Larry Hunn will present his team’s findings from the Reclassification Study. He will review the process YUHSD has followed over the past four months. He will also preview the best-practices which EMS suggest districts employ as they consider the findings and recommendations from the Reclassification Study.

Yuma Union High School District #70 Governing Board Special Meeting

The Governing Board of Yuma Union High School District #70 held a Special Meeting on May 1, 2013, in the District Office Board Room, 3150 South Avenue A, Yuma, Arizona, with Mr. Bruce Gwynn presiding. Members present: Mr. Bruce Gwynn, Board President; Mrs. Teri Brooks; Mrs. Yira Hoffmann;

Mrs. Linda Munk; Mr. Phil Townsend Others present: Mrs. Toni Badone, Superintendent; Mr. James Sheldahl, Associate

Superintendent; Mrs. Gina Thompson, Associate Superintendent; members of the administrative, certified and classified staffs of Yuma Union High School District #70; and other interested citizens

Mr. Gwynn called the meeting to order at 5:15 p.m. followed by the Pledge of Allegiance and a moment of silence. Mrs. Cordery provided the Governing Board with highlights of the budget process. In late June, a proposed budget is brought to the Governing Board and then in 10 days or more, the Governing Board is asked to adopt the budget. In December and/or May, the district has the option to revise the budget. A budget revision is required in December if the district’s budget is more than $100,000 different from the Arizona Department of Education projections. The three major funds are Maintenance & Operations, Unrestricted Capital, and Soft Capital. Maintenance & Operation- primarily payroll, department and campus operating budgets

Allocation: $ 53,110,369 Carryover (4%): $ 2,143,973 Total: $ 55,254,342

Increase was $102,000 from the July budget adopted in 2012. Unrestricted Capital- anything that lasts more than a year and is usually repaired instead of being replaced; or is an independent unit. Examples: computers, vehicles

Allocation: $ 2,164,825 Carryover: $ 5,683,837 Total: $ 7,848,662

Last year carryover was capped; $1.9 million was recuperated for this year. Soft Capital- Campus budgets, buses, student computers.

Allocation: $2,451,655 Legislative reduction: ($2,027,598) Net Allocation: $ 424,057 Carryover: $ 352,818 Total: $ 776,875

Decrease from the budget adopted in July was $39,000. Mrs. Brooks inquired on the instructional improvement fund. Mrs. Cordery addressed inquiry. Discussion was held. A motion to approve the Budget Revision for 2012-2013 was made by Mr. Townsend and seconded by Mrs. Brooks. The motion passed unanimously.

It was recommended the Governing Board approve the job description for Project Manager. The Project Manager position is needed in order to implement online and blended learning in the district. Much like the position of construction manager, the position is confined in time to the work of a large project that requires more attention and management than can feasibly be added to other job descriptions. The job description is broad enough to address other types of implementation projects so that the job description will meet the needs of the district in the future as well. A motion to approve the Job Description – Project Manager was made by Mr. Gwynn and seconded by Mrs. Hoffmann. Mrs. Munk stated her concern with the education requirement not requesting a bachelor’s degree and/or any combination of education and training that would equal that education level. Mrs. Badone stated that it could be changed to read what the Governing Board would prefer. A motion to amend the Education requirement to state “Bachelor’s Degree or a combination of education and specific training in project management” was made by Mrs. Munk and seconded by Mr. Townsend. The motions passed unanimously. It was recommended that the Governing Board approve the complete Employee Compensation packet for school year 2013-2014, including placement salary schedules, supplemental and substitute salary schedules, as well as benefits and fringe benefits. Mr. Gwynn thanked Mr. Dave Nash and Mr. Joel Barrera, City of Yuma, for their assistance with televising the board meeting. Ms. Teri Ingram, President of the Grad Nite Board, provided an update on the 23rd Year of Grad Nite. Grad Nite will be held at the Z Factory. Tickets are on sale for $20; Everything will be free once inside. Seniors are allowed to purchase 1 additional ticket for a guest. Gates will be open at 10 pm. She noted that volunteers are always needed and funds are appreciated. • Over 600 students graduating on May 24 at 8pm on Raider Field.

