1 PURPOSE

TOTAL E&P Borneo is developing a new MLJ3 offshore production platform in the Maharaja Lela South field, offshore Brunei Darussalam, as well as debottlenecking the existing Onshore Processing Plant (OPP).

The purpose of this specification is to define the minimum requirements for the design, supply of materials, fabrication, inspection, testing, surface preparation, painting, certification and delivery of the DIESEL-HYDRAULIC MAIN PEDESTAL CRANE to be located on upper deck of MLJ3 Offshore platform.

The pedestal crane shall be designed and certified for personnel lifting (MEDEVAC) and equipment / material transfer between (to and from) supply boat and platform and equipment / material handling onboard platform including capability for hanging wire-line for extended periods of time. All materials and equipment furnished shall meet the design and environmental conditions as stated in this specification and shall be new, proven design, free of defects and of the quality specified.

2 FIELD OF APPLICATION

This specification shall be applied to VENDOR and Sub-VENDOR.

3 REFERENCE DOCUMENTS

3.1 General

The VENDOR shall provide all engineering design, materials, fabrication, testing and documentation for the specified equipment in accordance with the present specification and the reference documents listed in sections 3.2, 3.3 and 3.4.

The latest edition of each code and standard, COMPANY General Specification (2011 edition) and Project Specification shall be applicable unless otherwise specified.

4 DEFINITION AND ABBREVIATIONS

4.1 Definition

The following definitions shall apply to this document:

COMPANY TOTAL E&P BORNEO B.V.

CONTRACTOR The EPSC Contractor in charge of the engineering, supply, fabrication, assembly, transportation, installation and hook-up of the new facilities.

VENDOR The party that manufactures and/or supplies equipments, materials, goods and/or services for the project.

SUB-VENDOR The party that manufactures and/or supplies equipments, materials, goods and/or services for the VENDOR.

4.2 Abbreviations

The following abbreviations shall apply to this document:

5 RESPONSIBILITIES

The VENDOR shall assume final responsibility for the design, fabrication and testing of Diesel-hydraulic main pedestal crane to meet the requirements of BRUNEI Local Regulations, and obtain the necessary approvals, authorization and certifications from third party inspection authorities.

The VENDOR shall assume single point responsibility for all aspects of the work. This shall include timely completion, liaison with the COMPANY, liaison with any VENDOR/Sub-VENDOR of specialised items, and co-ordination of the work.

Where parts of the equipment are subcontracted and purchased by the VENDOR, these become part of the VENDOR‟s package and it is the VENDOR's responsibility to ensure that the complete package complies with all the relevant specifications.

The VENDOR shall also provide quality guarantees and warranties for all equipment as described under the general terms and conditions of the enquiry package.

6 ORDER OF PRECEDENCE

The following is the order of precedence of the specifications:-

1. Project Specifications. 2. TOTAL General Specifications (2011 edition). 3. International Industry Codes and Standards.

In case of conflict between the various codes, standards and the requisition the most stringent of the requirements shall generally govern. The VENDOR shall refer any such conflict and any other matter requiring further interpretation to the attention of the COMPANY for solution and the COMPANY's interpretation shall be FINAL.

7 SCOPE OF SUPPLY

The VENDOR shall be responsible for the design, supply, materials, manufacture, inspection, testing, surface preparation and painting, certification, export protection and delivery of the main pedestal crane, as listed in the following table, including all accessories and instrumentation in strict accordance with the specifications, data sheets, attachments and applicable codes and standards.

Crane Lighting sub distribution panel consisting of 400/400-230V transformer, bus bar and outgoing feeders with overload protection.

Warning Lights distribution board/panel.

Interconnection cables including cable glands, cable trays and accessories, within the limit of VENDOR‟S package.

Earthing and bonding of electrical devices/units within the VENDOR‟S package, including the provision of earthing materials and accessories. Two (2) earthing points shall be provided by VENDOR at the crane‟s pedestal for COMPANY‟S earth connection.

Lighting including the internal lighting, escape route lighting and aircraft warning lights and floodlights at appropriate locations as per the standards.

Adequate working platform for maintenance of the hydraulic system, winches, crane boom & other accessories.

Access platforms and access way for the boom and the slew bearing assembly.

Maintenance aids for the slew bearing assembly.

Surface preparation and painting.

2. Verification :

Structural design and fabrication verification of CONTRACTOR's pedestal.

Structural design and fabrication verification of the CONTRACTOR's boom rest.

3. Material supply:

Lifting tools and equipment e.g. spreader bar, slings, shackles, etc. (if applicable).

Special tools for operation, installation and maintenance.

Pre-commissioning, commissioning and start-up spares.

List of two years spare parts for normal operation.

Consumables for inspection & testing as well as erection & commissioning.

Required VENDOR documentation and certificates including but not limited to: test reports and certificates for materials, lifting gears, Non Destructive Examination, ATEX, API, etc.

The procedures/ instructions/manuals for crane Installation, troubleshooting and operation & maintenance as well as preservation during transportation and storage.

4. Services:

Inspection and testing.

Preservation and export packing for shipment/transport.

Mechanical and equipment performance guarantee for complete packages.

Field services and assistance during installation and commissioning. The estimation on man/day/duration shall be clearly mentioned in the bid.

3rd Party Inspection.

8 DESIGN CONDITIONS

8.1 General

All equipment and devices shall be suitable for operation in service condition typical of oil and gas offshore platform in a humid, salt laden and corrosive atmosphere and subject to equatorial rains. Tropicalization treatment is therefore requested. VENDOR shall ensure tightness of all bearings (slew, hoisting, etc) to be protected from sea water and salt spray ingress.

Before installation, the crane will be stored outdoors for more than 6 months; therefore VENDOR shall provide the instruction and preservation procedure for storage and sea transportation plan for COMPANY‟s prior approval.

