1 INTRODUCTION

1.1 This Document

1) The intent of the By-Laws and Regulations of the Malua Bay Men’s Bowling Club (referred to herein as the Club) is to be compliant with Section 2 of the Malua Bay Men's Constitution. The By-Laws also recognise Section 4.1 – Compliance with the Registered Club Articles.

2) The Club is also an affiliated member of Royal NSW Bowling Association (Royals) and the Central South Coast District Bowling Association (CSCDBA) referred to herein as the District.

3) This document will be maintained by the Secretary who may delegate the responsibility to a member of the Club appointed from time to time by the Management Committee. A copy of the document can be found on the Club Website.

1.2 Malua Bay Bowling and Recreation Club

1) Malua Bay Bowling and Recreation Club includes the Men’s Bowling Club, Women’s Bowling Club, Sunday Sippers, as well as catering for barefoot bowls and other recreational activities.

2 COMMITTEES

2.1 Management Committee

1) The Management Committee shall comprise:

a) President (Chairman).

b) Vice President(s.)

c) Secretary.

d) Treasurer.

e) Bowls Organiser.

f) Three elected members.

2) The Management Committee may appoint an Ad hoc committee from members for specific, limited activities.

2.2 Selection Committee

1) The Selection Committee consists of three Selectors elected by the members at the Club’s AGM. The Selection Committee also performs the duty of the Selection Appeals Committee with the addition of 2 (two) independent financial members appointed by the Executive Committee. The chairman will be appointed by the President.

2.3 Joint Consultative Committee

1) The Joint Consultative Committee provides an organised method of consultation, communication and monitoring between the Women's and Men’s Bowling Clubs. Bowling matters discussed include mixed bowls events and special social days.

2) The Joint Consultative Committee shall comprise the following officers from the Men’s Club:

a) President.

b) Vice President(s).

2.4 Flow of decision making

1) The flow of decision within the Club is illustrated at Fig 1. (below)

3 DUTIES OF OFFICERS

3.1 President

1) The President’s duties include:

a) Represent the Club with the main focus of promoting the Club in the best traditions of the Game of Lawn Bowls.

b) Overall responsibility for the management of the Club.

c) Chair the Management Committee.

d) Attend District and Zone meetings as a Club Delegate as required.

e) Liaise with the Bowls Coordinator in regard to the development of men’s bowls, including junior development.

3.2 Vice President(s)

1) The Vice Presidents’ duties include:

a) Responsible with the President and Management Committee for the smooth running and well-being of the Club.

b) Conduct meetings in the absence of the President and represent him when he is unavailable.

c) May carry out the duties of Committee Executives including Treasurer, Secretary and Bowls Organiser as required.

d) Organising the Club Presentation Night in conjunction with the Women’s Bowling Club Committee.

e) Maintain the Men’s Bowling display case.

3.3 Secretary

1) The Secretary duties include:

a) Issue all notices and keep minutes of meetings.

b) Post minutes of Management Committee meetings on the Club Notice Board within one week of the meeting.

c) Receive and despatch correspondence and submit such Reports as may be required from time to time by the Management Committee' and/or the “Registered Club Act”.

d) Prepare information relating to the election of Club Officers prior to the Club Annual General Meeting (AGM).

e) Prepare Notice of Meeting for, and take minutes, at the AGM, Special General and General meetings.

f) Maintain the Club membership register and phone contact list.

g) Provide new members with a copy of the Club Constitution and Current By-Laws and Regulations.

h) Forward player nominations and appropriate fees to District Coordinator

3.4 Treasurer

1) The duties of the Treasurer include:

a) Receive all monies and pay accounts after due and proper authorisation.

b) Invest monies as authorised by the Management Committee.

c) Maintain proper books of account and submit detailed statements to the Management Committee as required and to the AGM.

d) Supply such information, details and statements as may be required by the Board of the Club Limited.

e) Present an Annual Financial Report to the AGM.

f) Prepare the annual Club Budget.

