved due to dearth of LSG vacancies/Rule

38 transfers.

n (i) Since the LSG notional promotion was granted on

notional basis, in some divisions due to more number of LSG

posts in existence, the juniors got their LSG promotions. In other

divisions due to dearth of LSG Posts, the seniors are deprived of

notional promotion

(ii) Similarly, Rule 38 transferees could not get their LSG

notional promotion due to application of divisional Gradation list.

In order to mitigate the genuine grievances of the above said

officials in promotional aspects, modification of LSG by granting

notional promotion may be explored since the anomaly is prevailing

due to various changes made in the procedure of LSG/HSG II

recruitment rules.

1 (Vii) Drawal of pay to senior BCR officials in HSG I posts

as the pay scales of HSG II & BCR is one and the same &settlement of earlier officiating cases of Tamilnadu, WestBengal & other Circles as one time measure.

n (i) The provision of officiating in higher post and grant of

higher pay for the officiating period beyond 14 days is very

much in existence in the Department of posts. This was not

termed as adhoc promotion. The arrangements were being made

for short term arrangements.

(ii) Further pay scale of HSG II & BCR is one and the

same. BCR officials are holding the pay scale equal to HSG II and

when they have been ordered to officiate in HSG I, they are

entitled for officiating pay.

(iii) In some circles, regular HSG II officials have been

ordered to work in HSG I posts without any extra remuneration.

(iv) In some circles like Tamilnadu, West Bengal, some

senior officials have been ordered to officiate in HSG I posts of

more than one year during 2002 to 2005 in the absence of clear

cut clarifications and circle heads has already referred the cases

to Directorate to regularize the arrangements beyond one year

as one time measure which is pending over two years. The due

officiating pay had neither drawn nor taken for retirement benefits.

(v) 1622 HSG I posts have been upgraded only on matching

schemes by axing 680 PA posts and as such the denial of due

benefits/higher pay is arbitrary, unjust and against to the canon

of natural justice.

1 (viii) Fill up all the vacancies by relaxing the minimum

qualified service for HSG-II and HSG-I promotion.

n Since the DOPT vide its OM dt. 14.11.08 has delegated the

power of ad hoc appointment up to the period of three years to

the concerned department, all the posts may be filled up by

relaxing the conditions.

1 (ix)Anomaly in the preparation of PA Gradation list. Date

of confirmation should not be taken now and Date of

appointment be taken for construing seniority. Fixing

seniority based on the date of confirmation is

unconstitutional and discriminatory.

n In many divisions, the confirmation was not exercised for

many years after the introduction of TBOP, and only Divisional

Gradation list was maintained. When a new Circle gradation list

is now prepared, it should be on the basis of present rulings and

since the confirmation was delinked from seniority, this should

not be insisted. It is requested to reconsider the issue once

again based on the Apex court judgment and the recent

pronouncement of the CAT, Bangalore.

2. Withdraw the draconian orders contained in the Dte

letter No. 22-5/95- PE.I dated 21.05.07 denying BCR benefitsto those declining LSG promotion. Several officials werearbitrarily, unjustified denied the due BCR Promotions.

n (i) The issue was taken by this union too many times. We

record our concern that in the ATR, it was mentioned that the

representation of other unions alone was considered and

modified to that extent.

(ii) TBOP& BCR are not termed as ACP promotions and

the guidelines on ACP should not be applied in this case.

(iii) TBOP, BCR & regular promotions are two distinct

matters and TBOP/BCR has implemented on matching savings.

It is requested to review and withdraw the orders

3. Filling up the APM Accounts LSG, HSG-II posts asper 1976 LSG Accountants Recruitment Rules.n A time schedule should be made to sort out the long pending

issue. This should not be protracted further.

The modalities in resolving the issue may please be briefed.

onwards without any further delay; and return thedeputationists from CO/RO to manage the acute shortageof staff in divisions.n (i) A kind attention to invited to the discussions had on

13.1.09. Two instructions of the Directorate were handed over.

Unless suitable clarifications is issued both by the staff &

establishment divisions, the issue will not be sorted out. Vacancy

position & follow up action of each circle if appraised will resolve

the problem once for all.

(ii) Since there is acute shortage in operative side, the

deputationists may be returned back forthwith.

5. Immediate withdrawal of orders discriminatingregular and FTP LSG and posting them in Delivery offices.n (i) The discrimination among the LSG as regular & FTP is

deplorable.

(ii) This will demotivate the supervisory officials.

(iii) Causing frequent disturbance to FTP officials is also a

concern. This discrimination should be ended by withdrawing all

the orders.

6. Withdraw the Directorate letter dated 22.10.2007 on

Systems Administrators and form uniform & correct

norms and guidelines first before passing sarcastic

comments.

n (i) Even on today, the content of the letter to make the

divisional head as the custodian of the data base is not in practice

in any where.

(ii) The custody of database if entrusted with the head of

office, it will pave way for the smooth and uninterrupted

functioning of the systems.

7. Withdraw the orders fixing responsibility on D.D.Os/

APM Accounts for the over payment of Pay and Allowances

to Postman on account of Fixation under R. P. Rules.

n On 13.1.09 The Secretary (P) assured to reconsider the

issue and ensure no recovery on part of APM Accounts &

Accountants. The Secretary observed as unfortunate in the

case of Rule 14 initiated charges on the date of superannuation

of Sri. V. V. Nargida, APM, Accounts Pune city as he did not pay

Rs.727671.61 towards contributory factor for excess drawal to

postmen on implementation of 5th CPC orders. It is requested to

review the same and render justice.

8 Counting of Special Allowance for pay fixation case

of PO & RMS Accountants.

n The Special Allowance granted to JAO qualified official

has been taken for pay fixation benefits on ACP promotion similar

application may be extended to PO & RMS qualified Accountants

also.

9 Counting of Past services of erstwhile R.T.P. forpromotion & pension as per the Supreme Court directionn Pl refer our letters on the reference which contain full

justification of this demand with concerned judgments and other

Govt orders. In nutshell we request to consider the issue on the

following main grounds.

(i) As per the Directorate letter dated 19.4.96, the

implementation of the Ernakulam CAT judgment granting the past

RTP service as regular service for all purposes was restricted

only to the applicants of the O.A. This is against to the decisions

of the various judicial pronouncements that the benefits should

be extended to the similarly situated persons.

(ii) During 1970 to 1974, even the pre training services of

certain officials engaged as postal clerk were regularized. The

RTPs were trained and utilized full time in the clerical posts to

manage all the works of the post office.

(iii)The CAT, Chennai held that the services rendered by

the ex RTPs at APS shall be counted as qualifying services for all

purposes. The Chennai High Court, on appeal by the department

has upheld the decision of the CAT in WP no 37117 to 37119 of

2002 and directed the department to extend the benefits.

(iv)In another case, the Apex court under Civil Appeal No.5739

of2005 filed by Sri M. Mathivanan, Postal Asst, Cuddalore division

upheld the decision of extending the benefits and dismissed the

appeal filed by the department with costs.

(v) The Directorate has directed the Circle Heads to collect,

compile and furnish details of ex-RTPs deputed to APS to consider

for extending the benefits to all similarly situated persons. There

after there is no action in this regard.

This demand is pending over decades and there should

not be any discrimination between two equals. It is requested to

consider the case and cause appropriate orders for counting

the past services of the RTP for all benefits.

10. Withdraw the condition in tenure posting of Single& Double Handed offices and restriction in posting ofSPM due to minor penalties/CR entries which are inviolation of provisions of statutory rules of volume IV.n The condition that the SPM working in Single / Double handed

offices should not be posted back to the same office during their

entire service is against to the statutory rules of Postal manual

Volume IV. This has caused serious dislocations in the hill stations

and also in the divisions where larger number of singled handed

offices available

The unwarranted suspicion on all employees will demoralize

and demotivate them.

The orders may be rescinded.

Similarly, the Directorate vide its letter dt. 6.11.06 restricted

the officials to be posted as SPM through out their carrier if they

are awarded with any one of the minor or major punishments or

adverse entries in C. R. This is against to the natural justice and

there is every chance of misusing this. After the lapse of

punishment, one can write even Group B exam and as such the

restriction of posting of SPM is deplorable. This may please be

withdrawn.

11. Allowing all TBOP officials to appear for Group B

exam to be held in Feb'08 as per original orders and

various judicial pronouncements. The cut off date should

be extended for the current exam as 01.01.2008. The exam

should be conducted after completing the process of

notional promotions to LSG In all circles.

n After The fifth commission, the department, unmindful of

the amendment of the recruitment rules by due notification with

the approval of nodal ministries, has plunged into action to the

controversial decision in permitting only those officials holding

standard LSG post on regular basis, blocking out all TBOP /BCR

officials. Earlier bunch of TBOP, BCR officials passed the Group

B examination. As such a sudden switch over to standard LSG

criteria has caused a concern.

It is requested to permit all the officials having 20 years of clerical

service irrespective of the fact whether they are LSG or TBOP

to write the Group B exam.

The physically handicapped officials are now not allowed to

write IPO exam even though they could perform the duties either

by assistance or by own. Atleast some percentage may be

reserved for the prosperous officials who are physically

challenged in the I.P.O examination.

13 Revision of FSC to Post offices & Enhancement ofhonorarium for RD PMC work in Sub offices, DepartmentExam invigilation work etc.

n (i) This is pending over decade. A specific target date

may be fixed to finalise the revision.

(ii) The revision of honorarium for RD PMC work in SOs,

Departmental Exam invigilation work etc - pending for a long.

(Justification are furnished in our letter dt. 3.1.09)

14 Implement the assurance made on 19.04.2007 infixing incentive to RPLI, IMT, Pass Port applications,NRGEIS, other business activities etc., grant of OTA tooperative staff, Engagement of SDPA to manage theshortage etc. Dispensation of Confirmation Exam asagreed upon by amending the PA/SA Recruitment Rules.n No details were furnished in the ATR report, the following

required immediate consideration.