• CHS honored 283 A-Team Members as well as our 300 excelling with a 3.5 GPA or greater or above.

• 10 Students qualified for the AIMS High Honors Tuition Scholarship.

• 70 students received honorable scholarships to in-state schools including the James Baird Scholarship for Michael Woodson and our National Merit Scholar, Sami Ahmed.

• Over 155 scholarships awarded to outstanding seniors with many more still coming in.

Clubs National Honors Society

• Over 40 new members inducted this year; 19 of them graduating seniors.

• Well over 2,200 hours of community service as a group. Art club

• Cibola took 1st place for its photography and artwork at the Redondo Days Event here in Yuma.

• One painting sold for $900 and another earned a student a $1,000 Scholarship.

• Over 25 students received 1st place and Best in Show at the Yuma County Fair this past April.

• Johnathan Jacobson won a gold medal at the regional competition.

Choir • 4 students were honored to represent CHS for Regional

Choir. Band

• 2 Students made Regionals for Band and 1 for All-State. • Earned an excellent at State, a huge honor for such a

competition. FFA

• Two students received FFA degrees; one of which was the American degree noted for being the highest any FFA member can attain.

• Both students were honored as state proficiency winners and medalists for livestock production and beef production. They will represent all of Arizona at the National FFA Convention in Kentucky.

Community Service

• Hosted two blood drives totaling to almost 200 pints of blood, thus winning another Blood Cup, a competition among the high schools.

• Contributions made to nonprofits such as American Cancer Society ($1,000), Cuddle Kits for Yuma Regional Medical Center, and the Yuma Food Bank (over 4,400 lbs).

• Championed the “Spread the Word to End the Word” Campaign helping to honor those with disabilities and end the negative use of the word “retarded”.

• Hosted the Spring Social for all the students with disabilities to have a chance to participate in their very own Prom.

• Over 4,700 hours of community service between a few of the active clubs.

Athletics

• Nine teams represented the city in Division I state athletics tournaments.

• Many students achieved great heights this year, some of which include Bernie Montoya being ranked #1 nationally for the boy’s mile, winning the Adidas Dream Mile and being named Runner of the Year by Gatorade and the Arizona Republic after winning the state championship.

• Bernie Montoya and Monica Huston were named Arizona Dairyman All Americans.

• CHS hosted the 2012 Southwest Rotary Classic Basketball tournament, bringing in teams from Las Vegas, Phoenix, Tucson, and Australia.

• Six students placed in the top 30 in 7 different categories at the state swim meet.

Ms. Kylee Baldwin, GRHS Class of 2015 Vice President and FFA chapter president, Ms. Madison Richards, FFA student advisor, and Ms. Riley Millner, 2013-2014 Student Body President reported on Gila Ridge High School celebrations throughout the year in academics, athletics, and clubs. Academics

• 12 students qualified for the AIMS High Honors tuition scholarship.

• Over 200 students were on the A team. • 2012-2013 sophomores showed an increase in AIMS reading

and writing scores. • Graduating seniors have accumulated $3,000,000 in

scholarships. Athletics

• Wrestling boys were the section champs for the second year in a row along with being the state runners-up for Division 2.

• Baseball had a regular season record of 16-2, and made it to the final 8 teams at the state level.

• Girls Tennis had a season of 11-1, and they made it to the first round of state for the first time in school history. Katlyn Jones made it to the third round of Tennis Girls State for singles.

• Boys Tennis had a regular season of 13-1, and they made it to the second round of state.

• Scotty Nickerson and Kevin Qian made it to the third round of tennis state for the second year in a row in doubles.