3.5 Bowls Organiser

1) The duties of the Bowls Organiser include:

a) Overall responsibility for the administration of social and Championships bowls in the Club as well as other special events such as the Winter Carnival and Invitation Triples.

b) Ensure that the Management Committee and all members are aware of Bowls events within the Club. This includes the production of the annual bowls programme.

c) Report monthly to the Management Committee on player attendance and conduct of social bowls games; the results and conduct of Championship games.

d) Actively be involved in the planning and running of the Club Winter Carnival, major events and the Invitational Triples and special events allocated to the Club (e.g. District / Zone events).

e) Co-ordinate weekly social bowls events including nomination sheets, roster for Duty Officer, bowls and raffle prizes. (The Duty Officers are responsible for phone nominations, collecting fees, allocating rinks, awarding prizes and passing money to the Club staff and Treasurer as appropriate).

f) Arrange special social events liaising with the Women’s committee as required.

g) In conjunction with Duty Officers, record the results of social bowls and prize/jackpots in the Record Book for Publicity Officer and Treasurer.

h) Train and supervise Duty Officers responsible for social bowls.

i) Co-ordinate Championship bowls events including event nomination sheet, player draw, scorecards and the provision of officials including Umpires, Controlling Body, and Markers for singles matches.

j) Post game draw and record game results of Championship events on the Championship Notice Board.

k) Maintain records of Championship and other major events.

l) Compile a list of Championship winners and runners up for Club Honour Board and presentation night awards.

m) Ensure that officials (Umpire, Controlling Body), Responsible Service of Alcohol (RSA) Officer have been allocated for home pennant matches.

n) Post District events and nomination forms on the Club Notice Board

o) Maintain records of players nominating for District events.

p) Promulgate other Bowling Club’s Events/Tournaments information on the Club Notice Board.

q) Ensure the Club Notice Board is kept up to date.

r) Advise members of and promulgate changes to Conditions of Play for events as appropriate.

s) Monitor player code and attire at Bowls events.

t) Liaise with Umpire Co-ordinator for the allocation of Umpires.

u) Attend District Meetings as a Club Delegate.

3.6 Assistant Bowls Organiser

1) The duties of the Assistant Bowls Organiser include:

a) Assist the Bowls Organiser in the performance of his duties.

b) Act as Secretary for the Selection Appeal committee.

c) Prepare roster for “100 Club”.

d) Perform the duties of Bowls Organiser in his absence.

3.7 Selector

1) The duties of the Selector include:

a) Develop and present for consideration by the Management Committee appropriate policies on selection and/or other matters relevant to the Pennant Competitions and special events.

b) Manage pennant selection and records in accordance with Bowls NSW Conditions of Play and Selection Policy.

c) Compile a list of Club pennant players, including current player grading and availability to play during the pennant season.

d) Recommend to the Management Committee the number of sides and the Grades to be entered into the pennant competition for the ensuing pennant season.

e) Select players for pennant matches and post these selections on the Pennant Notice Board together with the names of the Side Managers.

f) Prepare Pennant Result Form and Score Cards for Side Managers.

g) Maintain and post pennant competition results on the Pennant Notice Board.

h) Compile a list of player handicaps for special events.

i) Report monthly to the Management Committee (through the Bowls Organiser) on the activities of the Selectors including results and achievements of pennant competition.

j) Be available, to chair meetings within the Selection Committee, at mutually convenient times to discuss pennant selection and/or performance with players as required.

k) Liaise with Club coaches to provide pennant side/team training.

l) Member Match/Selection committee.

m) Member of the Selection Appeal Committee.

3.8 Elected Member (Management Committee)

1) The duties of an elected member include:

a) Seeking the views of Bowling members and representing those views at Committee Meetings.

b) Duties as delegated by the Committee Executive.

3.9 Delegate District Bowling Association

1) The duties of a Delegate (President and Bowls Organiser) include:

a) Attend meetings of the District and any other body to which the Men's Club is entitled.

b) Present to the Management Committee a concise report on decisions of each Association meeting.

c) Vote when necessary in accordance with the instructions of the Management Committee, or on their own initiative when required, and speak at the Association Meeting upon a subject if instructed to do so by the Management Committee.

d) Other tasks as required by the Management Committee.

