1. MEETING OPENED 7:00pm

2. MINUTES OF THE PREVIOUS GENERAL MEETING 1. Motion that the previous minutes be adopted.

Moved: Kristy Middleton Seconded: Joanne Boothby All in favor. CARRIED.

3. BUSINESS ARISING FROM MINUTES OF PREVIOUS GENERAL MEETING 1. New entrance sign – quote received $440 + $160 installation.

Motion that the entrance sign be purchased but we will install ourselves. Moved: Kristy Middleton Seconded: Joanne Boothby All in favor. CARRIED.

2. Positivity Stickers – have been installed in the ladies’ toilets so far and they look tremendous. Thanks to

the families who donated these and to Keryl Horwath for her hard work.

3. Fastish 5 – Date has been set for 31/05/19. All proceeds will go towards the costs of the rep teams travelling to State Age.

4. Best & Fairest – Will be addressed as part of the By-law amendments in General Business.

4. CORRESPONDENCE REPORT The Secretary presented her report to the meeting. Please see attached. 1. Motion made that the Correspondence be adopted

Scheduled of Payments to be prepared.

6. ADMISSION OF NEW MEMBERS 1. Kristy Middleton produced a list of all new registered members. Motion that all new financial members be

adopted. Moved: Kristy Middleton Seconded: Kellie Keller All in favor. CARRIED.

7. SUBCOMMITTEE REPORTS 1. Development Subcommittee Report

a) Coaching – as per attached report presented by Tamara Moretti Shari is organising the first coaching corner which will be held at the courts this Friday 7th May.

b) Umpiring – as per attached report presented by Fiona Byrne Fiona will draft up the new framework and will present to the next meeting. Any incidents on court with players are to be written in the day book for the executive committee to address and follow the code of conduct. This is to be added to the scoreboard information sheet. Tamara Moretti is to address the code of conduct with all the open teams. Thanks very much to our umpires who will be doing the State Age Carnival this year.

c) Rep – as per attached report presented by Tamara Griffiths. Rep shirts are to be given back to the players, so they can be used for the show whilst handing out pamphlets. Unfortunately, the pie drives are all booked out for this year, but one has been booked for next year. 13yr rep team to use $130 of the Rebel Vouchers to purchase a jersey for their state of origin raffle. This will be then deducted from the takings of the raffle to pay the club back.

d) Uniforms – Quota not reached for training singlets and tights. Email to be sent to those who ordered them to see if they would like a refund or to wait for an order later in the season. Club shirts, socks, back packs, bags, training singlets and training tights to remain open until a quota is reached then an order will be placed. Notice to be put out on Facebook to inform everyone.

2. Participation Subcommittee Report

a) Registrar – 337 registered and 9 outstanding. b) Games – Kellie Keller delivered the attached report to the meeting. c) Net-Set Go – Report presented to the meeting by Kristy Middleton on behalf of Zoe Smith as per the

attached. 3. Promotion Subcommittee Report – As per attached report provided by Anna Kurtz.

4. Magavalis Report

8. GENERAL BUSINESS 1. By-Laws – Amendments as per attached.

Motion that these sections be amended. Moved: Shari Hancox Seconded: Anna Kurtz All in favor. CARRIED.

2. Adverse Weather Policy

Proposed Adverse Weather Policy presented to the meeting as per attached. Motion that policy be adopted. Moved: Shari Hancox Seconded: Kellie Keller All in favor. CARRIED.

3. First Aid Policy

Proposed First Aid Policy presented to the meeting as per attached. Motion that policy be adopted. Moved: Shari Hancox Seconded: Joanne Boothby All in favor. CARRIED.

4. Walking Netball Netball Qld pay for us to run the program. This will cover the costs to pay Jo Boothby to run the program. Motions that we put out an expression of interest to see if we get enough interest to run the program. Moved: Shari Hancox Seconded: Taini Brown All in favor. CARRIED.

5. Pink Day Shari has registered the club for Pink Day and the date has been set for 4th June 2019. Information pack is on its’s way.

6. Containers for Change Scheme ID The 12yr rep team would like to organise this as a fundraiser at our carnivals and for anyone interested in donating back to the club Motion for the treasurer to set up the account. Moved: Taini Brown Seconded: Joanne Boothby All in favor. CARRIED.