8.2 Area Classification

The entire crane above the crane pedestal adapter and all associated equipment shall be located in a Zone 2 IIA/IIB Temperature class T3.

All electrical / instrument equipment shall be designed suitable for hazardous area Zone 2, gas Group IIA, temperature Class T3 as per IEC 60079 “Electrical apparatus for explosive gas atmospheres” as a minimum; except for field instruments including Fire and Gas detection system which shall be ATEX Category 2 certified suitable for Zone 1 Gas Group IIA, Temperature Class T4. Navigational aid and obstruction light shall be Ex‟de‟ type, ATEX Category 2 certified suitable for Zone 1 Gas Group IIA, Temperature Class T3.

8.3 Environmental Conditions

The VENDOR shall refer to specification DGEP/DEV/TEC/GEO/CSC11-168 - MLS Preliminary Metocean Design Criteria - Rev2.

9 SPECIFICATION

9.1 Structural Design

The crane shall be designed in accordance with API spec 2C requirements and COMPANY general specifications GS EP STR 002 “Cranes for fixed offshore installations”.

The pedestal crane shall be diesel hydraulic powered and be of type A (single piece box boom type) according to API 2C, fitted with a cab and two boom lift cylinders.

The two lift cylinders shall be capable of supporting the boom and 120% design load within recommended minimum and maximum boom angles as per Company General Specification GS EP STR 002 “Cranes for fixed offshore installations”.

Off-lead and side-lead angles shall be taken as in accordance with COMPANY General Specification GS EP STR 002 and the MLS Preliminary Metocean Design Criteria - Rev2.

The power unit shall be designed to allow 90% of the prime mover rated power to be sufficient for hoist the maximum rated load at the maximum hoist speed and simultaneously either raise the boom at the maximum luffing speed or slew at the maximum speed, whichever condition requires the greater power.

9.1.1 Environmental Design criteria

The crane shall be able to slew, boom up and down without load in order to lower down the boom onto its rest in wind speed of 25m/s. The wind speed to be taken into account shall be calculated in accordance to the elevation of the crane (elevation of the middle of the boom at maximum inclination).

For “out of service” conditions, after offshore installation, the crane shall be able to withstand the maximum wind velocity defined by 100 years 3 sec gust (i.e. 28m/s at 10m altitude).

The effect of wind forces on loads when lifting shall be calculated assuming the load is a 12' ISO standard container.

All systems and equipment shall be designed to allow crane operations at full load for 15 minutes per hour for 12 hours. Due consideration shall be especially paid to the cooling system.

The crane operating sea state is described as below;

Significant wave height (Hs) : 1.7m

The dynamic co-efficient for crane design shall be derived from Default Dynamic Method from API 2C, based on the operating condition.

The crane and its equipment shall also be designed and certified for personnel lifting according to EN 13852 Part 1.

9.1.2 Materials

Structural materials for pedestal, boom, slew bearing shall be high strength steel, special category and for warm sea, according to COMPANY general specifications GS EP STR 002, GS EP STR 201 and GS EP STR 301.

Materials of all very critical items shall be provided with EN 10204 / 3.1 type certificates and with EN 10204 / 2.2 type certificates for materials of other items (i.e. slew bearing, etc.).

All bolts shall be in accordance with COMPANY general specifications GS EP STR 201 and shall be Nickel-plated and bi-chromated in accordance with ISO 4042.

The crane mechanism and fittings shall be spark free (bronze coating, rubber pads or any equivalent system are recommended on critical items such as hooks, blocks or riggings).

Use of asbestos is strictly forbidden.

9.1.3 Load bearing structures

Load-bearing structures shall as a general rule to be of the box or solid web type, except for crane booms, which may be of crossed construction (structural shapes and/or tubes).

Machine-welded chassis supporting mechanisms must undergo post-welding stress relieving before machining, in particular the chassis holding the directional rings of cranes.

In the case of crossed crane booms, the centerlines of the neutral fibbers of the elements must intersect at the assembly knots; any other arrangement must be submitted to the CONTRACTOR for approval; weld joints must be special quality.

Maximum deflection of the beam on two supports shall be less than L/500 with L = span between two supports unless otherwise specified. Same criteria shall be used for a cantilever beam.

The assemblies of elements that must be dismantled for transport are to be made by bolts or by joining pins with cutter pins; in the case of cuttered joining pins, no play that might cause battering and introduce additional shocks and stresses is allowed; the battering pressure must be low enough with respect to the characteristics of the material not to cause any incrustation that would prevent the withdrawal of the joining pins.

9.1.4 Crane Performance

Overall height of crane and tail radius constraints:

- Overall height of the crane from the upper deck T.O.S shall not exceed 9000mm.

- Overall maximum tail radius for the crane shall not exceed 4000mm.

- Height of top of cabin from upper deck T.O.S shall not exceed 6000mm

Reaching capacities:

Maximum boom length requested is 30 m for main hoist, and minimum boom radius is 4 meters.

Lifting capacities:

The crane shall be able to lift safely the following loads from a boat or from the upper deck with the maximum possible amount of cable on drum in operation:

- 12 metric tonnes SWL at 25.08m this is regarded as Onboard Lift;

- 14 metric tonnes SWL at 15 m for the Off-Board lift.

A minimum height of 18 meters is required under crane hook above all wellhead slots on the platform.

The above loads shall be considered as the desired static and dynamic rated loads as per API specification 2C and reference documents listed in section 3 above.

VENDOR shall furnish the load capacity charts (loads versus radius from 4 m to maximum outreach by increment of 1 m) for static and dynamic conditions (from 0 to maximum wave height by increment of 0.5 m).

In case of diesel engine failure, the crane shall be able to keep the load immediately and automatically (without any operator action) in its position. Attention of the VENDOR is drawn to the counter balance valve sizing and setting. A manual system shall be provided to allow a safe and controlled brakes opening and a slow, safe controlled load taking-out on deck or supply boat (see section 9.2)

Lifting speed:

The crane shall be able to lift a load at 0.58 m/sec (in any crane configuration, for any load in the specified lifting range, bare drum). Lifting speed shall be adjustable from 0 to max.

