1.0 CURRENT JSEP AND SKEP CM TASK ORDER ACTIVITIES REPORT

SN Activity Description Status 1 COVID-19 Emergency and JSEP

and SKEP Disruption While it is clear that the COVID-19 Emergency is not over, the GOJ has almost completely opened the economy and relaxed all restrictions. The Ministry of Public Works and Housing (MPWH) continues to increase staffing levels in their offices but it is still not operating at full strength. Construction at JSEP Phase IV and SKEP Phase II sites has practically returned to full capacity (even though they are both extremely late) In summary, activity has restarted. JSEP and SKEP Contractors unfortunately are not doing a good job complying with the Ministry of Labor (MOL) Directive #12 – Prevention of CV-19 Transmission Measures - Construction Activities.

2 JSEP Phase V Contractor Mobilization and SE Start Up

The MPWH issued the Phase V, Package 1 & 2 Commencement Letter to Bitar on May 27, 2020. JSEP Phase V: is in the Mobilization Stage. Commencement Date for Construction Work was effective on June 28, 2020.

3 Ending JSEP Phase IV ASAP Without Sacrificing Construction Quality

Medanat Bi-weekly Phase IV Progress Meetings. A good and Proposed Close Out Plan was presented by Medanat SE for the JSEP Phase IV Contract at a meeting with MPWH, USAID/JORDAN and the CMTO team. MPWH and Medanat will coordinate to complete Taking Over inspections for Substantially Completed schools and to start studying Extension of time and Variation Orders. The CMTO team will assist as appropriate. There was an informational meeting held at the CMTO office on June 23, 2020 with engineers from MPWH and Medanat in presence of a USAID/JORDAN representative to discuss the Time Extensions and Variation Orders. Medanat continues to work with the four Contractors to obtain letters from them regarding their potential Time Extensions to be discussed and submitted to MPWH for final review and approval. Three school projects went to Substantial Completion during the reporting period, 9 Projects remain to achieve Substantial Completion but all are remarkably close.

4 SKEP II, Package 2, Rawashdeh Contractor Performance Improvement Evaluation.

All three projects remain far behind schedule. CCG recommended during the reporting period to MPWH to terminate the Rawashdeh contract. MPWH intends to send Notice Letter for the Contractor regarding the delay in the project. CMTO team attended joint meeting with MPWH on July 1, 2020 at CCG offices to discuss the disputes that were submitted by the Contractor. It was agreed that CCG will ask for required supporting documents to be submitted by the Contractor in order to proceed. CMTO team attended meeting at Engicon on July 8, 2020 to discuss the septic waste holding tank at Althanieh school and site water drainage issues at Alameer Hamzeh school. CMTO team also discussed the Defects & Liability issues of SKEP Phase I and the required actions from Engicon and MPWH.

5 MPWH JSEP and SKEP Procurement Status Summary

STATUS SUMMARY: CMTO staff continues submitting the weekly JSEP and SKEP PROCUREMENT SUMMARY STATUS Report to follow up the procurement program calendar and issues with MPWH. Most of procurement activities continued. These reports are private and are close-held. JSEP Phase V Supervisory Engineer Contract Review: For Package 6, 7 & 8. The technical evaluation is under process. JSEP Phase V – Construction Contract – For Packages 6, 7 & 8. The technical evaluation is under process. JSEP Phase V Supervising Engineer Contract- For Package 3, 4 & 5. Under technical evaluation. JSEP Phase V – Construction Contract – For Package 3, 4 & 5. Under technical evaluation. SKEP Phase III – Supervisory Engineer Contract Review – Under process. SKEP Phase III – Construction Contract Agreement for Package 2 signed and it was transferred to Construction stage, for Package 1 the IFT released for retendering with new conditions.

6 SKEP Phase II – Elevators SKEP Phase I

SKEP Phase II: Elevator work: Elevators have been totally completed and initially operated by the Contractor, the only still pending items are Testing and Commissioning and the inspection by JISM; Testing and Commissioning of the Elevators are still pending in all schools due to pending electrical connections. For Package 2, MPWH issued the letter of approval of the Sub-Contract Agreement that the Contractor had already signed with the Supplier. The Contractor is still in the process of preparing and submitting the workshop drawings, the elevators are expected to be delivered within the next four (4) months. The CMTO team is trying to find commencement and projected completion dates and will report them when we will have the information. SKEP Phase I All sites were handed over to the Elevators’ Contractor and the Commencement Letter has not been issued yet. The Advance Payment letter signed by MPWH and submitted to USAID/JORDAN. The CMTO team has met the Contractor at Al Tase’a School in Aqaba for handing over on July 1, 2020, it was explained to the Contractor the working conditions during the Tawjihi Exams, and CMTO’s H&S Engineer explained the appropriate way, tools and signs of closing the Elevator rooms needs to be done so as to secure it safely against safety issues with the students and teachers.

7 JSEP IV, V and SKEP II, lll CONTRACT COMMUNICATION TRACKING LOG

CMTO team continues to track all correspondences between all stakeholders, filter them and assign the concerned personnel to do the necessary follow-up actions. During this reporting period 67 items of correspondence were recorded, two of them needed a CMTO staff personnel prompt action.

