POWERS OF GOVERNMENT Delegated Powers

Powers granted to the federal government Coining money, regulating trade, country’s

defense, declare war, conduct diplomacy

Reserved Powers Powers kept by the state governments or by

the citizens Creating local governments and holding elections

Concurrent Powers Powers that the federal and state government

share Taxing, borrowing money, enforcing laws, providing

citizens’ welfare

ELASTIC CLAUSE The Elastic Clause or the “necessary

and proper” clause allows for Congress to make laws that are necessary to help it complete tasks and responsibilitiesProvides flexibility for the government

CIVIL RESPONSIBILITIES For our government to work correctly,

citizens have responsibility to complete certain tasks

Elect leaders to make laws Obey laws Communicate with representatives Stay informed and vote Pay taxes Serve on juries

BILL OF RIGHTS CHEAT SHEET 1st

RAPPS: Religion, Assembly (hold meetings), Press, Petition (make a request), Speech

Free speech does not mean people can say whatever they wantDoes not protect slander- false statementsLibel- intentionally publishing a lie that harms

another personSpeech that endangers public safetyMeetings must be peaceful and not involving

illegal activity