For personnel lifting the maximum speed shall be 0.8 m/s and adjustable from 0 to 0.8 m/s.

Slewing:

The crane shall be provided with the facilities to restrict slew arc, final adjustments to be made when crane are installed to achieve the objectives.

The crane shall be allowed to rotate 360° in both directions.

The crane shall have a slew arc as defined in the datasheet.

Revolving speed shall be 1 rpm. Slewing speed shall be fully adjustable and controllable from 0 to max.

It shall be possible to control the slewing speed to ensure smooth "acceleration and deceleration" so as to avoid load swinging. Adjustable stop switches shall be provided to enable fixing of crane rotation limits at a future date. A lever operated swing brake shall be provided in the cabin.

The swing circle shall consist of a slewing ring bearing with integral swing gear, of gear and pinion type and flange for mounting it on the adapter ring flange at the top of the pedestal. The swing drive shall be provided with mechanical positive lock arrangement, controllable by the operator.

No Working Zone/Limit Switch:

The crane boom shall be restricted to pass the MLJ3 vent at a minimum boom angle by no working zone/limit switch. Operator shall have the possibility to override those limit switch‟s by Override Key.

Luffing:

The crane shall be capable of raising and lowering the boom (under load), and of holding it safely in any position. Keeping the boom in any raised position shall not require any action from operator.

In all conditions, maximum luffing time shall be maximum 90 seconds between maximum and minimum crane radius (and vice versa). Luffing speed shall be adjustable from 0 to max.

9.1.5 Crane Pedestal

Crane pedestal including connection to the platform shall be designed as per API RP 2A-WSD.

VENDOR scope shall include in its scope of supply:

Crane pedestal adapter with an upper flange (bolted to the slew bearing support) and a lower flange (bolted or welded to the crane pedestal).

CONTRACTOR scope shall include in its scope of supply:

Crane pedestal (crane column) with an upper flange (bolted to the lower flange of the crane pedestal adapter). The flange shall be machined in order to have a flatness meeting the crane requirement.

The crane pedestal and the crane shall be bolted by VENDOR (compulsory) using hydraulic tensioning. A detail calculation note for flange size and bolting type shall be provided and approved by the COMPANY.

The CONTRACTOR's pedestal column is as follows: (to be confirmed during Detailed Engineering)

outside diameter : 2032 mm (VENDOR to confirm)

wall thickness : 25 mm(VENDOR to confirm)

Height above deck: welding interface is 200 mm above Upper deck top of steel (Upper Decks T.O.S. This data will be finalized during technical bid evaluation based on crane dimensions. VENDOR to note that overall crane height shall not exceed 9000mm from upper deck T.O.S.

Steel type: According to GS EP STR 201 (High Strength Steel).

VENDOR shall confirm the adequacy of the column thickness.

VENDOR scope shall include a structural verification of the CONTRACTOR's column to be approved by COMPANY.

The crane pedestal adapter flange material shall be compatible with the column flange material (due consideration shall be given to the welding and structural compatibilities of both materials) and shall be in accordance with COMPANY General Specifications GS EP STR 201 “Material for offshore steel structure”.

All flanges shall be butt welded and then controlled and machined. The top one in contact with the slew ring shall be machined and shall match the crane manufacturer tolerance, the bottom ones (pedestal inner section and pedestal butt) shall be machined in order to transmit the vertical forces uniformly. VENDOR shall submit to COMPANY a welding procedure.

9.1.6 Boom and Boom Rest

All bearing shall be fully sealed anti friction type. They shall be designed for dynamic motion even if they have a minor displacement. Facility for bearing replacement shall be incorporated in the construction.

Guide and support rollers for wire ropes shall be provided over the boom.

A boom walkway shall be installed along the top of the boom, or alongside, unless otherwise stated in the data sheets with handrails providing access to cat-head sheaves, dead end connection, anti-two-block, lights etc for maintenance and reeving of main block.

The boom rest shall be installed in a way that the boom tip is easily accessible for the servicing of main and auxiliary hoist pulley. Suitable provision (cat ladder) shall be integrated in the construction of boom to enable reaching boom tip from boom base. Cat ladder shall be of suitable width for a normal man and handrails shall be provided for ease of movement.

When crane is not in service, the crane boom will rest and fastened (if necessary) to the boom rest (provided by CONTRACTOR). The crane boom shall be horizontal when laying down on the boom rest.

VENDOR shall provide CONTRACTOR with the following information:

Height of boom rest.

Location.

Static and dynamic forces to be supported.

Dimension and shape of bearing (including tolerances and clearances).

Recommended fastening method during jacket transportation to site.

Any additional necessary information for the design, fabrication and installation of boom rest.

9.1.7 Hoist / Winch / Sheave Assembly / Ropes / Hook

Steel wire rope shall be galvanized to relevant standards, impregnated and lubricated with a suitable lubricant during production to prevent water penetration and subsequent saline corrosion.

They shall have an Internal Wire Rope Core and shall be of a rotation resistant / low rotational type, multi-strand, and Dyform or compacted type. They shall have a high resistance to both crushing and fatigue. They shall be as per API 9A.

Wire rope length shall allow the crane to pick-up a load at chart datum level in any possible crane configuration.

Wire rope terminations shall be of substantiated efficiency. Detailed procedure of installation shall be provided.

Slack ropes prevention system shall be provided both on the main hoist and jib extension.

The sheave assembly shall be of non-sparking and resistant corrosion material (casted or welded). Retainers shall be installed to prevent wire ropes from jumping off the groove. Sheaves shall also have a pitch diameter of not less than eighteen (18) times the rope diameters. Sheave bearings shall be of sealed ball type. They will be manually lubricated via grease nipples.