During discussions on 19.4.2007 with the Secretary, it was stated

that an internal committee will be appointed to process and decide

the quantum of honorarium/ incentive for the new business

activities like RPLI, Western Union Money transfer, Processing of

Pass port applications, Verification of addresses for cell phones,

NRGEIS etc and uniform application of honorarium in all circles

for common works. This is yet to be finalized.

2. It was assured to grant OTA to postal operative employees

to manage the excess work due to absenteeism and shortage.

No orders have been issued so far.

3. It was assured to dispense the confirmation examination

and stated it will be included in the proposed recruitment rules

for Postal Assistants.

4. Despite clear directions from Directorate to grant incentive

to the officials up to the extent of 25% from the additional revenue

earned from the business vide letter no 16-16/2007-08/BD &MD/

P II dt 13,12.07, no incentive has been fixed for various items of

work in many circle. No incentive is paid for NRGEIS work in

Rajasthan, Assam, Chattisgarh etc. For acceptance of electricity

bills also no incentive is paid in many circles.

5. The compensation for the work done by the staff in

connection with enrolment of new voters and selection of voters

list has not yet been paid for the work performed during 2006

due to non receipt of amount from the Election commission.

6. Despite clear orders to grant MPCM allowance to the Pas

deployed at MPCM counter vide letter no 43-3/93 PMR (Pt II)

dated 17,1.94 and subsequent clarifications dated 21.10.97, the

MPCM allowance has not been paid many circles like Delhi,

Maharashtra, Uttarakhand etc.

7. The eligible S.B Allowance for the second posting in the

S.B.branch of the qualified officials has not been paid in many

divisions like Medak which was brought to your notice with

several reminders.

15 Creation of Systems Manager/Administrators Posts& Marketing Executives. Grant of SPL pay and grant of

Road mileage Allowance without restrictions. Trainers

Allowance for imparting training be paid. Norms be fixedfor Systems Administrators uniformly to all Circles;providing mobile phones and Fix duties &

responsibilities of their work.

n While thanking the decision to make separate establishment

of systems Administrators and absorb all the existing personnels,

and grant of Road mileage Allowance, the following issues may

also be sorted out at the earliest.

(i) Uniform guidelines on the roles and responsibilities of the

Systems Administrators should be issued.

(ii) Standard norms should be fixed taking into consideration

of Geographical spread out of the division, the number of

computerized HOs and SOs and the status of the sub offices

concerned.

(iii) Since they have to attend any fault then and there throughout

the division, they should be granted with Road Mileage allowance

without any ceiling.

(iv) Mobile phones may be supplied with talk value of Rs.500

per month.

(v) Working hours has to be fixed. At least they may be treated

as outdoor staff like PRI (P) without insisting attendance by

submitting weekly diaries.

(vi) For excess work and retention beyond working hours,

they should be compensated either in the shape of overtime or

incentive.

(vii) A panel should be maintained at divisional level and they

should be posted as SAs. They should not be reverted back as

postal Asst without sound reasons.

(viii) Trainers allowance may e granted since they are imparting

training on computer to all officials.

(ix) A kit bag containing Nut drive set, CD bag, Pen drive, handy

vacuum cleaner etc maybe provided.

(x) Priority may be extended while granting motor cycle advance

treating them as emergent outdoor staff.

The following may also be considered.

(i) The possession of SQL password may be conferred with

the Head of the office after imparting training to overcome the

problem of immediate solution of technical problems as this is

now vested with the divisional head.

(ii) The software must be licensed. In many cases, the higher

ups call for reports/ slides prepared through Microsoft office

without supplying it ever. This will encourage the software

privacy.

(iii) The supply of stationeries and accessories like printing

papers, ribbon or cartridge etc should be of good quality.

(iv) The AMC service has become source of constant trouble.

At the time of acceptance of AMC, the experience, establishment

and reputation of the company should be given some weight age

as the rate quoted. Pecuniary penalties should be awarded to

the AMC if they do not abide by the downtime or other clauses of

the Govt.

The usage, maintenance, operation and replacement of

UPS (especially UPS batteries) and departmental Generators

should be planned and clear guidelines should be issued.

16 Allotment of adequate funds to clear all pending

personal claims like OTA,TA medical etc. pending since

2002-03.

n The information furnished in the ATR is far from truth. Please

see the enclosed letter which was sent by our union on 26.6.08

in which we have furnished the pendency of personal claims in

respect of some circles obtained under RTI Act. This will reveal

the truth. Unless, a special sanction is sought to clear the pending

bills, the issue will remain as unsettled.

17 Spot payment of incentive to SPM/BPM for procuring

RPLI business, Grant of incentive for schedule work/verification of commission bills in accounts branch. Grantof incentive to SPMs for processing RPLI Proposals. Grant

incentive instead of Honorarium for RPLI work in

Divisional Offices without RPLI ceiling limit.n There was no mention in the ATR about the grant of incentive

to SPMs for processing RPLI proposals and the Grant of incentive

instead of Honorarium for RPLI work in divisional office with

ceiling limit.

18 Drawal of SB Allowances to all working in SBbranches on computers.

n No information is furnished in the ATR. With the introduction

of total computerization and SB LAN in post offices, any official

who had under gone LAN training is ordered to work in SB

branch. There is every justification to grant this allowance to the

SPMs working in single/double handed offices. It is requested to

grant SB Allowance to all posts in SB branch without condition(Contd. on page 31)

vide its letter no. P/4-1/Staff Problems dated 23.01.09 to arrange

discussion on the following items also in the DDG levels meetings.)

1. Disbursement of Pay & Allowances through BankPlease refer this union letter No. P/4-2/Pay dated 02-04-07. Despite

clarification issued by MoF vide its letter of 24-01-06 referring to

their original reference stated that 'however with a view to

obviating the inconvenience to junior staff, the salaries of the

Govt. employees, if demanded may continue to be drawn and

paid in cash irrespective of their scale or grade in many circles

the officials have been asked to open Bank account or POSB

Account. Receiving salary through banks is only optional and

staff should not be compelled or forced to opt to any bank or

ECS. Necessary clarification may please be issued at once.

2. Disposal of Advances obtained under out ofaccount then and there

Now a days post offices (SOs or HOs) are keeping sizeable

amount of advance as part of their balance as pending bills.

These bills are kept for months together. Sometimes years together

for want of sanction. No proper checks are made from time to

time to regularise the advances. In few cases, even Divisional

Heads have also taken advances without submitting the bills in

time, thereby utilising the money without being properly accounted

for. As there is a possibility for misappropriation and fraud, a

check should be prescribed with time frame to clear the amount

when expenditure is actually incurred. This will go a long way to

save the department from temporarily misappropriation. There

should not be any pending bill in the post offices without prior

sanction.

3. Non posting of ladies staff where basic amenities

are not available

Percentage of ladies staff working in post offices / RMS

offices is more than 30%. It is a fact that number of Post offices

/ RMS offices are not having all the basic amenities. The women

staff have their own problems and it is extremely difficult for

them to work in such places which are lacking basic amenities.

In order to ensure proper facilities to lady members of the staff,

it is requested to issue strict instructions to concerned not to

post women employees to such offices.

4. Preparation of HVMO lists at Posts office and RMS

offices - Revision of valueA kind reference is invited to this union letter No. P/2-15/TN

Cle dated 03-11-2006 & 01-02-2007. After the StateGovernment, Tamil Nadu had enhanced the old age pension valuefrom Rs. 200/- to Rs. 400/-, the preparation of HVMO lists overlakhs of money orders become inevitable.

In the existing shortage of staff, it is more difficult to prepareHVMO list for the money orders beyond Rs. 400/- since almostall the money orders exceed the value of Rs. 400/-.

It is, therefore, requested to enhance the value of HVMO at

least from Rs. 400/- to Rs. 1000/-.

5. Duplication of work in branches after theircomputerisation - reg.

Even after the computerisation of various branches, theofficials are instructed to do the same work both in computersand also in manual.

The maintenance of TCB, Long Book for SB / MIStransactions etc. are the glaring examples. The duplication ofwork in the computerised offices is unwarranted. Otherwisethe purpose of computers will be defeated.

It is, therefore, requested to cause instructions to all that

there should be no need for duplication of work in computerised

offices and the practice should be dispensed forthwith.

6. Arrangement of Broad Band connection in allcomputerised offices

The problem of internal connectivity through modem is at

rise and in many occasions, the data could not be sent to the

site. Further due to slow functioning of modem, the transfer of

data takes more time.

It is requested to provide Broad Band connection to all

computerised offices.

7. Enhancement the Grant for Recreation clubThe grant from the welfare fund for promotion / functioning

of Postal Recreation Club was fixed decades ago. Similarly the

grant for excursion trips with mileage restrictions requires

relaxation.

It is requested to consider the same.

8. Upward revision of Conveyance Allowance to PRI(P)

Consequent upon the increase in oil prices, there is every

justification to revise upwardly the quantum of conveyance

allowance. It will also be proper to segregate some of the works

of PRI (P) relating to marketing activities, verification of papers

beyond 8 kms etc. and to bring them under TA / DA rules so that

they will be compensated properly.

9. Request for discontinuance the practice of obtaining

fidelity / security bond from the employees handling cash

The 5th CPC in its report vide para 62-13 recommended to

discontinue the practice of obtaining fidelity / security bond from

employees. In the present stage of handling huge cash, obtaining

fidelity bond for Rs. 3000/- to Rs. 5000/- does not serve any

purpose. A lot of manpower is being wasted in Accounts branch

in maintaining these records. Similar is the position of inspecting

offices also. Only in rare and exceptional cases, the guarantee

money is received. The employees are unnecessarily crediting

premium every year to the loopholes to obtain fidelity bond.

