PRL invite bids for Supply, Installation, Testing, Commissioning, Operation and Maintenance

of Application Virtualization Solution at Physical Research Laboratory (PRL), Ahmedabad as

per details mentioned below:

The following table provides information regarding the important dates of the bid process for this RFP.

The Tender Document is divided into two parts; PART-A and PART-B. The PART-A contains general

instructions and tender terms whereas PART-B contains technical details for the scope of the work.

Scope of work shall be as per the requirement and technical details mentioned in the RFP.

PART – A General Instruction and Tender Terms

1.0 Introduction PRL invites bids from interested bidders for supply, installation, testing, commissioning, operation and maintenance of Application Virtualization Solution at Physical Research Laboratory (PRL), Ahmedabad. There are almost 500 Desktop/Laptop computers and more than 600 registered mobile devices in PRL Network. PRL Network is spread among four main campuses; 1) PRL Main Campus, (2) Thaltej Campus (3) Udaipur Solar Observatory, Udaipur, Rajasthan and (4) Mount Abu Campus, Mount Abu, Rajasthan. The users of PRL uses variety of Operating Systems like MS Windows 7, MS Windows 10, Linux distributions (like RHEL, CentOS, Fedora, Ubuntu, Debian, etc), MAC OS. The Mobile Phone users are having Android, Apple iOS and Windows Phone.

There are certain applications that are platform dependent. The users feel difficulties to work with the various applications, which require particular operating system other than what they are working with. For example, the Linux users cannot use Office application (like Microsoft Office, Adobe Acrobat, Internet Explorer, etc.), Scientific Software like Sigma plot which depends on Microsoft Operating System. Similarly, the MS Windows users cannot use Linux based applications. They used to buy it individually time to time. It becomes very difficult to keep track and manage all Licenses by users. To overcome this situation, PRL invites bidders for Application Virtualization Solution, where users will have freedom to use their preferred Operating System for their regular work/task and at the same time, they can use the applications, which runs on different Operating System via AVS.

2.2 Definitions Department: Department means the Physical Research Laboratory (PRL), A Unit of Department of Space, Government of India.

Contract/Purchase Order: The term Contract/Purchase Order shall mean agreement executed between the Department and the Contractor, together with the document as referred to therein including the functional requirements, specifications, drawing and instructions issued within the Contract provisions from time to time by the Contract Manager and all those documents taken shall be complementary to one another.

Vendor/Contractor/Bidder: Vendor/Contractor/Bidder means any individual, Body Corporate, Company, Undertaking, Establishment or Legal Entity entering into a contract with the Department & shall include all heirs, Legal representatives, successors and permitted assigns.

Contract Administrator/ Manager/ Department Representative/Key Personnel: The term shall mean the appropriate authority declared by the Department who shall co-ordinate the tasks in the execution of this contract.

Site Engineer: The term Site Engineer shall mean the authorized representative of the Contractor who shall co-ordinate the execution of the contract.

Site: The term Site shall mean the actual place of the proposed work or other places on which work is to be executed under the Contract, which may be allotted by Department for carrying out the work.

Works: The term Works shall mean the execution of all task required to be performed by the Contractors as per the contract terms.

Manufacturer refers to an individual, Body, Corporate, Company or firm who is the producer and furnisher of material to either “the Department or the Contractor” or both under the “Contract”

Contract Price shall mean, if there is a formal agreement, the prices referred to in the agreement or if there is no formal agreement, the price agreed to be the value of the ‘Contract’

Date of Contract shall mean the calendar date on which the Department has issued to the Contractor the ‘Purchase Order’ or as otherwise mutually agreed to between the Department and the Contractor.

Contract Period shall mean the period during which the ‘Contract’ shall be executed as agreed between ‘the Contractor/ Manufacturer and the Department’.

Warranty period shall mean the period during which the ‘System’ or ‘Equipment’ shall give the same performance guaranteed by the Contractor/ Manufacturer in the 'Schedule of Guarantee’ or as in the `Specification'.

Performance Tests shall mean such tests as are prescribed in the specification to be done by the Contractor before the system is taken over under guarantee by the Department.

2.3 Communications All communications affecting the terms and conditions of the contract and concerning its execution shall be made or confirmed in writing.

2.4 Publicity relating to contracts Advertisements, press release or other specialized publicity documents, which are related to or reveal the existence of a contract and are intended by the Contractor for public distribution and/or the press, broadcasting, or television, shall be notified to the Department. The Department may direct the Contractor to withhold such publicity or to require modifications to the publicity material. The Contractor shall comply with such direction.