• Boys and Girls Track teams were regional runner-up as well as the Champions of the Lake Havasu and the Mohave Invitationals. There are many state qualifiers this year including Paeden Jackson, Haylee Dahl, Madison Haynes, Angela Jumbeck, Camille Ochoa, Natalie Lopez, and Malibu Walter. Alec Wilson and Kainoa Renaud also qualified for boys State Track.

Clubs

• FCCLA participated in multiple community service projects, which included weekly classroom visits to Desert Mesa kindergarten classrooms along with sponsorship for Toy For Tots, Yuma Community Food Bank, Amberly's Place, and First Things First.

• SkillsUSA and Welding took part in community service events which included fabrications and repairs. Also, 100% of members successfully passed the Formative Assessment. Connor Veneski and Sean Rodgerson placed at Regional Skills Competition, and Austin Walton placed 1st at the State Skills Competition.

• DECA had 18 students attend the Western Region Leadership Conference in Seattle, Washington, and Jennifer Salazar represented Arizona as a state DECA representative.

• Sports Medicine is a first year program but has been established as a student trainer assistant program and will be a part of HOSA next year, an organization for future health professionals.

• FFA had 8 students receive their state degree, and another student will be receiving her American Degree at the National Convention in Kentucky this fall. In competitions, Ag business placed fourth at state level with two individual top ten placers. Entomology teams placed 5th, Market Plan team placed 3rd, and our Wildlife team placed 9th at State. Quality and Products at the National Convention where they received a bronze award. FFA chapter received a bronze for the National Chapter award, and Tanner Mellon is currently one of the two finalists for the State Star Farmer Award.

Community Service • 1st ever “Snack Attack”, in which GRHS collected snack

foods for the men and women in uniform who are serving over seas.

• "Presents for pups" which donated pet items to the Humane Society of Yuma during the holiday season.

• Turkey Drive raised enough money to donate 7 turkeys to the Crossroads Mission for a Christmas dinner.

• GRHS had 99 signups for both the blood drives. • Second annual middle school get together was hosted. This

year’s theme was “Let Your Leadership Glow” where middle school student councils participated in workshops.

• Gila Ridge hosted the annual “Bridge to The Ridge” which welcomes incoming freshmen from the partner schools. Bridge to the Ridge gives incoming freshman an opportunity to meet their future teachers along with discovering what clubs and activities are available at Gila Ridge High School. This year 240 families attended.

Gila Ridge High School thanked the Governing Board, Mrs. Badone, Mr. Sheldahl, and Mrs. Thompson along with all of those who played a role in the success of the students. • November - Cadets participated in USMC Birthday Ceremony on Base, First Cadet Promotions (70), Tour and special meal.

• December 7th, WWII Veteran’s Jim Campbell and Mr. Bill Gattis spoke with Cadet classes regarding their experiences in the military on Dec 7, 1941 and the years that followed.

• Conducted Color Guard Presentation for multiple events in the community (Christmas Lights Parade, Annual Prayer Breakfast, Academy Night etc…)

• 100 Students visited Yuma Proving Ground (YPG) to receive tours and receive information on career opportunities at YPG after high school and college.

• 60 Cadets served more than 300 hours of community service at Kohl’s, serving the military families, MCAS Yuma Air Show, & Salvation Army Bell Ringing. The Cadets set a single day record for contributions received $1,981.00. Previous record had been just above $500.

• Over 25 students received national recognition for their performance on the Youth Physical Fitness Test, scoring above the 250 point threshold for the award.

Student Council, JSA (Junior Statesmen of America), La Corona Yearbook and Ceramics

• JSA received the following awards at their Fall Congress: Best Speaker in a committee, Best Speaker in the entire Senate, Bill Passed Both Houses of Congress. At Spring State, for the 3rd year in a row, Kofa was voted Chapter of the Year (State Champs). Scholarships were won for those attending JSA Summer School and Summer Institute. The newest Governor elected is from Kofa. Two Best Speaker Award winners and one winner of the Special Services Award. JSA Arizona Member of the Year was a Kofa Student.