It is requested to consider and discontinue the practice of

security bonds which has no longer serving any purpose.

10. Non-Supply of Statement of Balance to the officials

brought under New Pension scheme 2004.

Since the year of implementation (2004), no statement of

balance as on 31st March from the years 2005 to 2008 has not

been furnished to the employees who are brought under the

new pension scheme.

The officials do not know their balance and the contribution

made by the Govt. in the absence of non supply of these

statements. This should have been compiled and circulated by

the DA (P)s every year.

It is requested to cause necessary instructions to compile

and circulate the balance sheet as on 31.03.2008 immediately.

11. Conveyance of cash with police escort- Problems

there on.A kind attention is invited to this union letter cited above in

the reference in which we suggested to consider the following

to resolve the problems pertaining to cash conveyance.

1. The present cash limit should be enhanced up to one lakh

per individual

2. Cash collection van should be arranged in all bigger towns

and the officials should not be asked to take unwarranted risks

in cash remittances.

3. Insuring the cash remittance amount shall be explored.

4. The officials shall not be penalized or brought under

contributory factors for the case if any theft or lost taken place

beyond the capacity of the officials who are engaged for such

cash remittances.

The ADG (PO) vide his letter no 24-9/2007- P.O dt. 15.02.08

has informed that in order to further process the matter, all the

Heads of Circles were requested to furnish their views and

suggestions given by this union.

Considering the present day requirements, provision of

Arms Guard to HPO & major S. Os can also be considered to

prevent major burglaries and thefts during day & night hours.

Thereafter there is no response in this serious and sensitive

issue which requires immediate redressal in order to protect the

Government money besides the officials' interest.

It is requested to expedite action and cause appropriate

orders at the earliest.

12. Non-Payment of compensation for the work doneby staff in connection with enrolment of new voters andselection in the voters list - reg.

No standing orders has been issued linking the payment of

incentive for the said work performed by the-postal officials

from the amount received from the Election Commission. That

should be dealt separately by the department.

Having extracted the work, by utilizing the staff over

burdenly, the dues shall be paid to the staff in time. This issue is

pending over two years.

It is requested to cause necessary orders to all the Circle

Heads to release the payment of incentive which is pending

over two years.

13. Discontinuance of Medical facilities availed from

Ispat General Hospital (IGH) Rourkela in Orissa Circle.

The Rourkela steel plant authorities had suddenly stopped

the treatment facilities in IGH to the Postal staff and family members

in Dec' 07.

After the intervention of the Circle administration, the indoor

facilities have been extended to our staff despite the requests

for both indoor & outdoor treatments. It is also stated that the

indoor facilities have been facilitated after they have accepted

adhoc advance of one lakh rupees from the department.

The SSPOs, Sundargarh division has not yet carried out

the decision arrived with Rourkela steel plant authorities for

extension of both the medical facilities to the staff by issuing

authorization cards.

The staff are being compelled to deposit money to avail medical

facilities from the hospital at the time at urgency and due to no

tangible action has so for been taken, there is a total resentment

amidst staff who have no other medical facilities in that place.

It is therefore requested to intervene immediately and ensure

appropriate immediate action to issue identify/authorization cards

to each postal employees on due consultation with IGH authorities

for availing both indoor & outdoor treatment by the staff.

14. Indoor and Outdoor treatment to Postal Pensioners

and their families in Postal Dispensaries.At present, the Postal employees who are receiving medical

treatment in P&T Dispensaries are allowed to avail the provisions

after their superannuation but restricted to outdoor treatment

only.

The same pensioners who are residing beyond the radius

of 8 KMs from the P & T Dispensaries are denied such outdoor

treatment also. They are being granted with Rs.100/- only as

medical allowance.

Since the Postal Pensioners who are covered under CGHS

are entitled to both indoor and outdoor treatment for them and

also to the family members, the similar provisions of both indoor

& outdoor treatments may be extended to the Postal Pensioners

and their families who availed treatment prior to their retirement

at P& T dispensaries.

It is requested to consider the same and cause orders at

the earliest.

15. Non-Drawal of HRA to the officiating SPMs workingat offices having attached quarters.It is brought to our notice that despite clear instructions issued

by the department in its letter no. 24/3/76/PAP dt. 20.8.79 also

appeared in FR, SR Part IV in chapter X that HRA may be grated

for the maximum period of three months when the official is

posted to officiate in a post to which rent free accommodation is

attached but not provided, the due HRA for three months has not

been drawn & paid to the officiating SPMs in many places.

There are several instances in Satara division in Maharastra

Circle and Bhatinda in Punjab Circle. Even though the senior BCR

officials were ordered to look after the charge of PM/SPM until

regular posting, HRA has not been paid to the officials who are

officiating such vacancies resulting loss in emoluments due to

officiating in higher posts.

Similarly, even though the power of dequarterisation of a

post attached Quarters is now delegated to Heads of Circle vide

Directorate letter no. 10-4/2003 - Bldg. dt. 6.5.03. the Circle heads

are not according proper sanction for dequarterisation/

Suspension of Quarters for the periods of such officiating periods

exceeding 90 days.

The officiating officials should not suffer a financial loss

due to the administrative problem of non-posting of a regular

incumbent to the vacant post with in the stipulated period.

Prolonged officiating arrangements is an ultimate loss to an

officiating official for no fault on his side.

It is therefore requested to issue clarity instructions to all

Circle heads to settle the pending issues accordingly and the

copy of the same may be forwarded to union.

16. Waival of declaration to be submitted at the time of

initial appointment in Postal assistant cadre--- regarding.

This is regarding the obligatory declaration submitted by an

entrant in Postal Assistant cadre at the time of initial appointment.

Under relevant provision of Postal manual Volume -IV, an

entrant has to submit an obligatory declaration in connection

with having read Postal Manual Volume-IV, CCS (CCA) Rules,

1965 & CCS (Conduct) Rules, 1964, Perhaps you too will

appreciate that it is not quite realistic that an outsider or a new

entrant have gone through & understood the ruling provisions

as is laid down in these Manual are being taught during the

Induction Training Programme at respective Postal Training

Centers.

As such, it is our considered view that the conditionality

for submitting such a declaration shall be waived with immediate

effect.

17. Fixing work norms to RPLI work at BOs/SOs -

Request immediate orders.

The Chief General Manager, PLI Directorate has informed

on 14.03.08 in the workshop meeting held with this union

representatives that she had submitted a proposal to Directorate

Establishment section for fixing norms for RPLI work and counting

the RPLI transactions towards income/cost of the Extra

Departmental Branch Post Offices and Sub Post Offices.

The proposal, as learnt, is pending at the Directorate over

ten months. Since this is an area where the time factor has been

requested for over a decade and also recommended by various

earlier committees, it is requested to expedite action and cause

orders duly fixing the time factor for RPLI work.

18. Posting of Doctor in the Postal Dispensary, Varanasi,in U.P. Circle.

Despite the sanctioned strength of four doctors for the

said dispensary, only one doctor is now available on adhoc

basis and attending the patients.

In the absence of adequate doctors, the staff are suffering

for their treatment.

It is requested to cause necessary action to fill up the

Doctor's post immediately to the Postal Dispensary Varanasi at

the earliest.

19. Fixing of Uniform rate of incentive for computerizedwork in POs.

The Chief PMG, West Bengal Circle has fixed Rs. 0.50 per

S.B data entry work for creation of Accounts and Rs. 0.15 for

the subsequent posting of deposit/withdrawal for the

computerized work. This order did not contain the quantum of

incentive to the supervisors. This arrangement is causing some

relief to manage the acute shortage of staff in the circle.

If similar kind of orders is issued by the Directorate for uniform

application of the same to all divisions, this will be purposeful to

manage the shortage and also to avoid pendency of work in S.B.

branch.

20. Officiating arrangement in Group B Posts

earmarked for General line - reg.

According to the existing orders, six percent Group B Posts are

earmarked for General line and some of the Posts have not been

filled up for a long time.

The unfilled up Posts earmarked for General line, are being

officiated by the IPO line officials and due chances to senior

general line officials have not been offered in such cases.

It is therefore requested to cause instructions to offer such

officiating chances to General line officials for the vacancies

earmarked under 6% quota in PSS Group B

21. Non payment of Remote Locality Allowance - case

of Uttarakhand Circle

The remote locality allowance has not been granted to the

officials working in Tanakpur, Chodwar and Banvas in Champavat

Districts whereas this has been paid to other Central Government

employees as per MoF O.M. No. F.No. 3 (1)/98-E II (B) dated 24-

07-2002. Appropriate order is requested.

22. Waival of penal interest on HBA as one time

measure - case of Tamil Nadu Circle

The imposition of penal interest of 2 ½ % over and above

the normal interest prescribed in respect of the loan granted to

the officials towards HBA perhaps is due to non-fulfilling the

conditions prescribed in the rules. The ruling position and

Government of India orders in this regard are as follows: -

i) On completion / purchase of the house, the Government

servant shall insure it at this own cost;

ii) In the even of failure on the part of Government servant to

comply with (i) above, it shall be lawful but not obligatory for the

Government to insure the house at the cost of the Government

servant and add the amount of the premium to the outstanding

advances. (Rule 7 (b) of HBA rules)

iii) The Heads of Department are required to obtain a certificate

from the Government servants to this effect that the insurance

of the house has been got done / reviewed annually in the month

of July before the disbursement of the salary/ (OM dated 18-12-

75 & 11-09-78)

iv) Written warnings should be issued in cases where lapses

are deliberate on the part of the loanees. In extreme cases,

even the refund of the entire balance of loan with interest may

also be ordered. (OM dated 06-02-87).

It is pertinent to mention that neither of these rules were

communicated to the officials nor incorporated in the HBA sanction

memo. The Chief Postmaster General, Tamil Nadu Circle all along

not adhered any one of the provisions contained in para supra.