3.10 Welfare Officer

1) The Welfare Officer is responsible for informing members of a fellow member’s welfare. This can only be achieved if friends of members advise the Welfare Officer of a member’s condition.

2) The Welfare Office will post a notice on the Club Notice Board advising of the member’s condition and other details such as visiting times.

3.11 Greens Liaison Officer – (Daily Basis)

1) The Bowls Organiser or his assistant in his absence is the Greens Liaison Officer.

2) The Greens Liaison Officer is responsible for liaison with the greenkeepers regarding the use of greens concerning availability of greens and rinks as required on a daily basis

3.12 Publicity Officer

1) The duties of the Publicity Officer include:

a) Collect all cards/ publicity and jackpot record for games played during the week on Saturday afternoon.

b) Report the results of bowls events to the Bay Post on a regular basis.

c) Prepare a report on the Men’s Club activities for submission to the Malua Bay Bowling and Recreation Club so the webpage can be updated on a weekly basis

d) In conjunction with the President, arranging Bowls publicity events.

e) Take photos of all Club Championship Winners and Runners-up for The Bay Post, Club in-house CCTV and Newsletter.

3.13 Responsible Service of Alcohol (RSA) Officer

1) The duty Responsible Service of Alcohol (RSA) Officer is responsible for the Greens fridge. (Refer to 5.5) A list of those qualified for this is maintained by the Secretary.

3.14 Officials

3.14.1 Umpire Co-ordinator

1) The duties of the Umpire Coordinator include:

a) Ensure that the Club has an adequate number of Umpires. The recommended quota of Umpires is 10% of bowling members.

b) Maintain and post a roster of Umpires for Club events, including Club Championships, pennant games and special events.

c) Encourage new bowlers to take up umpiring or measuring

d) Nominate candidates to the District Umpires Panel for Umpire training.

e) Inform members due for re-accreditation of date, time and place.

f) Ensure all new or re-accreditation is in accordance with District Guidelines.

g) Distribute material received from the District Secretary to all Club Umpires and Measurers if appropriate.

h) Action promptly all requests from the District Secretary.

i) Liaise with the Bowls Organiser to ensure that on relevant days the name of the Duty Umpire is announced and, if he wishes, given the opportunity to address the players, Liaise with the Management Committee to actively promote the status of Umpires within the Club.

3.14.2 Coaches Coordinator

1) The duties of the Coaches Coordinator include:

a) Instruct new players in the game of Lawn Bowls

b) Assist members who may be desirous of receiving instruction

c) liaise with the Selectors on pennant side/team training

d) Advise the Bowls Organiser of a new bowler's first game

e) Liaise with the Selectors on player training and performance.

f) Arrange training of members to qualify as coaches

4 BOWLING MATTERS

4.1 Visitors

1) Visitors are most welcome to play in social games. Visitors are requested to include their home bowling club and a contact number when nominating for events as requested on the daily nomination sheets.

4.2 Roll Up

1) There is no charge for greens fees for Club Members or visitor escorted by a Club Member to roll up on the greens.

2) A green fee charge shall be paid to the Registered Club Limited staff where the scoreboards are used or the game requires recording of scores in any form.

4.3 Laws of the Game of Bowls

1) The Laws of the Game of Bowls, as adapted from time to time by Bowls Australia and any other Association with which the Club remains affiliated, shall apply to all games under the control of the Club.

2) Failure to observe any such laws shall render an offending player liable to disqualification from the relevant game, match or competition.

4.4 Playing Times

1) The nominated starting time for bowls games are:

a) Social Bowls –Wednesday, Thursday, Saturday and Sunday at a nominated time set by the Committee with cards called 15 mins beforehand.

b) Club Championships – Saturday and Sunday 9.30 am and 12.30 pm with trial ends and cards called being completed beforehand.

c) Pennants (Home Games) – Saturday 1.00 pm (12.30 for trial ends and cards called being completed before hand).