7. Traineeship Shari has started looking into a school-based traineeship for a Cert III in Sport & Recreation. We would need to be able to give them 7hrs/wk. There is one place willing to offer this on an 18mth program. Would cost the club about $500/year. It was agreed that everyone could think about this and how it could be accomplished and revisit later.

8. Survey Feedback was mostly positive with people wanting more shading. There is a grant going in at the end of the month for funding for shade.

Monthly Report – 02/05/19

Seasons into swing, making sure I am getting around to all

the new coaches and being available to the NetSetGo

coaches who are just starting out.

Coaches seem comfortable enough to message privately

or chat about their progress and chat about session plans.

All coaches in Junior A & B now have a hard copy of the

knee program, and a brief run over – will follow up later.

All coaches will soon also receive a manual, which I hope

to just have available in the office for future coaches.

Currently on the hunt for people to do their Development

Level coaching along with Scott Fraser and myself.

Monthly Report – 02/05/19 Rep Fundraising-

15’s doing Mother’s Day raffle, Fast 5 & Show gate

handing out flyers.

13’s planned on doing pie drive, but all dates are booked

out. Looking for other options now.

12’s haven’t organised anything yet.

Red Rooster carnival was a success with teams starting to

bond and work together. Huge thanks to the umpires,

coaches and managers.

All managers have self-registered for State Age Carnival.

Umpires and Coaches are to do the same. We will notify

when players have to do this.

Concerns about enough shades for states. Do we get

parents to sit elsewhere? Sessions will be split 12/13’s in the

morning, 15’s in the afternoon so may not end up being

an issue.

returned their rep uniforms.

Following up on a refund for an injured player.

All scores, best and fairest and who played are being

entered into the mynetball app.

Who defeated who along with best and fairest are being

posted on BNA Facebook page.

The safe netball app stopped working for 2 weeks but

seems to be up and running again this week.

1 light was out and another 4 went out on Tuesday night.

Those games were moved to other courts.

I have spoken to majority of the managers to make sure

they understand how to score on the new scorecards.

MONTHLY REPORT

NetSetGO

NetSetGO have completed two weeks of the new

structure. The games and training are running well

and the coaches are finding their groove.

On the first Sunday of the holidays we held our NSG

coach training which was well attended by almost

everyone. They were armed with information

printouts from the training manual, the welcome

pack and knee program. Tamara spoke to them

about Code of Conduct and a positive way to

convey this information. We took them through some

basic practical training of passes and the knee

program. Thanks to Tamara for all your help and

assistance and Kristy, Jo and Shari who supported me

on the day

Kristy made up some very fancy personalized NSG

score sheets for our GO tier and we are using this to

get our parents involved.

Registrations are still coming in with our total now at

99 kids!

Net – 14 Set – 31 GO – 54

Tamara organized a roster of Assistant Coaches from

Junior A who have been well received and greatly

appreciated by the coaches. The feedback from the

kids is that they are enjoying it also.

Shari has put up all the 8 foot posts across the goal

thirds for Set groups and they look fantastic. The Set

coaches have already mentioned that they would

like to play the kids lengthways using the full court

however the small ones will still be used for their

training groups.

The GO tier have been playing their games on the

10ft hoops successfully, in fact some of our 9yo are

giving their shots too much grunt – good strong Bilo

kids!!! I will continue to monitor this for the sake of our

little ones.

PREAMBLE These by-laws are made in conjunction with the Model Rules of the Association and are by no means exhaustive. The Management Committee has the right to make decisions on issues that may arise which are not covered by these by-laws or to enact decisions made at meetings not yet reflected in updates of these by-laws. 6 PENALTIES

6.1 Penalties will be imposed on teams under the following circumstances:

a) failure of a team to supply umpire and/or canteen/office duties as required ($70)

b) failure to notify of a forfeit (1 point) - refer section 8.3 ($70) c) playing an unregistered player – non-offending team will be awarded the points for a

win. If the offending team does not win, loss of 3 points will apply the game will be considered a forfeit.

d) non-payment of registration fees – non-offending team will be awarded the points for a win. If offending team does not win, loss of three points will apply

7 RULES OF PLAY

7.1 The rules adopted shall be those of the All Australian Netball Association as set out in the Official Rule Book.

7.2 The officials of the game shall be scorers, each team shall provide a scorer – these

two must act together. Both scorers and umpires shall sign the scorecard at the conclusion of the game.

