BlackBerry UEM licensingLicenses control the number of devices that your organization can activate with BlackBerry UEM and BlackBerryUEM Cloud. Some licenses also give your users access to other BlackBerry software such as BlackBerryEnterprise Identity and BlackBerry 2FA. Your organization can choose from a variety of license options to makethe products and features that it needs available to users.

Depending on your organization's requirements, you can choose different management models, purchase options,and supported features.

Licensing options for BlackBerry UEMYou must have licenses to activate devices in BlackBerry UEM. BlackBerry UEM supports a variety of licensingoptions, and you can use licenses of any or all types, depending on the needs of your organization. BlackBerryUEM offers the following licensing options:

Licensing option Description

User-based or device-based

BlackBerry UEM offers both device-based licensing where you must have a licensefor each activated device and user-based licensing that allows a user to have up tofive devices on a single license.

Server or SIM-basedlicenses

You can purchase server licenses from BlackBerry or a BlackBerry partner, orpurchase SIM-based licenses from a participating BlackBerry partner or wirelessservice provider.

BlackBerryUEM or BlackBerryEnterprise MobilitySuite licenses

BlackBerry UEM licenses allow you to activate devices with BlackBerry UEM.You can choose the license level you need depending on the features youwant to make available to your users. To use other BlackBerry software, suchas BlackBerry 2FA, BlackBerry Enterprise Identity, and BlackBerry Workspaces,you must purchase separate licenses for those products. For more information,see BlackBerry UEM licenses. 

BlackBerry Enterprise Mobility Suite licenses allow you to activate deviceswith BlackBerry UEM and use additional BlackBerry enterprise products. You canchoose the license level you need depending on the products you want to use inyour organization. For more information, see BlackBerry Enterprise Mobility Suites.

BlackBerry OS licenses If you manage BlackBerry OS (version 5.0 to 7.1) devices, you mustuse BlackBerry OS licenses to support BlackBerry OS (version 5.0 to 7.1) devicesin a BlackBerry UEM domain.

Most of the information in this document is specific to BlackBerryUEM and BlackBerry Enterprise Mobility Suite licenses. For more informationon BlackBerry OS licenses, see Managing licenses for BlackBerry OS devices.

BlackBerry OS is not supported in BlackBerry UEM Cloud.

Licensing management modelsBlackBerry UEM supports two different licensing models to help you manage licenses for your organization. Youcan use licenses from either or both models depending on your organization's requirements.

Licensing model Description

User-based licenses User-based licenses allow a user to activate up to five devices with one license.All of the devices can use any feature available in the user-based license but onlyone of the five devices can use a Samsung KNOX Workspace activation type. User-based licenses cannot be shared between users.

BlackBerry Enterprise Mobility Suite licenses are user-based licenses.

Device-based licenses Device-based licenses allow a user to activate one device with one license.

BlackBerry UEM licenses are device-based licenses.

Licensing purchase optionsBlackBerry UEM supports server-based and SIM-based licensing options. You can use licenses from either or bothoptions depending on your organization's requirements.

SIM-based licenses are associated with a SIM card. They can be purchased from a participatinga BlackBerry partner or as part of your plan with a participating wireless service provider. For pricing andsubscription information, you must contact your wireless service provider. To use SIM licenses, devices musthave SIM cards that the wireless service provider has provisioned accordingly. 

If you purchase both SIM-based licenses and server licenses, BlackBerry UEM uses available SIM-based licensesfirst.

Determining what licenses you needTo determine what licenses you need, consider the following:

• The devices that you want BlackBerry UEM to manage (device type)• How much control you need over your organization's devices (activation type)• The features that you want devices to use (for example, BlackBerry Secure Connect Plus)• How you want to manage licenses (user-based or device-based licenses)• How you plan to purchase licenses (SIM or server licenses)• If you upgrade from BES5 to BlackBerry UEM (BlackBerry OS licenses)

BlackBerry Enterprise Mobility SuitesBlackBerry Enterprise Mobility Suites are user-based licenses that allow your organization to use BlackBerryUEM and BlackBerry Dynamics apps. Some suites also allow you to use other BlackBerry enterprise products.For more information about other BlackBerry enterprise products and how they work with BlackBerry UEM, seethe BlackBerry Enterprise Products content.