• 2nd year in a row, La Corona Yearbook was chosen by Balfour as the National Sample Book for the 2012-13 school year.

• Student Council hosted monthly Homeroom Forums to share ideas, concerns and questions about Kofa. Each homeroom class sent one representative to the 30 minute open discussion meeting. KHS hosted several school assemblies, a Jr. High Leadership Conference, Building Leadership Workshop, Homecoming Carnival, Spread The Word To End The Word Campaign, Jog Your Dog with all proceeds going to the Human Society, the Day Dream Dance and we attended the Yuma County Get Together and AASC State Convention.

• DECA- Members collected personal care items to donate them to Amberly’s Place.

• FBLA- Members hosted a can drive to benefit Amberly’s Place on May 7th.

• 76 Students will graduate • Mariah Fischer received $4000 Scholarship to Woodbury

University. • Vista offered the CTE- Education Professions Course. It

was a 2-credit course. The students had an opportunity to complete their internship at Yuma PreSchool.

• Vista Culinary Arts students had the opportunity to work with Ms. Story, Food Services Director, in the redesigning of the Vista Lobo Café. The Café will receive its makeover during the summer. Open House will be in August.

• Digital Design Class designed and published a monthly newspaper, The Vista Lobo Times. They participated in community-based instruction and visited local Yuma businesses.

• Student Council made a $300 donation to Bridget’s Gift. Ms. Marquez and Ms. Higuera thanked the Governing Board, Mrs. Badone, Mr. Sheldahl, and Mrs. Thompson and everyone who helped in the success of the students at Vista Alternative High School. • Yulisa Ruelas and Amellaly Acosta were selected to attend the Migrant Close-Up Program, June 2013 in Washington, DC - 2 of only 12 total students from Arizona

• YHS Award winning band had two students, Josh Owl and Philip Guthrie, audition and were selected for the All-Region band while Chris Carter auditioned and was selected to the the All-Region Orchestra.

• Miranda Luna participated in the All-Star Marching Invitational Band in Florida where she performed at the college football championship game.

• Janeth Sosa has been selected to receive a Certificate of Special Congressional Recognition for her outstanding and invaluable service to their community from Congressmen Raul Grijalva.

• The Yuma High School Robotics team earned second place during the 2013 Season FIRST Robotics Regional Competition held from March 21 to March 23 in Chandler. The team also earned the Gracious Professionalism Award for assisting other teams

• Scholarships so far have surpassed Two Million Dollars with several students earning substantial scholarships.

• Yuma High School Student Council members attended a spirit conference hosted by Perry High School on August 24th to collaborate with other councils regarding the upcoming year.

• YHS hosted a Patriot Week and “Linked in Pink” week to raise money for Packages from Home, Bridget’s Gift, and the American Cancer Society.

• On January 24th - 26th Student Council members attended the Arizona Association of Student Councils State Convention held at Campo Verde High School. Yuma High was awarded the Outstanding Council of Distinction award.

• Touchdown for Toys was held on November 9th. YUHSD senior football players played flag football against the VMFT 401 Snipers to raise toys for the less fortunate children of Yuma County.

• Student Council, Interact, National Honor Society, and Culinary Arts participated in the American Cancer Society’s Relay for Life.

Culinary Club • Several competitions were attended including the Gila Ridge

cook-off, which YHS won first and third place in cake decorating and main entree while receiving second in cuts.

• At the City Cookoff, the individual award of Teen Chef went to Lory Dominguez. Miss Dominguez continued her winning streak and won first place in the regional competition, and she will compete at the State competition.

• Students attended leadership camps to improve on our communication skills, learned meeting practices and protocols, and participated in several activities to improve our leadership.

