(CEBR) has predicted that house pricesare to jump 16% over the next four years,Liverpool-based auctioneers Venmore areurging investors and buyers that now isthe time to invest at auction.

told his home was to bedemolished has turnedinto a dream for aLiverpool father.

Ian Guilfoyle, 46, wasdevastated when he was told hishouse in Salisbury Road wouldbe compulsorily purchased aspart of Liverpool’s HousingRenewal Programme.

Worried and confused overwhere he and his family wouldlive, Ian feared the worst.

But now, he is delighted, andIan and his family arepreparing to move into thehome of their dreams at TheParks development in theregeneration area of Anfield/Breckfield.

After getting over the initialshock, Ian talked to the councilabout how his family could bere-housed.

He told officials they wouldideally like a place with a roomfor each of his two sons, anotherfor his elderly mother-in-law, agarden and to be surrounded byhis neighbours.

Ian admits: “I was devastatedwhen I was told my housewould be demolished buteveryone has been reallysupportive and helpful and nowthe nightmare has turned into adream.

“I’ve seen the plans for thedevelopment and the house andI am delighted.

“I’ve also discoveredneighbours will once again allbe living close by.”

It’s reassuring news for theGuilfoyles.

Adds Ian: “The family isthrilled, the boys especially; youwould think they were movinginto a bachelor pad the waythey’re carrying on.

“More importantly, my wife isreally pleased that her motherwill be moving into a homemore suited to her needs.”

The house Ian, his wife Joan,44, his sons Liam, aged 15, Jack,10, and his 75-year-oldmother-in-law will be movinginto is the four bedroomed,three storey Orchid house type.

The family have financed themove through the money theyreceived from the compulsorypurchase of their old home, aloan and a small mortgage.

Ian and his family recently

visited the site and the plotwhere their new house is beingbuilt.

Built by developer KeepmoatHomes and named The Parks,the development is a priorityscheme within Liverpool’sHousing Renewal Programme.

The scheme is delivered byLiverpool City Council,supported by Arena HousingGroup and part-funded by theHomes and CommunitiesAgency (HCA) and forms part ofthe wider regenerationproposals for the area whichwere developed withcommunity involvement.

Homes North West, says: “Weoften work in partnership withlocal councils so understand thesensitivities of regenerationand the need to ensure apositive outcome for familiesand the community.”

The first homes have gone upfor sale on The Parks and it willinitially deliver 38 homes forprivate sale.

Just off Robson Street andBreckfield Road North, all theproperties are available throughKeepmoat Homes’ own sharedequity scheme and other homesare available through thepopular government backedHomeBuy Direct scheme.

Using the initiatives buyersreceive either 15% or 30%equity loan, depending onwhich scheme they use, towards

the cost of the property. Thismeans that the prospectivepurchasers would own 100% ofthe property while only havingto finance 85% or 70% of thecost upfront.

Homes for sale on thedevelopment include the threebedroom Violet house type,priced at £72,097 when boughtusing HomeBuy Direct and thethree bedroom, three storeyRose, available for £93,097, whenusing HomeBuy Direct.

LEADINGhousebuilder, MillerHomes, has dismissedthe calls of a thinktank to cap mortgageloan to values (LTVs)to 90%, claiming theyhave “missed thepoint” when it comesto preventing a futurehousing bubble.

And it says thatsupply and demandwill be a far moreserious problem overthe coming years.

The warningsfollow the recentreport from TheInstitute for PublicPolicy Research(IPPR), in whicheconomists arguedthat a cap on “loosemortgage lending”would help to stopexcessive increases inhouse prices.

The report went onto say that the UK’s,“addiction to houseprice inflation” wasbad for the economyand that a centralplank of governmenteconomic policyshould be to ensurethat there is greaterstability in houseprices.

But Sue Warwick,National Sales andMarketing Directorfor Miller Homes,says: “ We do needlenders to relax alittle when it comesto grantingmortgages tosensible, hardworkingpeople.

“I know of a youngcouple –a doctor anda lawyer – who havenever had a scrap ofdebt, never defaultedon a mortgagerepayment and have£100k in equity. Theyput in an offer on anew home (due torelocation) only tofind their mortgagecompany retract onthe previously agreedLTV because of‘changes in themarket’.

“With respect to

the IPPR, I think thatwe are some way offneeding to urgebanks to rein in theirlending criteria.

“I thereforepropose analternative solutionto the boom and bustproperty cycle. Wesimply increase thehousing supply.”

Kate Barker, aformer member ofthe Monetary Policyof the Bank ofEngland,recommended thesame in herGovernment-ordered review of theBritish housingmarket in 2004.

Since then, therehas been a sharpdecline in the outputof new homes inBritain. In the thirdquarter of 2010,planning permissionsfor new homes wereat one of the lowestlevels in the last fiveyears, and the secondlowest of the lastnineteen quarters.

Sue adds: “Much ofthis can be put downto the change inGovernment andsubsequent disarrayin planningprocedures afterCommunitiesSecretary, EricPickles, announced aradical change ofplanning policy. Itneeded changing –yes. But it neededchanging faster thanthis.