At a later stage, the Chief Postmaster General, Tamil Nadu

Circle is conveniently using the first sentence of Rule 7 (b) for

the advantage and ignored the rest of the instructions and

imposed penal interest for the loans obtained and cleared by the

official if the insurance cover was not available over 2 years.

If the Chief Postmaster General would have adhered the

entire provisions of the rules like watching the insurance, renewal

of policy, verification in July every year, written warnings etc.

the officials would not be put into loss at the later stage while

clearing their loans. Moreover, there is no loss sustained to the

department in the absence of insurance policy.

Above all, the imposing of penal interest of 2 ½ % had

been introduced by the Department vide its OM dated 20-05-80.

However, this has not been incorporated in the HBA rules. It is

well settled that the administrative instructions shall not override

the statutory provisions.

It is, therefore, requested to allow the waival of penal

interest as one time measure for the fault of non-renewal of

policy for the loans sanctioned upto 2002 from which the

provisions are incorporated in the sanction memo.

23. Introduction of new system of bag number in Mail

system

Please refer this union letter No. P/4-5/Mails dated 01-02-

2007 which is exhaustive and exclusive on this subject.

After the introduction of the new system of bag numbering,

it is becoming compulsory to post one hand for mail work since

it has created more additional work. The following are few

examples.

(i) The Mail Postal Assistant has to check in respect of each

section / office and each class of bag with the entries of the

previous day.

(ii) If the bags are not in regular and after some days, the

Postal Assistant has to check the earlier date and verify the

correctness of the consecutive serials of bag numbers.

(iii) When more than one bag is closed, the other bags have to

be given subsequent numbers. So reference of the registers

for each and every closing of bags become inevitable.

(iv) To tie one label to the bag and place another in loose inside

the bag will render duplicate the existing work and writing two

sets of labels become additional work on the Postal Assistants.

(v) While opening the bags, if all these checks prescribed are

to be adhered, without assistance, it is impossible and it will

cause delay in sorting and sending out for delivery.

(vi) It is not possible in respect of the bags opened for the

offices received from other circles. It will be more difficult to

deal the normal mails more than the insurance articles.

(vii) Due to dislocation of trains or other means, if some bags lie

in transit and the bags closed thereafter receive, it will become

very difficult to dispose the mails.

(viii) It will increase only the paper works and may cause

practical difficulties in numbering, maintaining, verifying the bags

and may warrant unnecessary correspondences.

The existing system of the mail and sorting is a time tested

one. The provisions contained in the volumes and the procedures

stated therein to monitor the mail arrangements are practical

ones. Under the existing shortage, the new procedure has

increased the workload to the existing staff.

Under the existing shortage of staff in Post Offices and

mail branches are being managed only with the cooperation of

Group D & GDS staff, it is not possible to maintain the new

system. The age old practice of due mail and sorting list be

reintroduced once again in order to mitigate the hardships narrated

in our letter cited in para supra.

24. Non grant of Special Allowance to unqualified

Accountants - request ordersWhen TBOP / BCR Postal Assistants are ordered to officiate

as Accountants in HPOs, in the absence of qualified hands, the

due special allowance has not been drawn and paid since the

DDOs are considering TBOP as LSG. This is incorrect. Necessary

clarifications may please be issued.

25. Grant of BCR Promotion from the date of completionof 26 years service - reg.

The CAT, Hyderabad bench has pronounced an order in

O.A. 148/2006 dt 11.3.08 in the case of Sri Ch. Nageswara Rao

vs. Department in which, it confirmed various judicial

pronouncements and arrived at the conclusioning granting

benefits of BCR scheme with effect from the date of completion

of 26 years service with all consequential benefits.

It is requested to extend the said benefits to all the officials

and accord BCR promotion from the date of completion of 26

years of service instead of 1st Jan & 1st July every year with

retrospective effect.

26. Incentive scheme for the Post offices retailingMutual Funds and Bonds along with funds for marketing

& publicity and suggested strategies.

In accordance with Ref: Yr. letter No. 95-23/2000-SBC (P)

(FS Division) dt. 28.11.03, the incentive for retailing Mutual Funds

and Bonds granted to the Postal Assistant & Supervisor has

been restricted to the individual employees to the extent of not

exceeding 1/3 of his Basic pay plus DA in a year.

Similarly in respect of individual employees, who mobilized

more threshold will not be granted any incentive up to 1.5 lakh

per year.

It is pertinent to note that the officials who possess AMFI

certificate for dealing mutual funds and bonds are entitled for the

commission to the extent of 25% and out of which, the above

said two conditions are curtailed their due incentives which is

one of the factors demotivating the employees who are denied

of their dues because of these conditions.

There is no such condition is in existence in respect of PLI

Development officers. They are entitled for full commission. As

such restricting the due incentive by imposing such conditions is

arbitrary and unjust.

It is requested to consider the same and remove the two

conditions stated is pre paras and pay due incentives to the

employees without any restriction as if paid to PLI Development

officers which will motivate the employees to canvas more

business in this area.

27. Ensuring the standard of residential

accommodation to the SPMs provided with attached

Quarters.Many post attached quarters provided to the SPMs are

either sub standard or lack of basic amenities. The schedule of

accommodation as prescribed by the Department has not been

observed while fixing PO building particularly for the post attached

quarters.

In rural areas, the total rent payable to the landlord for the

post office and Quarters does not exceed even to Rs.800/- per

month. In many cases a token of Rs.50/- likewise in being charged

for the post office and in all such cases, the Postmasters are

compelled to stay in the accommodation which is unfit for

inhabitation and also far below to the standards. There are many

post attached quarters lacking the basis amenities of lavatories.

If the Department could not provide adequate

accommodation for the Quarters as prescribed in the SOA, and

arrange basic amenities, it should provide option to the SPMs to

secure his own accommodation and in such cases the due HRA

may be paid to him. The policy of providing post attached

accommodation requires reconsideration after the services of

Telegraph has totally with drawn from Post offices.

Suitable decision may please be taken at the earliest and a

line in reply about the action taken is highly solicited.

28. Enhancement of Financial powers of HSG I, HSG II &LSG Postmasters.

According to Directorate letter No. 18-7/92 CI dt. 2.07.93,

the Financial Powers given to HSG & LSG Postmaster on each

occasion has been revised to Rs.60/- & Rs.40/- respectively.

The amount has been fixed prior to installation of computers

and mostly the amount was prescribed to meet any urgent

requirements for the office. After the computerization, due to the

shooting of many problems, the urgent needs could not be

purchased with these financial powers and the Postmasters

are facing problems in attending any computer related problems

and also during the power shut down periods. Even minor

electrical repairs could not be carried out with the present financial

limit.

It is therefore requested to consider revision of financial

powers to the Postmasters working in the operative office

considering the present day requirements in attending all the

problems.

29. Allotment of More budgetary allotment for

Computer Advance

After the total computerization of the P.O. audits functioning,

the officials who desire to purchase computers for their own

should be encouraged which will motivate them further in the

computer operations. There is a resentment prevailing amidst

the officials due to poor allotment of funds under this head last

year.

It is therefore requested to expedite action to allot more

funds under this head and enable the officials to avail the

advance for purchase of personal computers.

30. Grant of Public Holidays - Request to form separate

committee for finalising the holidays.

It is observed that the declaration of Public holidays which

is at present decided by the Central Government Employees

welfare Association does not contain the Festivals, fall on

Saturday.

Since the majority of the representatives of the said welfare

Association are belonging to the Administrative offices, they are

not giving any cognizance to the festivals fall on Saturdays.

Important festivals like Pongal, Ganesh Chathurthi have been

ignored in the past resulting resentment amidst the operative

side officials of the Postal Department.

It is therefore requested to cause necessary action to

decide the holidays by a separate welfare committee for the

Postal staff in each circles. Otherwise the Chief PMG may be

given due authority to modify the holidays in their circles in such

events.

31. Fixing Norms/ Time Factors to Circle Stamp Depot.Since creation of Circle Stamp Depots during 1979, no norms

has been fixed so far to justify the workload and staff strength.

Merely the staffs from neighboring divisions are being deployed

and the posts are maintained with out any justified augmentation.

It is therefore requested to fix work norms to the C.S.D and

augment adequate posts at the earliest.

32. Provision of Computers to the Supervisors in

Operative offices.Despite the online working on computers is implemented in

many Pos, particularly in SB, the computers have not been

supplied to the Supervisors to cheek the entries then & there.

They have to go to some other computer and cheek the

entries later on. This has defeated the very purpose of effective

supervision and led to many irregularities. It is the dire need to

provide computers to all supervisors separately so that they can

have effective supervision and it is most pertinent that such

computers provided should have the provision of scanning the

specimen signature of the depositors.

It is therefore requested to cause suitable instructions to

all the regional heads to ensure supply of computers to the

supervisors forth with.

33. Sorting work entrusted to post offices-case ofChattisgarh Circle.

It is brought to our notice that in entire Chattisgarh circle,

the work related to sorting and dispatch of speed post centers is

entrusted to the concerned post offices instead of sorting offices

situated in the same stations.

If the sorting and dispatch of speed post articles is made at

RMS office, it will avoid missorting and delay since the sorting

work needs geographical knowledge of the entire country and

the RMS staff expertise this area.

It is therefore requested to cause necessary instructions

to the Chief PMG, Chattisgarh Circle to transfer the sorting of

speed post articles to Mail/Sorting offices situated in the same

stations.

34. Fixation of Pay for officials on promotion in HSG I

(adhoc basis) who are drawing maximum of Pay in HSG II

(NB) in the pay scale of Rs. 5000-8000 clarification

regarding.

The officials who were drawing maximum of pay in the

pay scale of Rs.5000-8000 in Rajasthan Circle are denied pay

fixation benefits under FR 22 (1) (a) (1) on the plea that their

promotions were on ad hoc basis. There may be similar cases in

other circles also.