8 JSEP Phase II, III, IV/SKEP Phase ll Electrification/Wet Utilities Connection Delays

This reporting period has witnessed good progress of connecting utilities in JSEP Phase lV, eleven (11)new utilities were connected in JSEP Phase lV and one (1) new Utility in SKEP Phase ll. Most of the fees for connecting SKEP Phase ll utilities were paid by MOE and the Contractors of the Electrical and Water Companies are now in the process of getting the Utilities Connected. No new progress have been seen in JSEP Phases ll & lll, although CMTO team had pushed many Utilities to the final stages of connections and made MOE pay for many Utilities, a meeting was held with JSEP Phase ll SE on June 28, 2020 to refocus on connecting the remaining utilities in the schools of this phase. Note that this is a serious issue that could prevent some JSEP Phase IV and SKEP Phase II schools being ready for MOE operations before 1 September 2020. CMTO team continues to assist two Ministries to push the process as appropriate. It was agreed that the USAID/JORDAN COR and CMTO team will meet jointly with the new MOE SG at the end of this month to discuss and stress on the need of MOE support and action here.

9 Joint Weekly Coordination Meeting with MPWH, USAID/JORDAN

The weekly USAID/JORDAN – MPWH coordination meeting with the USAID/JORDAN COR and the MPWH International Programs Director hopefully continue. One meeting was held at MPWH on Thursday July 2, 2020, the main activities of JSEP and SKEP Programs were discussed, it was agreed to continue these meetings Biweekly as necessary.

10 Coordination Teleconference with USAID/JORDAN, Educational and Youth Sectors.

The Monthly Meeting was held on July 2, 2020, but COP apologies for not attending, since he had another meeting.

11 Field visit to Fatima Alzahraa school at Alaghwar, Karak Governorate

According to the USAID/JORDAN COR request, CMTO team (COP, SGL and Civil Engineer) conducted field visit to the school that was built previously through one program with USAID/JORDAN funded projects, the CMTO team made their assessment and submitted a report to the COR .

12 Mini Workshop: Writing Supervisory Engineer Proposals and Providing Oral Presentations for USAID/JORDAN Funded JSEP and SKEP School Construction Projects Workshop

(CMTO) for JSEP and SKEP team presented a two-hour Workshop at the MPWH Conference Hall that was intended to assist Jordanian architectural & engineering (A&E) firms in developing and presenting excellent and relevant SKEP and JSEP (1) written Supervisory Engineer proposals and (2) oral presentations. The Workshop was based on PowerPoint material and Presentations made by CMTO’s COP and SGL. Nine Jordanian firms sent representatives, as did USAID/JORDAN, the MPWH and the CMTO team.

2 8 Al Sha’air Contracting

• Maymoneh Bent Alhareth (KG), Fahmi Hashim (KG) and Qatr Al Nada (KG) are Substantially Completed. For more details, see attached JSEP Phase IV Taking over Table. • Works are resumed since the second week of May. Percentage of Completion for Ateka (KG) is still 87%. Also, Percentage of Completion for School Expansions range between 90% and 95% (Only percentage of completion of Al Hassan Bin Al Haithem Expansion is increased from 93% to 94%). For more details, see attached JSEP IV Progress Summary Table. • Utilities: Electricity: three (3) Schools will be connected to their existing, all payments and procedures for one (1) school is done and waiting for final connection, two (2) schools have electrical company initiate the implementation and the electrical connection, and two (2) Schools are already connected. • For more details see Attached Annex for Utilities Connection.

• CMTO team (COP &SGL) conducted jointly site visit with Medanat staff on July 9, 2020 to Dahiet Al Ameer Hasan school to inspect the school and if it is ready for Substantially completed. • Utilities: CMTO team continued following up utilities. • CMTO team conducted site visit to Maymounah Bint Al Hareth Basic School( KG) in JSEP Phase IV Package 2 on July 1, 2020 to re-assess and evaluate the existing Sand Area (Play Area) jointly with Medanat and Contractor. CMTO team confirmed on the recommendations mentioned on the Field Trip report dated February 23, 2020 on the followings:

1) Remove the existing Sand Area due to Safety issue,

2) Construct new Sand Area to meet the requirements and specifications.

• All KGs, Sport Facility and Expansions are Substantially Completed EXCEPT for Al Karamah School Expansions is still under construction. • Second Handing over is completed for Alhashmieh Boys on July 2, 2020. For more details, see attached JSEP Phase IV Taking over Table. • Works are resumed since the second week of May. Percentages of completion for Al Karameh School is 85% (increased 5%). For more details, see attached JSEP IV Progress Summary Table. • Utilities: Electricity; Six (6) schools are connected, all payments and procedures are completed for two (2) schools and now awaiting final connection, one (1) school is still pending MOE payment, and one (1) will be connected to the existing. • For more details see Attached Annex for Utilities Connection.

• CMTO team conducted site visit to Al Karameh Basic Mixed School JSEP IV Package 3 on July 6, 2020 to observe the Health & Safety and report on findings and provide recommendations.

• All Six (6) KGs are Substantially Completed. In addition, Hofa School Expansion is Substantially Completed. For more details, see attached JSEP Phase IV Taking over Table.

• Works are resumed since the second week of May. Percentage of completion of School Expansions are ranging between 83% and 90% (increased 6% for Samma Expansion and 1% for Sammoa and Alshounel Alshamalieh Expansions). For more details, see attached JSEP IV Progress Summary Table.

• Utilities: Electricity; one (1) will be connected to the existing schools, all payments and procedures are done for five (5) Schools and now awaiting final connection, and four (4) are connected. • For more details see Attached Annex for Utilities Connection.

• CMTO team conducted site visit to North Shouneh Basic School l JSEP IV Package 5 on June 28, 2020 to observe the Corrective Actions on the Health & Safety and report on findings and provide recommendations.
