Executive Summary This Tree Assessment Report has been commissioned by Jencarling JW Development to report on trees within the site of the proposed 42-66 Junction Road, Schofields NSW. This report has been commissioned to outline the health, condition, stability of these trees as well as the viability of retention of these trees in the context of the proposed development. The scope of this report includes all trees within areas that may be impacted by the proposed development. The subject site is located on 42-66 Junction Road, Schofields NSW. The subject trees are located within on the boundaries of this site. This site is currently a rural residential property that is proposed for a subdivision development. This Development Impact Assessment Report is based on Craig & Rhodes drawings 085-14- SK01, SK02, SK03 July 2015. Trees 48, 73 and 198 are dead with no visible habitat and are recommended for removal. Trees 35, 63, 81, 98, 104, 115, 116, 117, 135, 191, 213, 223, 239 and 240 are in poor and declining condition and are recommended for removal. Tree 245 is an environmental pest species and is recommended for removal. Trees 38, 40, 59, 100, 101, 103, 109, 113, 172, 199, 207, 219, 244, 246, 248, 249, 251, 252, 253, 261 and 262 have decay and cavity within the trunk which places these trees at increased risk of failure. In consideration of the future development and the increased number of targets and therefore increased hazard posed, these trees are recommended for removal. Trees 47, 70, 121, 186, 204 and 221 have a bark inclusion within a major junction, This structural defect places this tree are increased risk of failure at this junction. As a result these trees will not be viable to be retained and are recommended for removal. The site requires significant earthworks in order to achieve the required design levels. Based on Craig & Rhodes drawings 085-14- SK01, SK02, SK03 July 2015, we can determine that the required earthworks will completely encroach trees 8, 85, 97, 163, 164, 165, 166, 174, 175, 176, 177, 178, 192 and 257. These trees will have a total encroachment within the TPZ as defined by AS4970-2009 Protection of Trees on Development Sites. As a result these trees will not be viable to be retained and will require removal.

1.0 Scope of Works

This Tree Assessment Report has been commissioned by Jencarling JW Development to report on trees within the site of the proposed 42-66 Junction Road, Schofields NSW. This report has been commissioned to outline the health, condition, stability of these trees as well as the viability of retention of these trees in the context of the proposed development. The scope of this report includes all trees within areas that may be impacted by the proposed development On 13th of August 2015, Glenn Bird of Birds Tree Consultancy attended site and inspected the subject trees from the ground. There was no aerial inspection carried out. A Visual Tree Assessment was undertaken in accordance with Visual Tree Assessment (VTA) guidelines (Mattheck and Breloer, 1994). Tree heights were measured using a Nikon Forestry 550 Heightmeter.

2.0 Site Analysis

2.1 Site

The subject site is located on 42-66 Junction Road, Schofields NSW. The subject trees are located within on the boundaries of this site. This site is currently a rural residential property that is proposed for a subdivision development. This Development Impact Assessment Report is based on Craig & Rhodes drawings 085-14- SK01, SK02, SK03 July 2015.

2.2 Topography The site grades gradually from the northeastern boundary on Junction Road to the south western boundary. There is a steep drop of and drainage swale along the south western boundary. Refer to survey for greater details

2.3 Identification Trees are as identified in the attached inspection forms in Appendix B and shown in Tree location Plan A01 in Appendix C.

2.4 Soils Soil material and horizons were not tested for this report.

3.0 Existing Trees The following trees were inspected from the ground and the following items identified. Please refer also to the attached inspection data in appendix C.

3.1 Tree 1. Cupressus spp This mature tree is approximately 10m tall with a canopy spread of 2m. It has a single trunk with a diameter at breast height (DBH) of 340mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.2 Tree 2. Jacaranda mimosifolia

This mature tree is approximately 8.5m tall with a canopy spread of 5m. It has a single trunk with a DBH of 230mm. This tree is in good health and condition with moderate deadwood and minimal epicormic growth.

3.3 Tree 3. Cupressus spp

This mature tree is approximately 13m tall with a canopy spread of 1m. It has a single trunk with a DBH of 230mm. This tree is in good health and condition with minimal deadwood and epicormic growth.




This mature tree is approximately 10.5m tall with a canopy spread of 8m. It has twin co-dominant trunks from the base with an aggregate DBH of 355mm. This tree is in good health and condition with minimal deadwood and epicormic growth.


This mature tree is approximately 8m tall with a canopy spread of 6m. It has multiple (3) co-dominant trunks from 500mm above the base with an aggregate DBH of 350mm. This tree is in fair health and condition with a thinning canopy, minimal deadwood and epicormic growth.


This mature tree is approximately 9m tall with a canopy spread of 9m. It has multiple co-dominant trunks from the base with an aggregate DBH of 475mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.8 Tree 8. Eucalyptus fibrosa

This mature tree is approximately 19m tall with a canopy spread of 18m. It has a single trunk with a DBH of 670mm. This tree is in fair health and condition with moderate deadwood and minimal epicormic growth.

