    I heard an encouraging report out of Big LakeCity offices recently.

    Six single family housing permits had beenlet for the past month. Nothing to brag about,compared to those years not long ago whenthe city and township were building 500-plushomes.

    But encouraging, nonetheless, because inrecent years, due to the Depression, we were seeing only onehome built per month.

    Homebuilding - and all that goes into it - comprises 40% ofBig Lakes economy.

    That includes owners of raw land being paid for their prop-erty, developers stepping forward to zone and plat, engineersto shape new roads, contractors to build those roads, therealtors, carpenters to build the houses, electricians, HVACpeople, plumbers, concrete people, the lawns outside, floor-ing, window treatments, paint, painters, appliances, securitysystems.

    Dont forget the lenders.If you want to understand how large a whack against the

    side of its economic head Big Lake (and all other similargrowing communities) have taken due to this Depression,just stop and think about the effort our merchants have had toput forth to climb out of that big hole.

    Remarkable, I say.Countless times I have talked with merchants over the past

    few years, when they complained about having to cut costs,cut costs, stay alive.

    My response to them has always been, Make sure in theend it is you who remains standing.

    Im proud of them for their diligence, their sense of duty tothe community.And I urge you, the customer, to give them every chance to

    serve your shopping needs.Its not the out-of-town big box whos paying taxes to send

    your kids to school.Its your local businesses. Please remind yourself of that.Thats how communities are made - and kept.

    The Big Lake LegacyFoundation is an organizationdedicated to strengthening the

    fabric of the Big LakeCommunity, boosting local prideand community spirit.

    The organization is the brain-child of lifelong Big Laker DougHayes, who was looking for away to bring people together.

    In the early 1900s, when BigLake was at a low point, thecivic leaders got together andcreated an amusement park,said Hayes. People would comeon the train from miles around to picnic at the lake, enjoybaseball games, fish, swim, ride the carousel and dance at thepavillion, he said.

    I wanted to recreate that and one of the things whichbrings people together is music, he said. I want Big Lake tobe a destination.

    Uphoff, Rick Schroeder from The Friendly Buffalo, Pastor KyleSidlo from Saron Lutheran Church, Brad Johnson from the BigLake Lakes Association, City Administrator Todd Bodem,Mayor Raeanne Danielowski, Gene Earney from the Big LakeLions, Laura Hayes from Big Lake Township, Big LakeChamber of Commerce President Tricia Skodje and othersbegan to meet regularly.

    They first got together in March and Music in the Park, aseries of 12 concerts held in Lakeside Park was born.Attendance at the event has been outstanding.

    Based on the results, Id say we were correct, said Hayes,who already has nine acts booked for 12 of next summersperformances.

    Lakeside Park has been packed every Thursday night.Admission is free to the concerts.

    The Farmers Market is starting to grow, adding vendors anda greater variety of merchandise.

    Sometimes the parking lot is overflowing and cars have to

    be parked in the old A&W lot. An evening with Bob and theBeachcombers included an old car show. Committee mem-bers expected 15 vehicles. Almost 60 showed up.

    Residents who live around the lakes jump on their pon-toons and head for the beach to join the fun. The Legacy Cafe

    serves hot dogs or burgers, chips and pop for $3 or $10 forfour, making the evening out affordable for everyone.

    But the Legacy Committees plans dont just begin and endwith a great season of music and family fun at Lakeside Park.

    What really inspired me was a fascination with Big Lakeshistory, said Hayes.

    I thought if people knew more about Big Lake they wouldbe more supportive.

    One of the ambitions of the Legacy Committee is to createa walking history tour of Big Lake, so newcomers to the area,and even some long-time residents, can find out more aboutthe town they live in.

    Big Lake does have a long history. It is located on anancient trail travelled by millions over the years. The trail fol-lows the Mississippi north to the Winnipeg area in Manitoba.

    For a while it was known as the Red River Ox Cart Trail, andthe Metis, from Canada, would bring furs and other tradegoods south along the trail to trade in Minneapolis or St. Paulfor other goods. The wooden carts were noisy and could beheard coming from miles away.

    The first person to settle in the area was Joseph Brown, whobuilt a hotel, located about where Lake Street North is today.Joseph was killed by a stage coach outside his hotel, butBrowns Hotel was a fixture in Big Lake for many years, evenafter his death.

    Another activity in the works is a Christmas tree lightingceremony by the outside skating rinks behind City Hall. Therinks are being repainted, thanks to a group of volunteers ledby George Quinn and a grant from Valspar, written by PublicWorks Director Mike Goebel for 90 gallons of paint.

    A long term goal is the creation of a lighted ballpark com-plex with at least four fields.

    All of these activities require funds and some local busi-nesses and organizations have been quick to respond.MusicContinued On Page 8

    Their practice begins much earlier - in mid-July with condi-tioning, then formation practice without equipment beforeputting on the pads in the second week of August.

    Volunteers are an integral part of the association. Coaches,assistant coaches and board members are all parents of theplayers. No one gets paid for anything.