FFA • At district level, YHS received first place in Floriculture,

Food Science, Beef Public Speaking, and Agronomy while receiving 2nd and 3rd place in others.

• At state level, members performed well in various competitions with the notable achievements of three members receiving their state FFA degrees and a Yuma FFA student elected to state Vice Presidential Office.

• At the Yuma County Fair, Yuma FFA members received Grand or Reserve Champion in seven different categories and members participated in over 400 hours of community service.

FBLA • The Parliamentary Procedures team competed at the

National Leadership Conference in San Antonio, Texas. • In August the FBLA State officers came to kick-start the

year and help with the YHS membership drive. • Throughout the school year YHS attended leadership camp

and several other leadership workshops. • The Regional Conference was held at Grand Canyon

University and 60 members attended. Nine students came home with medals.

• In April, 30 members attended the 3-day State Conference at the Westin La Paloma in Tucson. Several members finished in the top 10 and the Parliamentary Procedures Team took 1st place! FBLA will be traveling to the National Conference in Anaheim at the end of June.

• As a club more than 250 hours of community service were completed, such as the Rock and Roll Paint-a-thon, Midnight at the Oasis and volunteering at the Humane Society.

• The Cell Block continues to sell apparel, promote school spirit. This year slushies were added, which are extremely prosperous this time of year.

• Winter Formal was again a huge success, the theme was Mardi Gras. This event helped pay for the competitions and conferences attended throughout the year.

One of YHS own CTE teachers, Mr. McCutcheon was the 2013 Teacher of the Year for the high school level! The chapter wished good luck to the Parliamentary Procedures Team who will be attending Nationals in June.

On behalf of all of Yuma High School, students thanked the Governing Board, Mrs. Badone, Mr. Sheldahl, and Mrs. Thompson and all of those who have played a role in the success of the students at Yuma High School. Mrs. Badone introduced the Fire Science Team and thanked the City of Yuma Fire Department and their mentors. Mr. Austin Walton, Mr. Austin Roden, and Mr. Zachery Roe, Cooperative Office Education students, reported on the CTE Fire Fighting program. The program works hand in hand with all the Yuma Schools, high schools, and the City of Yuma Fire Department. Students need to be enrolled through their high school CTE class and receive credit for participating in the program. Students learn about the fire standards. Students participate and work at the local fire stations to see what its like to be a fire fighter. Students will take their presentation, “Career Pathways, Human Services,” and represent the State of Arizona at Nationals. Captain Flores and Ms. Honeycutt were thanked for all their guidance. The Gila Monsters, FIRST Robotics Team, includes students from all over the Yuma County. At competition students placed 7th out of the 50 teams that participated. They made it to the last part of finals before being defeated. The team showcased their robot. Students thanked their adult mentors. Mrs. Badone recognized and thanked the Yuma High School Administrators and School Resource Officer for their teamwork, leadership, and for going above and beyond during a unique situation which tested their leadership.

Mr. Sheldahl reported that on Thursday, April 11, YUHSD was honored by Expect More Arizona for the Ready Now Yuma initiative. Yuma was the first stop on the Expect More Excellence Tour, and the Chamber of Commerce sponsored the event at their Good Morning Yuma Breakfast. There were nine videos submitted from Yuma County to the Expect More Excellence Tour. Ready Now Yuma was one of the three honorees for our county. Expect More Arizona identified RNY as one of three honorees. The winning video, submitted by