7.3 A representative from the opposing team (Coach/captain) are to select a Best &

Fairest player for the game. 7.4 A team shall not take the court with fewer than five registered players. 7.5 Each team must supply suitable umpire/s to umpire when called to do so by the

Association. 7.6 All players’ must sign or be marked as attending on the front of the card

scorecard. Captains are responsible for signing the score sheet as correct. 7.7 The length of quarters for all matches governed by the Association will be

determined by the Association prior to the start of the season. 7.8 All games are centrally timed there will be no injury time. However, matches

may be stopped by the umpires at their discretion at any stage as considered appropriate to ensure the safety of players and maintain a safe playing area.

7.9 The Management Committee shall give consideration to expulsion of any

individual, player or team as a result of improper behaviour on or off the court in respect to language, dress or general behaviour.

8 FORFEITS

8.1 If a team fails to take the court within one two minutes of the designated time for the start or restart of play the game shall be awarded to the non-offending team (Official Rule 21).

8.2 Teams receiving a win by forfeit shall complete, sign and return score sheet to

control point office unless prior notification received. 8.3 Forfeiting team to notify contact person of opposing team by 3.00 pm and the

Association by 5.00pm the management committee by 4.00pm. 8.4 Teams are still required to perform umpiring and canteen/office duties as set

down in the draw. It is up to the team to organise any substitutes. 8.5 If a team forfeits three consecutive games the team is automatically

disbanded. Players may transfer registration to another team. 8.6 In the event of a team forfeiting two consecutive matches, they may have to

show cause to the Association for such forfeiture. 9 INCLEMENT WEATHER

9.1 In the event of inclement weather (conditions deemed unsafe to either play or continue), matches may be cancelled or postponed at the discretion of the Management Committee. Refer to the Adverse Weather Policy.

9.2 In the event of rain and the fixtures being cancelled, an office bearer will post

on the Facebook page and advise the schools, as soon as practicable. The decision, if possible, to be made by 2.00pm.

1. Should a game have to be abandoned after commencement, and only one age

group/division is affected, no points shall be awarded. 2. Should the first games of the age group/division have to be abandoned after

commencement, no points shall be awarded 3. Should the second games of the age group/division have to be abandoned after

commencement, two points shall be awarded to all teams within that age group/division.

9.3 In the event of games being abandoned the following points will be awarded:

a) No division games played to completion – no points b) Partial division games played to completed – no points c) All division games played to completion – points awarded Note: Completion of a game is defined as play of 2 full scored quarters.

9.4 In the event of Semi-Finals, Preliminary Finals and Grand Finals being affected,

these games will be rescheduled.

10 POINTS SYSTEM 10.1 Competition ladders will be made available by the Association during competition seasons. 10.2 Three points shall be awarded for a win or if you are forfeited against 10.3 Two for a draw 10.4 One for participating 10.5 No points for the forfeiting team

11 SEMI-FINALS, FINALS AND GRAND FINALS

11.1 At the conclusion of the matches the format will be:

SEMI-FINALS No 1 team Vs No 2 Team No 3 team Vs No 4 team PRELIMINARY FINALS The loser of 1 Vs 2 plays with the winner of 3 Vs 4 GRAND FINALS The winner of 1 Vs 2 in the semi-finals plays the winner of the preliminary final

11.2 Procedure for extra time where a winner is required: (Official Rule 2.5)

a) 2 minute interval at end of full time. Substitutions and/or team changes are permitted

b) two halves of seven minutes. Teams change ends at half time without any interval. No substitutions and/or team changes allowed.

c) If still tie play shall continue until one team has two goal advantage 11.3 In the event of a tie on points at the conclusion of matches, when any position has

to be decided the team with the highest goal ratio shall be awarded the highest position

Only games which both teams played shall be taken into consideration 12 TROPHIES PRESENTATION NIGHT

12.1 A presentation night shall be held by the Association.

12.2 The date and format shall be determined annually by the Committee.

12.3 Presentation of all Association awards shall be made on the presentation night.

12.4 Recognition of achievements shall be made on presentation night.

12.5 A badge or trophy to be retained by each member of the winning team may be awarded.

12.6 A runners-up badge/trophy may be presented to each member of the second team in each

grade.