A user will be considered provisioned when the user is assigned the ability to accessBlackBerry UEM.

If you purchase BlackBerry Enterprise Mobility Suite licenses, they can be consumed by any of your organization'sinstances of BlackBerry UEM and BlackBerry UEM Cloud. Features that are included in BlackBerry EnterpriseMobility Suites that work only with BlackBerry UEM or only with BlackBerry UEM Cloud are available only if youhave the required product.

Note: Suite names in BlackBerry UEM may be different from the SKU names used during the purchasing andfulfillment process.

BlackBerry OS licenses for BlackBerry UEMIf you upgrade from BES5 to BlackBerry UEM, and you are managing BlackBerry OS (version 5.0 to 7.1)devices, you must replace your existing BES5 CAL keys with BlackBerry OS licenses for BlackBerry UEM. Ifyou have perpetual BES5 CAL keys, you must replace them with perpetual BlackBerry OS licenses. If you havesubscription BES5 CAL keys, you must replace them with subscription BlackBerry OS licenses. BES5 CAL keys arenot valid in a BlackBerry UEM domain.

When you obtain BlackBerry OS licenses, you receive a key that you must enter in the BlackBerry OS Settings inthe BlackBerry UEM management console to make the licenses available for use. 

A BlackBerry OS license is used when you enable BlackBerry OS device activation for a user. Each user canactivate one BlackBerry OS device.

BlackBerry OS licenses are not supported for BlackBerry UEM Cloud. For more information on using BlackBerry OSlicenses, see Managing licenses for BlackBerry OS devices.

License requirementsBefore you obtain licenses, you should review the license requirements for the devices that you want to activateand the features that you want devices to use.

In general, the activation type determines the required license. If a feature also has license requirements (forexample, BlackBerry Secure Connect Plus), it takes precedence and determines the required license.

License requirements: BlackBerry 10 activation typesThe following table lists the licenses for BlackBerry 10 activation types. BlackBerry UEM checks for availablelicenses in the order listed. If the device's SIM card is provisioned for SIM licensing, the device uses a SIM licenseif an appropriate one is available.

The BlackBerry 2FA activation type supports the BlackBerry 2FA solution for devices that BlackBerry UEM doesnot manage. BlackBerry 2FA licenses are consumed when the BlackBerry 2FA profile is assigned to users.The BlackBerry 2FA activation type does not support identity-based licensing.

Obtaining licensesYou can purchase licenses from a BlackBerry sales representative or authorized partner. If you are setting upa BlackBerry UEM instance or BlackBerry UEM Cloud tenant for the first time, you should have licenses prior to setup. If your organization is new to BlackBerry UEM or BlackBerry UEM Cloud, you can get free trial licenses fromthe BlackBerry website.

BlackBerry OSlicenses

1. Purchase licenses using one of the following options:

• Contact a BlackBerry sales representative (required to purchase term licenses).• Contact a BlackBerry partner.

Note: As soon as the order is submitted and the licenses are fulfilled, the trial,subscription, or term period begins and, if applicable, the technical support contractbegins.

SIM licenses 1. Purchase licenses using one of the following options:

• Contact a participating BlackBerry partner.• Contact your wireless service provider.

Note: If your organization plans to use only SIM licenses with BlackBerry UEM Cloud,you must obtain trial server licenses to register your organization with BlackBerryUEM Cloud.

New licenses immediately become available for use by any BlackBerry UEM or BlackBerry UEM Cloud instance inyour organization.

Get started with your BlackBerry Online Account and BlackBerry UEMIf your organization is new to BlackBerry, you need to create a BlackBerry Online Account. This account gives youaccess to all of the BlackBerry resources you need to set up and use BlackBerry enterprise products.

To create or log in to your BlackBerry Online Account, visit https://account.blackberry.com.

If your organization is planning to install BlackBerry UEM, after you get free trial licenses from the BlackBerrywebsite, download the software and read the Planning and Installation content.

If your organization is planning to use BlackBerry UEM Cloud, you must register with BlackBerry UEM Cloud tocreate your organization's tenant.

