City of Clark Board of Adjustment Meeting
May 6, 2019 Call to order: The Clark City Council, meeting as the Board of Ad-justment, met in session on May 6, 2019 at 7 p.m. in the City Hall Coun-cil Room. Council Members Present: Bri-an Cook, Belinda Hanson, Kerry Kline, Dennis Larson, Harv Spieker and Andrew Zemlicka. Others Present: Mayor John Pol-lock, Finance Offi cer Jackie Luttrell, City Attorney Chad Fjelland, Bill Krikac, Eric and Erin Brush, Terry Schlagel and Brandon Kottke. Mayor Pollock called the meeting to order at 7:00 p.m. Brush Variance Application Eric and Erin Brush have applied for a variance of Clark City Code 11.08.06.3 – side yard set-back to con-struct an attached garage closer to the property line. Unique to this property is an undeveloped 40 foot right of way adjoining to the said property line. Adjoining landowner Terry Schlagel was in attendance to voice his concern that the property not be vacated as he wants to ensure access to the proper-ty to the west. A previous attempt to vacate said right of way failed due to all the lack of all adjoining property owners signing the petition. Luttrell pointed out an alternate future access to the said property would be to the south where there is a 58 foot city right of way and an additional 60 foot county right away. A typical city road right of way is 60 feet. Motion by Kline and seconded by Larson to approve the variance to building up to property line. Voting in favor Kline, Hanson and Larson. Opposed Zemlicka, Spieker and Cook. Motion failed due to lack of 2/3 vote as required for passage. Motion by Hanson and seconded by Zemlicka to approve variance to building one foot off property line. Voting in favor Kline, Hanson, Zem-licka, Spieker and Cook. Opposed Larson. Motion carried with 2/3 votes of the board. Motion by Larson and seconded by Kline to adjourn the Board of Adjust-ment meeting. All members voting yes. Motion carried. Myron and Diane Eidsness attended Brandan Gehrke’s graduation recep-tion in Clark on Saturday. Barb Hartley accompanied Jen-na Hulscher to Grady and Addison’s spring concert in Waverly Friday eve-ning. Joan Boehnke met Stephanie Boehnke in Lake Norden Friday night, where they attended the graduation reception for Kirby Antonen, son of Ar-len’s cousin, Sherry. Barb and Lowell Dalton attended Katlyn Maynard’s graduation party Saturday afternoon. Friday night, Rod and Cherie Jans attended Janae Kolden’s graduation reception. On Saturday, they went to Clark’s graduation. Saturday morning, Joan and Steph-anie Boehnke went to Aberdeen to dec-orate the graves of Joan’s parents and grandparents. They later attended Clark’s graduation program and two receptions. Tuesday, Bonita Sharp met her for-mer FSA coworkers for breakfast in Watertown. Lynn and Barb Hartley shared a pot-luck Mother’s Day dinner at the home of Adam and Laci Hartley and family with Lavonne Selchert of South Shore, Bonnie Redlin and Jenna Hulscher and children of Watertown, and Lori Hyland and children of Ramona. Arlen and Stephanie Boehnke treat-ed Joan to dinner out in Watertown after church for Mothers’ Day. After dinner, they visited Bob Boehnke at Edgewood Assisted Living. Stephanie returned to her home in Mitchell Sun-day afternoon. Rod and Cherie Jans attended Jurn-ee Meyer’s graduation reception in
Hayti on Saturday afternoon and also Katlyn Maynard’s reception. On Sunday, Rod and Cherie Jans celebrated Lance Jans’ 3rd birthday with dinner out in Watertown with Dave and Lee Peterson, Corey, Jessica, Lucas, and Lance Jans. On Friday, Bonita Sharp went to Ky-lynn Sharp’s Wax Museum at school. Ronnie and Peggy Bastian, Emi-ly Bastian and Derrick Dohman, and Matt Bastian and kids spent Sunday at the Clay and Aimee Bastian home in Volga. Dave and Lee Peterson of Brook-ings joined Corey and Jessica Jans and boys for church on Sunday, and then met up with Rod and Cherie Jans for Lance Jans’ 3rd birthday bash. Thursday evening, Donna Kittelson, Vickie Burchatz, and Kathy Wookey went to Warner to attend their Spring Concert. Jackson McNeil is a member of the band. Donna reports that the concert was outstanding. Prior to the concert, Donna treated Vickie, Kathy, and Jackie McNeil to supper out. Donna Kittelson was treated to dinner out in Henry for Mothers’ Day. Those attending were Donna, Cheryl and Maggie Hovde, Bryan and Cindy Wientjes and sons, and Tom and Kathy Wookey. Later that afternoon, Donna and Cindy visited Floyd Kittelson at Jenkins, and then Cindy treated her mother to a movie in Watertown. Sunday morning, Gordy and Loy-deen VanSickle visited his mother, Helen VanSickle, in Watertown. Gordy and Loydeen then enjoyed Mothers’ Day dinner out in Henry with Mike and Shauna Lane and family, and Troy and Sandy VanSickle and family.
