BICYCLE ADVISORY COMMITTEE (BAC) Minutes for the Meeting of

July 11, 2019

1. CALL TO ORDER/SELF INTRODUCTIONS/ CONFIRM QUORUM The meeting of the STA’s Bicycle Advisory Committee (BAC) was called to order by Chair Mike Segala at approximately 6:00 p.m. at the STA in Conference Room 1.

2. APPROVAL OF AGENDA On a motion from Nancy Lund, and a second from Quinten Voyce, the BAC unanimously

approved the agenda. (6 Ayes)

3. OPPORTUNITY FOR PUBLIC & STAFF COMMENTS Triana Crighton, Nancy Lund, and Barbara Wood attended the North Bay Bike Workshop in

Novato. Barbara Wood stated that there were discussions about people envision biking would be like in 20 years from now. Ms. Wood added that it is more important to think about the current biking conditions versus thinking about the future. She also mentioned that the workshop discussed about bike security. Nancy Lund stated that there were also discussions about electric and cargo bikes and how many communities would like to have a dedicated school bike paths. Ms. Lund noted there were also discussions about having bike facilities available to disadvantage/disabled communities.BAC members request that the agenda from the North Bay Bike Workshop be emailed to all the members.

On a motion by Quinten Voyce, and a second by Neal Iverson, the BAC approved the minutes of May 2, 2019. (6 Ayes)

5. PRESENTATIONS A. Solano Active Transportation Plan: Priority Projects List

Anthony Adams provided a presentation on the Solano Active Transportation Plan (ATP): Priority Projects List. Mr. Adams presented the interactive ATP map to the BAC members displaying all the data that has been collected and encouraged BAC members to add future projects of unsafe locations for pedestrians and bicyclists onto the map. He discussed how STA is trying to collaborate with all the seven cities and the county to come up with a priority project list for the Solano County ATP. Anthony Adams provided each of the members with a city specific priority project list to review. BAC members requested that the Solano County Active Transportation Plan map web link and the PowerPoint to be sent to all the members.

7. ACTION NON-FINANCIAL

A. May is Bike Month Debrief and Future Planning Triana Crighton provided an overview of the May is Bike Month Debrief and Future Planning. Ms. Crighton stated to make Bike Month successful, planning must be done in advance. Mike Segala commented that Sunday mornings and afternoons would be a great time to have a community bike ride because there are less vehicles on the road. Mr. Segala proposed that the Suisun City energizer station to be placed at the Suisun Train Station. David Belef asked if the number of riders that stopped at each specific energizer station can be provided to the BAC members. Mr. Belef also mentioned the Vallejo Community Bike Ride was a relatively successful event other than clarifying on the flyer which corner of the street the bike ride was going to meet at. He added that there was some miscommunication that there was going to be two energizer stations in Vallejo, some of the bike riders thought there was going to be an energizer station at the Vallejo Transit Center when there was only one energizer station at the ferry building this year. David Belef addressed that it would be a great idea to have different bike ride classifications for different riding levels and more incentives to encourage people to ride their bikes. Mr. Belef also added an idea for connecting food with biking and provided the example, “Picnic by a Bike.” Neal Iverson’s idea is very similar to David Belef where he highlighted that it would be a great idea to have a Bike Block Party which would include a huge BBQ, and decorating a bicycle contest. Mr. Iverson also added the idea of a destination ride, similar to Vacaville’s Community Ride this year to Jungle Yogurt. David Belef commented that food related events tend to draw a lot of people and a possible idea would include food trucks and bike safety. Nancy Lund indicated that Bike Workshops are very successful and there is an increase in attendance from the local community. Bike Workshops included bike safety and bike repair courses. Ms. Lund proposed the idea of having bike rides with the local police and fire departments to increase participation. Neal Iverson highlighted the idea of having permanent energizer stations at locations such as bike shops which had a dedicated hours of operation during Bike to Work week

because certain bike commuters only ride on specific days of the week which may not be able to attend Bike to Work Day. Nancy Lund also added the idea of having an evening energizer station where commuters are not in a rush so that people staffing the energizer stations have more time to talk to the bike commuters about upcoming bike events and activities. Triana Crighton requested the BAC members to continue to think of new and innovative ideas for next year’s Bike Month and Bike to Work Day and to contact her of any additional ideas that were not noted at this BAC meeting. Neal Iverson notified the BAC members that there are 7 bike lockers that Travis Unified School District is currently trying to get rid of. BAC members request more information about these lockers and the contact person’s information to be sent to all the members. Recommendation: Develop a work plan and goals list for May is Bike Month 2020. On a motion from Barbara Wood, and a second from David Belef, the BAC unanimously approved the recommendation. (6 Ayes)

8. INFORMATION – DISCUSSION A. General Updates

• BAC Field Trip • Active Transportation Funding Update

Triana Crighton provided an overview of the General Updates, focusing on selecting a BAC Field Trip date. After further discussion with the BAC members, they will try to pinpoint a date between mid-October to the end of October of this year.

9. COMMITTEE COMMENTS & FUTURE AGENDA TOPICS A. Mike Segala wanted to added “Committee Comments” to Future Agenda Topics for

future BAC meetings. David Belef provided some project and zoning updates for the City of Vallejo. Mike Segala noted on his recent trip to Hawaii, there is a new law that prevents pedestrians from crossing when the pedestrian counter begins to count down.

Agenda Item 7.A September 5, 2019

DATE: August 20, 2019 TO: STA BAC FROM: Triana Crighton, Assistant Planner RE: Bicycle Advisory Committee Field Trip Locations Background: STA staff intends to organize a field trip in 2019 for the BAC to visit current priority projects for bicycle improvements around the county. The BAC last had a field trip on October 30, 2017 and visited projects in Dixon, Fairfield, Suisun City, Vacaville, Vallejo, and throughout Solano County. At this meeting, the BAC will finalize a date for the field trip. Discussion: At the last BAC meeting, a list of potential locations for the field trip was included and will be reiterated here. BAC members are recommended to suggest, discuss, and then finalize locations so STA staff may plan an efficient and productive field trip. These locations may include projects on STA’s funding strategy list, or could include locations from the Solano County Top 10 Bike Rides. Potential locations could include, but are not limited to:

• City of Fairfield’s Green Valley Rd Ridge Trail Crossing Project • Fairfield & Vacaville’s Jepson Pkwy Project (includes bike facilities) • Vallejo Bluffs Trail Project • Rio Vista’s Airport Road Project or Montezuma Hills Rd Bike/Ped Path • Solano County’s Fairgrounds Drive Bike/Ped Improvements • Fairfield’s West Texas Gateway/FTC Improvements • Vallejo’s Bay Trail/Vine Trail Project

Fiscal Impact: None. Recommendation: Finalize and approve date and locations for the BAC Field Trip. Attachment: None.