Their pay has to be regulated and fixed as per the G.I.O (3)

below FR 22 and 35. The Chief PMG Rajasthan Circle sought

clarification on this issue vide letter dated 7.11.07 for which, the

Directorate is now raising queries instead of issuing clarifications

based on the rulings.

The issue is being protracted and the officials could not

draw their dues till now which causes serious resentment among

the seniors.

It is therefore requested to cause appropriate clarifications

on the subject at the earliest.

35. Grant of immunity from Transfer to the Chairman &

Secretary of Postal co-op societies.

The elected chairman & Secretaries of the postal co op societies

are experiencing difficulties to discharge their responsibilities in

the cases if they are working out side the head quarters of the

societies. Several members could not avail their benefits then

and there due to the absence of Secretary / Presidents in the

societies for approval of loan and other demands.

It is therefore requested to kindly consider to grant immunity

from transfer to the elected chairman or secretaries of Postal co

op societies to enable them to discharge their responsibilities after

the close of their official work in the head quarters post office.

36. More Bonus in respect of PLI policies to the

Departmental employees - reg.It is pertinent to mention that the LIC is offering low premium

to its employees while comparing the tariff collected from the

public for the policies taken by the staff. Similarly the Bank

employees working in some nationalized banks & others are

being offered more interest for their investment made in their

banks than the general public for their investments.

As such, similar concession may also be extended to the

postal employees either by reduced premium or by granting more

bonuses for the policies taken by them in PLI/RPLI. It will motivate

them further and will have the satisfaction about the concern of

the Department in the welfare of the staff.

37. Protection of pay of defunct scale of PO & RMSAccountants who opted for general line under directorateletter No. 2-22/88 - PE I dt. 01.12.92.

A kind attention is invited to the reference cited above in

which directorate letter, the case of late Natha Singh, Accountant

Punjab Circle was decided.

The decision taken in the said case was purely a policy

decision and the contents of the said letter might have been

applied to all other similar cases.

Unfortunately, the said decision was not communicated to

other circles which causes hardship to those defunct scale

Accountants who switched over to general line.

To cite an instance on Sri B.S. Dhiman, Accountant,

Dharamshala Division in Himachal Pradesh who opted to defunct

scale earlier was promoted to LSG APM Accounts on 11.06.91 in

the pre revised scale of Rs. 1400- 2300 and his pay was fixed

under FR 22 (C). When he was switched over to general line, his

pay has been refixed under FR 22 (a) 2 considering that it did not

involve higher responsibilities. There was a drop in his

emoluments and perennial loss on emoluments.

If the decision contained in Directorate letter dt. 28.5.02

cited above is applied is his case as if applied in the case of Sri

Natha Singh of Punjab Circle, the official will not face any

reduction of pay or recovery.

It is most pertinent to mention that while deciding the cases

of pay fixation of the officials working in SBCO/ Administrative

officials under TBOP/BCR scheme vide Directorate letter no. 202/

92 - PE I dt. 01.12.95, they were allowed direct fixation in the pay

scale of TBOP/BCR. The Directorate letter dt. 28.05.02 is also

based on the similar analogy but has not been applied in any

other circle except to Punjab due to non-circulation of the

contents.

It is therefore requested to cause necessary instructions

to all Heads of Circles bases on the letter dt. 28.05.02 of the

Directorate to settle the problems if any prevailing similar to the

case of Shri B. Dhiman.

38. Recognition of Bollimeni Ramanaiah Super Specialty

Hospital Nellore for Medical treatment of C. G. Employees.

The Ministry of Health & Family welfare vide its letter No. 5-

14 021/66/2001-MS dt. 04.12.2003 has recognised the said

hospital for treatment of Central Government employees and

their families.

The above said communication has not been circulated in

A.P. Circle resulting non reimbursement of Medical claims for the

treatment taken in the said hospitals.

The endorsement of the said OM by the Directorate will

resolve the problems to the Post officials for availing treatment in

the said hospital.

It is therefore requested to cause immediate action and

communicate the same to Postal divisions at the earliest.

39. Indoor and Outdoor treatment to Postal Pensioners

and their families in Postal Dispensaries

At present, the Postal employees who are receiving medical

treatment in P&T Dispensaries are allowed to avail the provisions

after their superannuation but restricted to outdoor treatment only.

The same pensioners who are residing beyond the radius

of 8 KMs from the P & T Dispensaries are denied such outdoor

treatment also. They are being granted with Rs.100/- only as

medical allowance.

Since the Postal Pensioners who are covered under CGHS

are entitled to both indoor and outdoor treatment for them and

also to the family members, the similar provisions of both indoor

& outdoor treatments may be extended to the Postal Pensioners

and their families who availed treatment prior to their retirement

at P& T dispensaries.

It is requested to consider the same and cause orders at

the earliest.

40. Non Circulation of important orders related toMedical Claims

The following orders issued by the Ministry of Health &

Family welfare have not been circulated to circles/divisions.

1. OM. No. S-14025/4/96-Ms dt. 5.6.98 - Extension of CS (MA)

Rules to pensioners residing in areas not covered by CGHS.

2. OM. No. S 14025/7/2000 - Ms dt. 28.03.2000 & OM No. S

14025/46/92-MS dt. 4.2.93 - Relaxation of powers for granting

medial treatment on emergent treatment.

3. OM No. Misc. 209/CGHS/Hospital Cell. Dt. 22.4.08 of CGHS,

New Delhi 11

4. OM No. S 11011/73/2008-CGHS - Desk II dt. 2.1.2008 -

Authorizing private hospitals in Mumbai City.

It is requested to cause early circulation of the said orders.

41. Postal Assistant Recruitment Rules 2002 - request

change in the recruitment condition - reg.

According to the existing recruitment rules for Postal

Assistants, the candidates who are possessing plus Two

Qualification in the state language shall alone be eligible for the

recruitment of P.A. Posts in the department.

Many candidates studied in Kendriya Vidyalaya possessing

higher marks & other qualifications and also knowing very well

of the regional language are deprived and denied of their dues

due to the condition stated in Para Supra. This is discriminative,

unjust and against to the canon of natural justice.

This recruitment condition should be removed and the

candidates possessing higher marks should be considered for

the posting so that several creamy candidates may get their due

chances.

It is therefore requested to consider the same and accord

appropriate changes in the recruitment rules.

42. Payment of Special Allowance to the staff working

on MPCMs

It is rather shocked to see the communication contained in

letter No. 1-11/2008-PC dt. 30.10.08 withdrawing the payment of

special Allowance to the staff working on MPCMs without verifying

the previous decisions.

After the Fifth CPC, the issue was discussed by the Staff

side and it was agreed to continue the drawal of special

allowance to the MPCM Counter Assistants considering their

responsibilities and jobs.

The Directorate has clarified vide its letter No. 43/3/97-

Tech. dt. 21.10.97 to grant the special Allowance only to the

Counter PAs. This was issued after the release of the Fifth Pay

Commission and discussions thereon. Based on this, the due

MPCM allowance is being drawn and paid in many circles.

As such, the withdrawal of the said allowance is arbitrary

and unjust. Further the allowance is granted for the extraneous

and hard work performed by the Counter PAs and not alone for

the computer operations.

It is therefore requested to withdraw the orders dt. 30.10.08

and allow the drawal of MPCM allowance to the officials deployed

at the counter.

43. Classification of Ajmer as 'Y' city - reg.The Ministry of Finance has issued clear orders vide its

letter No. 2 (13)/2008-E II (B) dt. 7.1.09 that the protection of

retaining higher classification shall continue to retain their status/

classification, corresponding/equating to their revised

classification viz. X, Y. or Z. as per OM. dt. 29.08.08

Thus the officials working in and around Ajmer become

eligible for the drawal of higher HRA based on the orders stated

in para supra.

It is therefore requested to take appropriate action and

cause immediate orders at the earliest.

44. Grant of Special Duty Allowance to the officialsworking in Sikkim Division

Consequent upon the implementation of Sixth Pay

Commission, all the Group C & D officials working in N. E. region

are being paid the Special Duty Allowance at Par with Gazetted

officers.

Whereas the same has not been extended to the officials

working in the territory of Sikkim and they are still deprived of

their dues.

It is therefore requested to cause necessary action to sanction

SDA to the officials working in Sikkim division at the earliest.

45. Grant of Tribal Area Allowance to the employeesserving in Tribal area of Igadpuri and other places ofNasik District.

The payment of Tribal area allowance to the officials

working in Nashik District was stopped from 31.03.02 due to the

Maharashtra State Governments order in replacing the allowance

by a revised scheme by its notification dated 06.08.2002.

The state Government has declared that its employees

working in such areas which are declared as Naxalite Threat

areas and where the special compensatory allowance was

paid earlier are entitled for the new allowance which was fixed

at the rate of 15% of Pay subject to the Minimum of Rs. 200/- and

Maximum of Rs. 1500/-

The same allowance has not been extended to the Postal

employees working in the areas where the Tribal area allowance

was drawn earlier. The nomenclature of the allowance has alone

been revised by the State Government but the areas are still

covered under the Tribal areas as notified earlier by the State

Government.

The Chief PMG, Maharastra Circle vide his letter no. Estt/4-

1 (2)/HRA -CCA/2008 dt. 12-09085 has sought clarifications

about extension of such allowances to our postal employees as

per the State Government notifications changing the nomenclature

of the allowance and continue the payment of Tribal Area

Allowance.

It is requested to accord sanction at the earliest.

46. Clarification on drawal of arrears to post 2006

retirees - reg.Under para 4 of GOI MOF No, 1/1/2008/-1C dt. 30.08.08, it

is stated that the facility to disburse arrears without pre check of

fixation of pay will not however be available in respect of those

Government servants who have relinquished service on account

of dismissal, removal, retirement etc after the date of

implementation.

