Funding: Office of Traffic Safety

> Goal: Provide at no cost

> 162 classes to at least 3,264 people

> New bicycle professionals to the county

> Applied January 2014, awarded October 2014

> Period of performance: October 2014 – September 2015

> $224,000 total grant award

> Metro providing in-kind staff support, use of facilities, printing services, and additional funding for contract services

Project Schedule

> Procurement: November 2014 – March 2015 > Five RFP’s for all class types

> 3,200 helmets and bike light sets

> Program ramp-up: March – May 2015 > Partnering with cities to secure class locations

> Survey and legal document development

> Begin marketing with kickoff at Bike Week

> Classes held: May 2015 – September 2015 > Three main class types: Intro, Beginner, Traffic Skills 101

> Classes held throughout Los Angeles County

Class overview: 2-hr Introduction

> 2-hour in-class instruction

> Basic instruction on bicycle rules of the road, riding in traffic, common road hazards, bicycle functions, helmet fit.

> Each student receives a helmet and front and rear light set

30 classes: 240 students

Class overview: 3-hr Beginner Commute

> 1-hour in-class instruction

> 1-hour parking lot skills

> 1-hour street riding

> Offered in English, Spanish, and Cantonese

> Each student receives a helmet and front and rear light set

60 classes: 1440 students

Class overview: Traffic Skills 101

> Two 4-hour Parts A and B

> Follows League TS 101 curriculum

> Part A

> In-class only

> Rules of the road, safety

> Part B

> Outdoor only

> Bicycle handling and street riding

> Each student receives a helmet and front and rear light set

30 Part A classes: 720 students 40 Part B classes: 480 students

Class overview: LCI Seminars

> Two seminar series

> 20 hours of instruction

> Prereq: TS 101 Parts A and B

> Brings new LCIs to Los Angeles

2 seminars: 24 new LCIs

Data collection

> Survey at sign-up for each class > Baseline for bicycling travel behavior and attitude towards facilities

> Do people bicycle more after taking a class?

> Are attitudes towards facilities changing over time?

> Are we reaching our disadvantaged communities?

> Boring but important: waiver for future follow-up