    In the Big Lake Association, parents dont have to pay forequipment. The association buys equipment using funds from

    the Hornet Classic, a tournament that can draw a few thou-sand players from across the Midwest. Last year the tourna-ment drew more than 40 teams, some from Iowa, Wisconsinand even Canada.

    We brought in enough revenue that we spent over$20,000 over the past two years just for equipment, saysPatti. A lot of associations dont provide equipment. So par-ents are looking at another $200-plus in equipment costs forsomething theyre kids are going to outgrow. It can becomevery expensive.

    As the kids get older, competition gets better.Seventh graders play in the North Suburban League

    against teams like Anoka, Rogers and Cooper, says Patti. Its

    pretty good competition.By seventh grade, many players have passed through the

    ranks and have learned the game well enough to compete.Everybodys learning, so by the time they get to JV and high

    school they should have it down, says Patti. Hopefully,were growing a better program for our school.

    In addition to being locat-ed close to the SherburneNational Wildlife Refuge

    and the Sand Dunes StateForest, the City of Big Lakehas 19 parks, 14 miles oftrails and a number of green-ways around Big Lake andLake Mitchell.

    Some of the parks aresmall, neighborhood parkswith playgrounds for chil-dren. A few are undevel-oped. Some are larger, withmore room for games andactivities. Many have play-ground equipment and otheramenities, such as links to

    trails.Lakeside Park, visible fromHwy. 10, is the crown jewelof Big Lakes park system,with a boat launch, fishingdock, swimming beach, freeexercise equipment and askate board park. It is the

    only Big Lake park with an admission fee for vehicles.It is the home of the Big Lake Farmers Market every

    Thursday from late May through October. This summer it hasalso been home to Music in the Park and a number of otherevents such as the Granite Man race and the Big Lake Women

    of Today annual Easter egg hunt. The park admission fee doesnot apply for events like these.

    The most recent acquisition is the 30-acre River Oaks Park,located on Eagle Lake Road North (Co. Rd. 5). This park islargely undeveloped and offers easy access to the Elk River.

    Presiding over the city parks is Public Works Director MikeGoebel, who works with the city council appointed parkscommittee to develop them.

    Parks committee members include Janae Stern, ReneeRossman, Katrine Nau, Scott Marotz, Eugene Earney, DeniseMcDowall Seyko and City Council Liaison Nick Christenson.

    Much of the parks committees funding comes from devel-opers in the form of park dedication fees. Other fundingcomes in the form of grants, gifts and donations.

    The parks committee is working on a survey to find out

    what residents would like to see in their parks and how theyshould be developed. They also had an open house at RiverOaks Park.

    In addition to amenities and the budget, the parks commit-tee considers a number of different criteria for park develop-ment, including what residents would like to see and the easeand cost of maintaining the park and its equipment.

    The plan for River Oaks Park is to keep it more natural,

    SHERBURNE NATIONAL WILDLIFE REFUGESherburne National Wildlife Refuge, established in 1965,

    comprises more than 30,700 acres of wetlands, prairie open-ings and oak savanna and is home to an astounding array ofnative animals. The Refuge is open seven days a week dur-

    ing daylight hours free of charge. Visitor information leaflets,which include a map of the Refuge, may be picked up atinformation kiosks at Refuge entry points.     SAND DUNES STATE FORESTSand Dunes State Forest is located in central Sherburne

    County, five miles north of Big Lake. The forest can bereached by taking County Road 5 North from Big Lake, off ofU.S. Hwy. 10. The Sand Dunes State Forest is located with-in the bounds of Orrock Township.

    Outdoor recreation facilities in the Sand Dunes State Forestinclude more than 18 miles of trails, maintained and groomedfor snowmobiling and available for horseback riding.

    BRIDGEVIEW PARK RESERVEBridgeview Park Reserve is located southwest of Big Lake

    along the Mississippi River. From Hwy. 25, go west on CR 11and then immediately south on CR 50. The park entrance ison the south side of the road. 29 acres in size.

    The land is gently rolling with a ridge extending east andwest offering some scenic vistas overlooking the MississippiRiver, which in this area is part of the Wild and Scenic RiverSystem.

    Much of the park is comprised of an Oak Woodland/Brushland forest.

    A mowed trail system allows for recreational activities suchas hiking, snowshoeing, and birdwatching and educationalexperiences featuring native grasses, wildflowers, andwildlife. The park is managed for low impact use. A parkingarea serves as the entrance to the park.

    Park Rules: No motorized vehicles. No hunting. No camp-ing. All pets must remain on a leash. Please stay on designat-

    ed trails. The digging or transplanting of any vegetation is pro-hibited.

    Highlights: Hiking Trails, Snowshoeing, Birdwatching,Scenic Views. Hours: The park is open dawn to dusk 7 days aweek.

    This Big Lake Rail ParkBy Gary W. Meyer

    EditorSupporters of the proposed Big Lake Rail Park are hoping to

    have positive reports on its progress this fall.Denied a state DTED grant in the amount of $3.29 million

    this summer, they are waiting for an answer to their requestfor federal startup funds.Word from the Federal Transit Administration on a TIGER

    Grant application for $3.2 million should come this fall.The numbers are huge - because the proposed rail park is

    huge in scope.The proposed park encompasses 278 acres along the north

    side of the BNSF Rail tracks stretching easterly from MidwestLumber to Co. Rd. 15.

