Changes in State Offices Since May 15, 1941

The list of State offices and officials shown in this bulletin was prepared as of May 15,1941. Since that time the Bureau has received information regarding certain changes in a few of the State labor offices as a result of laws passed by the 1941 sessions of the State legislatures. Many of these changes are in the name of the office. In Arizona, Colorado, Iowa, New Mexico, Oklahoma, and Washington the name of the department (or commission) o f unemployment compensation and employment service was changed to department (or commission) o f employment security (social security in Washington). In Nevada a new department of employment security was created, the unemployment compensation division and employment service no longer being under the department of labor. In Indiana the name of the department o f commerce and industry was changed to department o f public wTorks and commerce.

A board o f appeals was added to the department o f industrial relations of Alabama and a board o f coal-mine inspectors was created. In Maryland the administration of the State accident fund was placed in a newly created board of five commissioners, and the bureau of mines was removed from the department of labor to a newly created department o f mines and water resources. The membership o f the unemployment compensation commission of North Carolina was increased to seven. In California the division o f immigration and housing was removed from the department o f industrial relations.

Labor Offices in the United States and in Canada

IntroductionThe rapid expansion of labor legislation in recent years has en

hanced the importance of Federal and State labor agencies and widened the scope of their activities. Moreover, the concept of labor has become increasingly broader, and as a result the designation of labor offices has become increasingly difficult. Although the Federal Security Agency, for example, has functions of a labor character, it has others pertaining to education, health, and assistance to the needy aged, dependent children, and the needy blind. Again, the Federal Prisons Industries, Inc., is mainly concerned with the problem of prison industries, but this includes the essential problem of prison labor.

The present list includes Federal offices and agencies which deal with labor problems, even though that may not be their major activity, and such State agencies as departments and bureaus of labor, employment offices, unemployment and accident compensation commissions, minimum-wage boards, factory-inspection services, and arbitration and conciliation boards. Data for the principal Canadian offices are also included.

The material regarding each agency was submitted to the appropriate authority prior to publication, and in practically all cases satisfactory replies were received. The Bureau, however, will be very glad to be informed of any errors, and also o f any changes or additions, for incorporation in later editions o f this bulletin.