1. In a browser, log in to the Servers page of the BlackBerry Admins Portal.2. Click Add Server.3. Under Server Type, click Unified Endpoint Manager (UEM/BES).4. Under Hosting, select BlackBerry Cloud.5. If you don't already have licenses, the Licenses section displays. Select the appropriate trial license option.6. Under Custom Domain, specify the subdomain that you want to use in the URL for your

organization's BlackBerry services.The Custom Domain is currently used only by BlackBerry Workspaces.

Managing licenses for devicesYou can use the Licensing summary page in the BlackBerry UEM management console to:

• View license information for each license type• Monitor licensing status and review warnings or errors• Identify and correct license compliance issues

Verifying permissions to manage licensesTo manage licenses in BlackBerry UEM, the administrator account that you use must be assigned a role with theappropriate permissions. BlackBerry UEM administrators require the following permissions:

• View licensing summary• Edit licensing settings

BlackBerry UEM Cloud administrators require only the View licensing summary permission.

You can use the administrator account that you used to log in to BlackBerry UEM for the first time (SecurityAdministrator role), or you can create an administrator by adding a role to a user account or user group.

The preconfigured roles in BlackBerry UEM have different permissions turned on by default. The SecurityAdministrator role and the Enterprise Administrator role have licensing permissions.

For more information about administrator roles, see the BlackBerry UEM Administration content or the BlackBerryUEM Cloud Administration content.

License consumptionBlackBerry UEM uses the following rules to determine which license to consume:

• SIM licenses are always consumed before other licenses if they support the required features and activationtypes.

• BlackBerry UEM licenses and other individual product licenses such as BlackBerry 2FA are consumedbefore BlackBerry Enterprise Mobility Suite licenses.

When your organization has both device-based product licenses and user-based BlackBerry Enterprise MobilitySuite licenses, a BlackBerry Enterprise Mobility Suite license is consumed instead of a license for an individualproduct in the following circumstances:

• The user has more than one licensed product, such as BlackBerry UEM and BlackBerry 2FA.• The user activates more than one device.

A "user", in the context of a "user-based license", is a unique digital identifier (for example, a corporate emailaddress or a BES/UEM-generated identifier). Each user may access the BlackBerry software applicationor BlackBerry service on up to five different devices using this unique digital identifier.

A user will be considered "provisioned' where the user is assigned the ability to access the BlackBerry softwareapplication or BlackBerry service.

Provisioned users will be counted to determine whether a customer has exceeded its licensed usageof the BlackBerry software application or BlackBerry service by customer acquired pursuant to anaccepted BlackBerry order.

License expirationBlackBerry UEM can use a combination of trial, subscription, term, and perpetual licenses. BlackBerry UEMCloud can use a combination of trial and subscription licenses. The license category determines how longa license is valid. When you obtain server licenses, BlackBerry UEM adds them to the license pool for yourorganization and uses them as necessary.

On the Licensing summary page in the management console, each license type displays a warning if trial,subscription, or term licenses will expire soon. By default, the warning appears 28 days before licenses expire.If you renew licenses, the new expiration date will appear in the Licensing summary after the existing licensesexpire.

When licenses expire, BlackBerry UEM checks for available licenses. If valid licenses are available that includethe features and services in use, BlackBerry UEM assigns them to replace the expired licenses. If BlackBerryUEM does not find an available license that includes the features and services in use, usage is exceeded for thosefeatures and services.

Category Description

Trial Trial licenses are used to evaluate BlackBerry UEM and are valid for a trial period(for example, 60 days). When trial licenses expire, you can purchase licenses fromanother category.

Subscription Subscription licenses are valid for a subscription period (for example, an annualsubscription). When subscription licenses expire, you can purchase new licenses.

Term Term licenses are valid for a specific, limited period of time (for example, twoyears). Shortly before the term ends, BlackBerry will issue perpetual licenses equalto the number of activated devices. Term licenses are not supported by BlackBerryUEM Cloud.

Perpetual Perpetual licenses do not expire. 

Note: The Licensing summary page does not display perpetual licenses until youactivate a device.

SIM BlackBerry UEM does not track the expiration of SIM licenses. SIMlicenses are valid as long as you maintain the subscription with yourparticipating BlackBerry partner or wireless service provider.

Change the expiration warning periodYou can change the expiration warning period to customize when the BlackBerry UEM management consoledisplays a warning that licenses will expire soon.

1. On the menu bar, click Settings > Licensing > Licensing settings.2. In the License expiration warning drop-down list, click the appropriate warning period.