2) Playing times can vary from time to time and members are advised to check the event nomination sheet.

4.5 Social Bowls

1) Game fees are determined by the Management Committee.

2) Green fees are set by the Club Limited.

3) Nomination sheets for social bowls events are posted on the Club notice board one week in advance.

4) Special social events arranged from time to time and are coordinated by the Joint Consultative Committee and arranged by the Bowls Organiser.

5) Special social days may include:

a) Australia Day.

b) ANZAC Day.

c) Mother’s Day. (Organised solely by Men’s Club).

d) Father’s Day. (Organised solely by the Women’s Club).

e) Easter Saturday.

f) Christmas event.

4.5.1 Duty Bowls Officer

1) Duty Bowls Officers are rostered to assist the Match/Selection Committee conduct social bowls. Duty Officers are responsible for late (phone) nominations, collecting fees, allocating rinks, awarding prizes and passing money to the Registered Club Limited staff and Treasurer as appropriate and record results in the Record Book. A Guide for Duty Officers is at Appendix 1 to this document.

2) Additional volunteers may be called on from time to time to assist the Duty Officer with raffles, BBQ, etc.

4.6 Club Championships

4.6.1 Events

1) Club Championship events are under the Control of the Selection committee.

2) Club Championship events include:

a) Singles – Major, Minor, Veterans, and handicap

b) Pairs – Major, Minor, Mixed, and handicap.

c) Triples – Major, 2 bowls

d) Fours – Major, Mixed

3) The duration of games is as follows:

a) Singles Major and Minor – 31 shots up

b) Singles Veterans and handicap – 25 shots up

c) Pairs – 21 ends

d) Triples (2 bowls) – 25 ends

e) Fours – 21 ends

4.6.2 Eligibility

1) Eligible players shall be financial bowling members of the Club Limited the club shall be their declared club.

2) Additional eligibility for various events include:

a) Veteran – minimum age of 70 years achieved within the playing year.

b) Minor Singles –shall not have won a Major Singles, Major Pairs.

c) Minor Pairs – shall not have won a Major Singles, Major Pairs.

d) Mixed Fours – shall comprise two men and two women.

4.6.3 Nominations

1) Nominations for each event shall be called not less than three weeks prior to the commencement of the first round.

2) All entry fees for Club championship events shall be payable in advance in accordance with the procedure determined by the Treasurer.

4.6.4 Dates of Play

1) Dates for the first and subsequent rounds shall be advised at the time of calling nominations. Games shall be played on or before those dates.

2) The draw for each event shall be conducted by the Bowls Organiser and an observer. Such draw will be displayed not less than six days prior to playing of the first round.

3) Wherever practical and subject to Official Programmed Events at Club, District, Zone level play will be conducted on consecutive week-ends, with the number of rounds to be played each week-end being dictated by the number of entries and days available. Veteran Singles shall generally be played on a Wednesday.

4) In the event of inclement weather or for other justifiable causes a game is interrupted/delayed/deferred the Bowls Organiser has the power to re-arrange the programme to suit the situation.

4.6.5 Officials

1) The Bowls Organiser shall arrange a Controlling Body, Markers for singles games and ensure, through the Umpires Coordinator, that Umpires are nominated for duty on the nominated days for each round. Where play is conducted at other times, as may be mutually arranged between players, it shall be the responsibility of those playing to arrange the necessary officials and advise the Bowls Organiser accordingly. However, it is considered that the Final of each Championship should be played at the nominated time on the nominated day.

4.6.6 Other Events

1) The Management Committee, on the recommendation of the Bowls Organiser, has the authority to introduce other Championship Events for which it shall provide appropriate Conditions of Play. (Eg. Handicap pairs). During the course of an event these Conditions may be changed by the Bowls Organiser for good and sufficient reason and adequate notice being given to participating players. The Selection Committee will determine the handicaps for members and these will be posted on the Notice Board.

4.7 Pennants

1) The Selectors are responsible for the selection of bowlers in pennant competition.