12.7 A maximum of 10 badges/trophies will be awarded per team.

13 APPEALS TRIBUNAL / GRIEVANCES

13.1 The Management Committee will select three persons (not associated with any

team in dispute) to form an Appeals Tribunal when required as per the Member Protection Policy.

13.2 The members of the Appeals Tribunal shall:

a) Convene as required to hear and determine appeals b) Contact all relevant appellant/s to organise hearing c) Notify and provide the decision of the Appeals Tribunal to all

appellant/s and the Management Committee d) Provide the decision to the Association Secretary for written

notification to all appellant/s 13.2 Teams wishing to lodge a protest shall notify the opposing team captain of

their intention to protest at the conclusion of the game. 13.3 All protests/complaints must be lodged in writing within forty-eight hours after

the match/event to the Secretary of the Association. 13.4 If any person has an issue they want addressed at the next meeting, it must be in

writing to the Association Secretary one week prior to the next meeting unless the issue arises in the week of the scheduled meeting.

13.5 The complaint will be not dealt with at a meeting if the person lodging the

complaint fails to attend that meeting. The exception to this will be a broad issue that needs to be addressed at the next meeting.

14 REPRESENTATIVE TEAMS

14.1. The Management Committee may appoint a Representative Convenor Selection Committee to oversee all aspects of organising representative teams.

14.2. Players and associated personnel wishing to stand for selection in representative teams

shall follow the procedure outlined in the Rep Selection Policy.

tried in other positions at the discretion of the Selection Committee

4. Each representative team shall have appointed a coach and manager and the club shall have an appointed official, preferably from the Management Committee.

5. Persons wishing to stand for nomination for coach; manager and helpers

shall:

a. complete the application form and return it to the Secretary of the Association by the designated date

b. travel as “helpers” to major State carnivals. The number of “helpers” to

be designated by the Management Committee. Persons wishing to nominate for this position shall:

i. complete the application form and return it to the Association

Secretary by the designated date

6. The representative uniform of the Association are the same as the club uniform - navy/jade/purple

a. A line dress for females/shorts for men b. shirt c. white BNA sports socks d. suitable white sports shoes

18. UMPIRING DUTIES

1. Badged umpires are considered Association umpires.

2. Open Teams can organise a replacement umpire at a cost of $20. If the team fails to organise their replacement, it will be at a cost of $70 with $20 going to the replacement umpire.

3. Any fines will be required to be paid before the team plays their next fixture.

4. Junior games will not attract a cost for replacement or for season umpires. However,

agreement can be made between the team and the umpire. If no umpire is supplied, the penalty of $70 will apply.

15 RISK MANAGEMENT

15.1 Injury Reporting 15.1.1 All Teams are responsible for recording all injuries of the injured player (or

players’ guardian for players under 18) on the Association Injury Report Form. 15.2 Child Safety in Netball

15.2.1 The Association and all Teams are responsible for the observance, promotion, enforcement and monitoring of the Child Safety in Netball Policy and Code of Conduct.

15.2.2 The Association and all Teams are responsible for the management and administration of the application of the Queensland Working with Children Check Regulation (BlueCard).

15.3 Game Day Checklist 15.3.1 A Game Day Checklist must be completed prior to all Association competitions,

tournaments, games, programs and training.

15.3.2 Any hazards identified will be:

• Documented;

• Rectified if possible; and

• Reported to the appropriate agency (local council, reserve committee) if major repair is required.

15.4 First Aid 15.4.1 The Association will provide a first aid kit for competitions played at the

Association’s venues. 15.4.2 Teams must provide their own first aid kit when playing away from an Association

venue. 15.4.3 The first aid kit will be stored in the first aid room and all appropriate personnel

(including umpires and coaches) will have access to it. 15.4.4 The committee will maintain the first aid kit supplies. 15.4.5 The Association will have a designated room or area for the treatment of injuries.

The room or area should be kept clean and accessible at all times. 15.4.6 The Association will ensure that a qualified first aider is present at all

competitions.

15.5 Emergency Procedures Emergency phone numbers - ambulance, police and an emergency procedure plan are to be displayed at the Association venue.

15.6 Weather In the case of extreme weather conditions, the Association shall refer to the Association’s Adverse Weather Policy.

15.7 Smoke Free The Association adopts a smoke free policy. Smoking is banned within 10 metres of an outdoor public sporting venue during organised underage sporting events and training sessions.