Hooks shall be bronze coated and equipped with safety latches for both load and whip lines. Hook blocks shall be sufficiently heavy enough to ensure a correct spooling of the ropes on relevant drums during unloaded operations.

The hydraulic driven hoists / winches shall allow a smooth operation of the boom in all conditions. Boom and load hoist shall be approved by the hoist manufacturer for personnel lifting and shall be so indicated on their name plates.

Drums capacity shall be such that there are at least three (3) wraps of rope left on drum in any operating condition. Drum flanges shall extend a minimum of 1/2" (13 mm) above the top layer of ropes at all times.

The drums must have grooves or be equipped with LeBus or equivalent sleeves.

Drum diameters shall be at least eighteen (18) times the nominal rope diameter.

In general, all wire ropes, terminations and riggings shall be provided with manufacturer certificates and shall be certified by a recognized certification authority.

9.2 Crane Mechanism Safety Devices

9.2.1 General:

All necessary safety devices required for the crane to be personnel lifting certified according to EN 13852 Part 1 shall be provided.

All necessary safety devices required for the crane to comply with API spec 2C shall be provided.

All brakes shall brake progressively to reduce shock loading or swinging.

All brakes components shall be designed for a load of minimum 1.6x the rated capacity of the winch.

The crane shall be provided with fail safe mechanism in case of power outage with the manual facility to lower the load to nearest safe location.

Safety devices shall include but not be limited to:

9.2.2 Lifting:

In addition to parking and service brakes, lifting mechanisms shall have safety brakes that act automatically when the mechanism is stopped, in case of overload or if there is any failure of the mechanism.

Should any malfunction occur during crane operation the load will be automatically and safely held in position (with the safety brakes) and a safe emergency procedure shall allow a smooth and controlled lowering of the load (as per API 2C). It shall also be noted that control of the lowering of the load, using safety brake only or with the power train disengaged, is strictly forbidden.

These brakes shall be "fail safe" type.

The holding device shall be different from the brakes.

A safety device on each hoisting line shall prevent overload, by stopping the crane if a set load / torque is reached and by preventing any action which would further increase the load / torque. Movement limitation devices (Hoist up limit switch / Anti-2-Block device) shall be provided.

9.2.3 Luffing:

Safety brakes like those for load Lifting shall be provided.

As for the lifting in case of malfunction and automatic application of the safety brakes a safe emergency procedure shall allow a smooth and controlled lowering of the boom (as per API 2C). VENDOR to note that lowering the boom, with safety brake only or with power train disengaged, is strictly forbidden).

Automatic high and low boom angle limit switches shall be provided along with audible and visual warning devices.

Boom stop shall be provided.

The holding device shall be independent from the brake.

9.2.4 Slewing:

Movement limitation devices (limit switches) shall be provided in both directions.

9.2.5 Elevation requirements:

The elevation requirement for the crane is as follows:

A minimum 18 m height under crane hook is required above all wellhead slot of the platform.

CONTRACTOR scope of work is deemed to confirm these values and to modify accordingly if necessary

9.3 Control, Monitoring and Control Cabin

Electrical interfaces from Crane Control System and Platform Control System and/or electrical Supplies shall be via a slip ring arrangement (with zone certification accordingly). Interface from and to platform shall be separated between electrical power and instrumentation signal.

Power Supply to the Crane Control System shall be derived internally from the main power supply by VENDOR. Refer to pedestal crane datasheet.

The crane shall be fitted with a load-sensing device which shall automatically and continuously weigh the load being carried to an accuracy of ± 5% and register the weights as well as the radius on an indicator clearly visible to the operator. The indicator shall be calibrated for the boom length mentioned in the data sheet and load ratings resulting from this specification. A boom angle indicator shall also be provided.

An automatic safe load indicator shall be provided to give the crane operator a clear and continuous visual warning when the load being carried exceeds the safe working load of the crane at that radius.

VENDOR shall ensure that all the controls and safety parameters including alarms shall be factory set for crane operation at readings corresponding to dynamic load charts.

However, it shall also be possible inside the cab to reset manually the controls and safety parameters, when the crane is required to be recommended under static conditions, in accordance with charts furnished by the VENDOR.

A hydraulic emergency stop, to stop all functions of crane instantaneously, without stopping the power pack, shall be provided.

All the alarms and shutdown indications are to be placed inside the crane cabin in the same panel located in front of operator.

Safe Load Indicator and Crane movements shall be permanently monitored by an electronic microprocessor based system from a control cab located on top of crane king so as to provide the operator with the best possible sight on the boom, boat landing, load and hoist drum at all times. The power supply for the control system shall be provided from crane batteries with an isolation circuit breaker. The circuit breaker shall be provided from crane batteries with an isolation circuit breaker. The circuit breaker shall be housed in an Ex”d” rated ATEX catergory 2 certified enclosure suitable for Zone 1, Gas Group IIA and temperature class T3. The circuit breaker shall be provided with trip facility for tripping from Platform SSS system.

VENDOR shall provide COMPANY with all software with official licenses and connecting cables for the electronic microprocessor based system.

As a minimum, the following fittings shall be installed:

Cab structure

Weather proof cabin 70 dBA maximum allowable noise certified (cab closed).

Anti-vibration supports (elastic rubber or equivalent).

Ventilation system.

Tinted safety glass windows.

Internal lightings.

All means required for inspection, maintenance and replacement of boom jacks shall be provided by VENDOR.

Access and mean to inspect and remove boom butt pin shall be provided by VENDOR.

Access to boom head sheaves and flood light for maintenance and replacement shall be provided by VENDOR.

All facilities for luffing ram maintenance and replacement shall be provided by VENDOR.

Design of the crane assembly shall permit the inspection, removal / replacement of the slew bearing without dismantling major crane components. Special tools and means for slew ring inspection and removal (such as jacking-up points welded on crane pedestal and a temporary support table, etc) shall be provided accordingly.