3. Click Save.

License complianceBlackBerry UEM tracks compliance status at the organization level and reports license compliance foreach service that you use. You can check the compliance status for your organization when you log in toany BlackBerry UEM domain or BlackBerry UEM Cloud tenant. BlackBerry UEM tracks usage for each license typeand detects when the license requirements are not met. When there is a compliance issue, BlackBerry UEM allowsa grace period to give you time to correct it.

UEM service

Usage can be exceeded for a license type if:

• You allow users to activate a number of devices or use a number of features or services that exceeds thenumber of valid licenses

• Licenses are in use and they expire

During the grace period, there are no restrictions for device activation. When the organization is out ofcompliance, new device activations are blocked, but activated devices continue to work as expected. BlackBerryUEM enforces license compliance only for managed devices, so you can continue to activate devices with the"BlackBerry 2FA" activation type.

When the grace period endsand one or more licensecompliance issues stillexist, the organization is outof compliance.

You cannot activate devicesusing any license type, evenif licenses are available forsome license types.

If you switch to a BlackBerry10 device using the replacedevice option, you cannotchoose a higher featurelevel.

Correcting license compliance issuesTo correct license compliance issues you must purchase additional licenses. Please contactyour BlackBerry Account Manager or authorized reseller to purchase the necessary licenses. 

Note:  Deactivating a BlackBerry Dynamics enabled device or removing the BlackBerry Dynamics profile does notremove the license in use until you remove the user from BlackBerry UEM.

If you remove features from users or devices or deactivate devices, the changes will appear immediately on theuser's Device tab, but will not appear on the License summary page until BlackBerry UEM takes a new snapshot ofthe license pool in the licensing infrastructure.

Communicating with the licensing infrastructureWhen you view the Licensing summary page in the management console, the license information is based onthe last snapshot of your organization's license pool in the licensing infrastructure. BlackBerry UEM contacts thelicensing infrastructure for the following events:

License information is updated only for the user.

The changes will not appear on the Licensesummary page until BlackBerry UEM takes anew snapshot of the license pool in the licensinginfrastructure.

The license pool is adjusted to optimize licenseusage and license information is updated forthe organization. As a result, license usage maychange for multiple users and license types.

BlackBerry UEM takes a new snapshot of thelicense pool in the licensing infrastructure.

On the Licensing settings page, you can view the last contact time with the licensing infrastructure.

• Total in use: The number of identity-based and server licenses in use.• SIM license: The number of identity-based licenses in use.• Server license: The total number of server licenses, the number of available licenses, the number of

After you finish: To view license information for a device, go to the appropriate device tab for a user account.

View unlicensed featuresUnlicensed features are tracked at the organization level, so you can view the list of unlicensed features when youlog in to any BlackBerry UEM domain or BlackBerry UEM Cloud tenant. When the UEM service is in grace period orout of compliance, you can use the list of unlicensed features to help you identify license compliance issues.

1. On the menu bar, click Settings > Licensing.2. Click View list of unlicensed features to view the following information:

• Activation type or licensed feature: Each row displays a unique feature set which can include activationtype, licensed feature, or both.

• Number of violations: The number of users without a valid license that are associated with a feature set.

Switching devicesTo switch from any device to a BlackBerry 10 device, you or a user can select the replace device option duringactivation, or use the replace device option in BlackBerry UEM Self-Service.

If you choose the same or lower feature level for the replacement device (for example, you change the activationtype from "Work and personal - Regulated" to "Work and personal - Corporate"), the device can use the samelicense and BlackBerry UEM does not need to check for available licenses. If you choose a higher feature level, itis considered a new activation. BlackBerry UEM checks if the appropriate SIM or server license is available.

If you or a user activates a new iOS, macOS, Android, or Windows device, it is considered a newactivation. BlackBerry UEM checks if an appropriate license is available.

Switching a SIM license and a server licenseIf you want to switch a device from using a SIM license to a server license, or a server license to a SIM license,the wireless service provider must change the provisioning of the device's SIM card as necessary. BlackBerryUEM automatically assigns the appropriate license, and a SIM license takes precedence if it is available andsupports the device and features that you want to use. This eliminates any requirement to reactivate the device

to switch between a SIM and server license or a server and SIM license. It may take up to 24 hours for BlackBerryUEM to recognize the license change.