POLICY – ADVERSE WEATHER CONDITIONS 1. Purpose and Background

The Biloela Netball Association Inc. recognises that adverse weather conditions present some level of risk that can harm the performance and/or the health of participants. Activities that occur in adverse weather conditions can place participants at risk of injury, illness and in extreme circumstances, even death.

The health and safety of our members is a paramount concern of Biloela Netball Association Inc. As such to reduce the risk of injury, manage potentially dangerous weather situations and meet legal obligations for duty of care, Biloela Netball Association Inc. and persons identified in the Member Protection Policy aim to provide a safe environment for players, coaches, umpires, administrators, and spectators. The purpose of this policy is to provide clear cancellation guidelines for event organisers and coordinators for adverse weather conditions. This Policy document includes the following adverse weather procedures: 1. Hot Weather 2. Wet Weather 3. Lightning 4. Fire, Smoke and Haze

2. Policy Statement

The Biloela Netball Association Inc. reserves the right to cancel/postpone or alter an event in the interest of participant health and safety and as such has developed clear cancellation guidelines for event organisers and coordinators. These guidelines aim to assist when managing events in adverse weather conditions and minimise the risk of injury and illness for all participants involved.

3. Applicability

This policy applies to all participants of Biloela Netball Association Inc. and persons identified in Member Protection Policy including but not limited to, players, umpires, team officials, volunteers, spectators and staff.

4. Definitions

Activity To encompass all Biloela Netball Association Inc. organised events, including but not limited to competitions, player camps, team selections, trainings, meetings, courses and presentations.

Adult/ Adolescent A post-pubescent participant.

Ambient Temperature Temperature of the surrounding air, not taking into account humidity or wind in the air.

Child A pre-pubescent participant

Dehydration Loss of body water and salts essential for normal body function. Excessive dehydration in a sporting environment may lead to heat exhaustion and heat stroke.

Drizzle To rain gently in fine, mist like drops.

Fog Condensed water vapor in cloudlike masses lying close to the ground and limiting visibility.

Frost A deposit of minute ice crystals formed when water vapor condenses at a temperature below freezing.

Heat Exhaustion A form of heat illness characterised by a high heart rate, dizziness, headache, loss of endurance/skill/confusion and nausea.

Heat Illness Occurs with high intensity activity that elevates body temperature and/or prolonged exposure to hot weather.

Heat Stroke

A form of heat illness with characteristics similar to heat exhaustion in conjunction with dry skin and confusion. Heat stroke may arise in a participant who has not been identified as suffering from heat exhaustion and has persisted in further activity.

Intermittent Stopping and starting at intervals.

Lightning A flash of light in the sky, occurring during a thunderstorm and caused by a discharge of electricity, either between clouds or between a cloud and the earth.

Storm An atmospheric disturbance manifested in strong winds accompanied by rain, snow, and/or other precipitation and often by thunder and lightning.

Thunder The crashing or booming sound produced by rapidly expanding air along the path of the electrical discharge of lightning.

Wet Bulb Globe Temperature (WBGT)

A composite temperature used to estimate the effect of temperature, humidity, wind speed (wind chill, and visible and infrared radiation) (usually sunlight) on humans. It is used by industrial hygienists, athletes, and the military to determine approximate exposure levels to high temperature.

5. Procedure

Prior to the commencement of Biloela Netball Association Inc. events and activities the Management Committee will assess weather conditions. With the guidance of the procedures listed below the Management Committee have the authority to ensure a decision is made regarding the management of adverse weather conditions to ensure the safety of all participants. Decisions may be reviewed considering changes of weather conditions. 5.1 Hot Weather Step 1 - Obtain an accurate temperature (both ambient and WBGT) from the Bureau of Meteorology (BOM) www.bom.gov.au/info/thermal_stress/index.shtml before assessing the severity of the conditions. Step 2 – Assess the severity of the conditions by utilising the tables and information below. Ensure the recommended method of management is undertaken. Events involving Children Children that are exposed to activities in warm, hot weather conditions increase their risk of heat illness. Children sweat less and experience less evaporative cooling then adults and consequently have a greater difficulty reducing core body temperature. Sports Medicine Australia recommends ambient temperature is the most effective way of evaluating risk of activities in hot weather for children. The following table provides recommendations on the management of activities in hot, dry weather conditions for children.