By taking the said instructions as a ruse, in many divisions,

the due arrears for their service period of those officials retired

from service after 01.01.2006 has not been paid and drawn.

This causes a concern.

Suitable clarifications may please be issued to effect

payment of arrears for their service period without any pre

check by obtaining due declarations form the retired officials.

47. Arbitrary attachment of Kathua & Bani area with

Jammu Postal division - request reconsideration.22 Sub Post offices situated in hill areas frequently affected

by militancy activities have been now attached to Jammu Postal

Division. All the offices are more than 120 Kms away from the

head quarters and there is no safe to the present officials working

& settled at Jammu to work in those places.

The attachment of that office from Udhampur to Jammu

Division will cause untold sufferings to the officials working in

the division.

It is most pertinent to note that earlier the Rajouri Postal

Division was carved out of Jammu Division due to the intensified

militant activities and unsafe position prevailing to the inhabitants

of Jammu. If the merger of 22 SOs is continued, the age old

problem earlier solved will be revived.

It is therefore requested to reconsider the decision and

cause instructions to restore status quo ante and save the

officials from risk and constant mental torture.

48. Formulation of adhoc norms for computer basedwork in respect of Savings Bank and Savings Certificatein the computerised Post Offices - Anomalies there in.

While going through the adhoc norms prescribed for the

computer based SB and SC work in computerised Post offices,

the following discrepancies/anomalies are noticed.

1. Time factor for opening of new account by cheque (ie) for

accounts such as PPF, MIS, TD, SCSS etc has not been

prescribed.

2. No Time factor has been fixed for counting at cash of the

time of opening of new accounts.

3. The time factor provided for recording nomination is meagre

and insufficient.

4. Since all the POs have not been fully computerised and

provided with new pass books suitable to the computer, for the

work of preparation of Pass books manually requires time factor.

5. Scanning of specimen signature on computer has not been

completed in most of the Post offices. There fore time factor for

searching, scrutinizing and tallying the specimen signature may be

provided or the time factor provided for withdrawal may be enhanced.

6. No time factor has been provided for the work relating to

preparation of SB 28 for the Pass books collected from the

depositor for various purposes.

7. The time factor for issue and discharge of savings

certificate is allotted per application. It should be per savings

certificate and not per application.

8. Similarly, the time factor for pledging/releasing should be

given per certificate and not per application.

It is the fact that the POs are not fully computerised and

there are number of shortcomings which are detrimental to

assess the correct workload due to application of both computers

and manual.

It is therefore requested to provide two sets of norms for both

computer and manual separately so that the workload could be

assessed properly.

49. Non grant of Split Duty Allowance to officials - Caseof Punjab Circle.

The officials being brought on split duty attendance have

not been paid with due allowance despite they fulfill requisite

qualifications in all the divisions of Punjab Circle over three years.

It is stated that the Chief PMG, Punjab Circle has sought

clarifications form the Directorate vide his letter no Estt/4-R/2001

dt. 24.04.2008 and it is pending at Directorate.

The orders on the subject are crystal clear and seeking

clarification on the subject is unwarranted. The non payment of

due allowance over three years causes concern.

It is requested to intervene and cause necessary orders

and ensure immediate payment of split duty allowance to the

entitled officials retrospectively.50. Relocating the Divisional Office of Bardoli Division

to Vyara the district head quarters of Tapi district inGujarat Circle - requested.

Bardoli Town which was a part of Surat district has now

brought under the Tapi district w.e.f 02.10.07. The Head Quarters

of the newly formed Tapi district is Vyara and all the offices of

State Government & Corporate offices are now shifted to Vyara.

Bardoli is far away from the district head quarters and the

Divisional Office is functioning in a rented building incurring Rs.

9999/- Pm towards rent.

Vyara Post Office has a well furnished and spacious

departmental building and most of its built up area remains

unutilised. There is every justification to shift the Divisional head

quarters to Vyara and it will provide better Customer Service,

expand business developments to the department.

It is therefore requested to kindly consider the proposal

and cause necessary action.

51. Non installation of Generators - case of TamilnaduCircle

The 15 KVs / 10 KVs Generators supplied directly from

Directorate to many Post Offices during 2005 in Tamilnadu Circle

have not been installed yet. The Generators are being kept outside

the office idle and some of them become out of condition.

Some Generators were supplied to the offices functioning

in rented building and there is no space to keep it inside the

office. There are many generators being kept on public road and

without any security and they are becoming useless.

It is dismayed to note that the Generator provided at Ambattur has not

been repaired since the company reported that the Generator provided at

HPO is only an assembled one and not belonging to the company.

It seems that there are serious irregularities in the supply

of Generators to all post offices made centrally during 2005 &

2006 and its installation. It requires immediate probe to unearth

any financial irregularities and also to arrest any such things in

future besides arranging immediate installation of Generators

provided to post offices with out any further delay.

52. Grant of Hill compensatory Allowance to the officials

working in hill stations in Chikmangalur Division in

Karnataka Circle

The officials working in the Post offices stationed at

Mudigere, Kudremukh, kelasa, Horanadu etc are not being paid

with Hill compensatory Allowance so far.

Where as the officials working in Coffee Board (Central

Government office), and Banks in Public Sectors besides State

Government employees are being drawn the allowance

continuously. The discrimination is deplorable.

Necessary proposals have not been pursued so far by the

Divisional/Circle administration resulting denial of dues to the postal

employees alone in these stations. This causes a concern.

It is requested to kindly cause necessary instructions to

process the proposals and accord orders for the grant of Hill

compensatory Allowance to the Postal officials working in these

hill stations.

53. Non grant of Sundarban Allowance to Postal Staff

working in Sunderban areas, South of Dampier Hodge'sLine, West Bengal Circle.

A kind attention is invited to the reference where in we

have enclosed the copy of the MOF OM. No. 20/(1)/97-EII(B) dt.

17.07.01 granting Sunderban Allowance to the Government

employees working in the area stated above due to lack of civic

amenities & transport facilities.

Suddenly the said allowance was stopped w.e.f. 01.01.03

for our Postal employees where as the State Government is

continuing the said allowance. The areas should be covered under

the Special allowance category considering the plights of the

Geographical situation and lack of basic amenities etc.

It is requested to cause necessary action to restore the payment

to the allowance to the Postal official working in those stations.

54. Grant of peripheral HRA to the officials workingnearby Gurgaon in Haryana Circle

Consequent upon the declaration of Gurgaon city as

Corporation by expanding the hamlets of the erstwhile township

by the state Government on 02.06.08, the Post offices situated

at Badshapur, D.L.F, Gallani Sec 45, Set 56, Narsingpur etc brings

under the coverage within the radius of 8 Kms from the periphery

of Gurgaon corporation city limit.

It is learnt that the Circle administration, Haryana has also

sent a proposal on 04.09.08 detailing the justifications for the

grant of HRA to the officials working in the offices stated in Para

supra at par with Gurgaon city rate.

It is requested to expedite the case and cause appropriate

orders at the earliest.

55. Arbitary Stoppage of Additional HRA in lien of rentfree accommodation to the SPMs working in MeghalayaDivision in N.E. Circle.

It is brought to our notice that the additional HRA granted to

the SPMs who have not provided with rent free accommodation

has been stopped and not paid to the incumbents in Meghalaya

Division.

The reason for stoppage is not known to any one. The

denial of due additional HRA entitled to the SPMs is arbitary,

unjust and against to the Provisions.

It is therefore requested to cause necessary action to

restore payment of additional HRA from the date when it was

arbitarily stopped in the said division at the earliest.

56. Grant of Financial Assistance & relax rules in

granting Special disability leave - case of Sri

Pranabananda, Postal Assistant, Bhubaneswar a Postal

Bomb victim.

A kind attention is invited to various references we made

on the subject and personal discussions requesting to settle the

issue on humanitarian grounds. The issue was also tabled in the

welfare meeting with the Communication Minister and it was

assured to settle the issue at the earliest.

The official, a postal bomb victim on 03.01.02 sustained

serious injuries and had taken a rebirth. He is a victim of terrorist

activities. The recovery ordered towards over payment of pay &

allowances to the tune of Rs. 95000/- is still hanging as Damocles

sword and he has not been compensated anything so far by the

Department for the loss sustained to his health, body and mental.

The delay is causing a concern.

It is requested to kindly bestow your personal attention in

this case and do the best to the official who is the first victim of

terrorist activities through Postal bomb.57. Adhoc Promotion to JAO at GM (Postal Accounts)office, ChennaiDespite the instruction of the Directorate to cancel the irregular

adhoc posting made in JAO cadre in the office of the GeneralManager, Postal Accounts Chennai with unqualified hands, thesame has not been implemented so far.

This has resulted in denial of fair chances of the qualifiedcandidates awaiting for opportunities over twelve years.

It is requested to cause immediate orders to terminate the

irregular adhoc arrangements and fill up the posts in accordancewith the rulings on the subject.58. Inadequate Payment on reimbursement ofconveyance charges for clearance of charges - Case ofChandigarh GPO.

It is brought to our notice that the payment of Rs. 2/- per

kilometer to the postal Assistant who entrusted with cheque

clearance work at Chandigarh HO by using his own vehicles in

order to ensure same day clearance has been stopped by the

Senior Postmaster and a sum of Rs. 320/- per month is being

paid due to the objection of ICI party.

The work of clearance of cheques should not be brought

under the net of conveyance allowance since every day the

official entrusted has to travel 40 to 45 Kms for local and Mohali

area. A minimum of Rs.50/- is being spent by the official for cost of

petrol alone. In addition, he has to pay Rs.150/- for parking charges

of his vehicles every month for attending clearance work.

It is pertinent to mention that all Banks are granting incentive

ranging form Rs. 85/- to Rs. 150/- per day to their employees who

attend the clearing house besides cost of petrol. Even Speed

Postmen are being reimbursed with full petrol charges.