3.0 Brief Scope of Work The following Figure shows general layout of the AVS requirement.

As illustrated in the diagram, all user will connect to host server in PRL network and will be authenticated by Active Directory Service. Based on the roles assigned to the user, he/she will be given access to the installed applications or shared desktop or dedicated desktop in virtual environment. The user will be able to utilize/access the hardware resources (like printer, scanner, storage, webcam, etc) installed in his/her desktop from which he is accessing the virtual environment. The user should be able to access virtual environment using either a client installed in his/her desktop/laptop/mobile or via Web Browser. User will also be given access to SAN storage to store his/her data based on group policy and user disk space quota. The bidder has to supply, integrate all the hardware, install all necessary software, create user and group policies, any other requirement asked by the department to operationalize the AVS, etc. The bidder has to perform all the tasks asked by the department during the warranty period.

4.0 Instruction to the Bidder

4.1 Tender Document 4.1.1 The prospective bidders are advised to go through the Tender documents carefully

before participating in the bid.

4.1.2 The proposal shall be completely filled in all respects and shall be tendered together

with requisite information and Annexures. Any offer incomplete in any particulars

shall be liable to be rejected.

4.1.3 The Proposal shall be opened on the date and on the time specified in the

advertisement Inviting Bid. Proposal not received in time shall not be considered.

4.1.4 Bidders shall set their quotations in firm figures and without qualifications or

variations or additions in the terms of the Proposal documents. Proposal containing

qualifying expressions such as “subject to minimum acceptance " or " subject to

prior sale" or any other qualifying expressions or incorporating terms and conditions

at variance with the terms and conditions incorporated in the Proposal documents

are liable to be rejected.

4.1.5 Bidder must fill complete details as mentioned in Annexure – I. In case, if the details

are found misleading or incorrect, the offer shall be liable to be rejected.

4.2 Preparation of Bids

4.2.1 Site Visit:

Prospective bidders may visit PRL for site survey. They may visit PRL to familiarize themselves with the requirements specified in this document only on working days (Monday to Friday) excluding government holidays (if any), after 5 days of release of tender and before 5 days of closing of the tender between 1330 hrs to 1600 hrs, by taking prior appointment from Mr. Jigar Raval (079–26314035) Email [email protected] or Mr. Girish Padia (079–26314036) Email [email protected]. Claims and objections due to ignorance of existing conditions or inadequacy of information will not be considered after submission of the Bid and during implementation.

4.2.2 Validity of Offer: Bid shall remain valid for acceptance for a period of 6 (six) months from the due date of submission of the Bid. The Bidder shall not be entitled during the said period to revoke or cancel his Bid or to vary the Bid except and to the extent required by the Department in writing. Bid shall be revalidated for extended period as required by the Department in writing. In such cases, unless otherwise specified, it is understood that validity is sought and provided without varying either the quoted price or any other terms and conditions of Bid finalized till that time.

4.2.3 Cost of Bidding All direct and indirect costs associated with the preparation and submission of the Bid (including clarification meetings and site visit, if any), shall be to Bidder's account and the Department will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the Bid process.

4.2.4 Instruction for Two Part Bid

Part- I: Should contain Technical and Commercial only

Part- II: Should contain Price details only

PROCEDURE TO BE FOLLOWED BY BIDDERS

PART-1: TECHNICAL AND COMMERCIAL

Tender Document contains technical requirements and specification of Application Virtualization and Desktop Virtualization. The detailed technical specifications of tenderer’s offer should be covered in this part as per Annexure – III. This part should not contain Price Details.

The commercial terms to be covered in this part like Deliver terms, Delivery Period, Payment Terms, Validity of the offer, Warranty, Security deposits, Performance Guarantee, Liquidated Damages (for delayed supply), etc.

The Bidder is required to confirm acceptance of all terms and conditions (clause wise).

PART-2: PRICE BID

The price of the item should indicated in this part with unit rate has to be submitted as per EGPS format.

4.2.5 Technical & Commercial Bid (Part – 1) The Technical and commercial bid should comprise of following:

a) Bidder’s Profile as per Annexure-I.

b) A Technical compliance statement related to Technical Specifications as per

Annexure-II. Deviations if any should be brought out clearly.

c) Make and model no. of each item along with technical data sheet/literature

highlighting the compliance to specifications.

d) Letter from all respective OEMs on their letterhead for quoted make and models

mentioning “Quoted models are not going to be End of Life till warranty period (as

mentioned in contract) or minimum for next 3 years” whichever is higher.

e) Unpriced version (price masked) of bill of materials with all other commercial terms

and conditions indicating payment terms, validity etc. duly filled (Prices to be kept

blank), signed and stamped as per Annexure-III. Deviations if any should be brought

out clearly.

f) Audited balance sheet including profit and loss account for last three financial years

(i.e. 2014-15, 2015-16, 2016-17) showing annual turnover.

g) Documentation (Product Brochures, leaflets, manuels, etc.)

h) List of latest 3 projects related to AV/DVI completed indicating the name of client,

contact person, contract value, nature of work, work completed, work balance,

month & year of commencement & completion etc.

i) Layout chart for the proposed work with bio data of key personnel.

j) Execution Plan.

k) Delivery, Installation, Commissioning and Acceptance schedule.

l) Any other relevant document, bidder desires to submit.