Frank Nunez, was shared during the meeting. Mr. Nunez thanked Mr. Travis Mitchell, Arizona Western College, for his assistance with the video project. Mr. Sheldahl stated that in November of 2005, voters in the Yuma Union High School District overwhelmingly approved a bond election for YUHSD in the amount of $70,000,000. The bond projects were completed in the fall of 2012, resulting in extensive capital improvements across the district to expand capacity and bring existing facilities up to appropriate standards. There were improvements at every comprehensive school site, with the renovation of Kofa High School being the largest overall project. While the district leveraged expertise from local and outside firms, YUHSD insured that the work was accomplished for the most part by local contractors and local workers. The 2005 bond not only improved the schools, it stimulated the local economy during a difficult time. A video was presented which briefly outlined the improvements resulting from the bond election. YUHSD recognizes and appreciates the voters who reside within the Yuma Union High School District, as well as our many partners from both the public and private sector, for their outstanding commitment to excellence in the areas of design and construction of schools. As a result of these collaborative partnerships, our students at every campus benefit from first-class learning environments. Mr. Nunez, APIP Director, stated that the Advanced Placement Incentive Program (APIP) grant for Yuma Union High School District #70 covered the project period October 1, 2008 to September 28, 2012. The project was developed with partner districts Yuma Elementary School District One, Crane Elementary School District, and Somerton Elementary School District in order to prepare students, particularly low income students, for high expectations and rigorous courses such as AP. To facilitate this objective, the AVID (Advancement Via Individual Determination) college readiness system was put in place at all comprehensive high schools in the Yuma Union High School District, along with all middle schools/junior highs in the three grant partner districts. The greatest indicator of success of the APIP grant is the college-going culture it has supported for our students, teachers, administrators, parents, and community members at large. All stakeholders are more confident today than they have ever been that EVERY student can and should be prepared to succeed in rigorous and relevant learning experiences. The best way to help students gain access and support in rigorous courses, such as AP, is to help teachers learn how best to support students. AVID not only affected AVID elective class students but it also helped to shape and grow a college-going culture across disciplines, including career and technical education disciplines, within our schools and as a whole district. APIP was a foundational grant that informed the Ready Now Yuma Initiative. As current and incoming students progress through the Cambridge curriculum, they will now have a greater amount of AP courses to choose from due to the success of the four districts with the resources of the APIP grant. Mr. Nunez shared a powerpoint presentation with the audience. The Yuma Union High School students had the opportunity to participate in the Arizona Youth Town Hall this school year. Arizona Youth Town Hall not only allows for students to be educated about and participate in a Town Hall process, but to take the “voices” and outcomes from the youth to the Arizona Town Hall. There were over a 100 students who attended. The topic was on “Civic Leadership”. Through the leadership of Southwest Arizona Futures Forum, including Ms. Shelley Mellon and Dr. Linda Elliott-Nelson, high school students continue to be able to work in high-level conversations about topics that affect our community, state and nation. Ms. Mellon and Dr. Elliott-Nelson presented some highlights of the year. Mr. Rigo Orta, YHS Student Body President, shared his experience as a representative at the Arizona Youth Town Hall. A video was shared with the audience. Mrs. Thompson introduced Ms. Jill Lehman, EverFi representative, and Mr. John Marino, 1st Bank Yuma. Everfi is an educational technology platform which supports the instruction, assessment and certification of students in Financial Literacy, Student Loan Management and Digital Literacy and Responsibility.

The Governing Board of Yuma Union High School District #70 held a Special Meeting on May 14, 2013, in the District Office Board Room, 3150 South Avenue A, Yuma, Arizona, with Mr. Bruce Gwynn presiding. Members present: Mr. Bruce Gwynn, President; Mrs. Teri Brooks (via telephone); Mrs. Yira

Mrs. Badone presented legislative items proposed for submission by Mrs. Munk in addition to a few items from last year’s submission. The Governing Board held discussion. The following items were discussed and proposed for 2014 Session – Specific Issues:

1. Oppose unfunded and burdensome additions and/or revisions to the curriculum of public schools and high schools.

2. Fully Fund School Safety Programs, including School Resource Officers.

3. Advocate for change in statute to give school districts discretion and flexibility in acquisition, lease, and divestiture of real property.