    Fully developed, firms within it could employ up to 2,000people. Property tax receipts would be commensurate withthe quality of the buildings constructed, but in any case, itcould be huge.

    The proposed project includes constructionof a portal (a pass through) under the Hwy. 10

    overpass, 10,400 foot rail spur capable ofhandling a full train off tracks, and a circularspur extending northerly on the east side ofthe overpass.The portal construction could cost about

    $710,000; the spur construction, another$4.7 million; other infrastructure, to includeroads, electrical and rail remodeling, couldcost another $6.7 million.

    About 220 of the 278 acres of property, in private hands,lies in the city; the remainder in the township.

    But the city, township and county have cooperated in a landuse measure to rezone all properties to Industrial IV, meaningthey could not be used for anything but the intended rail park.

    That work has been of great importance, saysCommissioner Ewald Petersen, who helped guide it throughcounty channels.

    Sen. Mary Kiffmeyer, who has championed the project tothe St. Paul capitol for financing at least twice, says the localproperty owners are asking when the project can get going.She accepts that as a positive thing.

    So, what if the federal financing effort falls through?Mayor Raeanne Danielowski addressed that issue, saying it

    would be incumbent on the city, township and county to raisethe funds to finance the first stage of the work - the portal.

    That would be the sure sign to state and federal authoritiesthat Big Lake officials are serious about the project.

    As importantly, it would assure the railroad people there ispotential for them to help create the park, meaning more

    business for them in the future.Danielowski said BNSF drew in officials from Ft. Worth, TX,

    Fargo and the Twin Cities for a meeting at Big Lake inFebruary to get a preview of the project.

    They flew in because they were interested, Danielowski

    said. But they wont get financially attached to the projectuntil the portal goes in.The chicken or the egg thing, the mayor said.(Further infrastructure, such as roads, would be the respon-

    sibility of firms developing in the park.)Unique Property

    Danielowski has supported the rail park because it can besomething good that results from the railroad slicing the com-munity in two parcels.

    She says the open spaces proposed for the park could beBig Lakes key to financial stability in the future, throughindustry growth and resulting employment opportunities.

    The I-94 corridor with Monticello has helped them withbusiness (retail). Its something we cant compete with. But arail industrial park is something nobody else will have.

    Petersen agrees: I think it would change SherburneCounty, he said. It would bring in economic developmentwe now dont get a smell of.

    Surrounding communities have also provided letters of sup-port to the rail park proposal, knowing rail shipments to thiscommunity would help businesses in theirs.

    Big Lake could be a geographic hub for that growth, asHwys. 10, 169, 25, 101 and I-94 lie close by.

    This is a game-changer for the community, saidDanielowski.

    It would also be a game-changer for BNSF. The open spacesof the proposed Big Lake park are more attractive than anyother lands along BNSF lines, from Chicago to Seattle.

    For The FutureCity officials have noted the inquiries coming in over the

    park from possible developers. One was lost this past month,because the park wasnt operational.But they expect the inquiries to continue.And Sen. Kiffmeyer expects, even if the pending federal

    funding goes down, that the group remain confident and pre-pared.

    Well keep our eyes wide open, she said. We have awide array of support.

    We need to be masters of our fate. We need to turn thisrailroad into our strength.

    Our strength is in rail service, said Danielowski.Concluded Kiffmeyer: Our goal is to have jobs.

    City InformationBig Lake is a growing community in Sherburne County. The

    2010 census reports the City of Big Lakes population to be

    Big Lake is roughly 45 miles away from the Minneapolis/St.Paul International airport and 28 miles from the St. CloudRegional Airport.     Kids Club Program Early Childhood Fam. Ed.Big Lake Community Education Kids Club Program is a

    comprehensive school-aged childcare program. We offer pro-gramming for students 4 years old through 9th grade thatincludes before and after school programs, a full dayKindergarten program, full day preschool childcare option

    and programming on non-school days.We are open from 6 am to 6 pm Monday through Friday.During our programs we offer a wide variety of recreationaland educational activities that may include arts and craftsprojects, languages, planting and potting, and various indoorand outdoor sports.

    We have a site at Liberty Elementary School, servicing stu-dents 4 years old to 5th grade. Our Independence ElementarySchool site services students 4 years old to 9th grade. KidsClub also offers programming during the summer for students4 years old to 9th grade.

    After a long winter, do you long to be planting, weeding andharvesting this upcoming summer, but dont have a yard togarden in? Heres your chance! The City of Big Lake beginsaccepting applications in the middle of March 2014 from Cityof Big Lake residents interested in leasing a garden plot.Garden plots are 10 feet by 20 feet. The garden plots are locat-ed at 18041 198th Avenue, Big Lake, adjacent to the drivewayentrance to the Big Lake Public Works Building (next to thewater tower). Gardens will be leased to City of Big Lake resi-dents on a first come first serve basis. Garden plots will beleased (check the city for the price) to help cover cost of waterand other garden expenses.