A manual davit above machinery enclosure shall be provided. This davit is designed to lift and lower the heaviest part of engine/equipment to be maintained.

Greasing operations will be only performed manually via grease nipples. All greasing points shall be accessible.

9.5 Power Unit

The hydraulic power unit (HPU) shall consist of variable displacement pump one (1) per crane movement, in line with the relevant API rules 674/675/676) driven by one (1) diesel engine.

VENDOR shall include description and characteristics of the components in its proposal.

9.5.1 General

All alarms, measurements and instrumentation shall be as per section 9.3 of this specification & description made in project specifications BN-MLS-21-BT01-065603 MLJ3 Instrumentation for Package Units Specification.

Diesel engine lubricating oil, hydraulic oil, coolant shall be compatible with TOTAL products. VENDOR shall provide a list of lubricant, hydraulic oil, coolant, which mention the type of fluid.

A drip pan/rim shall be installed under the power unit to collect any spillage. It shall be connected to a 1” RF 150# drain with a hand-operated gate valve for manual disposal.

All hydraulic and diesel engine piping shall be made of stainless steel 316L.

Hydrostatic tests shall be performed at 1.5 times maximum operating pressure for both diesel cooling and crane hydraulic circuits.

The power unit shall be supplied with a weather protection enclosure fitted with walls/doors easily removable when electric motor is started and allowing easy access to starting system and to the other hydraulic system parts for usual maintenance operations. This enclosure shall be mandatory closed by “heavy duty‟ lock(s) for robbery protection and provided with five (5) sets of keys (cab and enclosure locks shall be common).

One (1x100%) of 24V batteries and charger shall be supplied for feeding the electronic control and monitoring system of the crane. The batteries shall be cadmium-nickel recombination type with an Ex”d” circuit breaker and comply with IEC 60622 “Sealed nickel-cadmium prismatic rechargeable single cells”. Battery shall be housed inside ATEX Ex'e' battery box. Battery and charger shall be certified in accordance with section 8.2. The battery shall be charged continuously either crane is operated or stopped. VENDOR shall submit battery and battery charger sizing calculation note for COMPANY approval. The noise level at one meter from the outside enclosure shall not exceed 85 dBA.

9.5.2 Diesel Engine

The diesel engine shall be designed to run at 40°C environmental temperature with a diesel day tank of 12-hour minimum operating capacity at full load. Diesel oil is ASTM D975 No2 compliant and its maximum temperature (filling case) is 50°C.

The diesel engine power shall be designed to satisfy the power requested by the hydraulic system in any crane operating condition (attention of VENDOR is drawn to the hydraulic losses in the minimum ambient temperature case). The diesel engine power will be at full load 15 minutes every hour for 12 hours.

Engine shall be 1500 rpm rated or less and it can be turbo-charged or not as per VENDOR‟s standard.

The diesel engine shall drive a 230 V AC generator to supply electrical system including 24 V battery charger to feed the set of batteries. The generator shall be suitable for area as defined in section 8.2.

A main diesel oil storage tank and a distribution system will be available in the crane pedestal (See Appendix 1). Finite element analysis verification of pedestal tank is required.

A diesel day storage tank shall be installed close to the crane diesel engine. It shall be manufactured in stainless steel 316L, in accordance with API standard 2000 (Venting Atmospheric and Low-Pressure Storage Tanks), designed, tested full of water and fitted with a man hole or man way, a flame arrester (in accordance with BS7244 or API 2028, to be vented externally of the enclosure), an easily readable local level gauge, a 2” RF 150# drain and a 2” RF 150# overflow with enclosure external access.

A connection for a crane diesel supply line will be available at the boat landing to refill the main diesel oil storage tank.

Starting system shall be hydraulic, using the same oil than the crane system and composed of the following :

hand pump,

three (3) oil accumulators with isolating valves (accumulators designed as per ASME VIII division 1, not stamped, one for each attempt),

oil tank (made of stainless steel, in line with API standard 2000, designed and tested full of water),

hydraulic starter motor.

Starting system will be activated locally and manually only.

Any alternative starting system may be proposed to COMPANY such as an electrical one based on 24V cadmium-nickel batteries with an Ex”d” circuit breaker (in this case IEC 60622 “Sealed nickel-cadmium prismatic rechargeable single cells” shall be applicable). Due consideration shall be paid to area classification.

Radiator shall be copper-nickel tubes and copper fins. A non-sparking fan is requested.

Diesel engine shall require an overspeed shutdown system.

Cooling fluid pump shall be crankshaft driven. Lubricating oil shall be cooled in a dedicated exchanger.

Fuel filters (2x100%) shall be fitted with a clogging index and a drain.

Diesel engine shall be equipped with an exhaust silencer with expansion joint and fitted with anti-spark device and a shutter. This exhaust shall be located at the rear of the slewing column top and the duct outlet shall be located at minimum 2.5 meters above crane cab walkway level.

Exhaust shall be provided with insulation to restrict surface temperature to 250°C maximum.

Exhaust shall be 2 meters from Zone 2 hazardous area and 9 meters from Zone 1 hazardous area.

9.5.3 Hydraulic system

The hydraulic circuits shall be designed so that flow rates, pressures, temperatures remain in correct operating ranges in all normal operating conditions including all the static and dynamic tests (even the overload criteria).

The hydraulic common reservoir shall be made of stainless steel 316L, in line with API standard 2000, designed, tested full of water and fitted with a man hole / man way or cover, a flame arrester (in accordance with BS7244 or API 2028, to be vented externally of the enclosure), an easily readable local level gauge, a sight glass, a baffle between inlet and outlet points, a fine full flow stainless steel filter at inlet point and a 2” RF 150#(HOLD) drain located at the lowest point of the drip pan.

Inlet point shall be located at the lower end of the sloping bottom and outlet point at the higher end.