Events involving Adults The most effective way of evaluating the risk of activities in hot weather for adults, is by measuring Wet Bulb Globe Temperature (WBGT) or the Bureau of Meteorology BOM. The following table provides recommendations on the management of activities in hot, humid weather conditions for adults and adolescents.

NB: Whilst an air-conditioned indoor venue provides less of a problem, a hot indoor or outside venue, without shaded areas, is likely to become an inappropriate environment for playing and air flow should be considered.

Factors to consider in conjunction with the above tables include the following:

• Fitness levels / Athletic Ability of Participant - An overweight and unconditioned participant will generally be more susceptible to heat illness.

• Age and Gender of Participant - Female participants may suffer more during activity in the heat, due to their greater percentage of body fat.

• Veteran participants - Generally more susceptible to heat illness due to reduced cardiac function

• Surface Type - A solid, black asphalt court area in direct sunlight will retain heat. Surface type and amount of direct sunlight will vary from facility to facility.

• Prior Medical Conditions -It is important to be aware of the participants who have a medical condition or are taking medication that may predispose them to heat illness. Examples include asthma, diabetes, pregnancy, heart conditions and epilepsy. Some medications and conditions may require special allowances. Any player that is experiencing a high temperature, viral infection, diarrhea or vomiting should be excluded from participating due to increased risk of heat illness.

• Heat Waves – Extra caution needs to be taken during unseasonal heat waves or unusually hot or humid climates, or if participants have travelled from a cooler area to a hot and humid climate.

5.2 Wet Weather Step 1 - Prior to the event ensure a proactive approach and obtain details about local weather conditions from the Bureau of Meteorology (BOM), www.bom.gov.au/. Step 2 – Assess the severity of the conditions by utilising the table and information below. Ensure the recommended method of management is undertaken.

5.3 Lightning Lightning can strike more than 10km from the edge of a thunderstorm and it is generally agreed that 10kms is the minimum safe distance from a storm. Consequently, Biloela Netball Association Inc. supports the’ 30/30’ rule which will be enacted for lightning safety and serves as a guide for event cancellation and subsequent resumption. Below are the cancellation guidelines Biloela Netball Association Inc. will adhere to ensure the safety of participants in the event of lightning. Step 1 - Prior to the event ensure a proactive approach and obtain details about local weather conditions from the Bureau of Meteorology (BOM), www.bom.gov.au/. Step 2 – Management Committee are to define a list of safe structures and locations to be utilised in the event of a lightning storm occurring. Safe shelter includes: • Large/substantial enclosed buildings • Fully enclosed metal vehicles with windows closed • Low ground • Trees of uniform height – i.e. forest

Unsafe locations and situations:

• High, open ground

• Swimming pools (both indoor and outdoor)

• Close vicinity to the tallest structure in the area - Isolated or tall trees, light pole, communication towers

• Near outdoor metal structures – rain shelters, tents, seating/benches, poles, gates and fences

• Objects that increase an individual’s height – umbrella Step 3 – In the event of an approaching storm, count the seconds from when the lightning flash is seen to when the thunder is heard (‘flash to bang count’). When the time interval between lightning and thunder is less than 30 seconds, activity is to cease immediately. Participants are at risk and are to be advised to seek safe shelter to ensure safety. Step 4 - Wait 30 minutes after the last thunder is heard or lightning is seen before resuming activities. This will ensure the lightning storm is at least 20km away from the venue. The 30/30 rule is not an absolute rule. A storm may move very quickly, or not generate any lightning or thunder until it is very close or topographical or wind conditions may prevent sound from travelling to your position. These conditions are especially common in mountain areas. It is important that staff observe weather conditions and be alert to the possibility of the above occurring.

Note: 30 minutes is the minimum delay time. It is important to emphasize that blue skies and lack of rainfall are not adequate reasons to breach the 30-minute minimum return-to-activity rule. If a club/team is rostered to add/remove items from/on the courts and the weather conditions do not allow them to do so (i.e. removing 8-foot rings when lightning is present) the team must advise the Games Desk immediately and arrange for the job to be completed at the next available time.