4. Increase funding for 200-day school year from 5% to 8% and not limited to “whole district.”

A motion to approve the proposed items as the 2014 Legislative Session – Specific Issues was made by Mr. Townsend and seconded by Mrs. Brooks. The motion passed unanimously. The following items were discussed and proposed for Short Term Issues:

1. Establish and fully fund a uniform, statewide electronic system for student level data collection (SAIS) for all district and charter schools to include expeditious reporting.

2. Fully fund implementation of Common Core at state, district, and charter school levels.

The Governing Board of Yuma Union High School District #70 held a Special Meeting on May 29, 2013, in the District Office Board Room, 3150 South Avenue A, Yuma, Arizona, with Mr. Bruce Gwynn presiding. Members present: Mr. Bruce Gwynn, President; Mrs. Teri Brooks; Mrs. Yira Hoffmann; Mr.

Phil Townsend Members absent: Mrs. Linda Munk Others present: Mrs. Toni Badone, Superintendent; members of the administrative, certified

and classified staffs of Yuma Union High School District #70; and other interested citizens

Mr. Gwynn called the meeting to order at 12 Noon followed by the Pledge of Allegiance and a moment of silence. Pursuant to A.R.S. § 38-431.03 (A) (2) and A.R.S. § 15-843 (F) - Discussion or consideration of records exempt by law from public inspection – student discipline – a motion to executive session was made by Mr. Townsend and seconded by Mrs. Brooks. The motion passed unanimously. The special meeting adjourned to executive session at 12:01 p.m. The special meeting reconvened at 12:10 p.m. A motion to adjourn was made by Mrs. Brooks and seconded by Mr. Townsend. The motion passed unanimously. The meeting adjourned at 12:11 p.m.

School Districts are now required to pay an Alternate Contribution Rate to the ASRS for employees who are collecting retirement from ASRS. As reflected in the Employee Compensation Plan for YUHSD for School Year 2013 – 2014 approved in May, the district continues to recommend a 50/50 split between the District and the employee of the mandated cost of the Alternate Contribution Rate. The split will result in 4.6% by both YUHSD as the employer and the Retired Employee. Of the 458, one hundred fourteen (114) downloaded the solicitation; one hundred fifty nine (159) submitted no bid and five (5) submitted offers. The proposals were evaluated based on the evaluation criteria set forth in the request for proposal. The evaluation team then entered into interviews followed by a request for best and final offers. Illuminate Ed, was determined to be most advantageous to the Yuma Educational Technology Consortium serving both the Yuma Union High School District No. 70 and Yuma Elementary School District No. 1.

The purpose of this Request for Proposal was to solicit vendors to provide the Yuma Educational Technology Consortium with an alternative to its current Student Information System. The award of the contract under this RFP may result in a multi-term contract to cover a Student Information System for the upcoming year with the option of four (4) annual renewals. In accordance with School District Procurement Rules R7-2-1093, before the use of a multi-term contract, the Governing Board must make a written determination that it is appropriate to do so. It is recommended that the Governing Board make the following written determination that:

1. The estimated requirements cover the period of the contract and are reasonable and continuing. A Student Information System will be required on a continual basis, so it is reasonable to have the option of four (4) annual renewals with this contract.

2. The use of the subsequent multi-term contract will serve the best interests of the school district by encouraging effective competition or otherwise promoting economies of scale in school district procurement. Using a multi-term contract for these services, provided for effective competition among offerors and promotes economies of scale by providing for a potentially longer relationship between the district and awarded vendor.

3. If monies are not appropriated or otherwise made available to support continuation of performance in a subsequent fiscal period, the contract shall be canceled and the contractor may only be reimbursed for the reasonable value of any nonrecurring costs incurred but not amortized in the price of the materials or services delivered under the contract or which are otherwise not recoverable. The cost of cancellation may be paid from any appropriations available for such purposes.

Recommendation: It is recommended that the Governing Board approve the written determination for a multi-term contract and the approval of award for RFP-70-13-6-5 Student Information System to Illuminate Education, Inc. as noted in the background.