Pumps shall be protected by relief valves (one per pump, sizing and selection as per API RP 520, and RP 521) connected to the hydraulic reservoir.

A feed oil pump shall be provided to first feed oil into the hydraulic circuits. A manual pump shall also be supplied to transfer oil from reserve tank to the main tank.

Hydraulic oil cooler(s) (if any) shall be shell and tube type and draft air cooled as per COMPANY Specification (GS EP PVV 411). An ambient air design temperature of 40°C shall be considered.

Hydraulic motors/cylinders shall be as per VENDOR standard.

Hydraulic hoses shall be of heavy duty type with reusable connectors.

9.6 Fire Safety Systems

9.6.1 Diesel Engine CO2 Fire Suppression System

CO2 system is required only if the diesel engine is enclosed.

9.6.2 Fire and Gas Detection System

To ensure compatibility with platform, F&G detection systems detectors shall be free issued by COMPANY and installed by VENDOR.

Two IR gas detectors shall be installed at the diesel engine air intake.

A fusible plug detection system and heat detector shall be installed in the crane motor enclosure.

A manual alarm call point shall be installed in the crane cab.

The crane shall be provided with the facility to inhibit crane start on gas detection at air intake or on platform. All fire and gas detection wiring (including from Pressure Indicator Transmitter on fusible loop) shall be routed via a cable loop arrangement to dedicated junction boxes(s) at the base of the pedestal (Upper Deck) to allow interface with platform fire and gas system.

9.6.3 Fire and Gas Alarms

To allow the crane operator to make any load safe prior to shutting down the crane during a fire or gas incident the following audible and visual alarms shall be installed in the crane cab.

1. Fire in engine enclosure

2. Gas at diesel engine air intake

3. Fire or Gas on platform.

9.6.4 Fire Extinguishers

A 2 kg CO2 fire extinguisher shall be provided by crane Manufacturer for crane cab.

VENDOR to allow space outside crane engine enclosure for cabinet containing 1x9kg dry powder extinguisher supplied and fitted.

9.7 Electrical Requirements

9.7.1 General

Even if the crane is located in a safe area, all electrical equipment shall be suitable for operation in hazardous area Zone 2, gas Group IIA, temperature class T3 as per IEC 60079 “Electrical apparatus for explosive gas atmospheres”. All equipment shall be ATEX Category 3 certified. However, for all distribution equipment (slip rings, distribution board, junction boxes) shall be ATEX Category 2 certified suitable for Zone 1 since the equipment will transfer ESD signal from platform SSS.

All equipment shall be IP55 and IK08 protected as a minimum. Any equipment located outdoor shall be provided with canopy.

Reference should be made to document BN-MLS-21-BT01-040610:‟Electrical Requirements for Packaged Units‟.

All electrical equipment shall be connected to an earth bus suitably located on the crane structure. Two connections from the earth bus shall be connected to earth conductor on the crane pedestal through slip rings.

The Crane batteries shall be Nickel – Cadmium, recombination type. The batteries shall be sized as indicated in Section 9.5 in this specification. A suitably sized Battery charger shall be included in the Package. The Battery charger shall be sized to float charge the batteries continuously and also fully charge the batteries in 8 hours from a discharged state. The battery charger electrical supply shall be from pedestal crane diesel engine driven alternator. The battery charger shall also receive a 230 V AC platform supply to charge the batteries when the crane is not in operation or in case of full discharge. The batteries shall be provided with an isolation circuit breaker rated to carry the designed current. The circuit breaker shall be housed in an Ex”d” rated ATEX category 2 certified enclosure suitable for Zone 1, Gas group IIA and temperature class T3. The Circuit Breaker shall be provided with trip facility for tripping from Platform SSS system.

As a minimum, all cable glands shall be double compression type made of nickel plated brass fitted with heat shrinkable shrouds and shall be certified for use in hazardous area specified. Cable trays or ladder shall be made of 316L stainless steel or aluminium 5052H32. Each connection of cable tray shall be overlapping for earthing continuity.

Crane equipment and structure shall be suitably connected to minimum 2 (two) earthing terminals (refer to document BN-MLS-21-BT01-040600: „Specification: Design of Earthing, Bonding and Lightning protection System‟.)

With the exception of the aircraft obstruction lights and flood light and battery charger; all electrical equipment shall be powered from the crane‟s diesel engine driven alternator.

An Ex‟de‟ rated distribution board shall be installed to distribute power to lighting and battery charger.

9.7.2 Slip Ring

All electrical and instrumentation connection from the platform to the pedestal crane section above the slew bearing shall be made available through the slip ring. Slip rings, suitable for Zone 1 Gas group IIA, temperature class T3 shall be provided as below:

3 numbers for 230 V AC, 1 Ph, 50 Hz for flood light (2 units) and battery charger supply.

2 numbers for 230 V AC, 1 Ph, 50 Hz from Nav Aid supply for obstruction lights

2 numbers for earthing connection to platform earth conductor at the crane pedestal.

3 numbers for F&G signal.

1 spare slip ring.

Slip rings for electrical power and instrument signals shall be separated.

Distribution board for lighting, battery charger, and other electrical shall be provided by VENDOR. To be confirmed during detailed engineering.

9.7.3 Cables

VENDOR shall supply cables with specification in accordance with BN-MLS-21-BT01-040609: Specification: Electrical Cables and COMPANY general specification GS EP ELE 161: Electrical Cables.

The electrical power cable from the switchgear to the main isolation switch panel shall be supplied by COMPANY. Further distribution and interconnection cabling between VENDOR‟S equipment shall be by VENDOR. VENDOR to indicate the maximum electrical load, main isolator and fuse rating and cable sizes in the offer.

Cable sizing shall be based on current carrying capacity for XLPE insulated copper conductors as per IEC 60092-352.

As a minimum, all cable glands shall be double compression type made of nickel plated brass fitted with heat shrinkable shrouds and shall be certified for use in hazardous area specified.