The Chief PMG, Punjab Circle, as learnt has sought

clarifications from the Directorate on this subject vide his letter no.

Estt/28-5/5/2002 dt 25.09.07 followed by a reminder on 18.10.2007.

The issue has not bee settled due to non receipt of reply.

It is requested to expedite and ensure that the officials

entrusted with the said work be reimbursed with the petrol

charges besides fixing some incentive for the work and the risk

involved in such remittances.

59. Examination for promotion to the cadre of IPOs 2007-

review result requested.

It is brought to our notice that there is a shortfall in filling up

the vacancies earmarked for the reserved categories like SC/ST

in the IPO exam held in 2007.

If the review is undertaken, some eligible officials belonging

to reserved categories may get a chance under the relaxation of

marks in their IPO promotions.

It is requested to review the results and accord promotions

to the eligible officials at the earliest.

60. Declaration of withheld result of JE (Electical)

Examination 2007 - c/o Assam Circle

The Directorate has withheld the results of two Candidates

appearing the JE (Electrical) examination held in 2007 in its memo

F. No. A-34013/6/2007-DE dt. 31.12.2007.

The reason for withholding the results is stated as on the

basis of report received from Chief PMG, Assam Circle about

mass copying in JE (Civil) examination and the said exam was

treated as cancelled.

There was no report or any such incident taken place in

respect of JE (Electrical) examination held in 2007. The passed

candidates are in mental agony and they should not be denied

their promotions for no fault or reasons thereon.

It is therefore requested to review the same and release

the withheld result at the earliest

The P.O. building of Ongole HPO was built somefifty years back and the status of the building is very weakand not suitable for the continuance. The building workshave carried out several times. The building is five feetlow to the road level causing water stagnation around thebuilding and having no drainage facilities. At present, theroof of the building is having rain water scapage andcausing electrocution to the staff and one died in 2002.

The Central civil wing has already certified thatthe building is not suitable for the continuance of the P.O.The building was constructed on open foundation andbecome very weak due to water dampness.

The Department is having one acre land and inwhich some encroachment be the state Government ismade recently the site is centrally located in the Districthead quarters.

It is learnt that the Circle administration has alsosubmitted proposal for the construction of new buildingin the present site which is pending at the Directorate.

It is requested to expedite the proposal andaccord sanction for the construction of P.O building andensure safety to the livers of the Postal employees workingin the HPO.

In accordance with above said orders, theincentive for retailing Mutual Funds and Bonds granted tothe Postal Assistant & Supervisor has been restricted tothe individual employees to the extent of not exceeding 1/3 of his Basic pay plus DA in a year.

Similarly in respect of individual employees, whomobilized more threshold will not be granted any incentiveup to 1.5 lakh per year.

It is pertinent to note that the officials whopossess AMFI certificate for dealing mutual funds andbonds are entitled for the commission to the extent of25% and out of which, the above said two conditions arecurtailed their due incentives which is one of the factorsdemotivating the employees who are denied of their duesbecause of these conditions.

There is no such condition is in existence inrespect of PLI Development officers. They are entitled forfull commission. As such restricting the due incentive byimposing such conditions is arbitrary and unjust.

The Clearance of POSB Cheques by theclearing House has been introduced in the Pune City HOwhich has resulting in various practical difficulties in theclearance of the cheques.

The day to day postings of S B transaction havenot been carried out in the HO S B Branch since 2004due to unbearable shortage of staff prevailing in HO.Neither Manual nor Computer entries are available foreach accounts standing in the Sub Office at Pune HeadPost Office.

As such, whenever a cheque is presented atclearance house, the Ho staff has to contact theconcerned sub office over phone and collect the balanceof the amount from their accounts which the cheque istendered due to the one day clearance system is practicedby the Banks & P.Os.

This has resulted in many excess payments forwhich the officials have been made as scapegoats andrecoveries are being ordered. The present system ofcollecting balance over phone with in two hours ispractically not possible at sub offices also due to pressureof their work across the counters.

This can be regularized by bringing the entriesup date at Pune HO since 2004 onwards or to makefresh entries from the year 2008 as per the SBCO recordsand update the entries in the SB ledgers of sub offices.

It is further learnt that it is not the case of PuneHO alone and in many places similar kind of non postingof SB transactions is prevailing.

Unless a separate budget allotment isincorporated for the divisions for this purpose, it will bevery difficult to exert pressure to the divisionalsuperintendents to carry out the urgent maintenanceworks from the OE funds allotted to their divisions.

Krishnagiri district was bifurcated fromDharmapuri district on 09.02.04 and since then there is ademand from the public as well as the staff to form aseparate division, considering the justification of thepresent Krishnagiri HO which is having 267 BOs and 38sub offices with the staff strength of more then 1500employees and also its geographical justification due tothe distance and tribal areas for the formation of separatedivision.

At present Dharmapuri Division is the onlydivision available for two major revenue districts ofTamilnadu state. Based on the functional justification,the PMG, western region, Coimbatore has submitted aproposal for formation of a separate postal division atKrishnagiri.

The deputy SP post available at Salem EastDivision and the ASPOs and other establishmentavailable at Dharmapuri division can be utilized for thenewly formed proposed division. There is everyjustification for the formation of the division.

It is therefore requested to cause necessaryaction to consider the proposal and create a new divisionunder Krishnagiri district at the earliest.

The PO building of Paramakudi HO wasdemolished fifteen years back for the construction of newbuilding and thereafter proposal was submitted for newconstruction to Directorate for approval.

The Directorate has accord approval for theconstruction of building ten years back but to our dismay,the allotment of funds made for the construction of thesaid building had been diverted to some other divisionfor the construction of another building due to somepolitical pressures at that time.

There is no action thereafter so far theconstruction of this building is concerned and the HPO isfunctioning in a cramped building without proper air andlighting arrangements. The site remains vacant in thecentre of the Town.

It is requested to expedite action for the earlyconstruction for HPO building duly allotting adequatefunds for the purpose.

The accommodation is cramped and there isno moving space in many branches and some portionsrequire immediate demolition and fresh construction. Theissue was taken up by the Circle Union many times butyielded with no results.

It is learnt that the Circle administration, Haryanahas also sent a proposal on 04.09.08 detailing thejustifications for the grant of HRA to the officials workingin the offices stated in Para supra at par with Gurgaon cityrate.

No authorizeddealer is available at Koppal and the installation of theGenerator is delayed months together for the samereason.

Resultantly, there is total dislocation in computerworks due to frequent power cuts and the staffs are facingnumerous problems in such times.

Where as the officials working in Coffee Board(Central Government office), and Banks in Public Sectorsbesides State Government employees are being drawnthe allowance continuously. The discrimination isdeplorable.

Necessary proposals have not been pursuedso far by the Divisional/Circle administration resultingdenial of dues to the postal employees alone in thesestations. This causes a concern.

It is requested to kindly cause necessaryinstructions to process the proposals and accord ordersfor the grant of Hill compensatory Allowance to the Postalofficials working in these hill stations.

There is a clear and glaring mistake in thepromotion of APM Accounts ordered in the Circle whichhas been brought to your notice for rectification in theabove said reference.

The juniors were promoted and occupied theHSG I posts, where as seniors like Sri. S. P Singh, Ranchientered in the grade on 01.08.73 did not even get LSGpromotion. The official is working in the composite BiharCircle and now in Jharkhand Circle after its bifurcation.

The issue has not been sorted out by the Circleadministration. The irregularities have not been set asideso far and the seniors are denied of their due promotions.

Disciplinary action had been initiated againstthe officials who have issued mistakenly the NSC/KVPCertificates in the name of HUF and after the proceedingsthe SSPOs, Mumbai North East division has awardedthe punishment of censure after considering theinnocence and the services of the officials and their pastrecord.

The DPS (MR) has now reviewed the said casesand issued notice for the proposal of enhancement ofpunishment of withholding increments of 18 months to36 months. The official pleaded their guilty and thesecertificates were issued amidst pressure and excess workacross the counters. Most of the officials are at theconsideration stage of BCR and regular promotions.

If the review is implemented, it will handicap theofficials. The extenuating circumstances as per the rulesunder volume III and the importance of considering thepast services and the punishment should not demoralizethe officials etc as per the FHB should also be given duecredence before punishing the officials.

There was no loss to the department and the

issue was made due to pressure of work and underextenuating circumstances only.

The Ministry of Finance, DOE vide its letter No. 2(13)/2008 - E II (B) dt. 7.1.09 clarified that the cities/townsto which the protection of retaining their higherclassification was provided but now placed in lowerclassification under the revised classificiaton for the grantof HRA/CCA shall continue to retain their higher status/classification corresponding/equating to their revisedclassificiaton X, Y or 2 as per O.M dt. 29.8.08.

The above said orders have given effect from1.9.2008. Based on the above, the officials working inTirunelveli and its suburbans, who were drawn the HRA/CCA at the rate pertaining to B Class city rates are noweligible to draw the allowanace as per 'Y' city. Further thecity has now been declared as a corporation by the stateGovernment duly amalgamating the surrounding areasand thus become eligible to the status of 'Y' class cityalso.

It is therefore requested to cause necessaryorders on this subject at the earliest. It is further requestedto circulate the MOF OM to all circles for itsimplementation.

unfortunate and directed the DDG (Estt) to reconsider

the whole issue. This was not appeared in the minutes.

(ii) The Secretary directed the Establishment

branch to issue immediate orders from Directorate for

grant of Road mileage Allowance to Systems

Administrators.

Further, the decisions to discuss the sectional

issues with the concerned DDG levels immediately by

the staff side and then have a meeting to sort out the

unresolved items has not been furnished in the minutes.

It is requested to make appropriate corrections

in the minutes of the meeting so that it will facilitate

future processing of the cases.