3.9 Tree 9. Eucalyptus tereticornis

This mature tree is approximately 20m tall with a canopy spread of 10m. It has multiple (4) co-dominant trunks from 1500mm above the base with a DBH of 980mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.10 Tree 10. Cupressus spp

This mature tree is approximately 5m tall with a canopy spread of 5m. It has multiple co-dominant trunks from the base with an aggregate

DBH of 250mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.11 Tree 11. Eucalyptus moluccana

This mature tree is approximately 23m tall with a canopy spread of 14m. It has a single trunk with a DBH of 700mm. This tree is in fair health and condition with a thinning canopy, moderate deadwood and minimal epicormic growth. There is evidence of a wound which appears to be well compartmentalised. There is also evidence of a significant mistletoe infestation.

3.12 Tree 12. Yucca spp

This mature tree is approximately 3.5m tall with a canopy spread of 3m. It has a single trunk with a DBH of 250mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

This mature tree is approximately 3.5m tall with a canopy spread of 3m. It has multiple co-dominant trunks from the base with an

This tree is in good health and condition with minimal deadwood and epicormic growth. There is evidence of extensive cavity throughout trunk. There is also extensive decay at base of trunk. Decay includes a junction at base of two co dominant trunks. This tree is recommended for removal.


This mature tree is approximately 15m tall with a canopy spread of 9m. It has twin co-dominant trunks from the base with an aggregate DBH of 395mm. This tree is in good health and condition with minimal deadwood and epicormic growth.








This mature tree is approximately 17.5m tall with a canopy spread of 9m. It has twin co-dominant trunks from the base with an aggregate DBH of 390mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

This mature tree is approximately 27m tall with a canopy spread of 14m. It has a single trunk with a DBH of 760mm. This tree is in fair health and condition with a sparse canopy, moderate deadwood and minimal epicormic growth. There is evidence of bark inclusion, extensive cavity throughout trunk and extensive decay at base of trunk. This tree is recommended for removal.

3.48 Tree 48. Dead tree

This is a dead tree with no visible or apparent habitat and it is recommended for removal.




This mature tree is approximately 18m tall with a canopy spread of 9m. It has multiple (3) co-dominant trunks from the base with an aggregate DBH of 540mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.51 Tree 51. Melia azedarach

This mature tree is approximately 14m tall with a canopy spread of 12m. It has a single trunk with a DBH of 540mm. This tree is in good health and condition with a deciduous canopy, minimal deadwood and epicormic growth.



3.53 Tree 53. Melia azedarach This mature tree is approximately 11m tall with a canopy spread of 12m. It has a single trunk with a DBH of 410mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.55 Tree 55. Melia azedarach This mature tree is approximately 10.5m tall with a canopy spread of 14m. It has a single trunk with a DBH of 490mm. This tree is in good health and condition with minimal deadwood and epicormic growth.

3.59 Tree 59. Corymbia citriodora

This mature tree is approximately 7m tall with a canopy spread of 12m. It has a single trunk that leans slightly to the west, with a DBH of 240mm. This tree is in good health and condition with minimal deadwood and epicormic growth. There is evidence of extensive cavity throughout trunk and extensive decay at base of trunk. This tree is recommended for removal.







3.63 Tree 63. Callistemon viminalis

This mature tree is approximately 6.5m tall with a canopy spread of 8m. It has twin co-dominant trunks from 500mm above the base with an aggregate DBH of 230mm. This tree is in poor health and condition with a sparse canopy, moderate deadwood and epicormic growth. This tree has a short Safe Useful Life Expectancy (SULE).





3.66 Tree 66. Pistacia chinensis

This mature tree is approximately 10m tall with a canopy spread of 12m. It has multiple co-dominant trunks from the base with an aggregate DBH of 700mm. This tree is in good health and condition with a deciduous canopy, minimal deadwood and epicormic growth.

3.67 Tree 67. Morus spp.

This mature tree is approximately 6m tall with a canopy spread of 16m. It has twin co-dominant trunks from the base with an aggregate DBH of 600mm. This tree is in good health and condition with a deciduous canopy, minimal deadwood and epicormic growth. There is evidence of extensive decay throughout trunk. Remove split in trunk.

3.68 Tree 68. Eucalyptus scoparia

This mature tree is approximately 16m tall with a canopy spread of 5m. It has a single trunk with a DBH of 350mm. This tree is in fair health and condition with a thinning canopy, moderate deadwood and epicormic growth.

4.0 Impact of Development

4.1 Tree Protection Zone Tree Protection Zones (TPZs) have been defined for the subject trees in order to define the encroachment of the proposed development in accordance with AS4970-2009. The TPZs required have been taken as a circular area with a radius 12 x the diameter at breast height of the tree. This requirement is in line with Australian Standard AS 4970-2009 Protection of Trees on Development Sites. This standard defines a maximum of 10% encroachment to be minimal encroachment. Any encroachment over 10% requires the site arborist to give consideration as to the viability of the tree due to the proposed development.