VENDOR shall ensure proper segregation of Electrical and Control wiring.

9.7.4 Earthing

The conductors of earthing cables shall be circular, class 2, high conductivity, stranded plain annealed copper. All installed earthing cables shall be 500V rating PVC insulated, with green/yellow stripes outer sheath.

Earthing cables shall be non-armoured type.

All electrical equipment shall be connected to an earth bus suitably located on the crane structure. Two connections from the earth bus shall be connected to earth conductor on the crane pedestal through slip rings.

Crane equipment and structure shall be suitably connected to minimum 2 (two) earthing terminals (refer to document BN-MLS-21-BT01-040600: „Specification: Design of Earthing, Bonding and Lightning protection System‟.

9.8 Lighting Requirements

9.8.1 Aviation Warning Lights

VENDOR shall provide and install two (2) nos. of low intensity, type B aviation warning lights at a) Operator‟s position and b) at the tip of the crane‟s boom, as part of the crane package. However, this requirement shall be further studied during detail design engineering. These aviation warning lights shall be controlled from a navigational aids control panel which is provided separately by others.

Navigational aid and obstruction light shall be Ex‟de‟ type, ATEX Category 2 certified suitable for Zone 1 Gas Group IIA, Temperature Class T3.

The aviation warning lights shall be of red color and shall have a minimum intensity of 50 candelas.

Further technical specification of the aviation warning lights shall be in compliance with BN-MLS-21-BT01-040606: Specification for Navigational Aid System and COMPANY specification GS EPE ELE 321: „Navigational Aid System‟.

The aviation warning lights shall be connected to a junction box to be provided by VENDOR at the bottom of crane pedestal for connection to the navigation aids power and control network at 230V AC, 1 phase, via the slip ring arrangement (with zone certification).

Additional information required for aviation warning lights to be provided by VENDOR shall be as per datasheet BN-MLS-21-BT01-040506:‟DS: Navigational Aid System‟. VENDOR shall submit the filled-in datasheet to COMPANY for review.

9.8.2 Flood Lights and Internal Lighting

Lighting fixtures shall be Ex‟de‟ type, ATEX category 3 certified suitable for Zone 2 hazardous area.

The crane shall be provided with two self-leveling flood lights on the boom.

The flood lights shall always be pointed downward irrespective of boom position.

Flood lights shall be 400 W high pressure sodium type, suitable for Zone 2, Gas Group IIA, Temperature Class T3.

The flood lights shall be connected to a Lighting sub distribution panel to be provided by VENDOR at the bottom of the crane pedestal, for power supply connection to the „Crane power supply sub Distribution panel‟.

Flashing warning lights (to indicate crane in operation) shall be provided and mounted on top of crane cab and on boom.

All necessary lights in operator control cabin shall be provided. Lighting level shall be minimum 150 lux.

Lighting for maintenance or emergency purpose shall be portable device supplied by VENDOR. This lighting fixture shall have battery back-up with an autonomy of 90 minutes.

All lights shall be accessible for maintenance.

9.9 Windsock

An anemometer shall be provided by VENDOR in order to receive an alarm in the operator cabin as required in section 9.3.

Windsock (optional) shall be provided by crane Manufacturer and located in the good position looking from cabin of the crane operator.

9.10 Corrosion / Painting

Welded joints shall be continuous.

The high strength bolts of the swing mechanism shall be protected by a marine lubricant.

All pins and bolts shall be cadmium plated and hydraulic cylinders rods nickel-chrome plated.

Generally, all metallic parts of the crane shall be fully painted excepting hydraulic hoses, gaskets, cable trays in stainless steel 316L, wire ropes, and cylinders rods. Painting shall be in accordance with COMPANY specification GS-EP-COR-350 "External protection of structures. The device shall be given protection guaranteeing a life of five years as per photograph Re 2(8) of the European standard degree of rusting for rust proofing paint.

Final RAL grade for the crane will be instructed during technical bid evaluation.

In addition, white and red striped paint shall be used on crane boom, as required by air safety regulations, with dimension in accordance to ICAO regulations.

An anti-slip paint may be proposed by VENDOR for the boom maintenance manway conducting to the boom head platform.

10 IDENTIFICATION AND MARKING

Permanent stainless steel name plate indicating construction to specification API spec 2C shall be mounted on crane.

English language shall be used including the indications of the control and monitoring system of the crane.

Any necessary caution signs shall be provided and fixed where applicable.

Hydraulic components with their identification shall be tagged in reference to the hydraulic circuits‟ drawings.

The load versus the radius shall be clearly indicated on the boom with letters of minimum 20 cm height.

11 INSPECTION, TESTING AND CERTIFICATION

11.1 Certification

All necessary certificates shall be forwarded to the COMPANY.

As a minimum the following certificates shall be provided:

Certified authority certificates

Mill certificates for structural steel and slew bearings (to be stamped by a recognized authority) and EN 10204 3.1C or EN 10204 3.1.B type certificates - type test certificates (by recognized authority) for the suitability of equipment to operate in the specified hazardous areas. EN10204 2.2 type certificates for materials of other items.

11.2 Inspection and Testing

VENDOR and SUBVENDOR shall have its own inspection and quality control organization and shall submit to COMPANY its QMS (Quality Management System) procedures in accordance with ISO 9001 standard and relevant project specification.

Inspection and testing will be performed in accordance with API spec 2C and COMPANY specifications. FAT shall be in accordance with COMPANY Specification GS EP STR 002 Part-2 sub-sections 18.3.

VENDOR shall give the COMPANY or his appointed representative at least fifteen working days notice of the readiness for inspection or FAT by submitting the Notification for Inspection (NI) form. CONTRACTOR shall ensure that Inspection and Testing Procedures shall have been approved by COMPANY when VENDOR issues the invitation letter to COMPANY.

