What the City's inclusionary ordinance-essential for easing affordability in housing-could look like

The Californian housing crisis has been one of the decade's most dire issues, prompting skyrocketing living costs that have spurred displacement and homelessness to rare levels-and one of the many ways cities are combating the detrimental effects of the crisis is through inclusionary policies that require developers, on some level, to include af-fordable units in their developments.

The City of Long Beach has been looking into an ordinance for over two years, with the council instructing city staff to look into an ordinance in May of 2017. Now, city docu-ments show that a final study session with the Planning Commission in August will precede a formal review from both the Planning Commission and City Council, where it will likely undergo severe scrutiny before being handed off.

California rent control bill advances in Senate

California is one step closer toward having statewide rent control. An expanded ver-sion of an "anti-rent gouging bill" cleared its first senate committee late Tuesday night.

"We have to recognize some people are hurting in our economy," said Senator Hannah-Beth Jackson (D-Santa Barbara), who chairs the senate judiciary committee.

The bill was heard by the committee Tuesday afternoon during a marathon session, but because several committee members were absent, it didn't get the votes it needed un-til shortly before midnight. Several Los Angeles advocates, including a rep for Mayor Eric Garcetti and organizers with ACT-LA, were at the Capitol in Sacramento to register their support.

A single person can delay affordable housing in San Francisco. It's time for reform.

In San Francisco, anyone can file an appeal to stop construction of affordable housing for any reason. A handful of San Francisco residents, more concerned with preserving their views or their park-ing availability, have abused this process to delay construction of much-needed housing.

Mayor London Breed is now seeking to streamline the approval process by ending the abil-ity to file an appeal after project has been approved by city agencies. She needs six of the 11 supervi-sors to sign on to this ballot measure. So far, she has only three. I implore the rest of the supervisors to support this measure, or answer this question: Why should one person be able to weaponize dis-dain and force hundreds of low-income families to wait longer for secure, safe, and affordable hous-ing?

In the current system, when an appeal is filed, it cannot be resolved until the re-sponsible public body makes a decision. Reviewing an appeal can take months, sapping time and energy from the non-profit housing developer, city staff, and city decision makers. While the nonprofit waits for a resolution, construction costs rise and grant deadlines tick closer. Even the possibility of filing an appeal can increase the costs so much that the non-profit developer has to walk away.

Affordable housing permits lag across Kern

Kern and every municipality within its borders stands to lose a degree of local con-trol over their housing approval processes after state officials concluded not even one gov-ernment in the county has made sufficient progress toward permitting affordably priced homes and apartments.

A new report by the California Department of Housing and Community Development says all 11 cities in Kern, and the county itself, have work to do in meeting the housing needs of their poorest residents. It also says four local cities - California City, Maricopa, Ridgecrest and Shafter - failed to file a housing progress report as required by a 2017 state law.

No one-size-fits-all solution will fix California's affordability crisis. Here's what we can do

It's no secret that California is facing an affordability crisis. Even with the longest economic expansion in U.S. history powering our economy, more than 40 percent of Cali-fornia voters say they can't afford to live in the Golden State. For too many, the California Dream is slipping out of reach. But with targeted tax policies and increased housing pro-duction we can make a real difference for millions of Californians.

In responding to our affordability crisis, it's vital that we address the high cost of housing. In recent years, rents have increased between 25 and 50 percent in many of our urban areas, which are already among the most expensive rental markets in the nation. And those wishing to purchase a home in California must compete in a market where the average price is more than half a million dollars. In several Bay Area counties, median home values now exceed $1.3 million.

For many middle class families, the prospect of homeownership feels unattainable.

Has Gavin Newsom made progress on his pledge to boost California's housing supply?

On the campaign trail, Gavin Newsom promised to rapidly expand California's hous-ing supply, saying he would "lead the effort to develop 3.5 million new housing units" by 2025 to address the state's affordable housing crisis.

Two years ago, as lieutenant governor, he wrote on Medium, "Simply put, we're ex-periencing a housing affordability crisis, driven by a simple economic argument. California is leading the national recovery but it's producing far more jobs than homes. Providing ade-quate housing is fundamental to growing the state's economy."

Last year, he said California must break down barriers to building because it ranks "49th out of 50 in the United States in per capita housing units," a claim we rated True.

Seven months into Newsom's governorship, housing experts say there are signs of progress on this bold promise, from the investments he's made in his first budget to his prodding of cities and counties to prioritize new housing, to plans for more affordable hous-ing in the pipeline.

Building homes in California requires a significant investment of time, money, and other resources, leading many developers to avoid construction projects. But in northwest Los Angeles County, one builder has stayed the course since 1994. Newhall Ranch-billed as one of the world's first large-scale planned communities-will feature roughly 22,000 homes on 15,000 acres that follow the curves of the Santa Clara River in the Santa Clarita Valley. Owned by Orange County's FivePoint Communities, Newhall Ranch is expected "to be 'net-zero,' meaning no greenhouse gas emissions, by implementing several mitigation efforts including solar panels and open space," according to local radio reports. Some developers and environmentalists regard the development as a "new benchmark in the fight against climate change." Homes will be outfitted with sun-driven power and charging stations for electric vehicles, and FivePoint plans to offer subsidies to "residents, schools, and bus ser-vices" to encourage them to buy zero-emission vehicles.

Rural Northern California now battles housing affordability issues, too

Much has been written about the California housing crisis, but the fight to stay in the state isn't just faced by those in major cities in Los Angeles County or the Bay Area. As more and more residents have moved inland to escape costs, the problem of availabil-ity has followed them.

A once-invisible crisis is now facing rural communities like those in Butte County, thanks to rising housing prices and stagnating wages in an area crippled by the most dam-aging wildfire in the state's history.

Much of this crisis has to do with affordability being less and less possible for peo-ple every year.