2) The Selectors will endeavor to consistently select the individuals and teams that will give the Club the greatest chance of achieving the best result.

3) Side/Team selection will be posted on the Club Notice Board on the Tuesday of the week of the pennant round. All players are to indicate their availability to play by no later than 4.00 pm on the Thursday of that same week.

4) Pennant skips are responsible for organising transport for their teams.

5) Pennant petrol allowance is determined from time to time by the Management Committee. Petrol allowance is for one car per team.

6) Player travel expenses for participation at State playoffs are supported by a variety of fund raising events including the 100 Club. All pennant players are expected to assist in the running of the “100 Club” and other fund raising event if and when required.

7) The Representative Selection process and guideline is set out in Appendix 2.

4.7.1 Side Managers

1) Collect the Side folder from the Selection Committee by the required time. Check that it contains completed score cards, Pennant forms, magnetic Club names and spare Club identification discs.

2) Contact opposing Pennant Side Manager and, jointly, randomly match teams; draw for rinks; and toss a coin for the chance to decide which Side plays first. Complete the scorecards and Pennant Form with the opposition teams’ names. Hand the scorecards to each team skip and inform them who will bowl first.

3) After the match, collect the scorecards and magnetic Club names from each team’s skip, complete the Pennant form in collaboration with the opposing Side Manager, and return the Side folder with scorecards, Pennant form to the Club as soon as possible.

4) For Home games, collect green fees and ensure the Pennant results are faxed to the District Registrar daily.

4.7.2 Pennant Cancellation

1) The Side Manager for each Grade(s) shall be the Club contact where games are in doubt for Home and Away games.

2) The Side Manager in conjunction with the Controlling Body for Home games may cancel Home matches where the greens have been closed by the greenkeeper and/or where weather conditions have a very high probability of not completing play for the game.

3) The Side Manager shall contact the visiting Side by no later than 10.00 am on the day of the match; and, the skips of the Home teams.

4.8 Extreme Weather Conditions

1) The Club has a ‘duty of care’ for all bowlers participating in an event. Cognizant with this responsibility the following procedures are to be followed:

a) For events organised by Bowls NSW (Pennant, etc) the extreme conditions policies as determined by Bowls NSW will apply and be applied by the Controlling Body.

b) For social bowls and Championships, no play will start or continue where the temperature recorded at Moruya Airport has reached 35 deg C at or before 12.00 noon on the day of the event.

c) In the event of lightning, cyclonic or extreme adverse conditions (eg. Bush fire) the greens are to be evacuated of all persons immediately.

2) Play may continue at the discretion of the Controlling Body or Duty Bowls Officer when extreme conditions no longer exist.

4.9 Player Code / Protocol

1) On completion of play, players on a rink are responsible for general tidiness of their area, the rolling up of shades, returning ‘pushers’ and returning the mat and jack to the mat box.

2) The Duty Bowls Officer is to ensure on completion of play for day that flags are stored and the mat box, pusher shed and room adjacent the toilets are all locked.

3) A Club booklet “The Etiquette of Bowls” is available for players. Members are advised to familiarize themselves with the issues covered.

4.10 Attire

1) Club uniform for Club Championship play is Club shirt with either royal blue or white trousers/shorts.

2) Club Uniform for pennants play is Club shirt with royal blue trousers/shorts.

3) Club Uniform for District and higher is Club shirt with royal blue trousers/shorts.

4) The uniform attire for Saturday social bowls is either royal blue or white trouser/shorts with Club shirts or shirts approved by Bowls NSW and displaying the Bowls Australia Logo.

5) The dress for social: “mufti” is preferably in light colour. Mufti dress is considered to be shorts or trousers, collared shirt either short or long sleeves including bowls shoes and socks.

5 OTHER MATTERS

5.1 Funding

1) Funding for the Management Committee comes from:

a) Members' Registration Fees set annually.

b) Sponsorships from the Club Limited.

c) “100 Club”.

d) Championship nomination fees.

e) Raffles.

f) Proceeds from special events such as Winter Carnival and Invitation Triples.