The crane and all components including pedestal and pedestal adapter shall be completely assembled, shop tested, inspected and approved by the CONTRACTOR's inspector prior to shipment. Certified test data shall be provided showing that the crane performed to specification during such testing. The crane unit, excluding boom and pedestal support, shall be pre-assembled prior to delivery and capable of being lifted in one piece for installation.

Flatness of the upper flange of the crane pedestal shall be covered before delivery and checked on yard. Results of measurement shall be in accordance with VENDOR requirements. If not, VENDOR / CONTRACTOR shall rework the flatness accordingly.

All hydraulic sensing device actuations shall be simulated and all modes of operation and malfunction protection shall be demonstrated. A complete record of all shop inspection checks shall be furnished to CONTRACTOR. All operational mode testing shall be witnessed by the CONTRACTOR or his inspector/representative.

Witnessed tests shall include, but not be limited to:

Certified main line load test at various radius.

Fast line load test.

Swing tests.

Side pull test.

Anti-block interference test.

Overload test.

Speed tests for main line, swing, boom raising (to be conducted with load test).

Creep test (suspended load for long period).

Winch brake test.

Electrical check-out.

Emergency shutdown systems.

The witnessed test shall be performed with all the job components including wire ropes except hooks with bronze coating.

The creep test shall be as per GS-EP-STR-002. The lowering of the load shall be covered by the Creep test Acceptance Criteria.

VENDOR is informed that the previous site tests shall also be carried out on site by VENDOR representative(s). VENDOR will be informed as soon as possible of the test date. A waiting period of one (1) year between delivery and this test is expected.

All functional and operational tests already performed during shop tests shall be carried out again by CONTRACTOR with the assistance of the VENDOR after installation of the crane on the deck.

Other test includes:

100 % x-ray of all pedestal butt welds,

Hydraulic system pressure and oil temperature records,

Slew bearing clearances at various loads/radius,

Dimensional check for compliance with drawings,

100% visual inspection of general construction and compliance with project specifications, codes and standards mentioned in this document.

Temperature increase test to be performed with mechanical run test.

For all tests, if the unit does not meet with the criteria defined previously, it shall be shortly rectified and validated during a subsequent repeat test.

Factory Acceptance Test and initial survey / test after installation shall be witnessed and all certificates shall be signed by Third Party / Certification Agency inspector.

12 MAINTENANCE AND SPARE PARTS

VENDOR shall provide the list of commissioning and start-up spare-parts and for 2 years spare-parts.

Initial charges of hydraulic oil, lubricating oil, coolant, and any other necessary consumable shall be provided by VENDOR along with the crane.

The hydraulic oil shall be shipped in separate sealed containers. Hydraulic circuits shall be flushed and cleaned by the VENDOR.

The VENDOR shall provide maintenance and operating manuals (including as a minimum hydraulic circuit schematics, general arrangement drawings, dimensional drawings, cross-section drawings and load charts) in five (5) sets in English language and one (1) set of any special tools required for erection, maintenance and operation of the crane.

13 SHIPMENT

The crane shall be assembled in units as far as possible for shipment to limit and facilitate site installation.

VENDOR shall submit the shipping and preservation procedure in advance for COMPANY approval.

The packaging and preservation shall be suitable for 6 months outdoor storage.

Each equipment / component shall be securely anchored to the supporting structure.

Fragile instruments, as deemed necessary by VENDOR or/and at COMPANY's request, shall be removed, tagged and crated in boxes which shall be securely attached to the skid for shipment.

All openings, flange faces, threaded connections, valve stems or other components subject to mechanical damage and/or corrosion shall be protected adequately. Such protection shall consist of tight wooden or plastic plugs, peel off varnish for machined parts, sealing with water proof tape or enclosing with temporary metal housings.

All piping removed for shipment (if any) shall be properly tagged and secured to the skid.

VENDOR to advise on how many sub-assemblies the whole crane will be supplied. Each sub-assembly shall be provided with suitable arrangement for single point lift.

VENDOR shall provide specialist for supervision of crane installation, commissioning and site tests.

The following conditions shall be considered for sea transportation in and around the site location:-

Paragraph 4.8 of GS EP PVV 211 which gives the design data to be considered for pressure vessels during transportation

Note: Once installed on deck, the equipment shall be sea-fastened for sea transportation. Adequate internal sea fastening of the equipment is to be designed to withstand accelerations

15 GUARANTED PERFORMANCES

The VENDOR shall guarantee a smooth operation of the unit within the range limits specified in previous sections.

Guaranteed performances shall be as follows:

- Number of allowable start attempts : 3

- Lifting load at max. radius : No negative tolerance

- Hook travel : No negative tolerance

- Speeds or travelling delays : ± 5 %

- Minimum radius : No positive tolerance

- load descent during creep test : : During 4 hours static overload test (at maximum radius& boom length or in the most strenuous condition for the luffing jack), the lowering of the load must not be greater than 100 mm or the slippage of the cylinder rod must not be greater than 10 mm depending which value is reached first.

- Motor power : No positive tolerance.

- Equipment design life : 20 years.

16 QUALITY ASSURANCE AND QUALITY CONTROL SYSTEM

The VENDOR shall establish and maintain a Quality Assurance and Quality Control (QA/QC) System preferably based on the requirements of ISO 9001 (or ISO 9002 minimum) as are necessary to ensure that the equipment and services supplied comply with the requirements of this specification. VENDOR‟s Quality manual shall be submitted to COMPANY prior to inspection or FAT. QA audit may also be performed on the VENDOR / Sub-VENDOR to determine the effectiveness of their system.

VENDOR‟s QA/QC system shall comply with COMPANY QA/QC system requirement in GS EP PJC 503.

17 HEALTH, SAFETY AND ENVIRONMENTAL REGULATIONS

The VENDOR shall be responsible for ensuring that the goods and services supplied meet all applicable regulations on health, safety and environmental issues.