“If there aren’tenough homes tohouse our evergrowing population,we will soon return toa sellers’ market.And with more andmore people chasingfewer and fewerhouses, there is onlyone way the price isgoing to go. Up – andI don’t need a thinktank to tell me whatall this means. Andneither does anyoneelse, I suspect.”

Where was the family home you grew up inand what was it like?It was 40 Ayleton Road, Huyton in Liverpool. Itwas a very small terraced house with threebedrooms. It had to accommodate a family of 13,given my mother had kids from her previousmarriage, so did my dad and, in addition, they hadkids together of which I was next to last! It wasn'tall hardship though because we did have the luxuryof an inside toilet!

What is your clearest memory of the house?My first memory was a street party. I was born inJanuary 1952 and can just about remember beingheld high in the air outside the house by my eldersister on the Queen’s Coronation.

Where was the first house you boughtyourself and what did it cost?My first house was in Penketh in Warrington. Itcost about £7k.

What made you want to buy it?I had started a new job at Granada Studios, when Iwas 19. I bought the house when I was 21 as I wasthen married with a child on the way! Everybody atGranada had a mortgage and the truth is I learnedmore about mortgages during my early time atGranada than I ever did about TV Production.

What are the important things you look forwhen buying a house?Given my engineering background it would be mostlikely to think I would say structure, rigidity offoundation, lack of any subsidence and all the kindof objective assessments people with professionalcareers are supposed to be mindful of. However,my first concerns were always the size of thekitchen and how many rooms it's got so I could fillthem with televisions!

Are you a DIY trier or do you leave it to theexperts?Don't be silly! Eengineers would rather slash theirwrists than admit they need to bring a man in andin those isolated moments when any engineer hashad to agree to bring an 'expert' in, the expertwould often leave because, as in my case, we wouldalways presume to know more than the expert andclearly this was intolerable to them. However, overthe years I have learned that sometimes bringing aman in is the better option – but I'll only whisperthat as I am still coming to terms with it.

What is the one thing you love most aboutyour current home.I think the gardens surrounding my home, given it istucked away in a private enclave and has a vastamount of common area dedicated only to theresidents.

Fittinga door usually involves a lotof trial and error and it’seasy to scrape the door andframe in the process, so waituntil you’ve finished beforedoing any painting.● Most doors have to betrimmed to fit, but if you livein a period property, gettingthe doors to fit can be astruggle because perioddoors tend not to be astandard size and your doorframes may have moved overtime.● Getting the door the rightsize is often tricky,time-consuming andfrustrating. SAVVY investors are fast realising the double-digitattractions of the UK’s newest buy to let sector –student accommodation.

According to data from the Universities &Colleges Admissions Service (UCAS) demand foracademic courses is at an all time high withnearly 700,000 university applications in 2010.

MANY home buyers take a risk byrelying entirely on the valuation ofa bank or building society to findout any defects in the homes whichthey plan to buy.

Richard Sexton, a director ofe.surv, part of LSL PropertyServices, says: “The lender’svaluation will establish what ahome is worth and itsapproximate state of repair.

“It won’t necessarily reveal allthe problems which can triggersome hefty repair bills after thebuyers move in.”

When prices were soaring, thisdidn’t matter so much. Buyerscould sit tight, wait for prices toclimb and eventually get theirmoney back. In today’s tighter,slower market, serious defectscould see some buyers losingsubstantial sums when they resell.

So e.surv is backing a new RICSCondition Report in the hope thatits affordability will encouragemore consumers to get a privatesurvey instead of relying solely onthe lender’s valuation. The newreport costs from around £200,

BLENDING themodern with thehistoric is adifficult trick, butone that Gateacre

pulls off well.The area has so many

historic buildings that in thelate 1960s it became adesignated conservation area– one of the first in the UK.

The reason it’s soremarkable is because ithouses more than 100 listedbuildings within a quartermile radius of the villagecentre. Gateacre certainlymanages to pack in a lot ofarchitectural history into acompact space.

Of course, this makes it arather attractive area to livein and to visit. Walk aroundthe village streets and you’llspot many interesting andhistoric sights, such as thevillage green, the mockTudor facade of The BlackBull pub – which was an 18thcentury coaching inn – orthe Gateacre Unitarian

I'M SURE many of us basked inthe glorious spring sunshineearlier this year, but beds,borders and pots were dryingup before our eyes.

Now, after one of the driestsprings on record, some areas arein a state of a drought, raising fearsof a possible accompanyinghosepipe ban.

The Environment Agency hassaid that East Anglia is an area ofconcern. Other regions may escapedrought status, but we all need to doour bit to save what water we dohave.

The Environment Agency adviseshouseholders not to let water run towaste while waiting for the water toget hot. Collect it and use it to wateryour plants. Similarly, collect therunning water in your showerbefore getting in.

Use water-retaining crystalswhen planting up container plantsand invest in a water butt whichyou can put under a drainpipe orother suitable gully and re-use thewater in your garden.

The Royal Horticultural societyhas come up with 10 tips to helpsave water this summer.

1. Use waste water from washing-upor rinsing vegetables for watering,as normal amounts of householdsoaps and detergents will not harmsoil or plants.