20 JAO Qualified be regularized in DOT by agreeing to

n There is a long wait listed candidates possessed the JAO

qualification and await for regular absorption over decades. The

vacancies in the DOT may be offered to them at least by agreeing

for a common cadre. It is our appeal that should be absorbed at

once either in the postal or in the Telecom. This may pl be considered.

21 Stop harassing staff on contributory factors for

simple and flimsy reasons by misusing the provision of

'unbecoming of Government Servant' deviating the ruling

contained in Volume III, FHB etc.

n The Directorate guidelines issued vide letter No. 6/8/59-

Disc dt. 9.7.1959, 25/49/60-Disc dt.30.11.60 and 15-9/74-1NV

dt. 10.2.75, and subsequent orders have been violated and the

officials have been proceeded under contributory negligence

factor for flimsy reasons and awarded with huge recoveries.

The provisions contained in Rule,106,107, 108 & 111 of

Postal Volume III and the provision of honest errors can be

condoned contained in Rule 204 A (1) vol II and the provision of

Rule 58, Appendix 4 of F.H.B. volume I in dealing of recovery

have been totally ignored and sidelined.

The main intention of the Government while deciding the

degree of an officer's pecuniary liability, it will be necessary to

look not only to the circumstances of the case but also to the

financial circumstances of the officer, since it should be

recognized that the tendency should not be such as to impair his

future efficiency violated has been totally deviated and violated

in almost all the cases. There are more than twelve references

like this, we made to the Department.

Suitable & proper guidelines is required to arrest the menace

of fixing responsibilities on innocent officials under one pretext

or the other.

22 Stop fixing impractical target to Marketing Activities.n In many Circles, the SPMs are being given target on

business activities which is practically impossible. Further they

are being harassed in case of non achieving the target. Several

references were made on this subject in respect of Madhya

Pradesh, J &K, Maharastra, Karnataka etc.

It is requested to cause instructions to all circles to motivate

the officials and not to harass them by fixing unrealistic targets.

l Corrigendum-Recommendations of Sixth

Central Pay Commission Fixation of Pay of

Postman/Mail Guards with effect from 1.1.2006

I am directed to refer to this office letters of

even number dated 22.12.2008 and Corrigendum dated

24.12.2008 on the above mentioned subject.

2. In supersession of the above mentioned two

letters, the following revised orders are issued.

3. The existing scale of Postmen/Mail Guards

is Rs. 3050-4590. Sixth CPC has recommended

upgradation of the pre-revised pay scale to Rs. 3200-

GOVERNMENT ORDERS85-4900 placing them in the corresponding revised Pay

Band of Rs. 5200-20200 with grade pay of Rs. 2000.

The revised Pay Band granted to Postmen/Mail Guards

was earlier granted at the time of first financial

upgradation i.e. TBOP. Few Circles and the Service

Federations have sought clarification about fixation of

pay of Postmen/Mail Guards on financial upgradation

(s) under TBOP/BCR schemes in the revised Pay

Bands w.e.f. 1.1.2006. The issue has been examined

in consultation with the Ministry of Finance and it is

clarified as under :

Decision of the Government on therecommendations of the Sixth Central Pay Commissionrelating to re-classification of cities/towns for grant ofHouse Rent Allowance (HRA)

The undersigned is directed to refer to this

Ministry's O.M. of even number dated 29.08.2008 on the

above mentioned subject and to state that the cities/towns

to which the protection of retaining their higher

classification was provided vide this Ministry's O.M. No.

2(21)/E.II(B)/2004 dated 16-03-2005 (though placed in

lower classification inder revised classification) for grant

of HRA/CCA, shall continue to retain their higher status/

classification, corresponding/equating to their revised

classification viz. 'X' 'Y'or 'Z' as per O.M. dated 29-08-2008,

until further orders and the Central Government

employees working therein will be entitled to draw the

rates of HRA accordingly.

2. These orders shall be effective from 1st

September, 2008.

3. All other conditions governing grant of HRA

under existing orders shall continue to apply.

5. In so far as the persons serving in the Indian

Audit and Accounts Department are concerned, these

orders issue in consultation with the Comptroller & auditor

General of India.

Traveling Allowance Rules- Implementation of

the Sixth Central Pay Commission

Consequent upon the issue of this Department's

OM of even number dated 23-9-2008 and 19-11-2008 on

the subject cited above, references have been received

regarding para 3 of OM dated 23-9-2008 on daily

allowance on tour.

2 Keeping in view the references received, it is

advised that "Rates of Daily Allowance on Tour" may be

regulated either in accordance with the provisions of this

Department's OM dated 32-9-2008, or as per the old rates

prevalent prior to the issue of the said OM, whichever is

claimed by the employee. The option to claim will be

available as a complete package for a particular tour and

not by taking part of either orders. In other words, officers

may choose to be governed either by orders dated 23-9-

2008 or dated 17th April, 1998, in regard to daily allowance

on tour.

3. In case the rate of Daily Allowance on tour is

regulated as per old rates prevalent prior to issue of the

said OM, dated 23.9.2008, (a) the revised pay range, i.e.

pay in the pay band for the purpose of regulation of Daily

Allowance only would be as under:

In respect of officer in HAG and the apex scale the basic

pay as defined in CCS(RP) Rules will be considered for

determination of entitlement of Daily Allowance.

b) The classification of cities/towns, as per orders

prevalent with the old rates as precluded vide OM dated

17-04-1998 will continue to apply.

4. TA claims already settled as on the date of issue

of these orders may not be re-opened.

vvvvv AN IMPORTANT ORDER ON MEDICALTREATMENT & REIMBURSEMENT

At the very outset, I would like to wish theteam of CHQ and all the readers of Bharatiya Post, avery Happy & Prosperous New Year.

This is in continuation to my earlier articlespublished in Bharatiya Post in Reader's Forum.

Previously, the procedure adopted forundergoing any medical test/investigation at any CGHSrecognized diagnostic centre by an official who is nota CGHS beneficiary was that the official has to firstobtain a referral in this regard from his AMA concernedin favor of the CGHS recognized diagnostic centre.Thereafter, the official has to visit the nearestGovernment Hospital and in case if the hospitalauthority gives it in writing that the desired test/investigation is not available at that particular hospitaland the official is at the liberty to undergo the test/investigation at the CGHS recognized diagnosticcentre, then only the official was allowed for such test/investigation at that CGHS recognized diagnosticcentre and claim for medical reimbursement wassettled at appropriate rate.

The pre-requisite detailed in paragraph abovemade it almost next to impossible on the part of anyofficial, who is not a CGHS beneficiary, to undergomedical tests/investigations at a CGHS recognizeddiagnostic centre.

The ruling position has changed completely

after issuance of O.M. No. Misc.209/CGHS/HospitalCell/Office of the Additional Director (CGHS),Central Government Health Scheme, 9. BikanerHouse Hutments, Shahhjahan Road, New Delhi-110011, dated 22-04-2008. The O.M. is also annexedfor reference of the readers.

In this OM, it has been categoricallymentioned (Para. 2) that CGHS recognized privatehospitals/diagnostic centers are required to treatall CS (MA) beneficiaries on production of a validIdentity Card (Official ID Card) only in case ofemergency treatment & in case of plannedtreatment, the same may be allowed after beingreferred by the AMA and on production of validID card and permission letter from the department(now Head of the Office, vide OM No. S.14025/7/2000-MS dated 28.03.2000).

As far as the rate of medicalreimbursement is concerned, the reimbursementwill be restricted to the local CGHS rateirrespective of the fact that the official is not aCGHS beneficiary. This is vide OM No. S.14025/31/2007-MS, Government of India, Ministry ofHealth & Family Welfare, dated 26-09-2007.

Comrades are requested to look into thematter with deserving priority so that the commonmembers may be benefited.

Misc.209/CGHS/Hospital Cell/0/o Additional Director(CGHS) Central Government Health Scheme, New

Officials covered under CS (MA) Rules, 1944 inCGHS recognized Private Hospitals.

I am directed to convey that as per Ministryof H&F.W. O.M. No. S.14025/7/2000-MS dated28.03.2000, Central Govt. employees and theirdependant family members may be permitted to availmedical facilities in any of the Central Govt./State Govt.Hospitals and Hospitals recognized by the State Govt./CGHS/CS(MA) Rules, 1944 subject to the conditionthat reimbursement is to be limited at the rates fixedby the respective authorities, or the actual expenditureincurred which ever is less.

Hence all the CGHS empanelled privatehospitals/Diagnostic Centres are required to treat allCS(MA) beneficiaries on production of valid ID CArd onlyin case of emergency treatment and in case of plannedtreatment, the same may be allowed after being referredby AMA and on production of valid ID card and permissionletter of his/her concerned Ministry/Department.

RE-INTRODUCTION OF SHORT DUTY STAFF SCHEME

I am directed to invite your attention to this department's

letter of even number dated 14.08.2008 regarding re-

introduction of Short Duty Staff (SDS) scheme in respect

of pensioners who have retired from the Department of

posts and fixing of hourly rate of payment to SDS @ of

Rs.16.40 per hour w.e.f. 14.08.2008.

2. Consequent upon the implementation of the 6th

Central Pay Commission's Report as accepted by the

Government w.e.f 1.1.2006 the hourly rate of payment of

SDS has been reviewed by this department in

consultation with the integrated Finance Wing.

3. It has now has been decided to revise the hourly

rate of payment to Short Duty Staff fixed at the rate of

Rs.16.40 per hour to Rs.40.00 (Rupees Forty only) per

hour w.e.f. 14.08.2008.

4. The expenditure on SDS may be charged under

wages in respective object head of Account.

5. This issue with the approval of Secretary, (Posts)

and with the concurrence of integrated Finance Wing vide

their Dy. No.164/FA/08/CS dated 23.12.2008.
