State of Illinois Capital Development Board Request for Board Approval of Proceed Order Project Number: 250-189-015 Description: CMS Central Computing Facility Emergency Generators and Electrical Upgrade Springfield, Sangamon County, Illinois Using Agency: Department of Central Management Services Architect/Engineer: BRiC Partnership, LLC 100 East Washington Street, Suite 220 Belleville, IL 62220 Total Project Budget: $15,620,000.00 Unobligated Funds: $ 5,365,484.41 Total Spent to Date: $ 4,956,165.72 Percent Complete: 58% Project Manager: Craig Butler Project History: The Central Computing Facility is a 69,500 square foot, 3-story building built in 1979. The scope of work for this project provides for the replacement of three (3) existing 750 KW turbine generators with two (2) 2500 KW reciprocating engine generators. As originally designed, this project also provides for the replacement of the existing 500 KW Uninterruptible Power Supply (UPS) System with two (2) 400 KW UPS. The scope also provides for the replacement of electrical distribution equipment, mechanical ventilation equipment for the generator room, a new cooling tower cell, and a new AHU for space. Description of RFP Change: During the design phase of the project, it was discovered that the new UPS equipment included in design was undersized. This equipment is a critical component to the project and continued operation of the facility. This proceed order will provide for the purchase/installation of proper sized UPS equipment. There is minimal rework in labor or materials associated with this change. The resulting change order will be classified as an A/E error with an assessment commensurate with the resulting premium incurred by the State.

Requested Action: We are requesting approval of proceed order G-15 in the amount of $1,500,000.00 to address the necessary corrections to the UPS system.

CMS - CCF Emergency Generators & Electrical Upgrade

Proceed Order G-15: Up-Size UPS Equipment

It has been discovered that the new UPS equipment included in this project (Uninterruptible Power Supply), was undersized during the design phase. This equipment is a critical component to the project and continued operation of the facility. Whether this was due to human error or a malfunction of the equipment used to measure the existing loads is undetermined at this time, but it nonetheless qualifies as an A/E Error. The majority of the additional cost associated with this Proceed Order is to upsize the UPS equipment to the proper sizes. There is minimal rework in labor or materials associated with this change. As a minimum, the A/E will be assessed a charge of 20% of the total amount of the resulting change order. The final assessment will be adjusted to reflect the actual premium that this design error costs the State.

Replace Emergency Generator Springfield Computer Facility Sangamon County, CDB 250-189-015 Reason For Change The electrical contractor noticed the power draw readings on the existing UPS equipment to be replaced was much higher than the equipment we had specified so he brought this issue to our attention. We revisited our study, the purpose of which in part was to determine the capacity needed for new equipment. Our study utilized data forwarded by B&B Electric who we hired to set a recording meter manufactured by Fluke Corporation. Our study informed that the load was substantially less than the installed UPS capacity which is still the same equipment today; the power consumption readings on the existing UPS from the time of our study mimic the power consumption readings that are present on the existing UPS equipment today. At the time of our study, we may have assumed that a lower reading was rational due to increased efficiencies of computer equipment. This may have been a rational explanation on the one hand; on the other hand, it’s equally rationale to not accept such a discrepancy without further vetting of the process. As of January 11, 2021, we know that the Fluke recording meter reading only captured part of the circuiting feeding the existing UPS; current measuring devices were not landed on all conductors, therefore the Fluke recording meter picked up part of the load but not all of the load. In their transmission of the recorded data to BRiC, B&B Electric does not mention that they did not land current measuring devices on all conductors, only one conductor…..B&B was expecting BRiC to multiply the recorded consumption of the one conductor by the total of all conductors; when doing so today, we calculate the same level of power draw that is currently showing on the existing UPS. Further, as of January 9, 2021, we had B&B reinstall the Fluke recording meter on all circuits; in so doing, the measured power draw is nearly identical to the power draw showing on the existing UPS equipment. Our records do not include any conversation with B&B as to how the current measuring devices were installed, where they were installed, and the implications thereof. We directed B&B to install current measuring devices on all conductors however we did not follow-up to ensure that in fact they landed current measuring devices exactly as we had directed. It’s very possible the B&B electrician landing the current measuring devices did not feel safe in landing devices on all conductors or did not have the necessary current transformers used for measuring; this work was done with live switchgear; we don’t know why he didn’t land devices on all conductors but we now know that he most likely didn’t. Description of the Change As of the date of this writing, January 12, 2021, this is being discerned.

