Priority at the National Level:1. Attractive tariff2. PPA – standard PPA, bankability provisions3. Incentives – developer, supplier and manufacturer4. Flexibility on the system size
Priority at the Regional Level:1. Promotion of best practice projects in biomass power
generation and co-generation. Also focusing on biogas power generation and gasification technologies. Related information dissemination, capacity building, policy and implementation works will be appropriate.
2. Sharing of information on opportunities through the CDM Collaboration. e.g. databases on potential CDM buyers, best practices etc.,
3. Assess regional competencies and local manufacturing capabilities

70% local content - TSH BioEnergy Project
(Palm Oil Biomass based Power Generation) Recommendation for regional cooperation in biomass and
biogas energy technologies: 1. Boiler - at least four types of boiler technology. i.e. Direct Burning, Two
Stage Burning, Pyrolysis and Plasma Technology.
2. Turbine - Steam turbine from different suppliers/manufacturers.The range of steam turbine to include multi-staging, back pressure, fully condensing and condensing extraction.
3. Biogas System - at least four available technology in the market. The biogas system shall also include energy conversion technology such as gas engine, micro turbine and direct burning into boiler.
4. Fuel Preparation Station- at least four manufacturers of such system (which include fuel storage system).