Appendix A - Summary of Key Issues

Soil Compaction, Surface Sealing and Covering A large number of the subject trees have been significantly impacted upon by regular vehicular traffic and parking that has caused heavy compaction of the soil in the vicinity of the subject trees. This compaction within the TPZs will limit the amount of gaseous exchange available for the roots which will inhibit the respiration process which will in turn reduce the energy available for the tree and the resultant photosynthates that the trees require as energy for metabolic processes such as expansion growth, extension growth, reproduction and disease resistance. Reduction in gaseous exchange with the roots within the root zone will limit the process of respiration within the roots. Respiration is a crucial process that produces adenosine triphoshate (ATP) which provides usable energy to all cells of the tree and in particular assists in photosynthesis. Photosynthates are then transported back to roots as well as the rest of the plant. These photosynthates including glucose are essential for the root respiration process. Reduction of gaseous exchange and therefore respiration reduces the energy available to the tree and will reduce the vigor and health of the tree. Soil compaction or sealing the surface will lower water infiltration and therefore reducing the amount of water available to the roots of the trees. (Handreck & Black, 1986, pg 53). Water is a crucial requirement for all processes of the tree. Any reduction in water infiltration is exacerbated in this situation as the proposed development poses a physical barrier to surface drainage or ground water percolating laterally through the soil. Over time this will impact upon the health and condition of these trees.

Mechanical Damage/Wounds/Cavities A number of trees identified have large wounds that have apparently been caused by mechanical means. When a tree is wounded in this fashion it undergoes compartmentalisation in order to minimise the spread of decay within the tree and to isolate the damage to within the wound. This process, known as Compartmentalisation of Decay within Trees (CODIT) consists of a series of physical and chemical changes within the tree that contains the decay within 4 “walls”. Wall one is formed initially at the time of wounding by the physical plugging of the xylem tracheids and vessels above and below the wound. This is the weakest of the four walls. Wall two is formed by the late summer growth rings that form a barrier to the spread of decay internally. Wall three is formed by the incomplete walls created by sheets of ray cells and phenolic compounds created. This inhibits the lateral spread of decay. This is the strongest wall formed at the time of wounding. Wall four is the strongest of all walls and is formed by the vascular cambium and serves to separate new tissue from that existing at the time of the wound. In the case of these impact wounds, it is likely that these areas have been struck again subsequently to the initial wounding. This could serve to compromise the CODIT wall 4 compartmentalisation and allow the spread of the decay. Each of these branches that have been wounded in this way has significant and noticeable swelling around the area that has been wounded. This wounding spreads further than the usual “door jambs” of reaction wood that are to be expected on either side of the wound that serve to strengthen the area around the wound. This swelling is indicative of extended decay within the tree (Mattheck & Breloer, 1994, Page 101, 181). Once the decay or hollow exceeds 70% of the tree diameter, the tree is at an increased risk of failure and would be an unsatisfactory risk. (Mattheck & Breloer, 1994, page 185)

Damage to Cambium A number of the trees inspected have had significant wounds with decay evident in these areas. This damage and subsequent decay reduces the amount of vascular tissue that is available to transport water, nutrients and ATP from roots to leaves and the transport of photosynthates to all parts of the tree. This reduction in vascular transport significantly reduces the health and condition of these trees and in a number of cases is contributing to the decline of these trees. Once the decay or hollow exceeds 70% of the tree diameter, the tree is at an increased risk of failure and would be an unsatisfactory risk. (Mattheck & Breloer, 1994, page 185)

Epicormic Growth A significant number of trees have been identified with a large percentage of epicormic growth. In fact for a large number of trees, the only live canopy growth is epicormic growth. Epicormic growth takes place when the extent of dieback is such that the apical dominance of the tree has declined to such an extent that meristematic tissue along branches and trunks is activated and new shoots grow from areas other than the apical tips of branches. This growth will result in poor habit and form of the tree however more significantly, epicormic growth has a weak point of attachment to the tree and is a very likely site for future branch failures.

Bark Inclusions At the point at which large branches meet the trunk of the tree, the vascular cambium between these two limbs meets and in a healthy junction the join in the cambium will push outwards allowing the normal and healthy development of the vascular material below. In a bark inclusion this junction will force the vascular cambium inwards which will inhibit the development and flow within the vascular material. This inwards pressure can also divide the sapwood and reduce the structural integrity of the junction, therefore weakening the joint and increasing the likelihood of a failure at this point. (Mattheck & Breloer, 1994, Page 60, 62)

Mistletoe Infestation

Parasitic and epiphytic evergreen plant that grow on the stems of trees by the use of cell structures called haustoria, consuming water and nutrients produced by the host. The effects of an infestation may cause reduced vigour and contribute to the decline of a tree (Coder 2004, pp 37-44).