2) The Registration Fee for Members also provides for;

a) The Royal New South Wales Bowling Association

b) The District Bowling Association.

5.2 Expenses

1) Expenses paid from the General Account include:

a) Out-of-pocket expenses incurred by Club Officers on official business.

b) Pennant players travelling to matches at District, Zone and State level.

c) Meal allowance for players in District Shield and Parliamentary Shield.

d) Club Patron(s) and Team attending District Patrons’ Day.

e) Veterans and Super Veterans attending the District Veterans’ Day.

f) Accreditation and re-Accreditation fees for Umpires and Coaches.

g) Prize Money and Trophies.

h) General expenses and capital expenditure approved by the Management Committee.

2) Funds from the 100 Club are used for:

a) Pennant players participating in the State Finals.

b) Players participating in State Championship Finals.

c) Other expenses at the discretion of the Management Committee.

5.3 Death of a Member

1) On receiving advice of the death of a Member the following procedure is to be carried out by the Secretary:

a) notify the Management Committee and District Secretary of the death of a member,

b) post notices on the Club Notice Board advising members of the name and date of death and the funeral arrangements

c) mail a Club Bereavement Card (signed by the Bowls Secretary on behalf of the Club Members) posted to the address of the former member

5.4 First Aid

1) Members should be prepared to provide a first aid response for any bowler in difficulty. A first response may include calling triple zero (000) from your mobile phone or from the Club phone.

2) An Automatic Electronic Defibrillator (AED) is located in the Clubhouse adjacent the bar/ water cooler area. A bag mask resuscitator is also located in the office for emergencies.

5.5 Responsible Service of Alcohol (RSA) / Greens Fridge

1) A duty RSA Officer is a lawful licence requirement of the Registered Club Limited.

2) During the carnival, at tournaments and pennants the RSA Officer on duty may sell alcohol from the Greens fridge.

3) An RSA Officer may ask a bowler to stop consuming alcohol if they feel the bowler is intoxicated.

4) All alcohol purchased from the Greens fridge shall be consumed in the area of the seating areas of the bowling greens. Alcohol is NOT to be consumed on the green. Alcohol purchased from the Greens fridge shall be consumed before returning to the Clubhouse.

5) Bowlers purchasing alcohol from the Greens fridge are to promptly pay their tab on completion of the game.

5.6 Smoking

1) Smoking is NOT permitted in the Clubhouse. Smoking is permitted on the Clubhouse veranda and on the bowling greens.

2) Smoking within the grounds and bowling greens will comply with current legislation.

Appendix 1 - Duty Officer’s Guide

1. Bowler Entries and Draw

a. Answer phone for entries at the nominated times. I.e. winter and summer starting time will vary.

b. Replace bowler entry form in the Notice Board area with a blank form

c. Determine teams and draw as applicable to event - single entry or nominated teams or Joe’s special (Leads, 2’s, Skips picked from box), or selected teams.

2. Prepare score cards

a. Enter “Event” and “Date”

b. Enter details (including rink numbers) on score cards as appropriate.

3. Collect Entry fees from each bowler

a. All men’s events are $10 fee per player, comprising:

$7 green fee and $3 to cover daily prizes (whether Jackpot or Money club included.)

b. Return money tray and TOTAL green fees money with player list to bar staff.

c. If there is no player with a Responsible Service of Alcohol certificate then there is no beer fridge service.

4. Announcements

a. Team draw and rink.

b. Conditions of Play, including jackpot money.

5. On completion of Play

a. Ensure flags, mats, jacks, etc has been returned to Mat Box.

b. Collect Beer Sheet, lock fridge and door (or ask a volunteer).

c. Determine Winners and Runners Up

d. Circulate “wrong bias tin” and collect beer money (or ask volunteers). Pass beer money to bar staff receive a receipt for beer sales. A record of sales is to be kept in book to ensure RSA compliance and accountability.

e. Pay out prizes. Refer to instructions in Record Book for these.

f. Draw Jackpot - if won, money for the current jackpot is obtained from bar staff along with a receipt.

g. Record event details in Record Book

h. Place raffle monies and jackpot fee in separate envelopes (with date, event, and description of fee) and place envelopes and beer sale receipt in the Men’s safe.

i. Return Record Book to Bowls Organiser’s tray for use by Publicity Officer and Management.