4.2.6 Price Bid (Part – 2) The price quoted in Price Bid should be inclusive of following:

a) Total cost of the AV solution inclusive of the entire scope of work, supply,

installation and commissioning charges, transportation and all taxes and duties.

b) Cost of training to be imparted.

c) Three years comprehensive on- site warranty covering the entire AV solution

encompassing all software/hardware items, all parts, services, consumables and

labor after acceptance by owner. The comprehensive 3 years on-site warranty of all

the supplied software starts from data of acceptance by PRL.

The schedule of prices shall be read in conjunction with all the sections of tender document. The price bid should not contradict the Technical bid in any manner.

The price must be filled in the format for ‘Bill of Material and Price Schedule’ as per Annexure-IV. The unit rates quoted shall be firm and fixed. The total contract price shall be arrived at based on unit rates quoted and the quantity specified in the proposal.

4.2.7 Bid Submission a) The bid submission will be in ONLINE form only. Bidders must be registered with the Department’s

Online Procurement System i.e. https://eprocure.isro.gov.in.

b) The Department may open Part – I of the bid on the due date of opening as per schedule. Price Bid (Part-II) of the bid of the technically and commercially acceptable bids shall be opened at a later date.

c) The Department reserves the right to reject any or all the Bids without assigning any reasons thereof.

4.2.8 Bid Evaluation a) During evaluation, The Department may request Bidder for any clarification on the bid,

additional documents. Bidder shall submit all additional documents in original.

b) Techno-commercial discussion shall be arranged with Bidder, if needed. Bidder shall depute

his authorized representatives for attending discussions. The representatives attending the

discussions shall produce authorization letter from their organization to attend the

discussion and sign minutes of meeting on behalf of his organization if required. The

authorized representatives must be competent and empowered to settle/decide on all

technical and commercial issues.

c) The complete scope of work is defined in the Tender document. Only those Bidders who

undertake total responsibility for the complete scope of work as defined in the Tender

document shall be considered.

d) In case Bid does not fully comply with the requirement of Tender document and the bidder

stipulates deviations to the clauses of the tender, which are unacceptable to the

Department, the Bid will be rejected.

e) Technically complied bidder may be called for technical presentation/ demonstration.

f) The time schedule for completion is given in the Tender document. Bidder is required to

confirm the completion period unconditionally.

g) Only those Bids will be evaluated which are found to be fulfilling all the eligibility and

qualifying requirements of the tender document both technically and commercially.

h) The bidders shall clearly mention the make and model of the items quoted in their bid

documents. The detailed data sheets for the products/items offered by the bidders are

required to be submitted by them along with compliance sheets to ascertain their

compliance with regard to the product specifications mentioned in the tender document.

The bidders must attach Authorization Letter from OEMs to support the offered hardware

and software.

i) Price Bids of only those Bidders will be opened whose Technical Bids would clear the

technical evaluation.

j) The bidders shall submit their commercial bid strictly as per the prescribed format. The

Lowest Bid will be decided upon the lowest price quoted by the particular Bidder as per the

Price Format. The Total Cost of all the items including applicable GST, Installation,

Commissioning & Testing, Training and Warranty for three years shall be the criteria for

deciding the Lowest Bidder.

k) The Department reserves the right to accept a bid other than a lowest and to accept or

reject any bid in full or part without assigning any reasons. Such decisions by the

Department shall bear no liability whatsoever consequent upon such decision.

l) The Bidder, whose bid is accepted by the Department, shall be issued a Purchase Order(PO)

to proceed with the work. Bidder shall confirm acceptance by returning a signed copy of the

LOI. Thereafter the Department may issue purchase order or the Department will sign the

Contract with successful Bidder.

4.2.9 Existing Items We already have one standard sized Server Rack, which has to be utilized to mount the proposed Server and storages. Bidders may note down the size and other details of the Racks during the site visit.

5.0 General Financial Provision

Prices quoted shall be for supply, transportation from place of manufacture to the installation site, installation, testing & commissioning including all risks coverage during transit, storage, installation, testing & commissioning including all taxes & duties as applicable except sales tax, works contract tax, service tax which shall be indicated separately in price bid. However, a copy of the Price bid duly masking the prices shall be enclosed with commercial terms offer for information.

All rates of Taxes /Duties /Levies applicable with details of percentages & applicable portion of the price should be spelt out clearly in the offer. Any variation in taxes & duties from the base date of offer during the contract period till the scheduled date of delivery shall be reimbursed by the Department subject to production of documentary evidence by the Contractor.

