Big events in raw materials sectors
1. In March, Sinopec Changling Refining and Chemical Company’s 100k t/a propylene
oxide (PO) plant were started up. As one of Sinopec’s "Ten Dragons" key science and
technology projects, the project was included in the National Key Basic Research
Program (973 Program).
2. In August, the main facilities of the styrene/propylene oxide and polyether polyols
project (hereinafter referred to as "SMPO/POD project") formally started construction,
which would last for two years. It will provide more diversified and quality raw
materials for downstream manufacturers after the start-up.
3. On October 17, Taixing Chemical, a wholly owned subsidiary of Hongbaoli,
announced that its 120k t/a PO project were officially approved for trial run. The
Company said it would strengthen the management of the project and conduct the trial
run when conditions allow.
Interpretation: In 2018, the tight supply of PO gradually becomes eased as these new
capacities are put into production. As a result, the high price may decline. As an important
raw material for polyether polyols, the change in the price of PO has a significant impact

Big events in the polyether polyols market
1. Wanhua Chemical planned to expand its isocyanic acid and polyols capacity in Yantai
Wanhua Industrial Park and upgrade the production technology. In May, Wanhua for
the first time announced its 380k t/a polyether polyols expansion project for
environmental impact assessment.
2. On June 28, Changhua Chemical’s Phase II 100k t/a polyether polyols project was
completed: The products produced by it are widely used in furniture, automotive and
building materials industries. Also, its performance in safety, environmental protection
and economic benefits is excellent.
3. In October, ThyssenKrupp Industrial Solutions signed an EPC contract with MOL
Group, an international oil and gas company, on building new integrated chemical
complex in Hungary. The 200k t/a polyether polyols project is scheduled to come
onstream in the second half of 2021. When the project is completed, MOL Group will
become the only comprehensive polyether polyols manufacturer in central and
eastern Europe.
4. On August 23, the United States formally imposed a 25% additional tariff on polyether
polyols imported from China. China responded by raising the tariff on American
polyether polyols from 6.5% to 31.5%.
5. In November, China’s Ministry of Finance raised the export rebate rate for some
goods. The export rebate rate for polyether polyols was increased from 13% to 16%.
Interpretation: There is a widely-held view that this year’s polyether polyols market is not
as strong as last year’s. The overall price trend is flatter than last year as the price failed to

2. On September 30, the State Council issued the Decision on Further Reducing the
Categories in the Catalogue of Industrial Products Subject to Production License
Administration and Simplifying the Approval Procedures. In accordance with the
document, the production license administration of 14 categories of industrial
products is abolished. The production license administration authority for 4 categories
of industrial products is delegated to the quality and technology supervision
department of the people's government at the provincial level. 24 categories of
industrial products will continue to be subject to the production license administration.