Afternoon gentlemen,    Tim, I’ve spoken with you; Craig, I left you a message on your office phone. Attached is the narrative I mentioned, developed to address the two fundamental questions of the CDB RFPCO form: Reason for Change and Description of Change. At this time, we do not have a complete description of the fix needed; we continue to work on it. However, we do not know of any reason to alter the Reason for Change. The reasoning has been discussed amongst my two partners Andy Rein and Eric Rogers, with the two electrical engineers involved in the design, Matt Crook and Carl Hauck, and another electrical engineer in our company who I asked to assist Matt with solution-making and who also has some familiarity with the CMS computer operation from previous work in the building, Mark Page; all of us agree with the Reason for Change.    We’ll continue to work the fix and respond with the approach.    We own the mistake; we informed B&B of the process needed to obtain accurate data but we did not vet the process with them once we received the data from them in order to ensure ourselves the data was complete and accurate. We regret the mistake.    Yesterday, I scheduled a call for this morning with our PLI broker; that call happened; I informed him of the problem; he said he will forward the issue to the underwriter and get a claim assigned. I wanted to discuss the mistake with our broker before I followed up with each of you.    Tom

M E M O R A N D U M TO: James Cockrell FROM: Drew Stephenson R2 PM DATE: March 2, 2021 RE: 040-050-024 Single General Contract Bid Over Estimate Replace Wander Guard and Fire Alarm System LaSalle Veteran’s Home This multiple prime project was bid on 1/8/21 and the single bid received for the General Contract work came in at 223% of the A/E’s estimate: CAD Construction - $198,550; A/E GC estimate - $88,853 The other contracts that bid were Heating and Electrical and were significantly under the A/E’s estimate, and had multiple bidders: JB Contracting Corp. - $801,463; A/E Heating estimate - $977,140 JB Contracting Corporation - $649,000; A/E Electrical estimate - $718,875 These bids have all been deemed responsive, and the total of all trades bid is significantly under the A/E’s estimate: Total of all trades - $1,649,013; A/E total estimate - $1,958,141; Total Unobligated - $1,900,243 I believe this project had active competitors prior to the bid date, and was bid in a competitive bid environment. It is my opinion and the A/E’s that the amount of General work relative to the other trades did not have enough value to make it appealing for many General Contractors to bid. Unfortunately, the A/E only hosted this project in one plan room (plan-holders list attached), however, they did reach out to multiple contractors during bidding. I am requesting that the single bid for the General Contract work be awarded even though it is over the A/E’s estimate, due to that fact that the total of all trades is significantly under the project’s budget and A/E’s estimate. Re-bidding this

PROJECT SCOPE OF WORK:The Lincoln's New Salem State Historic Site is a 95-builidng facility that was established as a state historic site in1919. The Trent Barn is one of these structures. The barn and adjacent livestock pen's materials are significantlycompromised. Due to the building's wood rot and overall deterioration, the facility is not structurally sound for siteinterpretation.

The scope of work provides for the demolition of the Trent Barn and adjacent livestock pens and providing a newbarn and livestock pen to match the original Civilian Conservation Corps (CCC) era blueprints. Provide cedar woodlogs at the bottom two courses to prevent future rot and deterioration. The consultant shall also provide a historicstructures report for designated log structures. All work associated with this project shall comply with the Secretaryof Interior's Standards of Historic Structures. The State Historic Preservation Office should be consulted duringevery phase of this project.