If new Taxes & duties become applicable after conclusion of contract during the contract period till the scheduled date of delivery, the same should be reimbursed to the contractor on production of documentary proof. Bidders shall not indicate any discount separately and quoted price should be after deducting the discount.

6.0 Terms of Payment The payment will be done after supply of all the items, satisfactory commissioning in all respect, and acceptance of operational system by the Department and matching all the criteria mentioned in the Acceptance Test Plan of this document.

7.0 General Terms and Conditions. a) The warranty includes maintenance, and replacement of spare parts. Software upgrades must be

made available for the three years from the "date of acceptance of the successful operation and function" of the system at PRL.

b) The Bidder must give comprehensive plan details for the Project like List of Technology Provider, Maintenance Plan and any other useful information in the Technical Bid, Logical and Physical Diagram of the proposed architecture.

c) The bidder must confirm acceptance of all terms and conditions mentioned in this RFP.

d) Bidder should install and integrate entire solution including servers, storage, network and software. Vendor has to virtualize our application as and when require during warranty.

8.0 Acceptance Test Plan Acceptance Test Plan will be conducted only after successful installation and integration of

hardware/software and uninterrupted operation of the entire solution at site for minimum period of

15 days. The Acceptance Test Plan will be carried out based on [at-least] following criteria.

a) Whether all hardware including make/model supplied by the bidder are as per the bid

submitted by vendor and whether it meets with the technical compliance as mentioned in

the RFP?

b) Whether all hardware warranty is given as per tender terms?

c) Whether all hardware are scalable as mentioned in the RFP?

d) Whether all software are licensed and key has been handed over to the department?

e) Whether all installed software are activated and screenshot of same is attached?

f) Whether proper rack mounting of all the hardware and cabling is done with appropriate

tagging?

g) Whether all diagram has been submitted by the bidder?

h) Whether all documents have been submitted by the bidder?

i) Whether training has been given to department employees as per this RFP?

j) Whether all user and group policy has been created as requested by the Department?

k) Whether all software requested by Department has been installed in the virtual

environment and can user access it properly as described in this RFP?

l) Whether user can access and work on the AVS via client and web browser?

m) Whether solution provided by bidder works on Windows/Linux/Mac and Mobile devices?

n) Whether AVS solution meet all the criteria mentioned in this RFP?

PART – B Compliance Matrix for Technical Specifications and other

criteria.

1.0 Eligibility Criteria for Bidding Item Compliance

1.1 The bidder/firm should have prior experience in executing similar projects (please provide documentary evidence for executing three such projects with at least PO values of Rs. 50 Lakhs). The Bidder must provide a list of places, where such systems have been installed by them with their configuration and with the references, work order or purchase order copies and work satisfaction report of project execution and maintenance duly signed by the client.

1.2 The bidder/firm should have a turn-over of not less than Rs.10 Crores/year during the last three financial years (2014-15, 2015-16, 2016-17). The bidder must attach audited accounts as supporting documents. Unaudited accounts will not be considered. Audited financial statement and other satisfactory evidences such as certificate by authorized signatory, auditors’ certificate etc. will only be considered.

1.3 The bidder/firm should have earned profit during the last three years.

1.4 The bidder should furnish a certificate, in original, from the Original Equipment Manufacturers (OEM) for the AVS mentioning this enquiry no. certifying that the bidder is an authorized dealer/agent for the OEM and the OEM shall be responsible for after-sales service, if the bidder is unable to give proper service.

1.5 The Bidder should provide their company profile and details of technical employees’ (At-least 5) with their curriculum vitae (CV).

1.6 The Bid must be completed in all respect and must cover the entire scope of work as stipulated in the bid document.

1.7 The Bidder should be a company registered and operating in India under the Indian Companies Act, 2013/1956 from minimum last three years OR proprietary firm OR partnership firm OR Limited Liability Partnership Firm as on Tender release date. Consortium is not allowed.

1.8 The Bidder must have on its roll at least two professionals (document like pay-slip, etc. must be provided to ensure the employees are on roll of the bidder) in the area of Virtualization and have completed certification of quoted virtualization software with at-least two years of experience on given virtualization product (Certificate of virtualization technology acquired by the employees must be attached).

1.9 The Bidder must not be under a declaration of ineligibility for corrupt or fraudulent practices or blacklisted with any of the Government Agencies. The Bidder should submit the self-declaration for the same.

1.10 The Bidder must furnish valid GST Registration Certificate and Permanent Account Number (PAN) issued by Income Tax department.

1.11 The Bidder must have an office in Ahmedabad/Gandhinagar. Address and contact details of the same must be provided along with company details.

1.12 The proposed solution has to be accommodated in existing racks as mentioned in Para 4.2.9 of Part –A