5.4 Fire, Smoke and Haze

Step 1 - Prior to the event ensure details about local weather conditions are sourced from the Bureau of Meteorology (BOM), www.bom.gov.au/. If weather conditions are conducive to the spread of dangerous bushfires BOM will issue Fire Weather Warnings within 24 hours of the potential onset of hazardous conditions. These warnings are also broadcast on radio and television. Step 2 – If warning is received on the potential onset of hazardous conditions, including bushfire, smoke and haze, the Management Committee are to convene and make a decision on whether the event is to be altered, cancelled or postponed ensuring safety of participants. Step 3 – If warning is not received and hazardous conditions are approaching ensure contact with the Queensland Fire and Rescue Service and follow all instructions given. Step 4 – If needed, venue evacuation will be handled by the appropriate venue representative. Biloela Netball Association Inc. staff, upon direction, are required to direct evacuees to safe locations.

POLICY – FIRST AID

1. Purpose and Background The Biloela Netball Association Inc. recognises the importance of First Aid in treating injuries

and illness and preventing further injuries or illness. The health and safety of our members &

guests is a paramount concern to Biloela Netball Association Inc. The purpose of this policy is

to provide clear guidelines and practical procedures for the provision and implementation of

First Aid at all Association events.

2. Policy Statement The Biloela Netball Association Inc. will implement procedures to allow for effective management and treatment of injured and ill members. In outlining these procedures Biloela Netball Association Inc. will follow Industry and Sports specific first aid guidelines. The Association reserves the right to cancel, postpone and/or alter an event in the interests of safety of all members.

3. Applicability This policy applies to all members, volunteers, staff and visitors of Biloela Netball Association Inc. including but not limited to, players, umpires, team officials, volunteers, spectators and staff. The responsibility of implementing this First Aid Policy rests with the Biloela Netball Association Inc.

4. Definitions

First Aid The initial provision of care for a person suffering from an injury or illness until more advanced care is provided or the person recovers.

First Aid Personnel Persons who have been trained in first aid procedures and hold a first aid qualification.

First Aid Qualification Includes current ‘Apply First Aid’ or ‘Sports First Aid’ and “CPR” or qualifications with equivalent competencies.

First Aid Equipment Includes First Aid Kits, beds, wheelchairs and resuscitation equipment.

Medical Assistance Medical treatment provided by a licenced professional medical practitioner.

Legislative Requirements

Work Health and Safety Act 2011Work Health and Safety Regulation 2011 First Aid Code of Practice 2004.

5. Procedure 5.1 First Aid Officers

In accordance with the Code of Practice: First Aid in the Workplace (Australian Sports Commission Sporting clubs guide to a safe workplace) a First Aid Officer is deemed necessary for Biloela Netball Association Inc. A qualified First Aid Officer will be in attendance for all Biloela Netball Association Inc. fixture matches and BNA carnivals. Copies of the First Aid Officer’s qualifications are to be filed in their personnel file.

5.2 First Aid Kit The contents of the first aid kit must be protected from dust and damage and be kept in a container which clearly identifies the contents and purpose. The container must be easily recognizable (for example, a white cross on a green background prominently displayed on the outside) and should not be locked. The first aid kit will be easily accessible for all players and spectators. The first aid kit must be inspected by the First Aid Officer every month to ensure that it is well stocked and items with expiry dates are replaced before they expire. The secretary must be advised if stock needs to be replenished

5.3 Association Representative Teams A first aid kit shall be supplied to each Representative team of Biloela Netball Association Inc. Each team manager shall be responsible for their teams’ kit, restocking of the kit is the responsibility of the Representative equipment person.

5.4 Facilities A first aid room shall be available for the use by an appointed First Aid Officer. The first aid room shall be adequately stocked to deal with all injuries and medical events, and be readily available for all players, spectators and members. It is the responsibility of the designated First Aid Officer to ensure that the first aid room is stocked as required and to advise the secretary when replenishment stock is required.

5.5 First Aid Treatment

If a person requires first aid treatment, a First Aid Officer must be contacted to administer first aid treatment. The First Aid Officer must record the following information:

• Date and time

• Name of injured person

• Nature of injury/illness

• Treatment provided

• Name of attending First Aid Officer

The First Aid Officer will attend to the injured or ill person and provide assistance that they consider the most appropriate. First Aid Officers must only provide assistance in accordance with their training. Where an injury is of a more serious nature and requires the person to be referred to a doctor or taken to hospital, the First Aid Officer will determine the appropriate transport.