Appendix 2 - Representative Selection

INTRODUCTION

This document applies to the process and procedures to choose individuals and teams in external competitions such as Pennant, District Events and Parliamentary Shield.

SELECTION POLICY STATEMENT

The Selectors will endeavour to consistently select the individuals and teams that will give our club the greatest chance of achieving the best result.

TRANSPARENCY

Transparency and accountability are fundamental to the notion of fairness in the selection procedure Transparency may be defined as the means by which players understand the selection process and are satisfied that the process will be followed in every instance. The principles of transparency have been breached if the process attempts to:

Hide matters from the player

Change “rules” midstream

Apply inappropriate criteria

Do anything beyond the printed selection process

ORDER OF PRECEDENCE

Where there is conflict between the Men’s Bowling Club By-laws and the selection process, the By-laws will have precedence.

SELECTION COMMITTEE

The Selection Committee is a sub-committee to the Men’s Bowling Club Management Committee. The Selection Committee consists of three Selectors elected by the members with the results being declared at the AGM.

SELECTION CRITERIA

The following criteria (“A-C-E”) will be used in selection of players.

Ability. The player’s current form, his ability to play under all conditions and play the range of deliveries required for his selected playing position. Where two or more players are considered to be of equal ability, Selectors will show preference to the player who has competed in club championship events.

Compatibility. Team harmony is an essential selection element to develop team spirit so the rink/team can become a competitive unit.

Enthusiasm. Player attendance at team practice sessions and trial games; and availability to play the majority of games during the pennant season. (An availability rate of 80% for pennant games and 60% for practice and trials is considered reasonable)

SELECTION PROCESS

Nominations for pennant players will be called in October.

During the weeks leading up to pennants (or external competitions) the Selectors will name preliminary sides/teams/players. This will allow every player the opportunity to discuss selection or non selection and provide ample opportunity for those players to provide evidence for consideration by Selectors; and, also provide Selectors ample opportunity to test their decisions in a timely manner.

During the pennant season (and before final nomination for external competitions),

sides/teams will be posted on the club noticeboard. Players are to mark off their availability to play by the nominated time.

Selectors will continually review the performance of all teams. Selectors will discuss performances with the Side Manager and Skips after the completion of the pennant and trial games.

Selectors may seek reports on the performance of individuals and teams from coaches and experienced players who are considered to have mature judgment regarding playing skills where the Selectors have insufficient observation time to make an informed judgment of team/rink/player.

Selectors will ensure timely consideration and counseling is provided for players who are not selected and those players who may be selected in positions lower than their reasonable expectation.

ROLE OF COACHING

Selectors will work with club coaches to provide training for players/teams. Selectors may ask players to seek the assistance from the coaches to attempt to correct certain aspects of their game.

REPORTING PROCESS

The Chairman of Selection Committee is to provide a monthly report to the Management Committee on the activities of his committee.

The Chairman of Selection Committee is to report to the Bowls Club President any serious incidents of dissatisfaction that has been expressed to him or Selectors.

APPEAL PROCESS

All players have the right to appeal selection decisions which affect them.

Players who feel that they have not been treated fairly should discuss this position with the Chairman of Selectors. If still not satisfied he can exercise his right and lodge a written appeal to the Appeals Committee advising the basis of his appeal. The written appeal is to be handed to the Bowls Club President, Bowls Organiser or the Chairman of Selectors.

The Appeal Committee is to review any Appeal within seven days and advise the Appellant of the result of the appeal.

Appeals must be based upon failure of the notion of fairness of the selection process. Appeals will not be accepted regarding the Selectors’ judgment except when the principles of transparency have been breached.