The following table describes how BlackBerry UEM handles various license switch scenarios, including someexceptions to the rule above:

Scenario Outcome

1) The user removes their SIM card andreplaces it with a different SIM cardfor temporary use when the device isroaming.

The SIM license remains assigned to the device, even if thetemporary SIM card is not provisioned for SIM licensing. If theuser's SIM card is inserted in another activated device, scenario 2applies.

2) The user removes the SIM card fromone device and inserts it in a seconddevice. Both devices are already activated.

The SIM license is assigned to the second device and BlackBerryUEM assigns the appropriate server license to the first device.

3) The user removes the SIM card from anactivated device and inserts it in a devicethat is not activated on BlackBerry UEM.

The SIM license remains assigned to the activated device.

4) A device's SIM license is no longer validbecause you ended the subscription withthe wireless service provider.

BlackBerry UEM checks for a valid SIM license that the devicecan use. If none are available, BlackBerry UEM replaces the SIMlicense with an appropriate server license.

The behavior of a user's activated device is not affected in any of these scenarios. If the device has an Internetconnection available through a wireless service provider or Wi-Fi network, any of these scenarios may apply.

In any of these scenarios, BlackBerry UEM must have available server licenses to replace SIM licenses. If not,usage may be exceeded for some license types.

Managing licenses for BlackBerry OS devicesIf your organization has users with BlackBerry OS (version 5.0 to 7.1) devices, you must have BlackBerry OSlicenses for BlackBerry UEM.

If you have recently upgraded from BES5 to BlackBerry UEM, you must replace your existing BES5 CAL keyswith BlackBerry OS licenses for BlackBerry UEM. BES5 CAL keys are not valid in a BlackBerry UEM domain.

Note: After you add BlackBerry OS license keys, delete any BES5 CAL keys. Do not delete BES5 CAL keys beforeyou add BlackBerry OS license keys. If you do, the BlackBerry UEM components that manage BlackBerry OSdevices will stop responding.

You can use the BlackBerry OS Settings in the BlackBerry UEM management console to:

• View information for BlackBerry OS licenses• Add or delete a BlackBerry OS license key

BlackBerry OS devices are not supported by BlackBerry UEM Cloud.

View information for BlackBerry OS licenses1. On the menu bar, click BlackBerry OS Settings.2. On the Servers and components menu, expand BlackBerry Solution topology > BlackBerry Domain >

To start the componentsagain, you must obtain and enter a valid BlackBerry OS license key.

OPPORTUNITY, OR CORRUPTION OR LOSS OF DATA, FAILURES TO TRANSMIT OR RECEIVE ANY DATA,PROBLEMS ASSOCIATED WITH ANY APPLICATIONS USED IN CONJUNCTION WITH BLACKBERRY PRODUCTS ORSERVICES, DOWNTIME COSTS, LOSS OF THE USE OF BLACKBERRY PRODUCTS OR SERVICES OR ANY PORTIONTHEREOF OR OF ANY AIRTIME SERVICES, COST OF SUBSTITUTE GOODS, COSTS OF COVER, FACILITIES ORSERVICES, COST OF CAPITAL, OR OTHER SIMILAR PECUNIARY LOSSES, WHETHER OR NOT SUCH DAMAGESWERE FORESEEN OR UNFORESEEN, AND EVEN IF BLACKBERRY HAS BEEN ADVISED OF THE POSSIBILITY OFSUCH DAMAGES.

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW IN YOUR JURISDICTION, BLACKBERRY SHALLHAVE NO OTHER OBLIGATION, DUTY, OR LIABILITY WHATSOEVER IN CONTRACT, TORT, OR OTHERWISE TOYOU INCLUDING ANY LIABILITY FOR NEGLIGENCE OR STRICT LIABILITY.

IN ADDITION TO THE LIMITATIONS AND EXCLUSIONS SET OUT ABOVE, IN NO EVENT SHALL ANY DIRECTOR,EMPLOYEE, AGENT, DISTRIBUTOR, SUPPLIER, INDEPENDENT CONTRACTOR OF BLACKBERRY OR ANYAFFILIATES OF BLACKBERRY HAVE ANY LIABILITY ARISING FROM OR RELATED TO THE DOCUMENTATION.