2. Let your lawns go brown. Theywill recover when the rains return.Newly sown and turfed lawns will

require a lot of watering to besuccessful, so leave sowing orturfing until the autumn. Lawnseed companies are breeding deeperrooted grasses that hopefully willstay green for longer. These will beworth considering, particularly indrier regions.

3. Vegetables need moist soils togive their best. Water them at keygrowth stages. The response towater is especially marked whensweetcorn, peas and beans begin toflower, when the edible part of

lettuces begins to form and whenpotatoes show flower buds, whichinitiate plenty of tubers. Most herbsare robust and better flavoured for alittle drought. Digging in organicmatter in winter can enable soils tohold enough water for crops to keepgoing for a month with no rain.

4. Mature trees, shrubs andclimbers, hedges, fruit trees andbushes will not need wateringduring a drought. However, newlyplanted trees, shrubs and climbersare extremely vulnerable and it is

difficult to ensure the water appliedat the surface works its way downto the roots. Don't leave hosesrunning all night - the water willeither saturate the roots andpossibly kill them or it will draindeeply below the root zone. Watershould always be applied over thesurface so it soaks the rootball andsurrounding soil.

5. Fruit may remain small if notwatered, but it should be sweet andwell coloured. Cane fruit andstrawberries will benefit by keeping

the soil moist every two weeks. Infuture adding mulches in winterwill help improve the soil andretain more moisture.

6. In sunny summers installgreenhouse and conservatoryshading and ventilation to limitoverheating and invest in amin-max thermometer.

7. By grouping pots, ideally inclusters of similar size, watering ismade easier and moisture lossreduced. Mass pots for mutual

THEY are the quintessential cottage garden stalwart,but roses have come a long way since Victorian timesand are now available in a vast range of colours, habitsand flower shapes to suit all situations.

Place them in sun if you can and dig in plenty oforganic matter beforehand. Once they are planted,feed them regularly with a proper rose feed withbalanced nutrients because they are greedy plantswhich need plenty of energy to flower prolifically for afew months every year.

You also need to mulch them annually withwell-rotted manure or compost in spring, which willhelp suppress weeds and retain moisture. Roses needannual pruning - some more than others - cutting outthe dead growth and weak shoots and always cuttingto an outward-facing bud so that the new shoots growaway from the centre of the plant.

My favourites include the David Austin shrub rose'Gertrude Jekyll', which grows to around 2m and bearshuge, blousy, deliciously scented pink blooms. Only afew roses are tolerant of being grown in containers, asthey generally have long shallow roots for anchoringthe plant and searching out moisture and nutrients.You'll need a deep container for a good show ofblooms. Try the patio rose, R. 'Wildfire', whichproduces blazing orange blooms all summer.

Grey mould orbotrytis may be aproblem in cold, dampsummers. Increase thespacing between plantsto reduce the problemand remove any infectedmaterial immediately.

CONSERVATION:Save yourrain-water to useon the garden

ST HELENS Council and itspartners are bidding for a share of£1.8bn to fund 623 new andaffordable homes across theborough.

It’s part of the new nationalAffordable Homes Programmelaunched earlier this year by theHomes and Communities Agency(HCA) which has made themoney available across thecountry to deliver a total of150,000 affordable homes.

However, while welcoming anyplan for more affordable housing,

Councillor Andy Bowden,Cabinet Member for UrbanRegeneration and Housing warns:“We are facing a housing crisis.While any funding is to bewelcomed the previousgovernment allocated £8.9bnover three years for this. Thismeans that the newannouncement is a £7.1bn dropin housing investment bygovernment. It is nowhere nearenough to tackle problems ofpeople unable to even get on thehousing ladder or finding

affordable rented accomm-odation.”

The council has been workingwith Helena Partnerships andother housing associations toidentify housing priorities todeliver more affordable homesand more access for first timebuyers through low-cost homeownership options and to providemore bungalow accommodation.

If successful, the scheme will bedelivered over the next fouryears.

Adds Councillor Bowden: “We

have been working hard with ourpartners to develop bids whichwould increase the supply ofaffordable housing; widen choice;offer housing support; developproposals which unlock or helpprivate sector investment andproposals to bring empty homesback into use.”

Bill Lacey, Head of Growth andNew Opportunities at HelenaPartnerships, added: “This is animportant opportunity to bid forfunding that could providesignificant numbers of new build

affordable housing within StHelens.

“Our offer includes a mix ofrented homes and low-cost homeownership properties that wouldhelp address some of the barriersthat currently prevent peopleaccessing a home of their own.Helena Partnerships iscommitted to working with StHelens Council to meet thestrategic aspirations for housingin St Helens.”

An announcement on the bid isexpected in July.

Early summer perennials, irisesfor example, will survive onmoisture left in the soil from winter.Give late summer perennials suchas phlox one good watering in thesummer as plants begin to flower,which should be enough. In thelonger term, consider plantingdrought-resistant species in yourborders such as grasses,Mediterranean type shrubs such asthymes or phlomis, or sedums andother plants with spiky or succulentleaves.
